On the rules of this act, the Trenton Board of Education has caused notice of this meeting by publicizing the date, time and place, therefore posted in the Central Services Building, 108 North Clinton Avenue, City Clerk’s Office, City Hall and the Times. Anyone whose name is on the mailing list should receive a notice. Formal action will take place at this meeting.

ANNOUNCEMENTS
Good evening, we’d like to thank the community members for being here tonight. Special thanks to
all students and families in attendance.
At this time, we would ask for a brief moment of silence in recognition for the 17 lives lost in
Parkland, Florida a week ago due to the school shooting.
District Mission: All students will graduate with a vision for their future, motivated to learn
continually and prepared to succeed in their choice of college or career.
Pre-K Update: The District currently provides almost 2200 seats for pre-K. Despite having one of
the best pre-k programs in NJ, we believe that improvement is a never-ending goal. Our mission is
to ensure that all Trenton families have access to high quality pre-school. We will continue to fund
pre-school until all Trenton families’ needs are met. Under the leadership of Director Monica
Carmichael, the Office of Early Childhood is hosting its annual Pre-K Fair on March 7, 8, 9, 2018.
The hours of operation are 9:00am-12:00pm & 1:30pm-4:00pm. The fair will take place at 108
North Clinton Avenue. This event aims to provide Trenton parents/ guardians, district staff, and
community members an opportunity to learn about the wonders in the preschool program tied to
curriculum, staffing, locations, and resources for families. During the hours of operation preschool
appointments will be made for the 2018-2019 school year. Please come out and learn about our
preschool superheroes!
Daylight/Twilight Update: The School Support Office is working collaboratively with Daylight
Twilight leadership team to improve alternative school programming for the 2018-19 school year. In
preparation for its return to the Hanover Street Building in 2019, we believe that additional

investments in resources, professional development, and ongoing support are needed to improve
student outcomes at the current Cadwalader Campus.
We also believe that in order for transformation to take place, new strategies, instructional
approaches, and progress monitoring are required. Enhancements to programs will be used to
support the following student groups in fulfilling their high school graduation requirements: Life
Skills, Overage and Under Credited (Ages: 16-21), Newcomers (Limited English Proficiency),
Students with Interruptions in Formal Education, and Adjudicated Youth.
Budget Update: The District is actively building the budget for the 2018-19 school year. As we
gather information, we will look back at costs associated, and consider anticipated increases such as
enrollment. We wanted to provide students and families a quick update on where we are with
regards to the budget development process. Keeping in mind that the budget will not be approved
until late March.
Our guiding principles this year are as follows:
Ensure every possible dollar is invested in meeting student needs
Empower staff members to grow through targeted professional development
Thoughtful realignment and reallocation of resources
Identify operational efficiencies and reduce administrative costs
Ensure spending is aligned to District academic priorities
Demonstrate our commitment to facility improvements
As a result of these principles, our initial budget recommendations include the following highlights:
Instructional Programming:
Increase achievement for all students in literacy and mathematics.
Improve the effectiveness of academic interventions for all student groups.

POINTS OF PRIDE
Advanced Placement Student Update: Cristian Leiva of Trenton Central High School became the
first student in TCHS history to earn a qualifying score on the AP Physics Exam. This exam can
translate into college credits at the majority of colleges and universities in the United States. We are
extremely proud of Cristian and will work to ensure that all Trenton students have access to
accelerated courses.
Student Athletes:
TCHS Boys Basketball Team became the Colonial Division Champions with a victory over
Hightstown High School.
TCHS Wrestling Team became the Colonial Division Champions with victory over Princeton
High School.
TCHS Senior Caleb Spaulding won 1st Place (195lbs) and received the award for
Outstanding Wrestler.
Staff Recognition Update: Dr. Gerry Fennell (TCHS West) received a certificate of recognition by
the NJ Department of Education for being an Exemplary Secondary Educator. Nicole Hamlet (TCHS
STEM Academy) was nominated to participate in the National STEM Teacher Leader Forum.
Music Excellence: We’ve been informed that the legendary Sarah Dash, NJ Music Ambassador; has
nominated Trenton Central High School’s very own Mr. Joseph Pucciatti to be the Grammys Music
Teacher of the Year. Please join us in congratulating Maestro Pucciatti for this prestigious
acknowledgment.

