1. Comments onfinancial Progress:As per the information given in the Government format, an amount of Rs. 15.00 lakh was sanctioned out of

which Rs. 15.00 lakh had been fully utilized as at the end of 30 SEP 2011. The financial achievement was 100%.

2. Special Comments / Observations / Suggestions / requiring immediate attention by State Government: The work was done in military campus and

the PWD officials have maintained the quality of work. By visual observation, technically the quality of work looks sound and aesthetic.Quality

testing could not be done due to non-availability of laboratory in Tawang. The official testing laboratory was available at Rupa circle which was 220

Km from Tawang. However quality of materials has not been compromised and full efforts were taken to maintain quality.

No Site Order Book was furnished. In government format, it is merely indicated that AE / EE / SE had visited the site time to time during construction. Dates of visit are not mentioned in the report. NA No Major Observation recorded. NIL To provide proper accommodation facilities for Jawan of SSB, the project was very important to execute. Work was completed and Utilization Certificatewas submitted on 16.04.2011. The department has reported that there was no duplicity or overlapping of projects.

Material quality control register could not be made available at site. Quality testing could not be done due to non-availability of laboratory in Tawang. Jawans residing inside the barrack were found satisfied when interacted.

The work was executed to provide proper accommodation facilities for Jawan of SSB. Around 32 Jawans are putting up at Jawans barrack.

6 Difficulties /Operational Issues, if any a) Factors/ difficulties b) Operational issues

Tawangis situated at very high altitude. Weather is too harsh. The temperature drops down up to minus 4-5 degree Celsius. The availability of the material was of great problem. There are only two markets i.e. Tezpur and Guwahati in Assam state. Heavy rainfall this year was the major difficulty in executing the work. The working season to carryout civil works was very less. They get maximum 5 to 6 months of working. Availability of skilled labors particularly for Tawang district is of a great problem due to which labor component escalates drastically and at the same time the cost of material shoots up due to non-availability of local market. The transportation cost was too high because of distance between both the available markets and the road condition to Tezpur passing through Sela pass is in pathetic condition.

A Government testing laboratory should be commissioned so that entire Tawang district will get benefitted. Approval and sanctioning process of the project should be carried out so that construction time should be utilized properly during working season.

1. Comments on financial Progress: : As per the information given in the Government format, an amount of Rs. 10.00 lakh was sanctioned out

of which, Rs. 10.00 lakh had been fully utilized as at the end of 30 SEP 2011. The financial achievement was 100%.

2. Special Comments / Observations / Suggestions / requiring immediate attention by State Government: With the construction of this new rural link

road under BADP there emerged a situation where road is broadened, durable, smooth and convenient to village people and others. It is so

broadened that not only people can travel on foot more freely, conveniently but also medium and light vehicles can easily ply. This new

development has taken villagers to new height. The villages and their surroundings look real and clean. Since there is access to vehicles, people

no more need to carry goods on back. Lot of money and time is saved. Now confidence level of villagers is high, spirited and keenly looking

towards more developments and marked enhancement in their socio economic status.

No Site Order Book was furnished. BDO visited twice during construction. Dates of visit are not mentioned in the report. No Major Observation recorded. NIL Prior to construction of link road, there was as such no road. Rather narrow, uneven and muddy pathway existed which causes lots of problems to villagers in their day to day activities. These bottle necks prompted villagers to approach the department and thus proposal was taken up under BADP during 2009-10. UC submitted on 07.05.2010. There was no duplicity or overlapping of projects observed.

With the construction of this new rural link road under BADP there emerged a situation where road was broadened, durable, smooth and convenient to village people and others. It was so broadened that not only people can travel on foot, conveniently but also medium and light vehicles can easily ply. This new development has taken villagers to new height. The villages and their surroundings look real and clean. Since there was access to vehicles, people no more need to carry goods on back. Lot of

money and time was saved. Now confidence level of villagers was high, spirited and keenly looking towards more developments and marked enhancement in their socio economic status.

