I am going to present how Urban Labs act as a tool to foster innovative solutions. I will explain what Urban Labs are, their benefits, some examples and results achieved so far. I will finalize with a preview of the recently launched new programme. But, before I start the presentation, let us have a look about at some data to get a first impression on the dimension and the potential impact of Urban Labs.

• Economic Crisis: – high unemployemnt – cuts in public budgets – need for economic promotion

• Public Procurement = 17% EU GDP • Globally, more than 557.000 local governments and city councils

spend an estimated EUR 3,5 trillion per year. • Just 1% of city governments publish their problems to business

community • Less than 10% of city governments manage ‘unsolicited proposals’

In Europe, we are going through a tough economic and financial crisis. We might say we are experiencing an emergency situation. The challenge is to recover from the economic downturn and grow to create jobs the sooner. Currently, public budgets are being cut but there is a higher need than ever to promote economic development and raise employment. At the same time, we find that public procurement accounts for 17% of GDP in the European Union. Globally more than 557.000 local governments and city councils spend an estimate of 3.5 trillion € per year, therefore offering an enormous potential market for innovative products and services But, only 1% of city governments publish their problems to the business community and less than 10% manage “unsolicited proposals”. So there is a "market failure". On one hand, the demand is not able to encourage the market to answer to its needs: it is not giving the right signals. On the other hand, the offer is not known. Moreover, the current economic crisis, exposes businesses more than ever to risk taking, which makes it even harder to develop new markets and to support innovation transfers and this is where the power of public purchasing has to play a role. How? By taking specific measures to stimulate innovation and research through improved public procurement practices. *survey of 54 global cities carried out by the Agile Cities consortium

of offering improvements to the citizens of Barcelona.

BARCELONA URBAN LAB is a tool to provide a space in the city to carry out tests and pilots on products and services that have an urban impact and solve a municipal challenge. Use the city as an urban laboratory.

BARCELONA URBAN LAB is a tool to provide a space in the city to carry out tests and pilots on products and services that have an urban impact and solve a municipal challenge. The idea is to use of the city as an urban laboratory. It aims at using the potential of public procurement as a tool to foster business innovation; shortening time to market by enabling companies to trial innovative products in real spaces and offering improved services to citizens.

The benefits have multiple targets: Citizens will get improved municipal services. Businesses will have access to demand information and a real space for testing their products and services, thus learning and shrotening time to market. For local economic tissue it is a good showroom for a good international positioning. For international companies it is a door to enter new markets. It is also a tool for Science and technology transfer, locally and internationally. For the public administration it facilitates the introduction of new solutions, it positions the city in terms of innovation , it raises transparency and efficientcy in public management. In Barcelona we have two ways to receive pilot proposals: Through the Urban Lab website: a permanent door for companies to present their innovative solutions for solving municipal projects. Through specific challenges launched by the city council: when the city council identifies the need to solve a specific challenge and wants to draw the attention on Urban Lab as a means for companies to present their solutions, then a call is launched. The City Council is now focused on the challenges. Some examples are the Challenges launched within the Open Cities project, the LLGA, Bdigital congress...

Since 2008 we have received arounc 50 proposals through the web and more than 250 proposals addressing specific challenges. Between 2008 and 2013 we have tested a total of 16 pilots from the environment, mobility and telecom, among other domains.

