ECONOMIC DEVELOPMENT MONTHLY UPDATE JUNE 2011

People, News & Events The Loudoun County Design Cabinet is preparing for the annual Signatures of Loudoun Design Excellence Program on June 13 at 5:00 p.m. The Cabinet and a panel of Loudoun County high school students recently selected 9 winners for this year’s competition. Two previous student participants, now enrolled in architecture programs at UVA and Virginia Tech, also returned for the selection and provided college information for the panel. Student feedback after the event included: “The program allowed me to discuss architecture in a way that I simply cannot at the high school level. With no architecture classes available besides art and CAD, I can experience a mini-course through a few hours talking with the professionals.”

On May 12, DED held a press conference, which included Chairman Scott York, Supervisor Stevens Miller and JK Moving Services CEO Chuck Kuhn, to announce JK Moving’s plans to expand in Loudoun. The expansion will add 100,000 square feet of new commercial space and 130 new jobs at their Sterling headquarters. Mr. Kuhn cited the significant infrastructure improvements, the extension of Metrorail to Loudoun County, and the continued growth of Loudoun’s business base as key factors in its choice to stay and expand in Loudoun. Digital Realty Trust (DRT) purchased an additional 39 acres and plans to add at least 600,000 square feet of data centers to the 830,000 square feet it already owns in Loudoun. Dave Caron, portfolio manager for DRT, said that Ashburn provides Northern Virginia with a solid telecom hub and the area has good electricity infrastructure.

The George Washington University School of Nursing, housed at the GW Science and Technology Campus in Ashburn, celebrated its inaugural year on May 10. The nursing program is currently the fastest-growing program offered on the Virginia campus. An additional laboratory is being constructed and will open early next year to provide more opportunities for realistic, hands-on learning before students’ first clinical placements. On Thursday, May 26, a seven-part, marketing video series was unveiled at an exclusive viewing event at The George Washington University Virginia Campus. These videos were produced by Emmy award winning company Electro-Fish Media, Inc. They position Loudoun as an ideal location for business by describing Loudoun’s competitive edge through the voice of nine business leaders who have chosen to locate their companies in Loudoun County for access to it all. Lt. Colonel Randy Badura, Chief Deputy – Operations BACKGROUND: The Sheriff’s Office compiles a variety of reports to ensure information dissemination to senior staff and affected personnel of significant incidents, crime analysis and traffic issues. Because many of these reports contain sensitive and confidential information, they are not released outside of the department. Additionally, State law governs the dissemination of records, criminal history and other law enforcement information and provides penalties for improper release. To inform the public, a brief activity summary that complies with applicable law is prepared daily by the Sheriff’s Office Public Information Officer and disseminated to the media, the Board of Supervisors and other interested parties. The statistics that are summarized in the Sheriff’s Significant Incident Report and submitted to the Board of Supervisors on a monthly basis are Significant Incidents, Calls for Service, Continuing Trends, Part 1 Crimes, Warrant Arrests, Traffic Statistics, Loudoun County Corrections and Courts Statistics. Sheriff Simpson will provide a briefing to the Board of Supervisors at their regular business meeting on June 6, 2011. Please reference this report for that briefing. Loudoun County Fire-Rescue System Monthly Report for April 2011 Executive Summary:

At the request of the Board of Supervisors, a monthly incident response summary report is provided by the Loudoun County Department of Fire, Rescue and Emergency Management. Included in this report is the summary for April 2011.

Between July 2010 and April 2011, LCFREM responded to a total of 20,527 incidents: 13,855 EMS-related incidents; 4,794 Fire-related incidents; and 1,878 Public Service/Other-related incidents. Of the total emergency incident responses, 74% of the incidents are EMS-related, see Chart 1. NOTE: Emergency Incidents exclude Public Service/Other-related incidents. Between July and March of this fiscal year, LCFREM has responded to 4.4% more incidents than the previous fiscal year. See Chart 2.

Commencing FY 2011, the Board of Supervisors is provided with a summary table that highlights some of the key activity within the Fire Marshal’s Office. See Table #1.

*Table #1: In addition to routine inspections, during November 2010 the Fire Marshal’s Office conducted an additional 1,376 inspections in retail occupancies, primarily as a result of increased stock and shopping activity for Black Friday. Table #2 thru Table #6 provides the Board with a snapshot of the Turnout and Response Data for Fire and Rescue Companies broken down by Suburban and Rural Areas. These tables include information on the total number of primary unit responses that have met/exceeded the established turnout and total response goals as broken down by Suburban and Rural areas. The tables also provide the range of turnout/total response times. Note: Average turnout time is defined as the elapsed time between when a unit is dispatched and when they indicate that they are responding. Average travel time is defined as the elapsed time from when a unit indicates that they are responding to when they arrived on the scene. The average response time is defined as the sum of the average turnout time and the average travel time per unit. For purposes of this report, only turnout and total response times are reflected.

