Attached you will find documentation and a resolution from MCCSA Director, Mary Solomon, to

approve an increase in the In-Kind revenues and expenditures line items in the budget of

MCCSA’s Home Delivered Meals-Additional Resources Fund for Fiscal Year 2012/2013 in the

amount of $15,000.

MCCSA budgeted $12,500 for In-Kind contributions (donations) to The Home Delivered Meals-

Additional Resources Fund. Donated items have exceeded the previously approved budget

item in the amount of $10, 668.44. MCCSA anticipates additional donations for the 4th quarter

of Fiscal Year 2012/2013.

The Executive Office respectfully submits this agenda item for the Commission’s consideration

and recommends approval of the increase in the In-Kind revenues and expenditures for the

Home Delivered Meals-Additional Resources Fund as stated above.

Under the Head Start Performance Standards 45 CFR Chapter XIII, 1304.23, MCCSA Head Start is required to provide food service for children attending the MCCSA Head Start program. The Food Service contract describes the meal requirements, delivery times, health & sanitation , record keeping, meal charges, and remedies for non-performance to which both parties (Macomb County & LEA) agree in order to provide food services to support the MCCSA Head Start 0-5 program.

There is no impact on the County's General Fund. The contract amounts is as follows: Fitzgerald Public Schools- $37,279.00

C. The Vendor shall be liable for meals which do not meet the meal pattern requirements as specified in the contract, or are spoiled or unwholesome at the time of delivery. The Institution shall not pay for such meals.

2. Delivery, Ordering A. Delivery of meals will be made to the Institution's dining site(s) or ready for

pick-up by see back of each day food is served. The Vendor is liable for meals delivered outside of the agreed upon delivery time.

4. Recordkeeping A. The Vendor agrees to maintain for a period of three years after the end of

the fiscal year to which they pertain, or until final resolution of outstanding audits or claims, all records pertaining to this contract including records of food purchased, daily quantities prepared and delivered, daily menu records and delivery receipts. The Vendor must submit delivery reports and invoices to the Institution no less often than monthly. The Vendor also agrees that such records will be made available to representatives of the Michigan Department of Education, the U. S. Department of Agriculture, and the U. S. General Accounting Office at any reasonable time and place.

B. The Vendor agrees to deposit into the school's nonprofit food service account, all payments received under this contract. The Vendor also agrees that all expenditures made by the school in connection with this agreement shall be paid from such account. The school's food service CANNOT claim reimbursement for those meals under the National School Lunch Program. (Reimbursement cannot be paid twice for the same meal; the school is acting as a vendor when selling meals to an Institution participating in the CACFP. When a school district is the Vendor, the price charged per meal to the Institution must not include the value of commodities.)

9. State Agency Review This contract may not be considered effective until it has been approved by the Michigan Department of Education.

The Health Department recommends that the Executive submit to the Board an amendment to the 2012/13 Fiscal Grant Fund.

IT IS RECOMMENDED THAT THE EXECUTIVE SUBMIT TO THE BOARD: The attached Resolution and supporting documentation amends the Health Department 2012/13 Fiscal Grant Fund by decreasing expenses in the Personnel category in the total amount of $259,906 and increasing expenses in the Supplies and Services category in the amount of $91,252 and in the Internal Services category in the amount of $163,282. The remaining amount of $5,372 is accounted for with minor expense increases in other categories. This transfer of expenses affects 5 State-funded programs and no County dollars are involved.

PURPOSE I JUSTIFICATION:

Due to State Fiscal Year closing as of September 30, 2013, the need arises to transfer expenses at this time to maximize the utilization of grant funds .

Contract I Program Synopsis:

The contract amendment modifies the grant contract between Michigan Department of Environmental Quality and Macomb County for the Macomb County Health Department Beach Monitoring. The purpose of the amendment is to extend the agreement from May 31, 2013 to October 31, 2013, and to move existing monies with the grant; see attached budget.

The State of Michigan will not sign off on any contracts beforehand.

GRANT CONTRACT AMENDMENT BETWEEN

MICHIGAN DEPARTMENT OF ENVIRONMENTAL QUALITY AND

Macomb County

This Amendment modifies the grant contract between the Michigan Department of Environmental Quality (hereafter "State"), and the Macomb County (hereafter "Grantee") , signed by the DEQ on May 24, 2011 for the Macomb County Health Department Beach Monitoring. This Amendment does not take effect until signed by both parties.

The revisions to the grant contract are limited to those specified below. All other provisions of the contract remain in effect.