Some specific examples are: Challenge: Make a noise map of the city Company: Zolertia This pilot project involved the installation of noise microsensors in various public street lights to evaluate their viability and reliability in detecting levels of urban ambient noise. These microsensors are much more affordable than traditional sound level meters and communicate in a wireless network to generate a noise map for an area, sending the data to a monitoring software program created to produce noise pollution maps of the city almost in real time. 2.Challenge: Monitor occupancy of parking spaces Company: Worldsensing This pilot project involved the installation of parking sensors that communicate the occupancy status of parking spaces and use this information to guide drivers to vacant parking spaces more efficiently through information panels in the street or mobile applications. In total, 70 sensors were installed in blue zone parking spaces and in loading and unloading areas as a system to control their occupancy. 3.Challenge: Monitoring container’s filling level to optimize collection routes Company: URBIOTICA A system for monitoring filling levels in rubbish containers was installed along a stretch of road in the 22@Barcelona district. This system is based on sensors placed in containers that report their filling level data, which will be transmitted in real-time so that it may change rubbish truck collection routes, thereby potentially saving money and improving service. Winner of the LLGA 2010 Challenge: Automation for Urban Services for Cities (Solutions received: 80) 4. Challenge: Eco-efficient lighting system and integration of urban services Company: Led by Barcelona Digital Technology Center and implemented by a consortium formed by: Arelsa, Circutor, E-controls, Prysmian, Santa&Cole, SECE and Semai SIIUR (Comprehensive Solution for Urban Infrastructure) is an innovative project that integrates services and urban infrastructure to manage cities in a smarter and more efficient way. SIIUR has a new lighting system equipped with LED technology and sensors that process environmental information and detect presence, temperature, humidity, noise and pollution. It also includes new Wi-Fi access points, a public information point, fibre optic services for the home and two charge points for electric vehicles. 5. Challenge: Control and manage traffic automatically through traffic control sensors Company: Bitcarrier This pilot programme consists of a smart system to control and manage traffic automatically with data sent through 3G by the 50 sensors installed in different points in the city. The project’s aim is to evaluate the potential advantages for both government and the general population. Currently, the data obtained by the sensors is used to calculate travel time and only municipal authorities have access to it. For the future, it is proposed to make the data available to people through different channels (variable panels, websites, etc.). Winner of LLGA 2011. Contactless tags to bridge real and physical worlds

The last implemented pilot has been during the Mobile World Congress in February 2013 The Challenge was “How to enhance visitors’ experience in cities?”. The winner was the compnay Connecthings with the pilot “NFC tags to bridge real and physical worlds”, which consisted on the deployment of smartposters at the Airport and selected touristic attractions of Barcelona (such as: MNAC, MACBA, CCCB, Miro Foundation, Tapies Foundation, Museu Picasso, La Pedrera, Sagrada Familia) to provide contextualized information to visitors when tapping the poster with their NFC phones. ------------------ IMPACT ON CONNECTHINGS: Hight visibility during the Mobile World Congress Deploying smartposters inside the grounds of MWCongress under contract with GSMA Possibility of other contracts with City Hall, museums, airport, etc. Currently: they decided to open subsidiary in BCN

In 2012 we launched the challenge: How to improve energy efficiency in municipal buildings, which was awarded to the project Leaves Performative Walls presented jointly by JAPA Arquitects and PGI Engineering. It consisted on a structure combining photovoltaic panels and smog eater panels to produce energy, reduce pollution and at the same time improve the aesthetics of party walls in the city. The city council is now working with the company on the implementation of this pilot.

The BCN|Open Challenge will allow for the first time to close the circle of the urban labs and the pilots we have been involved in all of this years. How? By adding financing and public procurement commitment to the program. This BCN|Open Challenge consists of three Actions: A Call for Solutions on 6 Challenges, which will be backed up by a commitment from the City Council to procure and implement the high impact innovations To ensure the financial capacity, the City Council has created an initial 1Million euro Innovation Fund to support the procurement and implementation costs of the awarded pilots. This fund will serve to encourage innovation, uptake of new solutions and to provide access to innovative SMEs. 3. Furhtermore, the City Council will give incentives for winning companies combining space for landing in Barcelona, possible tax break for Mobile companies, growth and landing services (finance, talent, agenda, ...) and certified references. --------------- The BCN|Open Challenge is a new programme that will allow to open up the city administration and services to businesses and entrepreneurs delivering solutions that can transform and improve public services, create a more inclusive city, accelerate innovation and leverage public spending more effectively to deliver better services. A Call for Solutions to businesses and entrepreneurs with interest to work in Barcelona to present their innovations that can improve the quality of services in the city. This is backed up by a commitment to procure and implement the high impact innovations to improve services and cut costs for the companies landing in Barcelona. SMEs from Barcelona and around the world will be invited to present their solutions to improve public services under criteria that evaluate the efficiency impact, the increase in quality of services, the social impact and inclusion of vulnerable groups, the impact on the environment, the ability to reduce costs and gains in transparency. The first 6 challenges have been already published in the website. What is the City Council asking to winners? First, illusion!!! They will be able to deploy their innovation into one of the most innovative cities in Europe. That is really challenging!!! Second, we will ask you to install your office in Barcelona. Winners will benefit of incentives and full support to make this point something totally anecdotic.
