BORDERTOWN LIBRARY October is Seniors month. BARKING DOGS While barking is a natural form of communicaon for dogs, dogs which bark incessantly can be the cause of distress and frustraon to neighbours. Barking becomes an offence if it occurs persistently or connues to such a degree that it unreasonably interferes with the peace, comfort or convenience of another person. Under the Act, local Councils have the power to issue expiaons and/or Control (Barking Dog) Orders to the owner or person responsible for the dog at that me. If a barking complaint is made against your dog, the council will invesgate to determine if the complaint is valid. If the council is sasfied that the dog is barking excessively, an order can be issued under the Act. If your dog has been reported to the council for barking, the Council Animal Management Officer will discuss the process with you and provide advice as to how you might remedy the issue. ECONOMIC DEVELOPMENT AND TOURISM & VISITOR ATTRACTION STRATEGY Council has engaged consultants SED Advisory to develop an Economic Development and Tourism Strategy for council and the district. Their 2 main consultants who will be working with us are Fiona Davey and Clive Pinneger. Their final report will only be as good as the informaon that is provided to them from businesses, farmers, service providers and residents from across the district We want people to have their say on: the opportunies for economic development in the Taara including infrastructure, workforce, services and the visitor economy Problems that are restricng economic development strategies or projects that need to be put in place to: o promote the district, o encourage investment, o encourage populaon growth, o establish a sustainable economy and o develop the Taara as a place for people to visit and stay. To obtain as much feedback as possible there will be an online survey, interviews and community drop in sessions so that businesses and residents can have their say. The consultants will also be talking with major employers, business associaons, business operators and government agencies. Consultaon will occur in late October and early November with a draſt strategy due to be presented in February. The online survey which is the first stage in the project, will commence by the middle of October and be available through a link on Council’s website and via email distribuon to local businesses. TATIARA TALKSAt the October Council meeting Mayor Graham Excell announced that Council’s new CEO will be Anne Champness.

Anne, pronounced Anna, has signed a 4 year contract and commences work at Tatiara District Council on the 27th November. She takes over from current CEO Rob Harkness who retires on November 24th after being in the position for 15 years.

Anne currently works for Hindmarsh Shire Council based at Nhill as their Director Corporate and Community Services. She has 11 years Local Government experience, 9 at Hindmarsh as well as 2 years at Southern Grampians Shire Council.

The Tree Decline and Death Project is a research project delivered by Federation University Australia for the Coorong and Tatiara Local Action Plan Committees. The project aims to reduce threats to remnant native vegetation by investigating the causes of tree decline and death in the region. The project was commenced in July 2015. The project has delivered three major outsomes so far:

1. A literature review of tree decline issues in the region, which identifies knowledge gaps and research priorities.

2. A field experiment that demonstrates that interveinal yellowing in the region’s roadside trees can be alleviated with additions of iron and manganese. This study helps us to understand the issue of yellowing of roadside trees, and allows us to plan for the future.

3. The development of a citizen science website, in which community members and stakeholders can contribute data on the symptoms of trees in the region.

This report also provides management recommendations to assist with regional planning for a future landscape that includes trees, and identifies important areas for future research that will assist with regional planning.

Federation University will continue to report to the Coorong and Tatiara LAP committee on research findings beyond this final report. In particular they will report findings from the analysis of data collected through the citizen science website.
