POINTS OF PRIDE
2019 Pre-K Fair Update: The Trenton “City of Superheroes” Pre-k Fair took place February 26-28 in Ellis Auditorium. The event aimed to promote preschool enrollment and registration for the 2019-2020 school year. Over 545 parent and caregivers participated in the event and interacted with our District Contracted Preschool Provider Sites. The event also provided 352 parents/caregivers with confirmed registration appointments. We established a goal of reaching universal Pre-k levels in Trenton (2800). We’ve progressively increased enrollment by 100 seats each year and look forward to providing all Trenton families with access to high quality pre-school. Special thanks to Director Monica Carmichael and the Early Childhood Department for their outstanding efforts. TCHS Student Paid Internships: The School Support Office met with NJ School Development Authority Technology Vendor Washington Computers, Inc. They are the primary contractor for the technology needs of the new Trenton Central High School. Washington Computers has agreed to welcome (24) TCHS students as Paid Interns. Students will start in May and work between 6-8 weeks. The Washington Computers CEO will provide all safety equipment, uniforms, and footwear. Students will be working with company engineers and be supervised on site with a TCHS staff member. The CEO has also agreed to serve on the Industry Advisory Committee for the TCHS STEM Academy. Continued discussion will take place between District and School Leaders and the Washington Computers CEO. Follow up is also taking place with Human Resources, Technology Services, and Facilities Management. A similar planning meeting is scheduled with the NJ School Development Authority Furniture Vendor and details of plans to hire students to work in the new school will be forthcoming. Excellence in Mathematics & Science Teaching: Congratulations to Mr. Bruce Williams, Teacher at Hedgepeth Williams Middle School of the Arts for winning the 2018 Grades K-6 State Level Presidential Award for Excellence in Mathematics & Science Teaching sponsored by the Association of Math Teachers for New Jersey (AMTNJ). Center for Child and Family Achievements Partnership Update: The Center for Child and Family Achievements (CCFA) has just released their newsletter documenting their support to distribute resources, establish partnerships and experiences, and provide access to the necessary tools that empower students and parents to “learn and achieve” together. CCFA’s Read to Achieve program began in the 2018-2019 school year with the distribution of over 40,000 books to Trenton students

for their own home libraries. Much of their newsletter highlights students at Gregory Elementary School. The Center for Child and Family Achievement (CCFA) is a valued partner that acknowledges the challenges that many Trenton families face regarding funds needed to purchase school uniforms for their children. They understand the positive impact that owning a brand-new uniform has on the student’s self-esteem, confidence, and desire to attend school. CCFA’s Uniforms to Achieve program seeks to inspire and support Trenton students. CCFA partnered with generous donors like Susan Rhoda Hansen and the George H. and Estelle M. Sands Foundation to provide (2) complete uniform sets for 150 students Grades K-2 and self-identified students in Grades 3-4 at Gregory Elementary School. CCFA believes that closing the achievement gap requires us to place the critical tools for success in the hands of students; and therefore, a new uniform is a critical tool.
Center for Child and Family Achievement also facilitated a public private partnership to launch the 4th Grade Digital Initiative at Gregory Elementary School, providing 70 students Chromebooks and access to digital technology in their homes to support improved academic outcomes in reading and math. Comcast Representatives were also available to provide Comcast Essentials Orientation Sessions for needy parents. Funding was provided by the George H. and Estelle M. Sands Foundation. Sincere appreciation and thanks to Ms. Wanda Stansbury for her organization’s unwavering support of Trenton students and families. Junior Achievement Inspire Trenton: The mission of the District is to ensure all students graduate with a vision for their future, are motivated to learn continually, and prepared to succeed in their choice of college or career. This year the Trenton School District partnered with Junior Achievement of New Jersey (JA) to help Trenton middle school students own their future by creating work-related partnerships. The goal of the program was to reach all 8th grade students at Dunn, Hedgepeth-Williams, Kilmer, and Rivera. The program features an interactive Career Expo with a wrap-around curriculum delivered by classroom teachers. JA Inspire is a powerful event that seeks to bring together Trenton Area Educators and Industry Leaders to give Trenton 8th graders hands-on experiences and information about career opportunities, in order to help them create a vision for their future. On March 21st, over 700 Trenton students participated in a Career Expo at The College of New Jersey Campus where they were able to connect with representatives from Business, Government, Nonprofit, Trades, and Public Service at interactive career stations, question and answer sessions, and hands-on activities that exposed them to the world of work. Special thanks to Junior Achievement, Trenton Middle School Principals, and College and Career Readiness Supervisor Jonathon DeSimone for coordinating an outstanding event. Trenton Transportation Department Excels: The Garden State Initiative released a report regarding NJ’s school transportation expenses and identified meaningful improvements at the school district level which could result in taxpayer savings of $200 million annually. Their data-driven model reviews variations in transportation costs in order to determine a clear path for school districts to consider when improving operational efficiency. Due to effective transportation cost management and efficiency, (61) districts scored as Excels, spending significantly less than predicted. Trenton’s

