CHAPTER 4 • EXAMINATION OVERVIEW

EXAMINATIONThe second component of CCTP certification is the examination. The CCTP examination is a standardized test administered and scored in a consistent manner to ensure legal defensibility. CCTP examination is an assessment intended to measure a test taker’s knowledge of basic principles of prevention, detection of terrorism.

The test is developed and administered by the CCTP governing body and held on fixed dates as determined by the CCTP administration.

The test is administered on paper or on a computer, fixed in terms of scope, difficulty and format. It covers 14 units. The questions are presented in a multiple choice format where the candidate is given a number of set answers for each question, and the candidate must choose which answer or group of answers is correct. Test is held within the classroom and limited to 60 minutes.

EXAMINATION DEVELOPMENT The examination is designed to assess whether a practitioner possesses the knowledge established as the basic competency level required for the designation of counterterrorism practitioner. The examination development process follows internationally accepted procedures for establishing the content validity of a test and the reliability of its scores.

Each domain, and of the relevant tasks, knowledge, and skills within it, determines the specifications of the examination. Each new form of the examination is created according to established test specifications with the appropriate number of items for each domain from the bank of available test questions.

Questions for the examination are obtained from or the CCTP board members. After the questions are drafted, they are reviewed at several different stages for content, accuracy, consistency of style, appropriate reading level, psychometric soundness, and freedom from cultural bias or unequal impact by independent counselors.

The CCTP examination is based on the following 14 units (domains):

1. Global terrorism today - Introduction to the threat2. Terror organizations3. Critical soft targets4. Suicide bombers- their mindset and how they operate 5. The stages of terrorist attack6. The adversary -7. Bombs and explosives8. Dealing with booby traps9. How terrorists conduct intelligence collection10. VBIEDs - Vehicle borne IED (car bombs)11. The security concept12. Incident management13. Minimum cost / maximum security options14. Preparing the operational procedure file and area portfolio

Page 17: BOARD OF CERTIFIED COUNTERTERRORISM … OF CERTIFIED COUNTERTERRORISM PRACTITIONERS ... To inform the CCTP practitioners about various terrorist ... Board of CERTIFIED COUNTERTERRORISM

17

Examination Scoring and Reporting After all analyses are complete, the examinations are scored. Candidates will receive notification of passing or failing the exam and score reports containing a breakdown, by domain, of the number of questions they answered correctly versus the total number of question in the domain.

Scaled Score In order to maintain test security, the CCTP Board produces multiple versions of examinations with different questions on each version. Individual scores are reported as “scaled scores.” These “scaled scores” are derived from raw scores through mathematical conversion so that scores from different forms can be reported on a common scale and, therefore, represent the same level of competence. Scaled scores, used widely in the certification and licensing fields, ensure that all candidates are required to demonstrate the same level of ability to pass the test regardless of whether or not they took an easier or more difficult test form. Certified public accountants, human resource professionals, and building inspectors are only a few of the many professions receiving scaled examination scores.

Passing Score The CCTP board establishes the number of examination questions that must be answered correctly in order to meet the “minimum competency” certification standard - 70 % of questions.

Examination FormatThe CCTP certification examination consists of thirty (30) multiple-choice and open questions. Each question has four (4) possible options with one (1) correct answer.

LanguageThe CCTP examination is being offered in various cities globally, the mode of the program is currently only in English.

Examination Security The CCTP Board depends on the righteous conduct of applicants and holders of the certification to maintain the security of CCTP examinations. An important element of a successful and respected professional certification credential is maintaining the security of the examination. Revelation of any information about the CCTP examination and its contents breaches the Affirmation and Authorization agreement which all candidates have agreed upon and accepted during the certification application and actual examination. This will also violate the CCTP Code of Ethics. The CCTP Board will take action against individuals who defy the CCTP Board Policies and the Code of Ethics. Actions taken may include permanent dismissal from pursuing the CCTP credential and revoking certifications from those who have been awarded the credential. CCTP will also take legal actions against individuals or organizations who infringe upon our copyrights, proprietary rights, and intellectual property. The CCTP Board has the final decision to revoke or invalidate examination scores with or without fault finding or misconduct if data forensic analysis or other credible evidence proves sufficient possibility that a score obtained is invalid or the integrity of the examination was compromised.

Information Release Policy The CCTP Board will not release any information regarding a candidate’s application or examination administration without written consent from the candidate. Examination materials and answer sheets remain the sole property of the CCTP Board. These materials are confidential and will not be revealed to any persons or organizations for any reason.

Granting Your CertificationThe period of validity of CCTP certificate shall not exceed three (3) years. The certificate may be renewed for further periods as the result of a re-evaluation. The specified period of validity of a certificate may be extended for a single exceptional extension of up to six (6) months in order to permit re-evaluation to be completed.

