The Information Technology department is seeking approval to renew and increase an annual

contract (C154-2019) with LogMeln, Inc. for remote computer access services. Shawnee

County currently has a 250 user license for use of this product. With the number of people

working from home due to the COVID-19 pandemic increasing daily, we are approaching that

limit.

We would like to move up to the next licensing tier to insure continuity of services. That would

allow us to use up to 500 copies of the product. Pricing for this tier has been set at $5,999.99

for the 2020 renewal.

Due to the benefits provided by r.emote access for county workers that may need to access

computer systems remotely (out of town travel, after-hours access, inclement weather events,

working from home, etc.) the Information Technology department recommends renewal of this

service at the 500 count tier.

Funding to support this item, $5,999.99, is contained within the Information Technology 2020

budget.

for Microsoft Azure Platform services from $3000.00/month (as approved originally on C364-

2013) to $5,000.00/month. These services are used as a hosting platform for a number of

software applications that the county uses to provide services to the general public or other

select entities. Examples of these services include certain county website pages, customer

queuing systems, and other applications used by internal county departments. Services will be

billed on a monthly basis and may be terminated at any time with no early termination fees.

Funding to support this issue, not to exceed $5,000.00 per month, is included in the 2020

Information Technology budget.

SCOPE OF PROPOSAL

Scope of the Proposal: 'The Shawnee County Sheriffs Office, sometimes referred to as "the Sheriff's Office/' is seeking a Vendor, to provide warranty service repairs and support for the systems listed below:

a. Provide support fo·r the Nexwatch (Pro Watch) by Honeywell. Access Control software program, hardware, server operating system and Nexwatch (Pro Watch) domain located at the Shawnee County Sheriffs Office. (Law Enforcement Center).

b. Provide support fo.r the Access Control hardware and software located at the Shawnee County Sheriffs Office Training Complex.

c. Provide support for the Shawnee County Sheriff's Office CCTV system and Rapid Eye DVR e~tuipment. . .

d. Provide support for the Existing Access Control Hardware, CCTV system and Fusion DVR equipment located at the Shawnee County Courthouse.

e. Provide support for the CCTV system and Rapid Eye DVR located at the Shawnee County_T,reasurer's Office.

f. Provide support fQr the Access Control Hardware and CCTV system located in the Shawnee c;~unty Sheniffs Office.

g. Provide support for the existing system at the Shawnee County Coroners Office.

The Shawnee County Sherriff's Oftice service agreement shall provide support for the above mentioned systems by accoliJplishing the following:

a. Establishing appw,ved protocol for access into the server and remote maintenance capapilities; which wHl allow for trouble shooting and downloads upon i'~quest.

b. Servicing, repairing or replacing of any and/or All equipment, wiring, and other system hard~arc that causes the above named systems to not operate in their intended fashions.

c. Semi-annual hardware testing and inspections of user logs to insure system integrity. .,

d. Guaranteed servipe within 24 hours on system critical problems. e. Guaranteed servic;e within 72 hours on system non-critical problems. f. Semi-annual Win4ows security updates for the Nexwatch Server

g. After hour servic~: calls for software or hardware issue causing llllsecured doors. ''

h. All costs for repaWreplacement parts and labor 1. The selected vendor will track all Shawnee County service tickets for the

duration of this agreement and provide monthly email statements indicating the dollar amount spent on service and the total dollar amount left at the time of the email. At the end ofthe 12 month period; will calculate the actual dollar amount that wouf4 have been spent on service. If the total of service calls during the agreement period is less than the amount paid minus the Software Agreement cost, Shawnee County Sheriff Office will be credited the difference for the purchase of new product. If the cost is greater than the contact amount roi,nus the Software Agreement cost, Shawnee County Sheriffs Office will owe no additional funds.

System critical problems are problems that would prevent the system from performing its intended function (i.e. inability to communicate alarm signals, an electronically controlled door that will not lock, etc.). System nori;critical problem are problems that will not prevent normal operation (i.e. low batteries, an alar~ zone that can be bypassed, etc.). Twenty-four hour and seventy-two hour guarantees do not 1guarantee that the prohlems can be repaired in this time frame, but rather that we will be on s'ite within this time to detennine what problems exist, and make repairs as soon as possible (no_rmally on the same trip).

The Shawnee County Sherriff's Offrce service agreement does not include warranty r·epairs or support for: i

a. Any damages caused by abu~e, misuse, unauthorized modifications, remodeling, upgrades, or acts of God (i.e. ,floods, fire, tornadoes, etc.).