decision to tier its transportation system allowed the Trenton School District to be ranked 21st in the State. Special thanks to the Business Office and Transportation Department for increasing efficiency while improving levels of service.
CENTRAL OFFICE TRANSFORMATION
District Transformation: In order for school districts to transform, Central Offices must significantly strengthen the extent to which the office operates as a primary support system for helping principals improve teaching and learning at scale. According to research by the Wallace Foundation and conducted by the University of Washington, this requires Central Offices to:
1. Create learning-focused partnerships between Central Office and Schools 2. Redesign the Central Office so that it functions as a high performing customer service organization providing
high-quality, relevant, and differentiated instructional, human resources, business, and other services that support learning-focused partnerships
3. Lead by teaching and learning – engage Central Office staff in continuously finding, designing, and implementing more effective services for district-wide teaching and learning improvement

Transforming Central Office is a major undertaking, requiring more than just making changes to the organizational chart, adding or eliminating positions, or improving long-standing operations. It requires the organization to take a deep look at the current work of all positions and determine to what extent can we show that this work is aligned to improving teaching and learning districtwide. And if not, what do we do about it to improve outcomes for students? The following Departments have been undergoing an intensive review based on the external evaluations conducted, data collected, as well as the emergent needs: School Support & Student Services, Curriculum & Instruction, Special Education, Bilingual/ESL Services, Performance & Accountability, Human Resources, and Legal Services.
PROGRAM ANNOUNCEMENTS
District Performance Reports Now Available: On March 12th, the NJ Department of Education (NJDOE) made publicly available School Performance Reports for the 2017-18 school year. Access to NJDOE reports can be found at www.njschooldata.org. Enhancements to the 2017-18 School Performance Reports include more information with one-page summaries, additional navigation tools, emphasis on student growth, and more information about staff demographics, discipline, progress towards English Language Proficiency, and College and Career Readiness. Data reviewed indicates that the District is showing improvements as Literacy proficiency is (20.3%) and Math proficiency is up seven percentage points (10.8%). Student growth is in the 42nd percentile which indicates that the District Met Standard for 2017-18. Special thanks to the Curriculum, Performance, and School Support Offices for supporting schools as they continue to improve. The District will continue to unpack the data and identify additional resources and strategies to rapidly improve student performance. Addressing the Enrollment Challenge: As a District, we are seeing substantial boosts in enrollment. Given the fact that we have several buildings out of circulation, multiple classrooms throughout the District are oversubscribed. For the 2018-19 school year, the Trenton Public School district will be seeking to readjust in order to meet class size requirements outlined in N.J.A.C. 6A:13-3.1(b). The district’s average daily enrollment INCREASED from 11,328 in 2017 to 12,211 in 2018. This is due in part to several school closures and two of the private schools for the disabled. Additionally, we have seen a SIGNIFICANT increase in the number of students enrolling who have never attended school in the United States. We also have a number of students attending school(s) outside of their neighborhood catchment.