TRENTON STUDENTS ARE MAKING PROGRESS
Elementary Schools continue to make Notable Gains in Reading Skills. 54% of elementary
students are working at or above grade level in reading skills compared to 25% in the Fall. Schools
with the highest increase:
Parker and Washington: 37% increase, Wilson and Franklin: 33% increase.
As a result of targeted efforts in reading intervention, over 2800 Trenton elementary students are
now reading at/above grade level materials. Real and unprecedented progress in taking place
across our elementary schools.
Students and teachers are also working hard to close undeniable and unacceptable achievement gaps
in Math. Elementary Schools are also making Notable Gains in End of Unit Math Assessments.
As of February 7, 2018, students have completed over 1060 assessments:

grade Math, 6.5% increase in 4th
and 5th
grade Math
Students in grades 2-5 completed over 11,800 Math Intervention assignments noting the following:
2% increase in 2nd
grade Math, 7% increase in 3rd

Middle Schools are also showing Promising Gains in End of Unit Math Assessments, and
Cumulative Mid-year Assessments. Middle school students are growing in their reading levels,
achieving on average by 50 points.

o Grade 6 Science demonstrated a 70.6% point gain
o Grade 7 Science demonstrated a 45.4% point gain

TCHS West
o Algebra students demonstrated a 23.5% point gain and an 11.1% point gain on mid-
year cumulative assessments.
o Algebra II students demonstrated a 43.8 – 50.6% point gains and a 19% point gain on
mid-year cumulative assessments.
o Biology students demonstrated a 19.1% point gain
TCHS West: 19 of 25 students passed the Rutgers Final Exam for Dynamics of
Health Care in Society. Each of the 19 students earned college credits as a result.
Strategic Planning Update: Strategic Planning process is currently moving forward. On a weekly
basis the District continues to meet with a wide range of community members committed to student
success. Listening Tours will be conducted at all of our schools and in various locations throughout
the community. They will be designed to share what we have learned so far from our community of
practitioners, parents, and students and gain additional feedback.

PERFORMANCE ANNOUNCEMENT
Tonight Principal Adrienne Hill and Vice Principal Gregory Green are very proud to present
Hedgepeth-Williams Middle School Music, Dance, and Visual Arts Departments.
Under the directions of Music Teacher Mr. Daniel Hall, Visual Arts Teacher, Ms. Julie Simpkins,
and Dance Instructor, Ms. Njelama (Nay-Jah-Lah Mah) Dacas, the Hedgepeth-Williams Band and
the 7th Grade Dance Duet, will musically outline the overture and the opening music
for the Amistad.
The Dance Duet is comprised of 7th Graders, Amy Perez and Myla Hunter, and is an original
Hedgepeth-Williams Musical Composition and Choreography.

