• Don Ross Middle School has hosted a number of SOGI sessions lately, most recently a parent session last week. Thank you to Principals Kirk and Hislop for their leadership as School District No. 48’s representatives.

• Howe Sound Secondary Robotics team led by teacher Jamie Leslie are members of the Pacific Youth Robotics Society, and have been recognized for multiple Judges Choice awards for outstanding engineering ideas and designs.

• Congratulations to Whistler Secondary Physics student and their teacher, Jamie Walzl, for their recent win at the Provincial Physics Competition.

• The next District Parent Advisory Council meeting is Monday, May 15th at Don Ross Middle School.

• Sea to Sky Teachers’ Association (SSTA) AGM & elections for executive will be held on Tuesday, April 25th at the SSTA office and Myrtle Philip and Signal Hill Elementary Schools.

• Whistler Secondary School had four Grade 10 students receive the Cayley Certificate of Excellence in the University of Waterloo math competition. This represents the top 25% of students in the country.

• This year’s 24 hour drum is being held on Friday April 21st at Stawamus School, starting at 9:00am, with evening presentations and dinner at Totem Hall from 5:30 to 8:00pm. This year, the drum will beat for 24 hours to raise awareness about environmental preservation, language revitalization and Reconciliation.

D. Secretary – Treasurer’s Remarks

• Student funding is up to $83 per pupil for next year • Building Envelope upgrades for Howe Sound Secondary, Don

Ross Middle School and Garibaldi Highlands Elementary have been approved to proceed to next steps.

• The Ministry of Education announced the classroom enhancement fund which should result in approximately 2.3 million dollars for School District No. 48.

4. STUDENT/STAFF PRESENTATIONS A. Student Presentation

Vice-Principal Hart shared the names of the four students, Hollie Moriarty, Belle D’Argelo, Claudia Thevarge, Lottie Kluftinger who created the project presented, and thanked Steve Evans and Tara Smith for their efforts in securing the district a grant from Cinematique. Cinematique worked with students for five days, teaching them to film, edit, and create a video, culminating in the showing of each group’s work. The students shared how picking up the camera and learning to create a project with it made the work more fun than just taking notes and using a computer, and how they learned the skill of working to a deadline.

• next year is going to be tight space wise, but it looks like all students will fit into schools for the coming school year.

discussed the following: • September is the last year Late French Immersion and Early

French Immersion will be two separate programs. Each year the district has had to recruit 4-6 teachers to support the growing program, and it was explained how challenging recruitment has been.

• Merging the French Immersion Policy, Regulation & Administrative Procedures together into one Policy. The Policy Committee advised that the following recommendation was being made with no material change to content.

data portal for districts, with similar information previously available now collated and available in one place. In September Phase two is to plan for school level portal, with Phase 3 being an active parent portal. Staff will need to look at what the implications for the district might be with the parent portal.

2. Pilot Project Update The Director of Instruction: Technology & Innovation advised that to

date there have been almost exclusively positive comments from the initial survey, with a small group uncomfortable with the process. He met with DPAC to discuss concerns and will consider some suggestions regarding process moving forward. A follow up survey will go out at year end.

Teachers are assessing the teacher workload and the benefit to

reporting being spread out over time, and a comprehensive follow up study with students for their input is being considered.

minor changes to the fee schedules compared to last year. She noted that Don Ross Middle School had requested an amendment to their fee schedule, after the printing of the Agenda Package, increasing the Soccer Academy fee to $1,330.00.

MOVED/SECONDED: CARRIED 3. TRUSTEE ITEMS A. Partner Group Meeting Trustee Kent reported that the recent partner group meeting included

representation from CUPE, SSTA, First Nations, Teachers, Parents, Trustees, and staff. There was good discussion and suggestions, with all information currently being collated.

4. INFORMATION ITEMS A. The Secretary-Treasurer outlined the preliminary budgets post Supreme

Court ruling and advised that the district is currently short approximately twenty teachers next year, mostly in the specialty areas.

The Director of Operations summarized space requirements based on

student enrolment projections. An analysis was done of all schools and all spaces that could be used for student learning. Garibaldi Highlands, Squamish Elementary, and Myrtle Philip are all experiencing pressure. Staff expect to be able to accommodate all students into the schools this year, with adjustments next year expected at Garibaldi Highlands and Myrtle Philip, and at Squamish Elementary in 2018/2019. Options are being considered to address pressures including portables, catchment boundary changes and future program adjustments.