The County is purchasing this permanent public right-of-way easement for the purpose of e're'ctlHg' or improving a public roadway for the passage of vehicular and pedestrian traffic, and the County reserves the right to make improvements on that property according to such plans and specifications, as will, in its opinion, best serve the public purpose. The payment of the purchase price for the public right-of-way easement conveyed shall be considered full compensation for that public right-of-way easement, and for any diminution in value that may result to the remaining property by virtue of proximity to the project, grade, alignment, utility installation, or the alteration of drainage patterns and facilities.

The Landowner, its heirs, or assigns shall retain all underlying fee interest in the above-described property subject to the use by the County for a Public Right-of-Way Easement. Puroose: Board of Commissioners approval is requested on the attached Amendment to Shawnee County agreement Cl91-2017 with Curb Appeal Power Wash, LLC. The Amendment extends tre current agreement for an additional year through June 2021, with funding available from the appropriate divisions operating budgets.

Justification: Current contract applications include washing amenities or facilities, graffiti. removal, disinfecting playground equipment and more when staff and equipment are not readily available throughout the park system Curb Appeal was awarded the contract in 2()17 and the department intends to solicit bids again in 2021 to abide by Shawnee County purchasing guidelines.

Audit Finance, on behalf of the Shawnee County Department of Public Works (SCDPW), issued a Request for Quotation (RFQ) for the purpose of having a vendor provide the SCDPW with 55,240 sq. yds. ofHMA milling and sweeping services, which are to be used during CY20 in support of road maintenance activities (spec. 2" mill & overlays) on the following county roads:

Intersection of SW 10111 and Urish Rd SW 57111 from Burlingame Rd to the city limits of Topeka SE 45th from Stubbs Rd to the SN/DG County line SW Urish Rd from Huntoon St. to 1Oth

By the April 2, 2020 bid closing date, one vendor had submitted a bid.

The bid submitted by Bettis Asphalt & Construction, Inc. of Topeka, KS in the amount of $3.46/sq. yd., satisfies all specification requirements. A copy of the tabulation of bids sheet is attached.

If the full contract service quantity is provided, the financial impact of this request would amount to $191,130.40. Regardless, there will be no adverse financial impact to Public Works' 2020 general fund budget.

Funding for this service will come from the SCDPW Road Maintenance Fund (10PW126 50210).

Although the unit cost is a bit higher than estimated, the SCDPW recommends awarding the bid to Bettis Asphalt. It's anticipated that rejecting this bid and again going through the solicitation process will not result in a lower unit price.

Purpose: Board of Commissioners approval and execution on the Right of Way Acquisition Agreements and Temporary Easement is requested by Parks + Recreation in order to proceed with the Deer Creek Trail planning. The four parcels scheduled for acquisition are from Ms. Janice Ashby ($4,861), Mr. and Mrs. James Richards ($50,000), Reeser's Fine Foods, Inc. ($4,843) and Marney Properties ($1,675). Property acquisition funding totals $61,379.00 and is considered non-

• participating funds of which those are provided by the Shawnee County Parks + Recreation Building Maintenance Fund (397).

Justification: In November of 2019 SCP+R selected Matt Speer, (Keller, Craig & Associates) to appraise the properties and pursue Right of Way and Easement Acquisitions for the Deer Creek Trail Grant parcels specified in the design of the trail by Cook, Flatt & Strobel. These fair market values will allow for purchases and trail design plans to be finalized. Non-participating funding includes the design services, right of way acquisitions, and utility relocates which is all provided through the SCP+R Building Maintenance Fund. It further allows for the Kansas Department of Transportation to proceed with administering other portions of the Transportation Alternatives Trail Grant related to the project.

2020 Contingency Funds Planning and Development Division

Puroose: Board of Commissioners consideration and approval is requested to utilize 20~0 Contingency funds for the attached invoice from Torgeson Electric, totaling $1,816.86. The parking lot lights at Hillcrest Community Center needed servicing after a vehicle hit the pedestal service rack that powers them.

Justification: On March 15,2020, a hit-and-run occurred at the Hillcrest Community Center and the vehicle hit the pedestal service rack for the parking lot lights. Repairs were made as the power was exposed, creating a safety issue. Service included disassembling the rack mounted service, covering. and securing underground conduit, flagging the rack with caution tape, repairing broken 3" and 1" underground PVC to lights, reinstalling the service rack and a required inspection, which passed.

The department has consulted with Betty Greiner, Director of Administrative Services, and it was recommended to make a request to the Board of Commissioners seeking approval to utilize 2020 Contingency funds, as this was an unplanned expense.