We will see and hear 5 consecutive movements... titled...Home...Chains...Fight...Hope and...
back Home...
The Dance is composed from African Kuku and Samba Rhythms... Chains depicts the struggle of the
Mende Captives using Minor Tonalities and Musical Tension.
Hope characterizes Victory and Triumph through the implementation of bight sounding Major Tones
as the Mende people win their freedom and go back home.
This is an Original Beginning Operetta on the Amistad, a work in progress being composed by the
Students and Teachers of Hedgepeth Williams Middle School.
The Hedgepeth Williams Middle School Band will then perform a closing composition
entitled Dragon.
But first we will have Trenton Central High School Music Teacher, Mr. Gary Taylor from his 1st
Block Vocal Music Class accompanying his student, Trenton Central Senior, Khadir Armstrong.
Together they will perform Stevie Wonder's Ballad....I Can Only Be Me, a song about finding and
being your true self.
COMMENTS BY BOARD COMMITTEE CHAIRS Jane Rosenbaum – Curriculum & Special Education Committee – the Curriculum Committee met on Tuesday, February 20. They discussed plans for the Pre-K program, designed to provide greater inclusion opportunities for special needs students. The Committee asked that these plans include coordination so the students can be placed in the closest possible proximity to their homes. Additionally, the Committee discussed plans for trips and other off-site excursions. The goal is to provide every student in every grade with at least two opportunities for that enrichment. Gerald Truehart – Family & Community Engagement/Policy Committee – the Committee met last week with Ms. Marrero-Lopez, Mr. Bouie, Ms. Watson, Mr. Truehart and members of the Leadership Team to focus on Policy, which establishes the standards of behavior. The Committee feels it is very important to look at all the policies. A wellness review was done through the New Jersey School Boards Association (NJSBA), including recommendations for moving forward. The Committee is particularly focusing on policies related to students, to ensure they are geared to educational outcomes and academic success. The Policy Review is a long term process and will be conducted over a period of months. Addie Daniels-Lane, School Operations Committee – the Operations Committee met on February 22. Ms. Howard provided and reviewed with the Committee the Board Secretary’s Report, Treasurer’s Report and Budget Transfers for the month. The review included Funds 10, 11, 15, 20 and 30. The Committee also reviewed the February Board

Agenda for Finance and Facilities, and also the Out of District Placements and the Bill List. It was reported that the District is working with Councilman Bethea to secure the release of City funding for Capital Improvements. The District is also extending its outreach in terms of recruiting staff, in order to meet the needs of our diverse student body. The Committee reviewed the administrative cost limits in preparation for finalizing the 2018/19 Budget. Each District BOE is asked to report their administrative costs using the New Jersey Public Schools Uniform Minimum Chart of Accounts. The Committee paid particular attention to Codes 230, 240 and 251. The Superintendent, along with the Business Office, is in the process of developing a plan so the District can meet the cap for administrators without sacrificing the direct support for students and instruction. Instruction and direct instructional support for schools is a priority and a key to our future. President Bouie said the Board had the opportunity to go through training last week on evaluation of the Superintendent. The law requires that the Board evaluate the performance of the Superintendent at least once annually. The law also further states that an annual report shall be prepared by July 1, by a majority of the Board’s total membership. The NJSBA has come out with a new evaluation tool for the Superintendent. There are new standards as follows: Mission, Vision, Core Values, Governance, Ethics, Professional Norms, Operations Management, Curriculum/Instruction/Assessment and School Improvement, Community Care, Equity, Family Engagement and Professional Capacity. Each standard has multiple indicators. Possible ratings are: Exemplary, Proficient, Area of Growth, Unsatisfactory and Not Observed. Mr. Bouie also stated that the Board received a 100-Day Update from the Superintendent in December, and this precipitated significant discussion about observations. PUBLIC PARTICIPATION Mr. Norberto Diaz, Supervisor of Visual and Performing Arts and Partnerships, spoke about Phi Mu Alpha Sinfonia Music Fraternity at The College of New Jersey. The fraternity collected music supplies and monetary donations from family, friends and community members over the last semester, all of which is being donated to Music classrooms in the District. The donations surpassed $10,000.00. Mr. Diaz introduced Christopher McEwan, a Junior Music Education Major, who spoke on behalf of the fraternity and discussed his and his classmates’ experiences observing Trenton Music classes and finding ways to help and encourage the students in their love of Music. Mr. Thomas Montanari, Visual Arts Department, spoke about the value of Music and Art electives. He thanked the Board for its support of the Visual and Performing Arts Curriculum. Ms. Kathryn Wolden, Teacher, expressed concern with custodial staffing and cleaning at Dunn Middle School. She also spoke about assessments for students, stating they are not grade-level appropriate. Lastly, she felt there are budgeting inequities between central administration and the schools.

