    Financial Report

    Treasurer, Patrick Lawlor gave the following financial report to the Board:

    Fiscal Year (2016-2017) Budget vs. Actual (Restricted vs Privately Funded)

    The report was an overview of the 2016-2017 Fiscal Year Budget. Lawlor reported that FSF’s restricted expenses were a little over $5 million for the fiscal year, but the money FSF brought in to the state based on that budget is incredible. He also highlighted the increase of $294K in sales of professional team license plates. Lawlor mentioned a restricted net loss of $1M, but explained that it is because of our commitment to granting $1.5M to the Super Bowl in 2020. He then noted that overall we have increased our revenue in every other aspect of the budget.

    Restricted Revenue totaled $4,540,582 with the following items to note.

    Tag Sales Report

    Secretary, Rick Hatcher gave the following Tag Sales report to the Board:

    Professional Sports Teams Revenue Summary

    Secretary Hatcher discussed the tag report for the 2016-2017 fiscal year. Hatcher reported that the tag sale revenue was just over $3 million with 121,513 tags sold. This is a 3% increase from the 2015-2016 fiscal year with a raise in revenue of $102K and a raise in tag sales of 4,088. The FSF received about $2.7 million of the tag sales revenue, which is a net increase of around $94K compared to the 2015-2016 fiscal year. Hatcher applauded the Tampa Bay Buccaneers for having the largest increase in tag sales.

    Specialty Tag Teams Revenue Summary

    Rick Hatcher noted that the USOC tag is down one tag sale from last year. The NASCAR and Tennis tags have increased their tag sales from the 2016-2016 fiscal year with NASCAR having sold 173 additional tags and Tennis 217. A total of 13,476 specialty tags were sold in the 2016-2017 fiscal year. The FSF Staff will continue doing several promotions to assist the sales of tags.

    Sunshine State Games, Senior Games Update

    At-Large, Caleb Quaid gave the following update on Sunshine State and Senior Games for this FY to the Board:

    Florida Senior Games

    At the fiscal year end we had 21 qualifiers leading up to the Florida Senior Games, with a total of 13,725 athletes and over 27,000 total attendees. One of the highlights was the celebration of the 25th anniversary of the Florida Senior Games and qualifying athletes for the 30th anniversary of the National Senior Games. At the National Senior Games FSF SVP Stephen Rodriguez was recognized as one of the 30 champions of the game. We had over 900 Florida athletes that competed in the National Senior Games, bringing home the second highest medal count with 576 total medals and setting 17 age group records. We had 9 Floridians over the age of 90 compete. Coming up the FSG will be hosting softball next weekend in Madeira Beach.

    Sunshine State Games

    The SSG had 9,499 athletes participate and over 15,000 total attendees. Caleb highlighted that Olympic gold medalist Ashleigh Johnson competed on the riptides open women’s team for water polo in Coral Springs. She’s competed every year in the water division and each time she’s played her team has won gold. Two-time Olympic gold medalist Kayla Harrison also visited the Sunshine State Games to address the athletes, take pictures, sign autographs, and hand out medals. Sunshine State Games kicked off the new fiscal year with badminton in Miami Lakes in July.

    Presentations/Guest Speakers

    Vice Chair Jeff Mielke, introduced two speakers to give an update on the NCAA and to discuss and highlight their success as Sports Commission—NCAA and Treasure Coast Sports Commission.

    NCAA Update

    Dr. Pamella Dana

    Dr. Dana reported that Florida was selected to host 51 NCAA Men’s and Women’s Championship events in divisions one, two, and three. These events will be held between November of 2018 and May of 2022. These 51 championship events are comprised of 8 different sports to be held in 9 Florida host communities. The NCAA received over 3,000 bid submissions from NCAA member schools, conferences, and sports commissions to host predetermined rounds for 84 for the NCAA’s 90 Championships. There were 43 states selected to host at least one round of an NCAA Championship, with Pennsylvania leading the way with a total of 53 and Florida awarded the second most with 51. Our communities in Florida awarded to host the championship events include Altamonte Springs, Howey-in-the-Hills, Lakeland, Jacksonville, Orlando, Palm Beach Gardens, Sarasota, Tallahassee, and Tampa. The sports awarded to Florida include Basketball, Cross Country, Golf, Rowing, Soccer, Tennis, Track and Field, and Volleyball. Since 2014, Florida has hosted over 90 NCAA Championship events.

