Alert for All NaCCRA Members and Friends NaCCRA supports reasoned, bi-partisan tax reform to restore equity to the nation’s taxation and to simplify the complexity of the current system. Unfortunately, a proposal is now circulating in Congress, presented by the majority Party without bipartisan input and it sweeps away a benefit for CCRC residents that is a major assist to people making the transition to CCRC living. The proposal is to eliminate all deductions, including the CCRC Medical Deduction which benefits our members, except for charitable and mortgage deductions. We object to any approach which favors some – charities and banking – at the ex-pense of others, including the elderly people providing responsibly for aging by mov-ing to a Continuing Care Retirement Community (CCRC – aka Life Plan Community). We need your help to urge your Congressional representatives in the House and Sen-ate to defeat this targeting of seniors and to work together in the national interest. You may have been frustrated in the past that writing to your Senators and Congress-person has not had the outcome you wished for. We can assure you that the voices of seniors are heard and the more communications received in Congress on this mat-ter, the more likely you are to be listened to now and in the future. Here’s what we’d like you to do. Level 1: As a CCRC resident, we are asking you to contact your two Senators and the Congressman in your district. We have provided a sample message that can be sent
by letter, by email to the Senator’s website or by a phone call. Level 2: If you are as disturbed by this partisanship as we are – regardless of whether you lean Republican or Democrat, we are all Americans – we you to send the same information to the eight leaders listed below. We have provided their contact information.
• Mitch McConnell, Senate Majority Leader • Chuck Schumer, Senate Minority Leader • Orrin Hatch, Senate Finance Committee Chair • Ron Wyden, Senate Finance Committee Ranking Member • Paul Ryan, House Speaker • Nancy Pelosi, House Minority Leader • Kevin, Brady, House Ways and Means Chair • Richard Neal, House Ways and Means Ranking Member

Level 3: The Presidential budget proposal, with the disadvantaging of CCRC residents, has been sent to the Senate Finance Committee and the House Ways and Means Committee. Although Federal elected representatives pay more attention to their own constituents, they represent all Americans and the most conscientious representatives respond to reasoned letters from all over the country as they try to represent the merits of issues and not only the source of their reelection support. Please contact with these committee members as well. The contact infor-mation is supplied as well. We do not have the means to have a lobbyist represent us. We are dependent on citizen advo-cacy. Citizen advocacy is more effective in any event than is the paid representation of mon-eyed interests with which our representatives are assaulted every day. This is a national move-ment initiated in North Carolina and Florida but gaining momentum to shield CCRC residents from odious legislation.
We need you. Please act now. Sincerely,
Basil Pflumm, President

LEVEL 1 - Sample letter
(Note: We have included this letter option, but find using either the internet or phone is more effective. However, we know there are residents who do not have access to the internet and could use this letter option. You should consider sending the letter to one of their regional offices because there is less red tape.)
You will need to pull up your 2016 tax return and look at your total medical and dental expenses at the top section of Schedule A, Form 1040. Remember the medical ex-pense portion of life care on your monthly service charge should also be included.

October 5, 2017 The Honorable ____________________ United States Senate (or US House of Representatives) ______________________________ ______________________________ Dear Senator ________________ (or Congressman) I writing to you as a retiree, I’m distressed that the proposed federal budget eliminates the medical expense deduction. The mortgage deduction is not something that many seniors benefit from. Most of us have either paid off our mortgages and own our own homes, are renting, sharing a home with family members or living in retirement commu-nities. However, we do have high medical expenses. These medical expenses are often higher than what I would have been paying for a mortgage. In 2016, my medical ex-penses totaled _______. Please do not eliminate the medical expense deduction. Thank you for your consideration. Sincerely, ___________________ Note: The contact information for your two Senators and Congressmen can be found online by entering their names. This includes mailing address, website (where you can access an electronic reply) and their phone numbers (both Washington and their re-gional offices)
Page 3 In making my contacts, I found that Senators’ websites would accept
emails, but House members will accept them only from their constituents. How-ever, they do accept phone calls and you can either talk with the person who an-swers the phone or leave a message.