Ms. Britton Garnjost, Art Teacher, thanked the Board for their support of the Arts in the District. She spoke about Arts events at various schools, and she invited Board Members to attend and see the students’ work. Mr. Bouie asked the Superintendent to provide Board Members with a list of events so they may attend. Ms. Jenn Savage-Renshall, Art Teacher, also spoke about the importance of the Arts. She said Art is one of the core ways through which students express themselves. Ms. Savage-Renshall said she is very proud of the Princeton University Arts Museum program in the District. She also invited the Board Members to attend the various shows and exhibits throughout the District. Mr. Bouie said the Board also knows how important the Arts are in contributing to student success in life. Mr. Darren Freedom Green, Community Member, also said he is a supporter of the Arts. He thanked the TCNJ Music Fraternity for their donations to the District. Mr. Green said he is the Youth and Outreach Advocate for the Trenton Housing Authority, and he spoke about their program for training residents of the Housing Authority to learn construction. He also expressed the urgency for getting the Community Forums in place for the four wards. He said discussion is needed in areas such as school safety, lead poisoning and keeping the focus on student education. Mr. George Varney, Student at Daylight/Twilight, expressed concern about possible budget cuts at the school. He spoke about the advantages the school offers its students. He asked the Board to do the right thing for the school. Mr. Phillip Young, Teacher at Daylight/Twilight, said the new vision and structure for the school has not been communicated fully to the staff. He expressed concern that the current supports will not continue due to cuts in staffing. Mr. John Forte, Teacher, expressed concern about privatization and its negative impact on our staff and students. He spoke about inadequate custodial staffing levels, and he also felt that the security staff is undervalued. Mr. Glenn McFarlane, CEO of Aetna Better Health of NJ, offered to work with the District on addressing healthcare concerns for students. Ms. Susan Nardi, New Jersey Education Association (NJEA), spoke about gun violence in schools. She said there is a student march on Washington DC on March 24, and she hoped the District will provide buses and chaperones for Trenton students to participate. She also spoke as a member of the public on Bylaw 0167 – Public Participation in Board Meetings – and how it relates to the Open Public Meetings Act. Ms. Twanda Taylor, First Vice President of the Trenton Education Association (TEA), spoke about the push for equity and opportunity for all. She also expressed concern about the District’s attendance policy.

Ms. Janice Williams, TEA Grievance Chair, spoke about a letter she received from the former Solicitor regarding her comments during Public Participation. She provided copies of the letter to Board Members, and she said it has legal implications regarding First Amendment rights. She also expressed concern about an administrator applying for a mentorship program. Ms. Williams discussed the 2018/19 Budget and the effect of the administrative cap, stating that the District is over the cap. She also discussed the budget for Daylight/Twilight and felt that it had been gutted. TEA President Ms. Naomi Johnson-Lafleur also said she received a letter from the former General Counsel; and she asked if the Board sanctioned the letter, or if it was sent at the direction of the Superintendent and the Board President. She spoke about freedom of speech. Ms. Johnson-Lafleur felt that both Superintendent Searches were ineffective. She also said there has been no collaboration in the development of the 2018/19 Budget, and she expressed concern about staffing reductions at Daylight/Twilight. Finance Addendum
Resolution for Joyce Kilmer Middle School to Accept 100 Movie Tickets to Attend a Screening
of Black Panther
WHEREAS, Joyce Kilmer Middle School has a student body of 400 students and is identified as a
Priority School; and
WHEREAS, Board Policy 2414 Programs for Pupils at Risk states the Board will provide
“programs and services for pupils at risk shall meet the goals of Enhancing the health, self-esteem,
and acquisition of the life skills necessary for age-appropriate development and productive
functioning in the school setting and society and,
WHEREAS, the organization, ”All Hands Together” has a long-standing history of providing
support in the school, donating school supplies, and supporting the school’s mission and vision; now
THEREFORE, BE IT RESOLVED, that the Trenton Board of Education, upon the
recommendation of the Superintendent of Schools, authorizes Joyce Kilmer Middle School to accept
a donation of 100 movie tickets to attend a screening of Black Panther on February 28, 2018 (at no
cost to the board)

