David Arenas moved, and Pam McDonough seconded a motion to move to Executive Session for the purpose of discussing a personnel matter. Chair Rhodes called for a vote, and the motion was approved unanimously.
Executive Session was convened. One agenda item was discussed.
Regular session was reconvened at 12:33p.m. After Executive Session, Ms. Romano of General Counsel, recommended that the Executive Director’s Compensation as reviewed in Executive Session be adopted. Beverly Potts moved, and David Arenas seconded a motion to approve the Executive Director’s Salary adjustment. Chair Rhodes called for a vote, and the motion was approved unanimously. PROJECT SCOPE OF WORK:
The scope of work includes preparing program statement/scope development package followed by the bridging documentsfor the Design-Build project.
Elements of the project will include the construction of a Tier III Central Computer Facility to be located in the Springfieldarea. A minimum of LEED Silver Certification will be required.
Design Considerations:
Evaluate transition of existing building and data equipment for potential reuse at the new facility. Evaluate availableproperty, including state-owned property and propose a site. Give consideration to the application of renewable energysources, including but not limited to, the use of solar energy.
Site Development
The bridging documents will include, but are not limited to:
- Project Intent- Preliminary Site Plan- Program Elements- Conceptual Designs- Required Infrastructure Expansion or Modification- Preliminary Specifications to Establish Basis of Design
The A/E will develop a comprehensive bridging document, including all of the mentioned elements, in addition to all other miscellaneous criteria as required to provide clearly defined design guidance as a precursor for the follow-on Design-Build contract. The bridging documents will be developed in accordance with CDB's Guidelines for Bridging Documents(available for download on the CDB Reference Library) as appropriate to the project's specific scope of work.
The successful firm will need to demonstrate their experience and expertise with similar building type and use.
The A/E will need to determine if any components of this project are eligible for a utility company or other energygrant/rebate and will be responsible for preparing and submitting the grant application if the project qualifies for the rebate.
A combined MBE/WBE goal of 18 percent is applicable to the A/E team.
A VBE goal of 3 percent is applicable to the A/E team.

PROJECT SCOPE OF WORK:The Chicago State University is an 18-building facility established in 1867. The Douglas Hall (T0004) is a 195,000 square foot, 5-story building established in 1972.
The scope of work provides for the renovation of Douglas Hall, including creating a health professions nurse simulation lab/hospital with associated classrooms and offices. The work includes, but is not limited to, tuckpointing the exterior, renovating lecture halls, passageways, classrooms, upgrading infrastructure, restrooms, HVAC, electrical, plumbing and abatement of hazardous materials. The project also includes IT upgrades. The A/E should prioritize the various aspects of the project in order to maximize the use of available funds.
The A/E will need to determine if any components of this project are eligible for a utility company or other energygrant/rebate and will be responsible for preparing and submitting the grant application if the project qualifies for the rebate.
A combined MBE/WBE goal of 20 percent is applicable to the A/E team.

PROJECT SCOPE OF WORK:Eastern Illinois University in Charleston is a 79-building facility established in 1898.
The scope of work provides for construction of an approximately 171,000 square foot science building to house Biological Sciences and Chemistry and Biochemistry departments and include teaching and research laboratories, general classroom space, greenhouse and exterior plant biology facilities. The proposed new facility will contain building equipment and systems to provide adequate ventilation, fume control, plumbing, hazardous waste control, lighting and sound control. The building will also centralize animal care facilities currently housed in other campus buildings. Design consideration shall be given in developing optimal energy performance for the project, including photovoltaic arrays, geothermal, and green roofs. A minimum of LEED Silver Certification will be required. This project will have a separate Construction Manager engaged to assist with management of the project.
The A/E will need to determine if any components of this project are eligible for a utility company or other energygrant/rebate and will be responsible for preparing and submitting the grant application if the project qualifies for the rebate.
A combined MBE/WBE goal of 20 percent is applicable to the A/E team. Some level of participation from both MBE and WBE firms is required to satisfy this goal.
A VBE goal of 3 percent is applicable to the A/E team.

PROJECT SCOPE OF WORK:The Southern Illinois University in Edwardsville is a 129-building facility established in 1960.
The scope of work includes preparing program statement/scope development package followed by the bridging documentsfor the Design-Build project. Minimum of LEED Silver Certification will be required and additional energy efficiencies will beconsidered.
Elements of the project will include construction of a health sciences building, connections to two existing buildings andrenovation to the existing buildings.
Design considerations:
- Schools of pharmacy, nursing and related health sciences programs will be accommodated in the building.- Classroom's accommodations.- Teaching/research laboratories.- Nursing simulation laboratory.- Faculty offices/administrative spaces.- Student resources and study spaces.- Parking lot and site circulation design/improvements.

