Deliver a public/private program to stimulate the connection of all citizens, homes, businesses and communities within theregion to the "e-world". This will enable the development of other projects such as distance learning, e-government and an e-commerce.

Form a network of region's industry, development agencies, government and third level education sectors to increase thelevel of research and innovation in internet technologies and models and their diffusion among the region's public andbusiness sectors.

Implement a digital transport exchange, incorporating GPS technology, to link allmodes of transport (haulage, delivery services, buses, trains and governmenttransport services) to assist the development of integrated mobile applications.

Create a digital model of the region (incorporating businesses, public services, retailers, homes, etc) asa framework for stimulating the development of e-business and e-services, including mobile e-business.

Stimulate the development of a competitively priced, multi-vendor and fully integrated, broadband telecommunications infrastructure(fixed, mobile, TV, etc) based upon IP technology.