All third party leases including daycares have been given notice that their spaces are needed back for student placement. The long range facility plan will be updated and be brought back to share with the Board. Most of the portables are in good shape and have plumbing, but don’t meet current code standards for insulation. A planned H1 Seismic project will add a wing at Howe Sound Secondary School, and facilities will look at options, including future additions for Myrtle Philip and Garibaldi Highlands.

An update will be provided at the May Finance meeting. B. Audit update The auditors were onsite last week doing preliminary work for the audit

in August. They met one-on-one with some staff and trustees, and indicated they are pleased with the progress to date. Staff are working on making some adjustments to address last year’s audit findings.

Trustee Kent noted that during his interview the auditors expressed

surprise that not all board members participate in the finance meetings. The Secretary-Treasurer reminded trustees that the Auditor General

recommends there always be a standing in-camera meeting for the auditors to present their findings, and that Trustees should have their own in-camera meeting with the auditors, without staff present, in order to exercise due diligence.

3. DISCUSSION ITEMS A. French Immersion Registration The Assistant Superintendent advised that the French Immersion

Administrative Procedure has a statement about priority for registration and should be part of the regulation so it is clearer to parents. Staff recommended the Administrative Procedure be combined with the Regulation.

B. Dogs on School Property The Superintendent summarized stakeholder input, which was minimal.

Two staff members raised concerns that included the danger of someone being hurt, and possible allergies. Staff provided options to the Board for

consideration. Trustees asked the Superintendent to bring some draft guideline suggestions to the May meeting for further discussion.

C. Early French Immersion Parents in the North occasionally ask about French Immersion for their

communities. 2018 will be the first year that late French Immersion teachers in Squamish will need to start teaching early French immersion. Due to difficulty in staffing French Immersion teachers, staff are recommending no further French immersion programming be considered in the corridor until the Squamish program is assessed over the next couple of years.

Director of Instruction Jory explained how the Communicating Student Learning Pilot Project gained unprecedented media attention, beginning in mid-December 2016, and continuing through the months of January and February. He explained how staff learned through this process how to better anticipate media attention. The committee discussed proactive versus reactive communication.

C. Review of Work - School Level Chris, Karen and Brianne shared their website revisions and discussed Google Calendar as an option for up-to-date event information. Brianne shared that a new Facebook page has been established for homestay families.

D. Next Steps for the year ahead - School Level Twitter participation among SD48 educators has increased.

3. INFORMATION ITEMS A. School District Project Updates

The Director of Operations provided the committee with a snapshot of all 2016/2017 projects. He explained that the School Enhancement Program and Bus Replacement were part of the capital plan, and that four buses were replaced this year.

The committee discussed that weather has posed a challenge for some repairs this school year, and that the water main replacement projects will be completed over the March break. Also discussed was how the inclement weather experienced thus far in the school year has affected the grounds and maintenance budget, and it was explained to the committee that surplus from past years will assist in covering the expenses incurred by inclement weather.

A discussion was held about planning for the 2017/2018 school year’s

projects. The Director of Operations explained that now that condition reports have been finalized, potential projects can be prioritized, and from that stage, the district may apply for School Enhancement program funding. The Operations team is already working on receiving quotes for the work anticipated.

CAPITAL BYLAW NO. 2017/18-CP-SD48-01 CAPITAL PLAN 2017/18

A BYLAW by the Board of Education of School District No. 48 (Sea to Sky) (hereinafter called the "Board") to adopt a Capital Plan of the Board pursuant to Sections 143 (2) and 144 (1) of the School Act, R.S.B.C. 1996, c. 412 as amended from time to time (called the “Act”). WHEREAS in accordance with provisions of the School Act the Minister of Education (hereinafter called the "Minister") has approved the Board’s Capital Plan. NOW THEREFORE the Board agrees to the following: (a) authorizes the Secretary-Treasurer to execute project agreements related to the expenditures contemplated by

the Capital Plan; (b) upon approval to proceed, commence the Project and proceed diligently and use its best efforts to complete each

Project substantially as directed by the Minister; (c) observe and comply with any rule, policy or regulation of the Minister as may be applicable to the Board or the

Project(s); and, (d) maintain proper books of account, and other information and documents with respect to the affairs of the

Project(s), as may be prescribed by the Minister. NOW THEREFORE the Board enacts as follows: 1. The Capital Bylaw of the Board approved by the Minister that specifies the supported projects in the Ministry’s letter

of March 17, 2017 from the 2017/18 Capital Plan is hereby adopted. 2. This Bylaw may be cited as School District No. 48 (Sea to Sky) Capital Bylaw No. 2017/18-CP-SD48-01. READ A FIRST TIME THE 12th DAY OF April, 2017. READ A SECOND TIME THE 12th DAY OF April, 2017.
