WHY CHOOSE MASTER OF SCIENCE IN

OPERATIONS MANAGEMENT?

The various elements of Operations Management are found in almost all productive enterprises throughout the world. This makes the Operations Management program unique in its relevance to today’s manager. With its accelerated 8-week, five-sessions-a-year format and evening and online classes, the program is geared toward working students who want to enhance their career opportunities in any organization.

The concepts, tools, and techniques of Operations Management apply to service sector businesses such as hospitals, restaurants, financial institutions, and transportation companies; to governmental agencies, branches of the armed services and social service providers; to plants that manufacture products such as automobiles, electronics, and home appliances; and to processing facilities involved in food, chemical, or fuel production.

The principles of Operations Management extend to subject areas such as the design of goods and services; managing quality; process, location, and layout strategies; supply chain management; inventory management; scheduling; human resources; health/safety; and maintenance.

Our Purpose

The Operations Management program was established in 1974 to fulfill recognized needs in graduate education for military, civilian, and industrial

personnel. Since that time it has become the largest graduate degree program offered by the University. Graduate Resident Centers are established at Naval Support Activity/Mid-South in Milington, TN; Little Rock Air Force Base in Jacksonville, AR; Hurlburt Field Air Force Base in Florida. All requirements for the Master of Science in Operations Management Degree may be completed at these centers, at our Fayetteville campus and/or online.

Admission Information & RequrementsAny person who wishes to earn graduate-level credit, whether as a degree-

seeking student or as a non-degree student, must submit a formal application to, and be officially admitted by the Graduate School. An applicant may enter the Operations Management program regardless of undergraduate major. A student applying for admission to the program must submit an official transcript from each college or university previously attended (transcripts issued to students are not considered official.) Admission to the Graduate School cannot be accomplished until official transcripts from all colleges and universities attended and an Application for Admission are received by Graduate Admissions. Students should apply for admission at least six weeks prior to their first enrollment.

Regular Admission1. Baccalaureate degree from a regionally accredited college or

university.2. Minimum GPA of 3.0 on the last 60 credit hours of attempted

coursework prior to the receipt of the baccalaureate degree or 3.0 cumulative GPA; OR If GPA (both last 60 hours and cumulative) is less than 3.0 but is at least 2.5, applicant may be eligible for admission by special consideration, which includes submitting median or better Graduate Record Examination scores on the verbal and quantitative portions, and 4.0 or better on the analytical writing portion. A median or better score on the GMAT with 4.5 or better on analytical writing can be submitted in lieu of GRE scores.

International AdmissionFor admission consideration, applicants who are not native speakers

of English and who do not have a conferred degree from a U.S. college or university, must submit a 550 paper-based score, or an 80 internet-based score on the Test of English as a Foreign Language (TOEFL). Before taking any graduate classes in the Operations Management Master’s program, such students must also demonstrate proficiency in one of the following tests of written English: TOEFL IBT (26), ELPT (75) or GRE (4.0) or GMAT (4.5).

ReadmissionStudents who delay or defer their studies for a full semester (Fall 8 week I and II or

Spring 8 week I and II) must be readmitted to the program. To be readmitted, a student must submit a new application for admission and have a grade point of 2.85 or greater on all graduate credits attempted.

Format of InstructionCourses are offered in eight-week terms consisting of two class periods

per week of 150 minute each, exclusive of breaks. The University schedules five terms per calendar year. A student may take up to two courses each term. Under this schedule a student may satisfy requirements for the degree in five terms, or approximately one year.

CurriculumTo fulfill requirements for the Master of Science in Operations Management

degree, a student must earn a total of 30 semester hours graduate credit in the program. There are four required core courses that must be taken within the first 18 hours of graduate study along with any needed prerequiste courses. Electives, with the exception of OMGT 577V, may be taken in any sequence, subject to prior completion of undergraduate prerequisites where specified. Classes with fewer than twelve students are subject to cancellation.