Furthermore, these tables provide a summary of the percent of times that the rescue companies and fire companies are meeting their turnout goals. The information presented in the following tables is based upon average turnout times and includes those turnout times for companies that may be on a second, third, fourth, or more number of incidents. These calls cannot be segregated from the data at this time. The Loudoun County Fire and Rescue System Guideline (FRG) #1.2, Turnout and Response Times (approved March 25, 2003) established the following for system turnout times: Minimum Turnout Criteria:

• All dispatches for Basic Life Support (BLS) emergencies as defined by the Operational Medical Director (OMD): 5 Minutes

• All dispatches for Advanced Life Support (ALS) emergencies as defined by the Operational Medical Director (OMD): 3 Minutes

SUBJECT: Energy Efficiency and Conservation Block Grant (EECBG) Update ELECTION DISTRICT: Countywide STAFF CONTACT(s): Lewis Rauch, Department of Construction & Waste Management

Nicole Steele, Department of Construction & Waste Management BACKGROUND: On August 4, 2010, the Department of Energy (DOE) issued the final award amendment releasing the full grant award totaling $2,215,600 to Loudoun County through the Energy Efficiency and Conservation Block Grant (EECBG) program as part of the federal economic stimulus package. As a requirement to receive the grant funding by the DOE, Loudoun County approved a County Energy Strategy (CES) during the December 15, 2009 Board Business Meeting. The approved County Energy Strategy, which used approximately $236,000 of the total grant award to complete, presented a list of ten projects to potentially be funded through the grant program. Subsequently, the County received approval from the DOE to proceed on all ten projects as proposed. Since then, the County has also received approval for an additional project for the purchase of virtual servers for the Department of Information Technology (DIT). The funds to cover the project were re-allocated when other projects came in under budget and staff recommended to the Board of Supervisors that the Building Performance Labeling and Residential Outreach projects be combined together in one coordinated effort. The period of performance for the EECBG grant funding is 36 months. DOE gave the County a goal to obligate all funds within 18 months from the effective date of the award. The effective date of Loudoun County’s award is September 21, 2009; therefore, allocated funds should be obligated near March 21, 2011, based on this goal. The Energy Grant Specialist was hired on June 15, 2010 to administer, facilitate and implement the EECBG program on behalf of the County. This position is funded by the grant award. On September 20, 2010, the County hosted a site visit by the Department of Energy to evaluate the program on November 5, 2010, the County received official comments from the Department of Energy confirming the previously stated no negative findings conclusion and again complimenting the professional nature of staff and management of the grant. The County has successfully obligated all grant funds to the Department of Energy.

Activity/Function Timeline Town of Purcellville Lighting Retrofit – Retrofit 42 streetlights with LED lights on Main Street in Purcellville.

Installation complete. Monitoring of energy usage and costs will continue through June 2012.

Server Virtualization – Purchase and install new servers to expand the amount of virtual servers the County operates.

Contract awarded to CAS Severn, Inc. and CDW Government. Anticipate installation of servers and complete quality assurance testing by June 2011.

UPDATE: As of May 23, 2011, the County has expended approximately $648,493.92 which represents 29% of the total grant award. These funds have been directed towards the creation of the Energy Strategy, hiring of the Energy Grant Specialist, the Home Energy Makeover Contest, Energy Audits and construction for the Energy Home Improvement Program, manufacturing and installing LED lights for the Purcellville streetlight project, design services for the Solar Panels on the Youth Shelter, and the purchase and installation of the County’s new virtual servers. Last quarter, staff reported to the Department of Energy and the Office of Management and Budget that 928.5 hours were worked during that timeframe, excluding full-time County staff. The breakdown of these hours are as follows:

Sustainability Coordinator manages the EECBG program full-time - 487.5 hours Installation of LED streetlights for Purcellville retrofit project – 121 hours Construction commenced on one home for the energy home improvement program – 75

hours Design complete for solar panel installation on the Youth Shelter expansion – 53 hours Consultant hired and commenced work for Green Business Challenge professional