    Treasure Coast Sports Commission Update

    Hatcher mentioned that Treasure Coast Sports Commission is a 501(c)(3) non-profit Florida Corporation that was established in 1999. They are one of two regional sports commissions in the state of Florida, representing Indian River, St. Lucie, and Martin counties. They are the Sports tourism marketing organization for the Treasure Coast region. They retain about 95% of their business with event owners. The Treasure Coast Sports Commission’s initiatives are to recruit, retain, and re-engage, increase corporate partnership dollars, own and operate Treasure Coast Sports Commission events, perform facility research and development, and host a local sports tourism summit. In the 2015-2016 fiscal year they held 82 events with 99,401 participants and 52,572 room nights. They generated over $32.3M in economic impact and over $53.9M in economic output. They are funded by bed tax through Tourist Development Tax Grants, Florida Sports Foundation Grants, Corporate Partnership, and Event Revenue. Some of their event partners include the Florida High School Athletic association, Historic Dodgertown, Special Olympics, Sunshine State Games, National Junior College Athletic Association, etc. Some of the venues they provide are Historic Dodgertown, North County Aquatics Center, PGA Golf Club, First Date Field, Indian River State College, US Sailing Center, etc. In 2017 Historic Dodgertown tracked 62,100 room nights, generating $34M in economic impact for Indian River County. First Data Field, located in St. Lucie, is the spring training home of the New York Mets and hold 7,160 people. The US Sailing Center in Martin County is one of only three Community Sailing Centers in the United States sanctioned by the US Sailing Association.

    Grant Committee Chairman, Bill Wickett gave an update on the FSF grant programs and proceeded with the grants discussion.

    PRESENTATIONS:

    2018 Miami Open-Tom Annear, Vice President Sales, Tennis, IMG Events

    Annear began his grant presentation with an overview of The Miami Open, by stating that it offers over $15.5M in prize money and is a top-tier mandatory event on the ATP and WTA tours. It delivers the largest television audience and broadcast hours in tennis, behind only the four Grand Slams. More than 38% of the audience comes from outside the state of Florida, so the Tournament has an estimated $386M local economic impact, which is larger than the last Super Bowl played in Miami. The 2017 Miami Open had over 304,000 in attendance.

    Grants Discussion/Approval The Board of Directors reviewed (32) Grant Applications received through the July 10, 2017 deadline. All of the grant applications were submitted to the board for approval. The (32) Grant applications submitted for approval would total $421,750 in awards and are expected to generate over $154M in out of state economic impact, and welcome over 159K visitors to the state of Florida.

    Small Market Grants Discussion/Approval The (4) Small Market Grant Applications would total $10,525 in awards and are expected to generate over $1M in out of state economic impact, and welcome over 2K visitors to the state of Florida. The Board discussed all small market grants voted based on the Grant Committee Recommendations.

    World Baseball Classic & All-Stars Report

    Grant Committee Chairman, Bill Wickett gave a briefing on the status of the grant.

    The FSF approved a $130,000 grant to the Greater Miami CVB for the World Baseball Classic, but we can’t release those funds until we receive proper documentation from the host organization. The FSF is currently waiting to receive documentation of community support. For the time being the FSF is waiting to release the funds until given proper documentation.

    Claude Delorme, Miami Marlins, gave an overview of the impact of the two events.

    Miami was the first city selected to host two dual events by the MLB. Delorme reported that 28 countries and territories from around the world participated in the World Baseball Classic. Marlins Park hosted 6 games of the First Round from March 9-12, 2017. These games featured Canada, Columbia, Dominican Republic, and USA. There was an attendance of 163,878 people, which is the highest first round total for a U.S. venue in WBC history.

    Claude also highlighted the All-Star Game reporting 100,000 people attended the three days of events. The homerun derby was 1,000 tickets shy of a sold out stadium and the All-Star game was sold out. Over 110,000 tickets were sold for the MLB fan fest, which was held in the Miami Beach Convention Center.

    Florida Legislative Update

    FSF Director of Marketing, Lisa Kirkland O’Steen gave a brief overview of reports/requests from The Legislative Office of Economic and Demographic Research and The Office of Program Policy Analysis and Government Accountability.

    Florida Sports Day at the Capitol

    FSF Director of Marketing, Lisa Kirkland O’Steen gave a brief recap of the success of Florida Sports Day at the Capitol and displayed some pictures of the event.