FacultyAll courses are taught by Graduate Faculty of the University of Arkansas,

Fayetteville, who have been evaluated by the Graduate Council. Courses and instructors in the Operations Management program are subject to the same standards of quality that apply to other graduate programs on the Fayetteville campus. Faculty typically reside near the Center at which they teach live classes.

OMGT4313 (UP; Online) LAW & ETHICS -- BUSINESS LAW: Analysis of the fundamental legal principles applicable in protecting the rights and interests of individuals and organizations; court systems and litigation processes; constitutional law and legislation; formation and discharge of contracts; agency relationships; torts; labor laws; patents; trademarks; copyrights; unfair competition; ethics; professional relations. OMGT 4323 (UP; Online) INDUSTRIAL COST ANAYSIS -- ACOUNTING: Use of accounting information for planning and control from a management viewpoint; principles of cost accounting and other aspects of production costs; budgeting, depreciation, taxes, distribution of profits, securities, sources of corporate capital, and interpretation of financial statements. OMGT 4333 (UP; Online) APPLIED STATISTICS -- STATISTICS:Fundamentals of probability and distribution theory with applications in managerial decision making. Descriptive methods, probability distributions, sampling distributions and hypothesis testing are included.

OMGT 4853 (UP; Online)DATA PROCESSING SYSTEMS -- COMPUTER APPLICATION: Fundamentals of computers and data processing. Computer hardware and software. Spreadsheet and presentation methods and applications. Introduction to database concepts and applications.

OMGT 4303 (I,H,S,R: Online / Live) INDUSTRIAL SAFETY & HEALTH ADMINISTRATION: Based on Federal Regulations for Occupational Safety and Health, the course examines current regulations, as well as their commonsense

application. Covers various standards, such as those for material handling, personal protective equipment, toxic substances, and machine guarding. Uses case studies and real world scenarios to present topics and demonstrate their application.

OMGT 4613 (I,: Online / Live)LEAN PRODUCTION & INVENTORY CONTROL: Defines analytical methods used to support inventory replenishment for the production of goods and services. Operational problems of production systems are examined, including objective/subjective forecasting methods, aggregate planning of work force and production under seasonal demand; and inventory models of EOQ for known and unknown demand. Supply chain management and lean manufacturing concepts are also discussed. Prerequisites: OMGT 4333 and OMGT 5003.

OMGT 4623 (B,H,S,: Online / Live)STRATEGIC MANAGEMENT: Examines strategic management, which is defined as the art and science of formulating, implementing, and evaluating cross-functional decisions that enable an organization to achieve its long-term objectives. Principles of strategic management will be covered in conjunction with case studies to provide opportunity for analysis and experience in applying these principles in an operations management environment. Required course (may be substituted by OMGT 5873).

OMGT 4783 (B,I: Online / Live) PROJECT MANAGEMENT: An introduction to the Critical Path Method and Program Evaluation and Review Technique. Covers project planning and control methods; activity sequencing; time-cost trade-offs; allocation of manpower and equipment resources; scheduling activities and computer systems for PERT/CPM with emphasis on MS project. Case studies include topical issues combining methodologies and project management soft skills, such as conflict management, negotiation, presentations to stakeholders, and team building. Required course.

OMGT 4873 (I: Online)PRINCIPLES OF OPERATIONS RESEARCH: Surveys the mathematical models used to design and analyze operational systems. Includes linear programming models, waiting line models, computer simulation models, and management science. Students will be introduced to applications of operations research and solution methods, using spreadsheet software. Prerequisite: OMGT 4333.

OMGT 5003 (Online) INTRODUCTION TO OPERATIONS MANAGEMENT: Provides an overview of the functional activities necessary for the creation/delivery of goods and services. Topics covered include: productivity; strategy in a global business environment; project management; quality management; location and layout strategies; human resources management; supply chain and inventory management; material requirements planning; JIT; maintenance and reliability; and other subjects relevant to the field. Required course.

OMGT 5013 (B,I: Online / Live) SUPPLY CHAIN MANAGEMENT FOR OPERATIONS MANAGERS: Focuses on the development and application of decision models in supply chains with emphasis on supply chain performance, cost, and metrics; demand forecasting; aggregate planning; inventory management; supply chain design and distribution; transportation modeling

and analysis; supply chain coordination; the role of information technology; and sourcing decisions. Spreadsheet tools and techniques will be used to analyze supply chain performance. Prerequisites: OMGT 4333 and OMGT 5003.