CURRICULUM, INSTRUCTION, PROFESSIONAL DEVELOPMENT, ASSESSMENT & ACCOUNTABILITY
A. Proposal to Approve Princeton University-Trenton Central High School ArcPrep Program
BE IT RESOLVED: that the Trenton Board of Education, upon the recommendation of the
Superintendent of Schools, approves the proposal of the Princeton University-Trenton Central High
School ArcPrep program. The program will introduce sophomores to the multi-faceted discipline of
Architecture through an immersive, semester long College Preparatory Course on Architecture,
Urbanism, and integrated design studio practices. Upon successful completion of the course, students
will receive 5 Elective credits. Princeton University’s Architecture Design Fellows in collaboration with
Trenton Public School Teacher of record will teach these students. February 2018 through June 2018; no
cost to the board (See Attached Program Curriculum).
B. Proposal to Approve Trenton to Trails/Water Shed Foundation/Mercer County Partnership with
TCHS STEM Small Learning Community
BE IT RESOLVED: that the Trenton Board of Education, upon the recommendation of the
Superintendent of Schools, approves the partnership between Trenton to Trails/Water Shed
Foundation/Mercer County Partnership with TCHS STEM Small Learning Community. This partnership
will expose students to six internship opportunities, which will allow them to connect with the outdoors,
learn the benefits of conservation and preservation. The program will culminate with a Stewardship

(Elementary). The goal of the program is to increase math achievement in every elementary school by

Education will provide a series of professional development for staff in arts integration across all content

FINANCE & FACILITIES
a. Appropriation Transfers – December 2017
WHEREAS, N.J.S.A. 18A requires that the Board of Education approve appropriation transfers; and; WHEREAS, the Superintendent has authorized the budget adjusted to reflect the appropriation transfers; NOW, THEREFORE BE IT RESOLVED, that the Trenton Board of Education, does ratify the transfers approved by the Superintendent of Schools. (Attachment 3-A)
b. A-148 Secretary’s Report – December 2017
WHEREAS, pursuant to N.J.S.A. 18A-17-9, the Secretary of the Board of Education shall report to the Board at each regular meeting but no more than once each month, the amount of total appropriations and the cash receipts of each account, and the amount for which warrants have been drawn against each account and the amount of orders and contractual obligations been drawn against each account and the amount of orders and contractual obligations incurred and chargeable against each account since the date of the last report; and WHEREAS, the Commissioner has prescribed that such reporting take place on Form A-148; WHEREAS, in compliance with N.J.A.C. 6A:23-2.11©3, the secretary has certified that, as of the date of the report(s) no budgetary line item account has obligations and payments (contractual orders) which in total exceed the amount appropriated by the district board of education; NOW, THEREFORE BE IT RESOLVED, that the Trenton Board of Education accepts the above referenced reports and certifications and orders that they be attached to and made part of the record of this meeting; BE IT FURTHER RESOLVED, in compliance with N.J.A.C 6A:23-2.11©4, the Board of Education certifies that, after review of the secretary’s monthly financial reports for December 2017, and upon consultation with the appropriate district officials, to the best of its knowledge, no major account or fund has been over expended in violation of N.J.A.C. 6A:23-2.11(b), and that sufficient funds are available to meet the district’s financial obligations for the remainder of the fiscal year. (Attachment 3-B)
c. A-149 Treasurer’s Report – December 2017
WHEREAS, pursuant to N.J.S.A. 18A-17-31 et seq. boards of education are required to have the appointed position of Treasurer of School Monies; and WHEREAS, the Treasurer shall serve in trust to receive and hold all school monies belonging to the district; and WHEREAS, the Treasurer shall report to the Board of Education on a monthly basis on the Form A-149, which is prescribed by the Commissioner of Education; NOW, THEREFORE BE IT RESOLVED, that the Trenton Board of Education, for the period ending December 31, 2017, upon the recommendation of the Superintendent of Schools, adopt the A-149 and cause it to become a part of the official minutes of this meeting. (Attachment 3-C)