The enrollment challenge before us REQUIRES the District to expand school options for families. We believe that a range of options will assist in supporting the growing needs of Trenton families. It is our intent to host a series of community meetings to present ideas and proposed solutions for stakeholder input before final decisions are reached. April Community Meetings To Be Scheduled: The budget process has generated several major District initiatives that require targeted engagement of the community. The Offices of School Support and Family and Community Engagement will be organizing a series of community meetings to present key challenges and proposed solutions to families. During this time community members will be asked to provide input and give feedback. Topics include: The New Trenton Central High School, Trenton 9th Grade Academy, Trenton Global Academy, Trenton Restorative Center, and New School Models. Middle School Reading Levels: All Middle Schools have completed the Winter administration of the STAR Diagnostic Reading and STAR Diagnostic Reading Spanish Assessment. These baseline assessments align to all state standards, inform reading instruction, and determine student reading skills, growth, or need for intervention. Assessment data indicates that middle school students are slowly improving their reading levels. The Trenton School District must stay the course to ensure that all students are able to read at or above grade level. Middle School Participation & Performance

High School Math Focus Walks: Focus walks are classroom visits with a targeted observation that is exclusive to teaching of the State standards. It is important to pair observation data with assessment data to get an accurate picture of what’s happening in schools. Upon review, data indicated that the majority of Trenton high school students did not have access to rigorus State standards. This was due to lack of District investment in the necessary professional development, instructional resources, and tools. Now, thanks to the collective work of Curriculum Department Leaders and Classroom Teachers, the majority of Trenton high school students have access to rigorous State standards in their daily instruction.

Bilingual Program Update: Last year, the District brought in an expert in Bilingual Education to conduct a comprehensive analysis of Bilingual/ESL Programs in Trenton. Based on the external evaluation, (3) areas of focus emerged:
1. Bilingual Program Vision and Model Articulation a. How do we effectively support Bilingual and ESL students? b. How do we develop exemplary models of English Language Acquisition? c. How do we support students that have significant gaps in formal education?
2. Professional Development & Growth Plan a. How do we ensure that student programming is based on sound educational research? b. How do we ensure that adequate commitment and resources are allocated? c. How do we develop systems of support that can be observed and evaluated?
3. Community Engagement & Strategic Partnership Plan a. How do we communicate an aligned vision and engage the community in the change process?
The Bilingual Department is working to identify solutions for the growing number of newcomers to Trenton through the development of a High School Port of Entry Program. The District strives to get better everyday and therefore the learning environment for newcomers needs to account for the challenges associated with transitioning to a new culture and language, but also includes: academics, social-emotional support/trauma, and workforce development/training. Our students should not have to choose between financially supporting their families and continuing their education. Budget Planning for Success/ Charting Our Path Together: The Trenton Public School District (TPS) uploaded the 2019-2020 budget to the Mercer County Office of Education on March 11, 2019. The Accounting Staff worked long hours not only to prepare numerous detailed schedules, but to review data for accuracy and more importantly to make sure budget was aligned to instruction goals. This year’s budget is a communications document that outlines the school district’s priorities, goals, and path for moving forward. The budget process is broken into a six-steps that includes: Planning, Preparation, Adoption, Implementation, Monitoring, and Evaluation. The process is driven by two objectives: to provide every child in the District with the best possible educational opportunities and to maximize the use of available resources. Within this framework, the Trenton Board of Education attempts to balance the educational needs of students and the resources available to the Trenton School District from local, state, and federal sources. A school district’s budget that details the revenues and expenditures to support educational programs and services, is a delicate balance of policy choices. Fiscal responsibility ultimately rests with the District Leadership Team, however, the majority of school-based decisions are determined by the School Leadership Team. That means that discretion over resource allocations is also a balancing act between Schools and the District. Guiding principles for the development of the Trenton School District Budget are as follows:

Behavioral Support Program Update: The District has been working with the Mercer County Executive Superintendent and County Supervisor for Special Education to address challenges associated with students with behavioral needs. We’ve also requested their support in the development of a Trenton Restorative Center (TRC) Program at Cadwalader Campus in preparation for the 2019-2020 school year. The TRC will be an alternative behavioral support program that serves General Education and Special Education students Grades K-8. The TRC is not a permanent placement for students as there will be an entrance and exit criteria. Students on long-term suspension and interim placement will also receive services at the TRC, which will reduce lost instructional time for students whose only current option is Home Instruction. Special thanks to Director Charles Koonce for leading this very important work to ensure that the District significantly decreases the number of students being sent to out of district placement. Instructional Leadership Update: School Chiefs are working with Board-approved consulting firm to deliver rigorous professional development topics for School Leadership Teams, Choices for Book Study, and School-Specific Support(s). Valbrun will help the District increase the instructional leadership capacity of schools through targeted professional development that aligns to District Priorities, provides job-embedded coaching as driven by School Chiefs, and creates feedback loops to ensure schools are learning together in a constructive way with an emphasis on student growth. Trenton Central High School Status Update: The new Trenton Central High School will be a 350,000 square-foot school designed to educate 1,850 students in grades 10 through 12. The New Trenton Central HS is being delivered through a Design-Build approach through the New Jersey School Development Authority. The anticipated opening of the high school is September 2019. Historically, Trenton Central has operated Small Learning Communities (SLC) offering Career & Technical Education (CTE) programming. The Trenton Board of Education approved the school as a Career Academy. To support this exciting new evolution to become a Model Career Academy High School, the District has hired a CTE Consultant to work with Trenton Central Staff and District Leadership to identify areas of improvement. The ultimate goal for every student graduating from the new Trenton Central High School would be that every student will graduate on time;