    Spring Training Facilities Update

    Katherine Morrison, DEO, started by reporting that there is a spring training program within the state of Florida where the state provides funding for either renovation or new construction of facilities. They are currently reviewing an application to get the Atlanta Braves to relocate from the Orlando area and construct a new facility in Sarasota. The city of Dunedin is also working to get a facility for the Toronto Blue Jays.

    Vice Chair, Jeff Mielke, addressed the current absence of an Executive Committee Board Chairman. Mielke made a recommendation for Jesse Biter to be appointed to this position.

    Vice Chair then called for a motion to elect Jesse Biter to fill the Executive Committee Board Chairman position until the end of the fiscal year.

    Grant Program

    Policies & Procedures The Florida Sports Foundation, (Foundation), Grant Programs are designed to assist communities and host organizations in attracting sports events, which will generate significant out-of-state economic impact for the state of Florida. The Foundation’s Board of Directors awards grants on a quarterly basis, and places emphasis on out-of-state economic impact, return on investment, community support and image value to the state. Events that will be considered for grant funding include amateur events, collegiate events, or professional all-star games and championships, or other categories approved by the Foundation’s Board of Directors. If you are an event holder, please contact an approved Foundation partner or sports commission in the area in which you desire to hold your event. If you need assistance in locating a partner, please contact the Foundation.

    The Foundation’s Grant program operates through its Sports Industry Partnership program, which encompasses all regions of the state of Florida.

    Events will not be considered, unless approval is granted before the application process, for any of the Foundation’s Grant Programs if the event also receives funding from the state of Florida, its agency or state private partner, for the purpose of economic development or economic impact. All events considered for grant funding are required to meet the criteria as indicated within these Policies & Procedures. Grant Impact, Support & Bidding:

    1. An event must generate more than $500,000 in out-of-state economic impact and at least 600 out-of-state bed nights in order to be considered for funding.

    2. For events that generate over $5 million in out-of-state economic impact, as well as at least 4,000 out-of-state bed nights, the applicant may be required to give a presentation to the Foundation Board of Directors at a regularly scheduled Board meeting. Please contact the Foundation for a meeting schedule.

    3. The event must generate at least 80% of the applicant’s estimated impact to receive the full award. If the impact is less than the estimate, but still exceeds the $500,000 threshold, the final payment will be pro-rated based on percentage of impact. Natural Disasters and other incidents that may affect the impact generated by the event will be considered on a case-by-case basis.

    4. The applicant is required to list local community financial support in an amount double the grant request. Local community support is defined as a monetary contribution funded by an entity of local government and/or by a Foundation Industry Partner/Regional Sports Commission in good standing.

    5. Securing events by a bid remains the standard; however created or contracted events may be eligible. 6. Documentation must include tracking backup for attendees or teams and hotel room nights.

    Event Guidelines: The following list includes types of events generally not awarded. Any exceptions will be at the discretion of the FSF Board of Directors

    1. Professional tour championships golf tournaments with the exception of bids on championships. (For example: ACC, SEC, NCAA, NAIA, JUCO, Ryder Cup, etc.)

    2. Professional tennis tournaments with the exception of Davis Cup or college bid championships. 3. Off-shore boat races (except in small market designations). 4. Fishing tournaments with the exception of Bass Masters or bid tournaments and small market designation. 5. Air shows, body building competitions or pageants. 6. Bowl Games with the exception of championship bids, kick-off classics or special bid match-ups. 7. Training camps, non-competitive practice or open schedule invites. 8. Soccer invitational (Friendlies).

    Application for Funding:

    1. A Foundation Sports Industry Partner in good standing must fill out an application, which is found and submitted on the Foundation’s Grant website, www.fsfgrants.com, or under the Grants section of the Foundation’s website at www.flasports.com.

    2. Applications must be submitted using the Foundation’s current online application form. Mailed or emailed applications and supporting documents will not be accepted.

    3. Grant applications will be reviewed on a quarterly basis, and applications are due no later than 5 p.m. on the deadlines listed below. If the deadline falls on a weekend, then the applications are due no later than 5 p.m. on the Friday before the deadline. No applications will be accepted beyond the deadline except in the case of extreme circumstances.