OMGT 5113 (B,H,S,R: Online /Live) HUMAN RESOURCE MANAGEMENT: A review of Human Resources Management functions as they apply in today’s business setting with specific emphasis on regulatory compliance, total rewards systems, recruitment, training, and employment practices. The course is designed both for HRM professionals and for line managers/professionals who need to understand the roles and responsibilities of HR as a business partner.

OMGT 5123 (B,I,H,S,R: Online / Live) FINANCE FOR OPERATIONS MANAGERS: Examines the scope and environment of finance for operations managers. Topics include financial markets, interest rates, financial statements, cash flows, and performance evaluation. Valuation of financial assets, using time value of money; the meaning and measurement of risk/return; capital-budgeting, cost of capital, capital structure, dividend policy, and working capital management are also covered. Required course (may be substituted by OMGT 5463). Prerequisite: OMGT 4323. OMGT 5133 (B,I: Online / Live) OPERATIONS MANAGEMENT IN THE SERVICE SECTOR: Review of the role of operations management in the service sector, e.g., health care systems, banking, municipal services, utilities, postal service and others. Emphasizes the principles and methodologies applicable to the solution of problems within the service industries.

OMGT 5143 (H: Online / Live) STRATEGIC ISSUES IN HUMAN RESOURCE MANAGEMENT: Explores the concept of Strategic Human Resource Management with emphasis on effective partnering by various HR functions with all levels of management to support the large-scale, long-range goals of achieving

success in the organization’s chosen markets. Internal and external impacts on and of HR in all areas will be examined. Students will analyze case studies to build on basic concepts acquired in OMGT 5113. Prerequisite: OMGT 5113 or consent.

OMGT 5223 (I,S: Ind.) SAFETY & HEALTH STANDARDS RESEARCH: For graduate students who seek Certified Safety Professional or Certified Industrial Hygienist status, or both. Includes review and development of computer databases for standards, interpretations, court decisions, and field memoranda. Test equipment and procedures for determining indoor industrial air contaminant PEL concentrations and industrial environmental noise levels are examined. Prerequisite: INEG 4223 or OMGT 4303 or work experience as a safety or health professional. OMGT 5303 (H,S,R: Live)HEALTH CARE POLICIES & ISSUES: Explores health care management strategies and policy development with emphasis on health insurance, Medicare, Medicaid and managed care, as well as employee health benefits. The roles of government and business in policy formulation are addressed, as are the problems of financing health care, legal and ethical considerations, current healthcare issues, and quality measures.

OMGT 5373 (B,I: Online / Live)QUALITY MANAGEMENT: Introduces students to quality management concepts and their use in enhancing organizational performance and profitability. History of the quality movement, its broad application in key economic sectors, and philosophical perspectives of major quality leaders will be discussed. Focus is on continuous process improvement, using data and information to guide organizational decision-making. The Six Sigma approach and associated statistical tools, supporting process improvement, are also covered. Prerequisite: OMGT 4333.

OMGT 5423 (B,I: Online / Live)OPERATIONS MANAGEMENT & GLOBAL COMPETITION: Studies of principles and cases in administration in global competition. Survey of markets, technologies, multinational corporations, cultures, and customs. Discussions of ethics, professionalism, difference valuing, human relations skills, and other topics relevant to global practice. OMGT 5433 (B,I: Online / Live) COST ESTIMATION MODELS: An examination of the methodologies for estimating and forecasting manufacturing costs. Types of cost recovery systems, work progress functions, product improvement curves, determination of hourly rates, parametric estimating systems, and the development of software for computer-assisted estimating systems. Prerequisites: OMGT 4323, OMGT 4333.