Quality testing could not be done due to non-availability of testing apparatus instantly and nearest departmental laboratory being 185 Km from construction site. However it was observed that quality of materials has not been compromised and every effort have been made to ensure use of quality materials.

1. Comments on financial Progress: : As per the information given in the Government format, an amount of Rs. 19.00 lakh was sanctioned out

of which Rs. 19.00 lakh had been fully utilized as at the end of 30 SEP 2011. The financial achievement is 100%.

2. Special Comments / Observations / Suggestions / requiring immediate attention by State Government: To provide proper accommodation

facilities for the employees of Arunachal Pradesh Police, this project was taken up.Since testing is not done, conformity to norms cannot be

mentioned but physically quality of work was maintained and executed as per drawing.

PWD officials have taken care of the work and quality of work has been maintained. CGI roofing done was of good quality. TATA Shaktee products

has been installed for roofing. Also development work around periphery has been done properly.

On the other hand, better site for execution of these Type-III quarters could have been selected since the approach to the present site was not that

proper and the road joining to the quarters is too narrow and undulated.

Upon completion of this project, proper accommodation facilities for the employees of Arunachal Pradesh Police can be provided.

6 Difficulties /Operational Issues, if any a) Factors/ difficulties b) Operational issues

Tawang is situated at very high altitude. Weather is too harsh.

Temperature drops down up to minus 4-5 degree Celsius. Availability of

the material was of great problem. There are only two markets i.e. Tezpur

and Guwahati in Assam state. Heavy rainfall this year was the major

difficulty in executing the work.

The working season to carryout civil works was very less. They get

maximum 5 to 6 months of working. Availability of skilled labours

particularly for Tawang district was of a great problem due to which

labour component escalates drastically and at the same time the cost of

material shoots up due to non-availability of local market. The

transportation cost was too high because of distance between both the

available markets and the road condition to Tezpur passing through

Selapass is in empathetic condition.

4. Comments on financial Progress:As per the information given in the Government format, an amount of Rs. 30.00 lakh was sanctioned out of

which Rs. 30.00 lakh had been fully utilized as at the end of 30 SEP 2011. The financial achievement is 100%.

2. Special Comments / Observations / Suggestions / requiring immediate attention by State Government: There were persistent requirement for

quarters for teachers at Tawang. Due to inadequacies of quarters, teachers were not able to devote sincerely in their duties and thus hamper

overall education scenario of school. The school teachers were boarding at a rented place and transit time to school was too much. Therefore this

project was taken up.

Physically the work quality looks sound but few flaws like plinth protection work, plaster quality, surrounding premises and development works

should be taken care of. Plumbing work requires bit of attention, like seepage of soil waste and choke up of drain and chamber.

Since testing was not done, conformity to norms cannot be mentioned but physically quality of work was maintained and executed as per drawing. Minor rectification was required in plinth protection work. Surroundings of premises need to be cleaned.

5 Likely benefits& socio-economic impact of the Project upon completion (number & names of the benefiting villages, estimated size of the benefited population, change in economic status or quality of life, health, literacy, education, social mobility, reduction in distances, change in cropping pattern, marketing of products, etc.

The project upon completion was benefitted to 04 families of teachers. The purpose of constructing quarters was to accommodate teachers only.

Tawangwas situated at very high altitude. Weather is too harsh. The temperature drops down up to minus 4-5 degree Celsius. The availability of the material was of great problem. There are only two markets i.e. Tezpur and Guwahati in Assam state. Heavy rainfall this year was the major difficulty in executing the work. The working season to carryout civil works was very less. They get maximum 5 to 6 months of working. Availability of skilled labors particularly for Tawang district is of a great problem due to which labor component escalates drastically and at the same time the cost of material shoots up due to non availability of

local market. The transportation cost was too high because of distance between both the available markets and the road condition to Tezpur passing through Sela pass was in empathetic condition.