k. Resolution Approving Support of Development of Interventions Aimed at Prevention of Childhood Obesity WHEREAS, childhood obesity is a prevalent public health problem that has negative
consequences throughout the lifespan; and
WHEREAS, a previous collaboration in 2015-2016 between the Rutgers University, Center for Health Policy and the Trenton Board of Education, school nurses provided anonymous height and weight information for the purpose of planning and implementing interventions aimed at preventing childhood obesity in this community; and
WHEREAS, a follow-on initiative for the sharing of anonymous height and weight
data for the 2017-2018 and 2019-2020 academic year school nurse assessments will allow for the comparison of data from the previous study with current data; and
WHEREAS, an evaluation of the impact of various food and physical activity factors
in the environment on childhood obesity, as supported and approved by a National Institutes of Health (NIH) grant, will be facilitated by a survey completed by the Trenton Board of Education school nurse, or other suitable respondent during the 2017-18 and 2019-20 academic year; and also
WHEREAS, the proposed study will include similar data collected from three other cities in New Jersey: Camden, New Brunswick, and Newark; now therefore be it

l. Resolution Approving Collaboration and Partnership with Any NJ Approved Family
Care Health Insurance Company such as Aetna, Horizon or United Health Care
WHEREAS, a student’s health strongly affects their school attendance and academic performance. Schools are often the first to identify students who may need additional help to perform at their full potential. Health insurance information will be made available for students who are uninsured or underinsured; and
WHEREAS, in an effort to make health insurance accessible, health insurance information would
be available in health offices throughout the District and health insurance companies will participate in varies school events to provide health information to families.
WHEREAS, families, students, school staff will also receive educational information to take home
and learn about the health insurance resources that are for uninsured and underinsured students. It will benefit for immunization compliance and the student will have access to a medical home. Now therefore, be it
RESOLVED: by the Trenton Board of Education approval collaboration and partnership with any

BE IT RESOLVED: that the Trenton Board of Education, upon the recommendation of the Superintendent of Schools, approves the 2017/2018 Joint Transportation Agreement between Ewing Public Schools and Trenton Board of Education for the provision of transportation services for one student to Children’s Day School Special Education needs on route CD30. Ewing Public Schools will pay Trenton Public Schools the annual cost of $3,330.00.

y. Resolution to Participate in the Middle Grades Longitudinal Study of the National Center for Education Statistics (NCES)
BE IT RESOLVED, that the TRENTON BOARD OF EDUCATION, upon the recommendation of the Superintendent of Schools, hereby approves the participation of a small sample of students at Joyce Kilmer Middle School in the National Center for Education Statistics longitudinal study of students in middle school. The purpose of the nationwide study is to better understand the school and non-school influences associated with academic success, socioemotional health, and positive life development during the middle-grade years and beyond. As part of the research process, parents and/or guardians of selected students will be afforded the opportunity to decline to participate.

Whereas, the Trenton School Based Youth Services Program (SBYSP) seeks permission to obtain Professional Services from the Urban Scholars Network/Dr. Vijay Giles to include: one (1) one-hour presentation with up to 30 minutes Q & A, an informal lunch/classroom discussion/workshop not to exceed one hour, and one (1) keynote address at the annual TCHS Women’s History Month, Women and Girls Tea, and; Whereas, the Urban Scholars Network/Dr. Vijay Giles presentation will cover issues including, but not limited to:

Importance of Student Advocacy and Community Involvement; and Whereas, the goals of the Trenton SBYSP are to offer non-instructional support services for students attending TCHS, and their families, including mental health and positive youth development activities, and; Whereas, Dr. Giles is dedicated to the academic success of traditionally underrepresented students, she is a staunch advocate for mental health awareness, emotional wellness, and academic success for all, and; Whereas, Dr. Giles is an educator, author, motivational speaker, and urban life coach who began her career in education as a math and science teacher in the Bronx. She then became a high school computer science teacher and assistant principal in Yonkers, NY. Upon completion of her doctorate degree, she became a high school principal for eight years, and; Whereas, in 2008 Dr. Giles launched her company, Urban Scholars Network, and published Unusual L.e.m.o.n.a.d.e. & Unusual L.e.m.o.n.a.d.e. Too! Dr. Giles believes education is the neutralizer to poverty and key to dismantling the pipeline to the prison. She holds a B.S. in Computing and Business Management, M.S. Ed. in Instructional Technology, M.S. Ed in Supervision and Administration, and an Ed.D. in Educational Leadership.