Career Academy Support: Educational Testing Service (ETS) has agreed to provide targeted, no-cost support to the District through their Institute for Student Achievement (ISA). ISA is the only evidence-based whole school reform organization in the US Department of Education What Works Clearinghouse with a track record of supporting high schools. Our upcoming community meetings will provide opportunities share additional information and seek community input into the additional supports needed. Special Education Update: The original members of the Superintendent Special Education Advisory Committee worked directly with the Special Education Department to unpack the PCG Special Education Review. The Special Education Review recommended (5) Priority Areas:
1. Support for Struggling Learners: The District will develop a robust, multi-tiered system of support structure (MTSS) for all students and implement interventions with fidelity.
2. Accountability: The District will develop policies and procedures and create mechanisms for monitoring their implementation.
3. High Quality IEPs: The District will adopt protocols and conduct training for all staff, with the most intensive trainings for Child Study Teams, Special Education Case Managers, on the development of high quality IEPs.
4. Data Quality, Access, and Training: The District will develop protocols to ensure data in all systems are accurate and aligned. Data will be up to date, easy to access, easy to understand, and routinely monitored.
5. Professional Development & Support: Special Education personnel will receive training and support essential to strengthen their expertise in procedural compliance and on instructional strategies that help accelerate their students’ academic and social/emotional growth.
The Special Education was tasked with identifying immediate steps to begin addressing some of the issues while planning for the long-term. Based on feedback from the Advisory Committee and the

Superintendent, the Department drafted a Special Education 90-Day Strategic Action Plan that was closely monitored through January 1. Next Steps: The Superintendent Special Education Advisory Committee has been reorganized to include new Trenton Public Schools Special Education Leadership, Child Study Team Members, and Special Education Advocacy Organizations. Action Planning Team Members include: Board Members, Community Members, and Practitioners. Educational Testing Service (ETS) has agreed to provide technical assistance and meeting facilitation in the development of a long-term plan to rapidly improve Special Education in Trenton. ETS will use a methodology that allows the team to come up with ideas. This process continues until the team gets to an actionable response, which is then turned into an Action Plan. The Action Plan will be used to drive systemic improvements for the Trenton School District. Parent Engagement Priorities: Trenton Public Schools believes that ALL students must graduate with a vision for their future, motivated to learn and prepared to succeed in their choice of college or career. The successful implementation of a District parent engagement strategy demonstrates our commitment to families as they play an important role in students’ development and overall learning. Parent engagement in schools is defined as parents and school staff working together to support and improve the learning, development, and health of children. Parent engagement in schools is a shared responsibility in which schools are committed to reaching out to engage parents in meaningful ways, and parents are committed to actively supporting their children’s educational journey. Parent Engagement Priorities for 2018-2019 include:
1. Establishing Parent University in the City of Trenton 2. Launching a Community-based Campaign to Address Chronic Absenteeism 3. Establishing Parent Teacher Organizations in Every School 4. Organizing a Spring Parent Summit 5. Supporting Parent Advisory Groups