3. Sign the CCTP code of conduct 4. Proof of lack of criminal record (police background) 5. Recertification payment

What is a CPE?Continuing Professional Education (CPE) credits are points obtained through the continuing education as applied to one’s professional development. This can be done by means of completion of activities that maintain their knowledge and skills related to their professional lives.

One CPE point is usually equivalent to one hour of activity related to additional industry knowledge and/or experience.

CPEs are most often than not earned outside of one’s usual employment undertakings. Activities that are directly related to a job do not qualify as CPEs, however, it does not mean that these activities must occur outside of normal working hours.

MisconductApplicants for initial certification and recertification, and Candidates for the examination who have been identified to be engaged in inappropriate behavior, dishonesty, or misrepresentation, in the application, examination, or recertification process will be subject to corrective charges which may result in the rejection or annulment of the CCTP credential.

Random Auditing Process - RecertificationAt the time of recertification/renewal, you are only required to submit the CCTP Recertification/Renewal Form online at www.cctpworld.com but all documented proof of obtained credits for a year must be maintained. Examples of documented proof includes certificate copies, attendance letters, transcripts, copy of first page of article or manuscript showing author, title, publication name, etc. CCTP will audit a percentage of randomly selected CCTP Recertification/Renewal Forms. If audited, you will be required to provide documented proof of all forms to CCTP within 30 days. If you are unable to provide documented proof within 30 days, your certification will be considered “inactive” and you will have one year to complete the recertification process by providing the documentation or by obtaining new certification.

Renewal Reminders CCTP will contact all credentialed professionals by postal mail in the spring of the year they are due to recertify (due dates for recertification are indicated on the individual’s certificate). As follow up, CCTP will be contacting the professional three more times during that year via postal mail and/or e-mail as a reminder. CCTP will then contact those that do not recertify one more time during their grace period. It is the responsibility of the credentialed professional to submit the CCTP Recertification/Renewal form online at www.cctpworld.com before the credentials get expired. Please keep your address and e-mail address up to date with CCTP to ensure receipt of the recertification information in a timely manner. If you have any questions about recertification and other related matters, please visit our website at www.cctpworld.com.

30

Non-ComplianceFailure to report the necessary CPEs each year may result in the cancellation of a certification holder’s certification(s). For this reason it is important that all CCTP certified professionals submit at least a total of 20 CPEs.

Additionally, if a certification holder is audited and unable to provide appropriate backup documentation for reported CPE activities, this may also result in the cancellation of that certified person’s certification(s).

When a certification holder is identified to be non-compliant, the certification holder is given 90 calendar days to rectify this state. Failure to rectify the non-compliant state after the 90 calendar days will result in revocation of the certification. After the 90 days has elapsed, CCTP will not re-instate the certification status even if the certified person is able, at that point, to achieve compliance. CCTP may make exceptions to this policy on a case by case basis.

CCTP will notify certification holders who enter a non-compliant state due to failure in submission of CPEs or non-payment of annual dues.

Verification of Credentials CCTP provides a CCTP member zone located at www.cctpworld.com with complete personal certification information. Furthermore, individuals or organizations may ask for written authentication of an individual’s registration status from the CCTP office. Requests for authentication may be made in writing, by telephone or by email. It is the certification office’s responsibility to verify certification information of the CCTP certificate holders. Information provided online and in response to individual requests is limited to the following: first and last name, state, country and expiration date.

CHAPTER 6 • THE CCTP DESIGNATION

Use of the CCTP Certification LogoIt is essential to understand the proper usage of the CCTP title. The “Certified Counterterrorism Practitioner” title and the letters “CCTP” are registered certification marks issued to CCTP by the Patent and Trademark Office. They can only be used when authorized for a period defined specifically by CCTP. There are proper guidelines for presenting your CCTP credential.

Examples of correct use:• David H. Smith, CCTP • David H. Smith, Certified Counterterrorism Practitioner

The CCTP credential is awarded to individuals, not organizations, and should only be used with individual names.

The CCTP credential may be used only for the period for which it authorized to be used. The usage expires if you have not paid the annual renewal fee or have not met the recertification requirements from CCTP. Use of these titles beyond the authorized period (without complying with renewal or recertification requirements) establishes an unauthorized use of the credential.

It is permissible to use the credential on your business cards, resume, and correspondences or with your signature. You may use your CCTP credential nearly in all areas where you use your name.

Example of proper company use:Lee Security Incorporated provides the latest security services. Employees holding the certified Counterterrorism Practitioner (CCTP) certification include David H. Smith, CCTP and Dana H. Smith, CCTP.

Example of improper company use:Lee Security Incorporated, providing security services by Certified Counterterrorism Practitioners.