PROJECT SCOPE OF WORK:The University of Illinois, Springfield, was established in 1995.
Ranked as the #1 regional public university in Illinois, the University of Illinois at Springfield (UIS) occupies 740 acres with 87 facilities serving a student population of approximately 5,000 and over 950 employees. The scope of work provides for the construction of a multi-story Library Learning and Student Success Center (LLSSC) programmed at approximately 65,000 square feet with a goal to achieve LEED Platinum certification (minimum LEED Gold). Sited on the southeast corner of the main quadrangle, the LLSSC will serve as a nucleus for advanced and innovative teaching-learning and collaboration. The LLSSC will house library services and collections, Information Technology Services (ITS), client services, a help desk and the Center for Academic Success. The Center for Academic Success is composed of: The Learning Hub, Office of Advising Services, Information and Support, Experiential and Service-Learning Program, Testing Services, the Tutoring Center, Writing Lab, Math Lab, the Career Development Center and Testing Center. The multiple Experiential Teaching-Learning Labs will include a Communications Lab, Maker Space, an "Imaginaseum", technology rich multi-use classrooms, a flexible multi-use technology rich 200-seat classroom / conference space and supporting office space for faculty and staff. The LLSSC will have stand-alone heating and cooling and a backup power source to support 365 day/year operations. The heating/cooling system for the LLSSC will also need to support the adjacent Student Union building. Once established, the Student Union building will be disconnected from the campus chilled water plant. Adjacent parking and access to the LLSSC's loading dock is required on the east side of the site. Richard Wright Drive, William Maxwell Lane and the adjacent multi-modal and pedestrian pathways, will be modified to connect with exiting transportation infrastructure.
The scope of work will include some interior design and furniture selection for space planning purposes.
Documents produced during the conceptualization and schematic design phases will be used by the University for fund raising efforts.
An independent third-party commissioning agent will be selected and assigned to this project.
The A/E will need to determine if any components of this project are eligible for a utility company or other energygrant/rebate and will be responsible for preparing and submitting the grant application if the project qualifies for the rebate.

The work may include, but is not limited to, architectural, mechanical, civil and electricalservices. The Illinois Department of Transportation will select the alternative energy solution after PASD submittal approval.
The Fairview Heights Maintenance Storage Facility Traffic and Maintenance Complex Building (D0864) is a 42,715 squarefoot, one-story building established in 1978. The scope of work provides for replacing the HVAC units. The work mayinclude, but is not limited to, architectural, structural, mechanical and electrical services.
The A/E will need to determine if any components of this project are eligible for a utility company or other energygrant/rebate and will be responsible for preparing and submitting the grant application if the project qualifies for the rebate.

The Cairo Maintenance Storage Facility Equipment Storage West Building (D0925) is an approximately 2,880 square foot,one-story building constructed in 1987. The scope of work provides for adding a concrete floor, removing the existing barnstyle door and adding overhead doors. This work may include but is not limited to, architectural, structural and electricalservices.
The West City Maintenance Yard Equipment Storage East Building (D0918) is an approximately 2,880 square foot, one-story building constructed in 1991. The West City Maintenance Yard Office / Garage / Equipment Storage Building (D0916)is an approximately 7,680 square foot, one-story building constructed in 1967. The scope of work provides for addinginsulation and heating systems to the existing buildings. The scope of work provides for an evaluation of the feasibility to extend the heights of various bays and add extra bays tothe building. If feasible, the work would extend the height of bays 4 and 5 to approximately 20-feet and add extra bays tothe mechanics bay. The scope also includes installing a hydraulic lift for truck repairs, an oil/water separator system, a high-capacity exhaust system in the mechanic repair bays and repairing/replacing the septic system. The work may include, butis not limited to, upgrading to energy-efficient systems, mechanical, electrical and associated components, as needed.
The scope of work also provides for constructing a new salt storage building to replace the previous 5,723 square foot saltstorage building and the salt loader ramp. The work may also include, but is not limited to, ventilation, electrical andassociated components, as needed.
In the event that hazardous materials are encountered, they will be addressed outside of this contract.
The A/E will need to determine if any components of this project are eligible for a utility company or other energygrant/rebate and will be responsible for preparing and submitting the grant application if the project qualifies for the rebate.
A combined MBE/WBE goal of 20 percent is applicable to the A/E team.
A VBE goal of 2 percent is applicable to the A/E team.