OMGT 5443 (B,I: Online / Live) DECISION MODELS: Focus on quantitative and qualitative decision models and techniques for technical and managerial problems. Emphasis on application and interpretation of results. Topics include decision trees, influence diagrams, weighting methods, value of information, Analytic Hierarchy Process, Bayes Theorem, Monte Carlo simulation, utility theory, risk analysis, group decision-making and expert systems. Prerequisite: OMGT 4333.

OMGT 5463 (B,I: Online / Live) ECONOMIC DECISION-MAKING: Principles of economic analysis with emphasis upon discounted cash flow criteria for decision-making. Comparison of criteria such as rate of return, annual cost, and present worth for the evaluation of investment alternatives. Required course (may be substituted by OMGT 5123). Prerequisite: OMGT 4323. OMGT 5503 (I: Online) MAINTENANCE MANAGEMENT: Principles and practices of maintenance department organization, prevention procedures, and typical equipment problems. Includes related topics such as plant protection, preventative and plant maintenance. Prerequisite: OMGT 4333.OMGT 5633 (B,H,S: Online /Live) LINKAGES AMONG TECHNOLOGY, ECONOMICS & SOCIETAL VALUES: Addresses how macro-level change is influenced by the linkages among technology, economics and societal values. Three major course initiatives: 1) Developing a conceptual model for understanding how macro-level change has occurred over history; 2) Examining recorded history in order to develop a contextual appreciation for Society’s current situation; and 3) Using statistical data to identify six overriding world trends that are likely to greatly impact society’s goal of achieving sustainable prosperity and well being in the foreseeable future.

OMGT 5733 (H,S: Live) HUMAN BEHAVIOR ANALYSIS: Examination of the principal drivers of individual and group behavior in organizations with coverage of practical applications of concepts in organizational behavior for operations managers. In addition to group behavior and organizational processes, the course explores people management challenges that result from external pressures on stakeholders (e.g. competitive, economic, social, political, and regulatory impacts).

OMGT 577V (B,H,I,S, R: Ind.) SPECIAL PROBLEMS: Application of previous coursework knowledge to problems encountered in military base and civilian operations. Problems are proposed by students according to individual interests and needs. Prerequisite: written consent of instructor.

OMGT 5823 (B: Online) INFORMATION TECHNOLOGY FOR OPERATIONS MANAGERS: Information Technology for the management and control of information systems and processes used in operations management. Topics covered include e-Business and e-Commerce Systems, Management Information Systems (MIS), Data Resource Management, Networking, Decision Support, Information Security, Enterprise and Global IT, and IT Strategies and Solutions for Operations Managers. Prerequisite: OMGT 4853.

OMGT 5833 (B,I: Online) DECISION SUPPORT DEVELOPMENT: Students will utilize Microsoft Excel and will write programming code in Visual Basic for Applications to develop custom solutions to challenging operations management problems. Emphasis will be placed on computing productivity in a spreadsheet-based setting to develop practical, useful decision-support applications and computer programs to support operations management. Assumes basic knowledge of programming. Prerequisite: OMGT 4853.

OMGT 5873 (B,H,S: Online / Live) ORGANIZATION & CONTROL: Provides an overview of fundamental management functions, including planning, organizing, staffing, directing and controlling. Organizational decision-making authority, structures, and controls are examined. Topics also include leadership, motivational techniques, ethical perspectives on decision-making and corporate social and environmental responsibility. Required course (may be substituted by OMGT 4623).

Prerequisite RequirementsPrerequiste Courses, are offered online through our program each term, and

are at the undergraduate level. They cannot be applied toward the requirements for a Master of Science in Operations Management degree. Each prerequisite course requirement may also be met by earning a C or better in an equivalent course from another college or university or by satisfactory performance on a University of Arkansas proficiency examination. Certain graduate level courses cannot be taken until a specific prerequisite has been met (see course descriptions).Before students complete more than 12 hours of graduate level coursework toward the Operations Management degree, they must successfully complete all four undergraduate prerequisite courses.