162 hours As the individual EECBG projects move forward through implementation and then completion, staff will continue to monitor and provide updates to the Board. Staff is in the process of finalizing the metric plan for each project which will include quantitative and qualitative metrics including an appropriate combination of cost savings, hours worked/jobs created, energy reduction, greenhouse gas reduction, project percentage complete, number of participants, deliverables, and meetings/trainings conducted, etc. The following brief project updates reflect the status of each project on May 23, 2011: DIT Server Virtualization Expansion The Department of Information Technology has completed the installation of the new virtual servers. Currently, DIT is performing quality assurance testing and anticipates a launch of the

new servers in early June 2011. Metrics around energy and costs savings will be calculated and monitored during the period of performance of the grant. Green Business Challenge – Business Education & Outreach As of May 23rd, there were 25 Loudoun County businesses signed up for the 2011 Green Business Challenge. Business recruitment efforts continued via social media sites including Facebook, LinkedIn, Twitter, and YouTube; and an email blast to individuals who participated in the Home Energy Makeover Contest with WJLA ABC 7 in fall 2010. County staff, Chamber Committee co-chairs and the consultant continued to discuss the formalization of structure, budget, roles, responsibilities, etc. in order for the Green Business Challenge to function effectively beyond the life of the period of performance for the grant. Purcellville LED Streetlight Retrofit Project The project is complete. Metrics involving energy and costs savings will be calculated and monitored during the period of performance of the grant. Energy Home Improvement Program Construction of energy efficiency retrofits is currently underway. As of May 23rd, three (3) of the five (5) homes are complete. The County anticipates completion of the remaining two (2) homes by the beginning of June 2011. Following the energy efficient retrofits, energy auditors will review the work and measure the initial energy and cost savings. Staff intends on highlighting the construction projects and practices as part of an educational outreach campaign to homeowners within the County. Staff will report the findings of the final energy audits following construction of each home. These reports will analyze the energy and cost savings based on measurements taken before and after the construction. Youth Shelter Expansion – Solar Panels Installation of the solar panels are currently on-schedule with final completion to occur in June. Scott Jenkins Park & Ride Lot – LED Lights, Solar Arrays & EVCS County staff continued to research operations, budgeting, maintenance, and marketing for the Electric Vehicle Charging Stations at the Harmony Park & Ride at Scott Jenkins Memorial Park for the item scheduled for the June 15th Finance/Government Services and Operations Committee. It is anticipated that this item will be brought to the full Board in July 2011 for action. Event planning for the opening of the Park & Ride lot began with discussions between the Department of Construction and Waste Management, County Administration, Public Information, Transportation Services and General Services. The facility is currently under construction and it is anticipated that the park & ride lot will be available for use in late June 2011.

Residential Energy Efficiency Education & Outreach Campaign The consultants, Sustainable Design Consulting, and County staff discussed options for logos, messaging, website portals, and outreach opportunities for the development of the program. A meeting took place to organize the program outline, tasks and deliverables expected over the next year timeframe. An Agreement for Services is currently under review by the County Project Manager to finalize our partnership with the Piedmont Environmental Council (PEC) to update and mail the Energy Smart Solutions brochure. It is anticipated that the Agreement will be finalized by the end of May 2011 and released in October 2011 during Energy Awareness Month. Moorefield Station Integrated Energy Management Plan The County recently awarded a contract for professional services to Halcrow, Inc. to facilitate the feasibility study for the Moorefield Station Integrated Energy Management Plan (IEMP). An internal stakeholder team (IEMP Team) was established; and is composed of County employees and a representative from the Claude Moore Charitable Foundation. This team represents the key points of contact for County information, data and Plan support, and at times works closely with the consultant in developing and reviewing Plan components. The IEMP Team will ensure knowledge transfer of the Plan, program details and development to support successful implementation. There will be five (5) meetings held over the course of the six-month project. Each meeting will be facilitated by the consultant and will last approximately six (6) hours. The Team members are as follows:

The item will be requesting an addition to Chapter 612 of the Codified Ordinance of Loudoun County to adopt language regulating companion animals and livestock that create a public nuisance and authorization to schedule a public hearing on this proposed amendment in the fall. Over the past several years, numerous incidents have been reported where companion animals and livestock have created a public nuisance by repeatedly running at large, barking all hours of the day and night, causing a hazard on the roadways, or creating disturbances at schools and other public areas. The current ordinances regulating animal related behavior and issues do not address repeated instances of animal related public nuisance. This proposed addition provides Animal Control Officers enforcement authority to help curb this problem and the courts with the ability to impose fines and actions designed to impact owners of animals that cause a public nuisance.