    1) July 10 –These events must be held after October 1st of the same year. 2) October 10 –These events must be held after January 1st of the following year. 3) January 10 –These events must be held after April 1st of the same year. 4) April 10 –These events must be held after July 1st of the same year. * Events with a short booking window that will be held prior to the dates listed above will be considered on a case-by-case basis.

    4. Completed Applications are automatically submitted via the website application form, to the Florida Sports Foundation for review.

    Notification:

    Upon final approval by the Board of Directors, the Foundation will notify all applicants by mail, within one week following the FSF Board Meeting. Approved Grantees will receive two copies of the Foundation’s Grant Agreement along with their notification, which need to be signed and returned to the Foundation.

    Granted Event Requirements:

    1. The following requirements must be met prior to the event: 1) The Grantee must return two signed copies of the executed Grant Agreement. (After signed by the

    Foundation, one will be returned for your records.) 2) The Grantee must provide proof of insurance, which lists Florida Sports Foundation as additional

    insured, with a minimum liability of $1,000,000 per occurrence. 3) Whenever possible, the Grantee must agree to include the Foundation logo on program

    advertisement in printed materials, appropriate event signage, website and other event related media.

    4) When applicable, the Grantee will include a Florida Sports Foundation Benefit Agreement for event.

    5) The Grantee shall notify the Foundation immediately if the event is canceled, postponed or rescheduled.

    2. The following requirements must be met in order to disburse funds: 1) The Grantee will expend funds in accordance with allowable expense items as indicated below

    and within the Grant Agreement. Allowable Expenses:

    1. Promotion, marketing & programming 2. Paid advertising & media buys 3. Production & technical expenses; officials 4. Site fees, venue rentals, costs (contract help) 5. Rentals, insurance, rights fees, bid fees, sanction fees, non-monetary awards

    Disallowable Expenses:

    1. General and administrative expenses 2. Building, renovating and/or remodeling 3. Permanent equipment purchases 4. Debts incurred prior to the grant 5. Programs which solicit advertising 6. Hospitality or social functions including meals or banquets 7. Travel expenses

    2) The Grantee will be reimbursed for proven payment of invoices that meet the allowables. Proof of payment includes:

    a) A copy of the invoice billed to the Grantee; b) Canceled Grantee checks, (front & back), and dated within the grant period, except

    for pre-paid bid fees; or proof of electronic funds transfers. c) Inter-governmental transfers, dated within the grant period, and which details the

    payment number, payee, the event date, and/or the invoice.

    3) Whenever possible, Grantee will provide proof the Florida Sports Foundation logo and banner was displayed, inserted into program advertising, and included in any public service announcements and social media.

    4) If the Grantee agreed to provide television spots for the event contingent per the grant award, then a schedule of the airtime should be included.

    3. The following requirements must be met after the event: 1) The Grantee will complete an accounting of the event’s financial activity within 90 days after the

    completion of the event and provide documentation evidencing the direct impact of the event by completing and submitting a Post Event Report form. Documentation must include tracking backup for attendees or teams and hotel room nights The Post Event Report form can be found and submitted on the Foundation’s Grant website, www.fsfgrants.com, or under the Grants section of the Foundation’s website at www.flasports.com.

    Reimbursement:

    After the Foundation receives of all Grant Agreement requirements and reviews the Post Event Report, the grant funds will be forwarded to the Grantee.

    OF

    FLORIDA SPORTS FOUNDATION, INCORPORATED

    A Florida Corporation Not for Profit

    ARTICLE I. PURPOSE AND GENERAL POWERS

    Section 1. Establishment by Florida Legislature.

    (a) Background. The Legislature of the State of Florida (the "Legislature") provided

    for the creation of Florida Sports Foundation, Incorporated (the “Original Foundation”) in

    Section 288.1229, Florida Statutes (the "Act"), to assist the State of Florida in the promotion and

    development of sports-related industries and amateur athletics. The Legislature provided for the

    Original Foundation's organization as a direct support organization and a private corporation not

    for profit, governed by the Act and by Chapter 617, Florida Statutes. In 2011, the Florida

    legislature and governor passed Senate Bill 2156 (the “Government Reorganization

    Legislation”), which provided, among other things, that the Original Foundation would merge

    with and be transferred to Enterprise Florida, Inc., a Florida corporation not for profit that was

    also created by the State of Florida under Part VII of Chapter 288, Florida Statutes, to act as the

    principal economic development organization for the State of Florida (“Enterprise Florida”).