bb. Resolution to Apply for the NJ System of Support – Early Reading Professional
Development Grant
BE IT RESOLVED: that the Trenton Board of Education, upon the recommendation of the Superintendent of Schools, approves the Application for the New Jersey System of Support – Early Reading Professional Development Grant for the period September 1, 2018 through June 30, 2021. The project offers intense coaching on the implementation of the NJTSS, reading strategies for small groups and intensive, integrated reading programs at Jefferson and M.L. King Elementary Schools.

The following is a summary of my activities for the month of February.
I. Budget 18/19
Each day that I have been in Trenton, Jayne Howard and I have reviewed the tentative 18/19 school budget in regards to expenditures, projected estimated revenues and administrative

caps. We have spent a number of hours reviewing the administrative cap and brainstormed many ideas to come within the required 18/19 administrative cap. Through careful analysis of projected expenditures Ms. Howard has been able to get close to the required cap. More discussions will take place this week.
II. Meetings
A. Attended leadership meetings when they were scheduled on my days in Trenton.
B. Met with the Director of Special Education, Chief Academic Officer and Business
Administrator with representatives from Monmouth/Ocean Educational Services
Commissions about the Commission providing supervision of the their OT, PT and Speech
personnel. The Trenton Director of Special Services, Mr. Donnelly is now providing this
supervision.
C. Had daily meetings with Assistant Superintendent of Talent Acquisition and Development
to review attendance and any staffing issues.
D. Met daily with Superintendent McDowell to discuss current issues and brainstorm
solutions.
E. Attended the contract analysis presentation by the NJSB representatives with the
negotiations committee.
F. Attended the February SDA meeting. SDA representatives gave the committee an update
on the progress of the new high school.
G. Approved all budget transfers.
H. Attended the agenda review session.
I. Various discussions with central office administrators on a variety of topics.

NOW THEREFORE, BE IT RESOLVED, by the Trenton Board of Education, County of Mercer, State of
New Jersey, that an Executive Session will be held on February 26, 2018 for the statutorily permissible
purposes indicated in this resolution.
BE IT FURTHER RESOLVED that action may be taken by the Board when it reconvenes in Open Session.
BE IT FINALLY RESOLVED that the minutes of the Executive Session with regard to the above subject
matter shall be disclosed to the public at a later date and to the extent that the same is not prejudicial to the
interests of the parties involved, no longer adverse to the public interest, or does not endanger any
individual’s right to privacy.
BOARD MEMBER COMMENTS Mr. Truehart said that many issues have already been addressed by the Superintendent, and the Board gets weekly updates from him on the progress he is making. Mr. Truehart asked for more information on the issues raised this evening, i.e. Daylight/Twilight, Charter School Enrollment, etc. He felt that public discussion is needed on these topics. As an example, he stated that although money will be returning to the District due to the closing of International Charter School, there are two charters that will be expanding. Mr. Truehart said that he’s not in favor of any changes that will negatively impact the students at Daylight/Twilight. He also reiterated that the public is invited to join the FACE/Policy Committee Meetings at 6:45 p.m. The meetings are advertised on the District website. Mr. Truehart discussed changes in Bylaw 0167, observing that the time allotted for Public Participation has been increased from 20 minutes to 60 minutes; and individual speaking time is increased from 3 minutes to 5 minutes. Mr. Truehart said some changes have been made to ensure that signups are more orderly and to enhance the process for the public. Mr. Bouie said he is extremely generous with the time granted to individual speakers because the information being brought to the Board is very important. Lastly, he advised the public that the Superintendent’s Remarks are available in printed format on the information table. He urged everyone to take a copy and read about the progress the District is making. Motion was made and properly seconded to adjourn the meeting into Executive Session. All were in favor, 0 opposed 0 abstentions.