Only those items identified for change or revision are affected by this Amendment. All other tasks and responsibilities in the Agreement continue to be the responsibility of the Grantee. No further revisions or changes to the Agreement may be made by the Grantee without written approval of the State.

PROJECT SCOPE (WORK PLAN) There are no changes in the work plan .

CONTRACT PERIOD (END DATE) The State and Grantee agree to extend the end date of this grant contract from May 31, 2013 to October 31 , 2013. The Grantee will complete all obligations under this project no later than the end date, as amended. Costs incurred after the amended end date are not eligible for reimbursement under the grant contract.

COMPENSATION (BUDGET) The State and Grantee agree to adjust the existing budget to allow funds to be available to pay for the beach water testing for the summer of 2013. The attached budget revision shows the changes. No additional funds were added.

Prior to her retirement Maureen was my Administrative Secretary; and later, Bill Ridella 's. I have had several conversations with Maureen, and she is will ing to return on this part-time temporary basis.

A Proclamation Proclaiming September as National Recovery Month in Macomb County

Commissioner Toni Moceri, on Behalf of the Board of Commissioners,

Offers the Following Proclamation:

Whereas, seventy-four percent of Americans say that addiction to alcohol has had some impact on them at some point in their lives, whether it was their own personal addiction, that of a friend or family member, or any other experience with addiction; and

Whereas, a sixty-three percent majority of Americans also say that addiction to either drugs or alcohol has had a great deal or some impact on their lives; and

Whereas, stigma and discrimination present obstacles and can be a mark of disgrace to those with substance use disorders who need access to treatment facilities, and for those who want to reestablish their place in the community be entering the workforce; and

Whereas, educating our community about how substance use disorders affect children, families, and all community members is essential to overcoming stigma and discrimination; and

Whereas, we must recognize the achievement of those who seek out treatment services and ensure that such services are readily available to those who need assistance; and Whereas, substance use disorders are a treatable, yet serious health care problem, and we can take steps to address it and so build a stronger, healthier community; and

Whereas, to help achieve this goal, the U.S. Department of Health and Human Services; the Substance Abuse and Mental Health Services Administration; the White House Office of National Drug Control Policy; and the Greater Macomb Project Vox invite all residents of Macomb County to participate in National Recovery Month In Macomb County.

Proclaiming September 2013 as Senior Center Month In Macomb County

Commissioner Toni Moceri, on Behalf of the Board of Commissioners, Offers the Following Proclamation:

 Whereas, the qualities of life for which we pride ourselves in Macomb County can be best measured by the manner in which we treat our senior citizens and the investment we make in ensuring a quality of life that is reflective of our respect and the value we place on our senior citizens; and Whereas, since Federal legislation in 1965 was established by The Older Americans Act (OAA), recognizing senior citizen centers as focal points to deliver programs and services for persons over the age of 60; and Whereas, SEMCOG estimates that currently, there are 182,118 Macomb County residents age 60 and older, with this group growing at a rate of 217 seniors per week; it is expected that this population of 60 plus will reach 200,000 by 2017; and Whereas, Macomb County’s Senior Citizen Centers serve as a gateway connecting Macomb County’s older adults to vital community services that helps maintain and improve their health and independence; and Whereas, Macomb County Senior Centers have adopted a wellness model, and are sites for health education, fitness, nutrition, socialization, education, cultural enrichment, participation in sports, special events, physical therapies, transportation, counseling and so much more; and Whereas, Macomb County Senior Centers are recognized as community focal points for the rapidly increasing multicultural and diverse populations of seniors including: Hispanics, Chinese, Koreans, Jews, Middle Easterners, Native Americans, African Americans, those from the Pacific Rim; and Whereas, the Board recognizes the following Macomb County senior centers for all their contributions to the seniors in the County: Armada Senior Center, Center Line Senior Center, Chesterfield Township Senior Center, Clinton Township Senior Center, Eastpointe Senior Center, Fraser Senior Center, Harrison Township - Tucker Senior Center, Lenox Township Senior Center, Macomb Township Parks and Recreation Center, Marvin Blank Senior Center, Mt. That By These Presents, the Macomb County Board of Commissioners publicly acknowledges and proclaims the month of September 2013 as Senior Center Month In Macomb County.

II Be It Further Resolved that the Macomb County Board of Commissioners pledges to continue efforts to create a region that is supportive and provides equal opportunity and a quality of life that promotes a dignified existence for area seniors to live well in Macomb County.