of different musical genres. First they will demonstrate a nineteenth century Sonata Chorale Suite composed by Lowell Mason in 1824. Lowell Mason is largely credited with introducing Music Education to our Public Schools and is considered the first important Music Educator of the United States. Directly following this, will be two songs from Andrew Lloyd Weber's rendition of the Phantom of The Opera. The first song will feature Joyce Kilmer 8th Grade Student Da'Jha (Day-Jah) Williams, on vocals, I Dreamed a Dream. The second tune is the highly recognizable Melody from The Overture of The Phantom of the Opera which mimics a Great Pipe Organ. The Joyce Kilmer Middle School Band will then finish their performance with the internationally known song by the late Michael Jackson. Because I'm Bad. Please welcome the Joyce Kilmer Middle School Band!
At this time, President Bouie advised that the agenda would move directly to Public Participation due to the large number of speakers wishing to address the Board. PUBLIC PARTICIPATION Student Rickey West from Kilmer Middle School spoke about the benefits he has received from his participation in the Kilmer Band program. He felt the Music program in the District should be expanded. Kilmer MS Principal Ms. Paula Bethea thanked the community for its support in the loss of one of the school’s students, Zay’Quan Wheeler. She also thanked the Kilmer staff, students and parents. Principal Bethea expressed concern about the proposed change to a K-8 school for Kilmer. Ms. Crystal Smith from Dunn Middle School spoke about the Code of Ethics for School Board Members. Ms. Elizabeth Schroeder, Parent, spoke about the negative effects of instability in the schools. She stated that her son is not being given the chance to excel. Ms. Jackeline Santiago, Bilingual ESL Counselor at the Medical Academy, advocated for an equitable education for English Language Learners. Rev. Jose Rodriguez stated that moving the Bilingual program to the West Ward would create a hardship for the Latino community. Mr. Hussain Haqq, School Climate and Culture Leader at Dunn Middle School, spoke about the value of the Climate and Culture positions in the District. He said that having a Dean of Students is not the same. Ms. Sandra Jimenez, Teacher at Columbus School, expressed concern about leadership at the school. Councilman Santiago Rodriguez felt that parents should have been consulted prior to a decision being made on the location of the Bilingual program. He said that many have transportation issues.

Ms. Denise Davis, Secondary School Literacy Leader, discussed the responsibilities of Literacy Leaders in the District. She stated that Literacy Leaders assist the Teachers in delivering the curriculum. Ms. Ana Lozada, Teacher, advocated for equality for immigrants. She also felt that the Port of Entry program should be located at the new Trenton Central High School. Ms. Kathy Graf, Interventionist Teacher, spoke about the alignment of her work to the Superintendent’s Priorities and to the District Board Goals. Mr. Nicholas Barbato, Instructional Technology Teacher, discussed the importance of instructional technology in the District. Ms. Talithea Duncan, First Vice President of the Trenton Education Association (TEA), spoke about the rights of workers to form and join unions. She stated that union busting is occurring in the District, and she gave the example of the Dean of Students position. Ms. Twanda Taylor, TEA President, expressed concern about leadership in the District. She said the Board has the power to heal the community. She stated that TEA’s vote of no confidence still stands. Ms. Naomi Johnson-Lafleur, Chief Negotiator for TEA, thanked the Board for working with the union to come to consensus on a successor agreement, and she said ratification by the full membership is expected later in the week. She expressed concern about proposed job cuts, and she stated that TEA was not consulted. She discussed the gains made in the District through the work of those in the positions slated for abolishment, and she asked the Board not to approve the personnel changes expected to be recommended on the April agenda. Ms. Janice Williams, Grievance Chair for TEA, said that the 2019-2020 Budget is designed to create chaos in the District and to promote charter school positions and programs. She said the District is in a sound financial position and that there should be no reduction in jobs. Mr. Waldemar Ronquillo, from the Guatemalan Civic Association, spoke on immigrant rights. Mr. Paul Perez, President of Partnerships for Trenton, asked for respectful dialogue on providing the best possible education for the students. He asked for truth and transparency from administration. Mr. Manny Segura, Community, said that the Board has the responsibility to do its best work on behalf of the children. He felt the Port of Entry program should be located at TCHS. COMMENTS BY BOARD COMMITTEE CHAIRS Ms. Daniels-Lane reported on the Curriculum Committee meeting held on March 19 to review the agenda items and discuss the proposed Port of Entry program in depth. The committee discussed EZ IEP and teacher access, and the delivery of the Amistad curriculum. The course