    Enterprise Florida has been classified by the Internal Revenue Service as exempt from federal

    income tax under Section 501(c)(3) of the Internal Revenue Code of 1986, as amended.

    (b) Creation of Corporation. To fulfill the requirements of the Government

    Reorganization Legislation, on August 23, 2011, Enterprise Florida and the Original Foundation

    created Sports Foundation Acquisition, Inc., a Florida corporation not for profit (the

    “Corporation”). The Original Foundation merged into the Corporation effective August 29, 2011

    (the “Merger”). Following the Merger, the Corporation was the surviving entity, assuming all of

    the assets and liabilities of the Original Foundation, under the control of Enterprise Florida.

    (c) Restatement of Bylaws. Effective at the Merger, the name of the Corporation was

    changed to “Florida Sports Foundation, Incorporated.” The bylaws of the Corporation are being

    amended and restated to reflect this name change.

    (d) Characteristics of the Corporation. The Corporation is not a public corporation or

    instrumentality of the State of Florida. The Corporation is to manage its business affairs and

    conduct business consistent with its organizational documents and the purposes set forth in

    Section 288.1229, Florida Statutes (2010).

    Section 2. Purpose. The Original Foundation was created by the Legislature to promote

    social welfare by lessening the burdens of government through the promotion and development

    of the sports industry and related industries for the purpose of improving the economic presence

    of these industries in Florida; by the promotion of amateur athletic participation for the citizens

  • of Florida and the promotion of Florida as a host for national and international amateur athletic

    competitions for the purpose of encouraging and increasing the direct and ancillary economic

    benefits of amateur athletic events and competitions; and the retention of professional sports

    franchises. The Corporation was created to continue to fulfill such purposes as the entity into

    which the Original Foundation was merged.

    Section 3. Powers of the Corporation. In accordance with the Florida Statutes, the

    Corporation will assist the State of Florida through the promotion and development of

    professional sports, amateur sports and physical fitness. In doing so, the Corporation may (a)

    encourage and support the promotion, development and retention of professional sports

    franchises in the State of Florida, including Spring Training operations for Major League

    Baseball, (b) assist in attracting professional sports to the State of Florida and in hosting and

    promoting special events associated with professional sports; (c) develop, foster and coordinate

    services and programs for amateur sports for the people of the State of Florida, and (d) engage in

    other activities that further the Corporation’s purpose set forth in Section 2 above.

    Section 4. Applicability of Florida's Government-in-the-Sunshine Laws. Florida's

    Government-in-the-Sunshine Laws (Article I, Section 24, Florida Constitution, the provisions of

    Chapter 119, Florida Statutes, relating to public records, and the provisions of Chapter 286,

    Florida Statutes, relating to public meetings and records) ("Sunshine Laws"), provide a right of

    access to governmental records and proceedings at both the state and local levels. The law is

    equally applicable to elected and appointed boards and has been applied to any gathering of two

    or more members of the same board to discuss some matter which will foreseeably come before

    that board for action. Both the Original Foundation and Enterprise Florida were created by

    Florida laws that prescribed their respective membership, purposes, powers and duties.

    Therefore, following the Merger, the Corporation, as the surviving entity of the Merger, shall

    abide by the provisions and requirements of the Sunshine Laws, provided however that, because

    of the Corporation’s affiliation with Enterprise Florida, the Corporation shall be entitled to take

    advantage of all privileges, immunities and exceptions to the Sunshine Laws that are applicable

    to Enterprise Florida.

  • Chapter 320 Section 08058 – 2016 Florida Statutes – The Florida Senate 320.08058 Specialty license plates.— (9) FLORIDA PROFESSIONAL SPORTS TEAM LICENSE PLATES.—

    (a) The Department of Highway Safety and Motor Vehicles shall develop a Florida Professional Sports Team license

    plate as provided in this section for Major League Baseball, National Basketball Association, National Football League,

    Arena Football League, National Hockey League, and Major League Soccer teams domiciled in this state. However, any

    Florida Professional Sports Team license plate created or established after January 1, 1997, must comply with the

    requirements of s. 320.08053 and be specifically authorized by an act of the Legislature. Florida Professional Sports

    Team license plates must bear the colors and design approved by the department and must include the official league

    or team logo, or both, as appropriate for each team. The word “Florida” must appear at the top of the plate.

