DEFINITION:A ‘good practice’ is “a process or methodology that has been shown to be effective in a context and might be effective inanother too” (David Skyrme Associates. 2008); “A method or technique that has consistently shown results superior to thoseachieved with other means, and that is used as a benchmark” (Business Dictionary); “A good practice is defined as anythingthat has been tried and shown to work in some way - whether fully or in part but with at least some evidence of effectiveness- and that may have implications for practice at any level elsewhere. Three possible levels of good practice flow from this:promising practices, demonstrated practices, and replicated (or best) practices ” (Olivier Serrat).

CONTEXT OF THE ACTION:

ROMA - an ethnic minority

With an estimated population of 10 to 12 millions, the ROMA are the largest European ethnic minority and one ofthe most socially underprivileged groups in Europe. In many cases, the lack of education and training leadsto assive unemployment amongst ROMA and excludes them from access to appropriately paid work. As a City ofHuman Rights, Graz has morally committed itself to supporting sustainable employment initiatives for ROMA inEurope.

The labour market

Employment figures in the most affected regions in East and South-East Europe have been negative for years,with little or no hope of improvement. The best way to enable ROMA to access the labour market, therefore,would be to create jobs in the sector of agricultural, trade or craftsmanship, possibly on the basis of cooperativeorganisations.

Support programs

Although the European Union provides very high subsidies for the integration of ROMA, it is very difficult togain access to them. However, by involving first-class national and international ROMA organisations, cities,institutions, businesses and various NGOs, subsidies for relevant areas such as education, public health, businessand agriculture, etc. can be applied for and coordinated more efficiently.

Agricultural development in Europe

In many European regions, especially in the East and South-East, vast areas of fallow land and unused farmlandare often owned by public authorities.

The European garlic market

Europe is over 90% dependent on imports from the garlic market with more than 80% global production comingfrom China. However, the proportion of garlic that is produced organically under humane labour conditions, usingreasonable transport routes, is very small. The negative footprint in garlic production remains predominant.

The garlic plant

Renowned for centuries as being extremely beneficial for health and vitality, garlic is indispensible in a well-balanced and tasty diet. Moreover, it is a robust, self-sufficient plant with no special demands on soil or climateconditions. Garlic can be cultivated from home-grown cloves, thus there is no dependency on the plantingproduction business.

Garlic cultivation

Growing garlic is very labour-intensive and time-consuming. Due to crop rotation and intercropping, however,various additional cultivation methods such as growing vegetables or renewable energy crops have emerged.

Marketing

After establishing regional organisations in the individual countries, it is intended to launch organic garlic under acommon premium brand name on the European market. Local sales of other products will provide an additionalsource of income for the participating ROMA.

DESCRIPTION OF THE ACTION:

The project’s long-term goal is to create sustainable jobs by means of innovative and targeted training conceptswhich will ensure a bright future for the European ROMA population.

• develop sustainable eco-social measures for ROMA

• create new jobs in the sector of agriculture, trade and manual work in order to provide ROMA people withmeans to secure an independent livelihood.

• improve life conditions and stabilize the livelihoods of ROMA.

• integrate ROMA families sustainably

With due regard to our comprehensive approach to the matter, our project „BIO-KNOBLAUCH ROMANES*“will include the following issues:

• income, commercial activities, garlic and vegetable cultivation

• practical education and training

• accommodation, living, building

• public health

• communication

• administration and organisation

IF THE ACTION WAS DEVELOPED WITHIN THE FRAMEWORK OF A EUROPEAN PROJECT:

In order to carry out the project, we shall, amongst others, make use of the following programs:

LLP EUROPE FOR CITIZENS

LLP Networks Key Activity 1 (Life Long Learning Programme)

These support programs will pave the way to making the project a real success.

PARTICIPATION:

Naturally, we regard it as essential that ROMA associations, representatives, organisations - national andinternational partners, institutions, educational facilities, political decision-makers and funding bodies beintegrated in all stages of the project in a transparent way.

Together with our competent partners, we will first establish successful pilot projects for BIO-KNOBLAUCHROMANES*, which will then be secured as sustainable sources of income with and for ROMA throughoutEurope.

In that way, it will not only be possible to ease import pressure on garlic in general, but to safeguard food qualityfor European consumers by way of ORGANIC GARLIC.

Significant parts of ROMA communities will thus have a real opportunity to earn their own living.

In collaboration with the Alt-Grottenhof School of Agriculture in Graz, the first Competence Centre for Europeangarlic in Europe will be established in Graz.

RESULTS OBTAINED:

The very innovative project aims to provide not only technical skills but also to promote , mostly for Romayoung people, capacity building and awareness .The aim would be to allow them to create their own littleenterprises and to foster the self-confidence for an independent life. Consumers are indeed very open to organicfood and the production and selling of bio-garlic can offer a pretty deal of job opportunities .

About 70 Roma young people were given the opportunities to attend some training in the Graz Agriculturalschool. Some training was also provided and some organic garlic has already been produced.

LONG-TERM PERSPECTIVES AND SUSTAINABILITY OF THE ACTION:

The implementation of this project will open the market for European quality organic garlic which, as a premiumbrand, will have great chances on the market in the European Union.

In collaboration with the Alt-Grottenhoifn School of Agriculture, the first Competence Centre for European Garlicin Europe will be established in Granz.

WHAT ARE THE KEYS TO SUCCESS OF THIS ACTION? :

Participation is the key element to be successful

1. Identification of the niche in the market: currently around 80-90% of garlic sold in the countries of theproject, is imported from China. The project managed to identify the niche in the market (lack of organic garlic,which is locally produced) and combine it with a social inclusion cause (creating employment for sociallyexcluded group).

2. The model of the project is very easy to replicate in other countries of Europe due to the similar situationin market and also climate.

3. The provided model of employment is well-adapted to the needs of the local Roma communities (location,hours, needed qualifications).

ACTION VALIDATED AS A GOOD PRACTICE BY :

The project has been selected as a good practice by the European Alliance of Cities and Regions for RomaInclusion (Congress of local and regional authorities of the Council of Europe).