catalog was discussed briefly, including Honors Courses in draft form. The committee also had a discussion on Curriculum Item L. Ms. Daniels-Lane said the Operations Committee met on March 21 to review the Finance & Facilities agenda, and to go over the 2019-2020 Budget. The timeline is very tight. No reductions in staffing are due to financial reasons. The proposed Global Academy was discussed by the committee. Ms. Vandenberg reported on the Facilities Committee meeting held on March 22 at Rivera Community Middle School. The committee toured the school. Facilities issues at Dunn Middle School were discussed, including both challenges and progress. The Capital Improvement Projects were also discussed. The Capital Improvement budget will be approved at the Board of School Estimate meeting. The TCHS construction is on progress. Green infrastructure projects in the planning stages were also discussed by the committee. The committee recognized signage needs at all the schools as a vehicle for better parent communication. Mr. Truehart reported on the FACE/Policy meeting held on March 5 at M.L. King Jr. Elementary School. Over 150 parents and children were in attendance at the meeting. Mr. Truehart said parents are really getting involved within the community and the District. The next meeting will be on April 2 at Kilmer Middle School. Mr. Truehart called the Board’s and the public’s attention to the Bylaws on tonight’s agenda for a first reading. The committee members reviewed the1000-series policies and noted only some clerical revisions. PRESENTATIONS TO THE BOARD The Presentation on the 2019-2020 Budget was not held this evening, although Board Members had access to the Power Point that was to be used. The Advertised Budget is on the District website under District/Board Meetings/Board of School Estimate Meeting. BOARD MEMBER COMMENTS Mr. Truehart made a motion to request that the Superintendent draft a resolution dealing with collaboration between the Superintendent and the unions, community and students in the implementation of the 2019-2020 Budget. The motion was seconded by Ms. McKnight and approved by all Board Members present. Mr. Truehart also made a motion recommending a Special Board Meeting to present and discuss the 2019-2020 Budget prior to the April 15 Board Meeting. The motion was withdrawn before a roll call vote was taken due to the short timeframe until the April 15 Board Meeting. Lastly, she asked for an overall conversation on how the meeting went with the CTE consultant. Mr. Truehart asked for additional information on qualification #15 in the job descriptions for the two Principal positions on tonight’s agenda. After a concentrated discussion on revising the job descriptions, Ms. Williams made a motion to PULL the three job descriptions on tonight’s agenda for discussion and action at the April 15 Board Meeting. The motion was seconded by Ms. McKnight and approved on a Roll Call Vote.

account and the amount of orders and contractual obligations been drawn against each account and the amount of orders and contractual obligations incurred and chargeable against each account since the date of the last report; and WHEREAS, the Commissioner has prescribed that such reporting take place on Form A-148; WHEREAS, in compliance with N.J.A.C. 6A:23-2.11©3, the secretary has certified that, as of the date of the report(s) no budgetary line item account has obligations and payments (contractual orders) which in total exceed the amount appropriated by the district board of education; NOW, THEREFORE BE IT RESOLVED, that the Trenton Board of Education accepts the above referenced reports and certifications and orders that they be attached to and made part of the record of this meeting; BE IT FURTHER RESOLVED, in compliance with N.J.A.C 6A:23-2.11©4, the Board of Education certifies that, after review of the secretary’s monthly financial reports for January 2019, and upon consultation with the appropriate district officials, to the best of its knowledge, no major account or fund has been over expended in violation of N.J.A.C. 6A:23-2.11(b), and that sufficient funds are available to meet the district’s financial obligations for the remainder of the fiscal year. (Attachment 3-B)
c. A-149 Treasurer’s Report – January 2019
WHEREAS, pursuant to N.J.S.A. 18A-17-31 et seq. boards of education are required to have the appointed position of Treasurer of School Monies; and WHEREAS, the Treasurer shall serve in trust to receive and hold all school monies belonging to the district; and WHEREAS, the Treasurer shall report to the Board of Education on a monthly basis on the Form A-149, which is prescribed by the Commissioner of Education; NOW, THEREFORE BE IT RESOLVED, that the Trenton Board of Education, for the period ending January 31, 2019, upon the recommendation of the Superintendent of Schools, adopt the A-149 and cause it to become a part of the official minutes of this meeting. (Attachment 3-C)