Required CoursesRequired graduate courses are: OMGT 5003 Introduction to Operations

Management (preferably taken as the first course, a course in the first term, or under special circumstances, in the second term); OMGT 4783 Project Management; OMGT 5123 Finance (or OMGT 5463 Economic Decision-Making); and OMGT 4623 Strategic Management (or OMGT 5873 Organization and Control). All four required courses must be completed within the first 18 hours of the program. In order to graduate, students must earn a “B” grade or higher in required courses. If a student earns a “C” grade or lower on a required course, the course must be repeated as soon as possible as determined by program administration and can only be repeated once. Failure to earn a “B” grade or higher in a required course will result in dismissal from the program. Students must also earn a grade of C or higher on each elective University of Arkansas course that is used to fulfill degree requirements. Subject to limitations described in the “Transfer Credit” section, up to two graduate courses can be transferred to make up the total of ten courses needed to graduate.

Residence CreditTo comply with Arkansas State Statutes, the University of Arkansas Graduate

School requires each graduate student to satisfy a residence credit requirement. Residence credit can be earned by taking University of Arkansas courses at any location in which this program is offered. Students may satisfy the residence requirement by completing 24 semester hours of degree-related enrollment. Focus Areas

Students may concentrate in four focus areas: Industrial Management, Safety and Health Care Management, Human Resource Management, and Business Management. In order to qualify for a focus area designation, a student must complete 6 core courses in the chosen focus area, some of which may also be courses required for the degree. Completion of OMGT 577V–Special Problems in the student’s chosen focus area is required and is included in the six core courses. A student may concentrate in more than one focus area, but to do so requires additional enrollments in an appropriate Special Problems topic. Because a student can take OMGT 577V only once in the 30 hours required for the Master’s degree, a student concentrating in more than one focus area would be required to complete more than 10 graduate level courses. Focus area designations are optional, and a student may obtain a general degree in Operations Management. Focus areas are not recorded on the student’s transcript. See the University of Arkansas representative at your program site for additional information. Transfer Credit

Up to six semester hours of graduate level credit in appropriate courses from an accredited graduate school may, upon approval of the Graduate Dean, be transferred to this degree program provided the grades in the courses are “B” (3.0) or better, the credit was earned within six calendar years prior to the completion of this degree program, and residence credit requirements are met. Transfer credit will not be considered in the calculation of the grade point average. Transfer of credit must be requested in writing by the student. Such requests should be sent to the Associate Director. Students should not assume that course credit earned elsewhere will readily transfer to the U of A, nor that course credit, earned at the U of A is transferable to other institutions. If intending to transfer credit, students should first familiarize themselves with the transfer policies of the receiving institution(s) before committing to take courses.

****International students may be subject to additional fees as set by the university. The payment of fees is an individual financial transaction between the student and the University of Arkansas. Registration in a given term will not be permitted if the student owes fees to the University more than 30 days after completion of a term. The University will, if requested, certify a student’s enrollment to the Veterans Administration District Office.

Degree Requirements1. Thirty semester hours credit from a combination of four required graduate courses and any combination of elective courses offered by the program. 2. A grade-point average of at least 3.0 (A = 4.0), calculated only from University of Arkansas graduate courses in this curriculum.3. Completion of program requirements, including any transfer credit, within six consecutive calendar years.4. Satisfactory completion of a comprehensive examination prior to graduation. The comprehensive exam is scheduled after the successful completion of 8 graduate level OMGT courses and tests all successfully completed graduate level OMGT and transferred in courses.5. Graduation application submission and graduation fee. If a student fails to complete the

degree in the semester for which the application was filed, the student must renew the application. No additional fee is charged for renewal. All tuition and fees must be paid in full before a transcript or diploma will be issued. Graduating students are invited (but not required) to participate in General Commencement ceremonies on the Fayetteville campus.

Financial Assistance

Military personnel may be eligible for Tuition Assistance or Veterans’ Administration benefits. Further information may be obtained from the base site representative.

Working professionals may be eligible for a variety of tuition assistance programs provided by their employers. More information on tuition assistance can be obtained from the appro-priate representatives at the student’s place of employment. Students may be eligible for financial aid through the University, to verify elidgiblity and find out how to apply contact the Student Financial Aid Office contact information located on the back.