    (b) The license plate annual use fees are to be annually distributed as follows:

    1. Fifty-five percent of the proceeds from the Florida Professional Sports Team plate must be deposited into the

    Professional Sports Development Trust Fund within the Department of Economic Opportunity. These funds must be

    used solely to attract and support major sports events in this state. As used in this subparagraph, the term “major

    sports events” means, but is not limited to, championship or all-star contests of Major League Baseball, the National

    Basketball Association, the National Football League, the National Hockey League, Major League Soccer, the men’s and

    women’s National Collegiate Athletic Association Final Four basketball championship, or a horseracing or dogracing

    Breeders’ Cup. All funds must be used to support and promote major sporting events, and the uses must be approved

    by the Department of Economic Opportunity.

    2. The remaining proceeds of the Florida Professional Sports Team license plate must be allocated to Enterprise

    Florida, Inc. These funds must be deposited into the Professional Sports Development Trust Fund within the

    Department of Economic Opportunity. These funds must be used by Enterprise Florida, Inc., to promote the economic

    development of the sports industry; to distribute licensing and royalty fees to participating professional sports teams;

    to promote education programs in Florida schools that provide an awareness of the benefits of physical activity and

    nutrition standards; to partner with the Department of Education and the Department of Health to develop a program

    that recognizes schools whose students demonstrate excellent physical fitness or fitness improvement; to institute a

    grant program for communities bidding on minor sporting events that create an economic impact for the state; to

    distribute funds to Florida-based charities designated by Enterprise Florida, Inc., and the participating professional

    sports teams; and to fulfill the sports promotion responsibilities of the Department of Economic Opportunity.

    3. Enterprise Florida, Inc., shall provide an annual financial audit in accordance with s. 215.981 of its financial

    accounts and records by an independent certified public accountant pursuant to the contract established by the

    Department of Economic Opportunity. The auditor shall submit the audit report to the Department of Economic

    Opportunity for review and approval. If the audit report is approved, the Department of Economic Opportunity shall

    certify the audit report to the Auditor General for review.

    4. Notwithstanding the provisions of subparagraphs 1. and 2., proceeds from the Professional Sports Development

    Trust Fund may also be used for operational expenses of Enterprise Florida, Inc., and financial support of the Sunshine

    State Games.

    Reviewing policies and procedures for the Grant Program application;

    Advising the award process; and

    Reviewing grant summaries and lists of awards.

    3. The Governance and Compliance Committee is responsible for reviewing and making recommendations

    to the Board on various Board functions, reviewing and recommending to the Board policies affecting

    internal controls, accountability, and audit. The Governance and Compliance Committee has access to

    internal and external auditors so that it may assess their performance, the scope of audit activities, and the

    adequacy of the system of internal accounting controls, thus ensuring compliance with relative laws,

    regulations, and requirements. The committee reports to the Board and is directly supported by the Director

    of Executive Affairs. The committee’s responsibilities include, but are not limited to:

    Periodically reviewing Board Operating Procedures;

    Initiating Board training, when appropriate;

    Evaluating the Board’s performance;

    Evaluating the President/CEO’s performance;

    Periodically reviewing the Board of Directors’ governance;

    Periodically reviewing agreements and addendums between the Foundation and Enterprise Florida, Inc. (EFI); and

    Making reports to the Board, as appropriate

    Reviewing internal audits of the Foundation;

    Reviewing external audits performed by the Office of Program Policy Analysis and Government Accountability (OPPAGA) and other independent auditors, together with the Foundation’s responses

    and corrective actions; and

    Advising the Board on all aspects of internal and external audit and the adequacy of accounting procedures, systems, controls, and financial reporting in accordance with laws and regulations.

    Governance & Compliance Committee Members:

    4. The Budget, Finance and Compensation Committee is responsible for overseeing all policies relating to

    the financial affairs of the Foundation. This Committee:

    Reviews and considers the annual budget; requests for appropriation of funds for the Foundation as prepared by the President; and policies relating to the external financing of projects;

    Makes recommendations to the Board on matters referred to it;

    Monitors the Foundation’s financial operations and investment performance, if any;

    Annually reviews the Foundation’s legislative budget requests;

    Annually reviews contracts with the Department of Economic Opportunity (DEO); and

    Reports to the Board, as appropriate.

    and making recommendations to the Board on matters related to marketing, communications, public

    relations, and industry trends related to sports tourism and sports development