BE IT RESOLVED: that the Trenton Board of Education, upon the recommendation of the Superintendent of Schools, approves the Resolution for a Professional Services Contract with SRC Solutions, Inc. to provide implementation, deployment and training services for their Registration Gateway Suite of products for the district’s Early Childhood schools. The engagement will require SRC Solutions, Inc. to configure their product to effectively interface with PowerSchool and will allow parents of pre-Kindergarten students to register online instead of using the paper process currently in place. The district will learn from the pilot and eventually implement online registration for all schools. Total cost not to exceed $18,700.00 BE IT FURTHER RESOLVED: that the Trenton Board of Education, upon the direction of the Superintendent of Schools, directs administration to obtain a purchase order and have it provided to the vendor/consultant prior to receiving any goods or services from said vendor/consultant. Resolution to Approve Amendment to the Long Range Facilities Plan WHEREAS, The Trenton BOE (hereinafter referred to as the Board) intends to submit an electronic application to the NJDOE Office of School Facilities for the HVAC Systems Upgrade Installation of New Steam-traps for the existing Hedgepeth/Williams Middle School and; WHEREAS The Board is required to complete the NJDOE Amendment Request Form and provide the Board’s Resolution authorization; now therefore BE IT RESOLVED: That the Trenton Board of Education, upon the recommendation of the Superintendent of Schools, approves the amendment of its Long Range Facilities Plan to submit the required electronic application to the NJDOE for the HVAC Systems Upgrade New Steam-traps Installation for the existing Hedgepeth/Williams Middle School.
m. Resolution Approving Application for the Preserve New Jersey Historic Preservation Fund Grant WHEREAS, the Preserve New Jersey Historic Preservation Fund was established by legislation in 2016 to provide an annual source of matching grants from the state’s corporate business tax for historic preservation projects; now therefore BE IT RESOLVED, that the Trenton Board of Education, upon the recommendation of the Superintendent of Schools, approves application for the Preserve New Jersey Historic Preservation Fund Grant to be submitted by May 2, 2019.
n. Resolution Authorizing the Services of Advancing Opportunities BE IT RESOLVED; that the Trenton Board of Education, upon the direction of the Superintendent of Schools, approves the services of Advancing Opportunities to perform augmentative communication evaluations for five students at a cost not to exceed $6,300.00. p. Resolution to Revise the Cost for Board Attorney for 2018-2019
BE IT RESOLVED; that the Trenton Board of Education, upon the direction of the Superintendent of Schools, approves a revised not to exceed cost of $450,000.00 for legal services provided by the law firm of Adams, Guttierez & Lattiboudere, LLC for the fiscal year ending June 30, 2019. The original not to exceed cost of $300,000.00 was Board approved on May 16, 2018.
q. Resolution Authorizing the Services of Burlington County Special Services School District BE IT RESOLVED; that the Trenton Board of Education, upon the direction of the Superintendent of Schools, approves the services of Burlington County Special Services School District to perform ten (10) re-evaluations for deaf and hard of hearing students attending Katzenbach School, to include psychological, educational and (2 cases) speech, at a cost not to exceed $17,490.00. Resolution to Approve Purchase of School Buses through the Hunterdon County Education Services Commission’s State Approved Co-op BE IT RESOLVED: that the Trenton Board of Education, upon the recommendation of the Superintendent of Schools, approves the Purchase of School Buses through the Hunterdon County Education Services Commission’s State Approved Co-op to reduce the costs of school transportation. The District will purchase six (6) new buses as per the terms and conditions of the agreement.
w. Resolution to Apply for the Federal Full-Service Community Schools Grant with a Consortium of Local Community Organizations BE IT RESOLVED: that the Trenton Board of Education, upon the recommendation of the Superintendent of Schools, approves the request to apply for the Federal Full-Service Community Schools Grant with a consortium of local Community Organizations. The Full-Service Community Schools program provide comprehensive academic, social, and health services for students, students’ family members, and community members that will result in improved educational outcomes for children. The Community Schools grant is a 5-year program, and the total award is for 2.5 million dollars.

Ms. Watson advised the public that the policies are first reviewed by Strauss Esmay prior to going to the FACE Committee. Ms. Daniels-Lane asked that changes be highlighted in the text to ascertain what is being proposed as a revision. Mr. Truehart stated this will be done in the future. He said most of the changes being requested on the Bylaws are minor.
Motion was made by Mr. Truehart and seconded by Ms. Watson to accept the First Reading of the above Board Policies. The motion was approved by all Board Members.
