The meeting was Called to Order at 8:30 a.m. Quorum was established as there were four members present and one on phone with zoom. 2. Public Forum: No one spoke during public forum. 3. Approve Meet- ing Minutes from 12/02/2020 Regular Meeting: Motion was made, seconded and passed to approve min- utes. 4. Discussion, consid- eration and action re- garding changes and/or modifications request- ed by landowners; A. Change in Zoning application; from Rural Estate, Single Family District to R&C, Re- tail and Commercial District – Dale Smith: Fannin County Devel- opment Service Direc- tor Di Hopkins stated the application paper- work that was turned in by Dale Smith was in order. Mr. Smith is requesting the zoning change to accommo- date his goal to develop a RV Park. Member Gilbert Welch ques- tioned whether the adjoining landowners were notified of Mr. Smith’s intent. A dis- cussion ensued regard- ing how the landown- ers might view these plans and the process involved in notifying landowners. The ques- tion also came up, of what is the definition of a “RV”, with the intent to differentiate between temporary recreational use and a more perma- nent type lodging.
