pongs persist as epa monitors businessesDEER PARK

Foul smells continue to wa across north- western suburbs despite the Environment Protection Authority inspecting the operations of two businesses in Deer Park.

e EPA has foreshadowed long-term works by the businesses a er visiting Boral’s Deer Park land ll and landscape garden supplier Pinegro as part of its investigations into odour issues .

A spokeswoman said the authority had identi ed several potential odour sources.

As reported by the Weekly, the EPA has received dozens of reports of bad smells lingering for hours at a time in Caroline Springs, Deer Park, Truganina and Derrimut.

Residents objecting to Boral’s plans to expand operations at the site described the smells as ‘‘like having a garbage truck parked outside your house’’.

other possible sources,’’ she said. “Based on our experience with complex odour issues, it is expected that there will be a combination of short-term and longer-term work required.

‘‘We will continue to rely on the community to help us gauge the

e ectiveness of the solutions.”Residents are being urged to attend

a community meeting on February 26 from 7pm at Catholic Regional College in Caroline Springs.

e application, which has been publicly advertised, is still being

assessed by council o cers.A Boral spokesman said the company

was improving its gas extraction systems and had no immediate plans to increase the amount of waste it received. He said nothing had changed with regards to the company’s expansion application since late last year. \

BEN CAMERON

“It was ne over the Christmas period, but since then it’s been really bad,” former Sunshine mayor Marion Martin said.

“And it’ll be 10 times worse once they complete their expansion.

“I’ll admit Boral is trying to do something about it ... I’m not sure how they’re going to solve it.”

In November, Western Metropolitan Liberal MP Bernie Finn called on the EPA to do something about an “intolerable situation for many thousands of people”.

An EPA spokeswoman said the authority was working with the businesses to nd solutions and would ‘‘issue formal notices re ecting the agreed actions’’.

“While these sites may be contributing to the odour experienced by residents, we will continue to monitor the situation to identify

residents tackle the tip Residents have stepped up efforts to ght Boral’s application to expand operations at its Deer Park land ll. A “Stop the Tip” campaign was launched last Thursday.

Members of the group said they had major concerns about Boral’s plans to expand its current site by 179 million cubic metres.

“That’s a tip the size of 105 MCGs, 15 storeys above ground level,” campaign spokesman Michael Rus said.

He said residents already had to deal with odour and litter issues from the current, much smaller tip.

“Melton City Council must put the community rst and reject the Boral Deer Park proposal,” Mr Rus said.

A Boral spokesman said the application simply sought to allow an already approved quarry extraction area to continue to be used as land ll. \

abused kids have a hero at handST ALBANS

A dedication to helping teens a ected by Brimbank’s extremely high child abuse rates has Angela Scarpaci in the running to become Victoria’s young achiever of the year.

Ms Scarpaci, a youth engagement worker at Good Shepherd Youth & Family Service in St Albans, has been nominated for a community service and volunteering award a er creating an advisory committee for young people aged 16-25 and organising events for disengaged youth.

One event at Taylors Hill Youth Centre attracted almost 150 people, including 88 students from ve schools, police o cers and members of parliament.

e 22-year-old Keilor Downs resident said drugs, a lack of resources and programs, teenage pregnancy and child abuse were among the north-west’s biggest problems .

“An extremely high percentage of the

youths I help have been victims of a form of child abuse,” Ms Scarpaci said.

“Drug use in the west is on the rise in the past two years, as is teenage pregnancy because of the lack of sexual education from both parents and the school environment.’’

e Victorian young achiever awards recognise and reward the achievements of Victorians up to the age of 28.

Winners, who will receive a $2000 prize and trophy, will be announced at Etihad Stadium on May 9 . \ BC

help on way for typhoon victimsSUNSHINE

A group of Brimbank Rotarians has pitched in to help residents of the Philippines still recovering from deadly Typhoon Haiyan .

e Rotary Club of Brimbank Central recently shipped more than 420 boxes of goods, weighing more than 6.5 tonnes, to the Philippines Red Cross following the typhoon which ripped through the country on November 8 last year, killing more than 5000

people. Goods including clothing, building materials, tools and non-perishable food were sent in a large shipping container donated by Navia Logistics.

e club spent two months collecting and packing the goods, which will be distributed by the Rotary Club of Metro Iloilo . More than $7000 was also raised, which will be used to buy food and medical supplies that are urgently needed by typhoon survivors. \ BC

big savings from water harvesting

KEILOR

Brimbank council will save more than $200,000 each year through a $7.5 million alternative water supply project .

While the project – which includes water harvesting programs at Green Gully Reserve, Keilor Public golf course and

Keilor Park Recreational Reserve – will cost $113,236 a year , it will lead to $335,400 of annual savings in drinking water purchases. A report presented to Brimbank administrators last week said the council spent $1.4 million to set up the project with City West Water.

It plans to pay o its investment within seven years. \

fauna fears as defence gives sugar gums the chopCAIRNLEA

A Cairnlea resident believes the Defence Department has overlooked fauna by removing sugar gums from a planned mixed-use precinct without adequate checks.

As reported by the Weekly, Cairnlea residents formed a community group last October amid concerns the gateway to Cairnlea was in danger of becoming a “concrete city”, with 146 townhouses, 50 apartments and 80 commercial sites planned for the vacant lot adjacent to Cairnlea Drive.

e group strongly rejected Places Victoria’s plans to set up industry and also had concerns with the proposed removal of more than 300 sugar gum trees, which were deemed a “safety risk”, according to an arborist’s report organised by PV.

e department, which owns the land, started removing some of the trees last Friday.

Resident Benjamin Morovic said he didn’t believe a fauna assessment had been completed.

“It would’ve been logical to include this in the initial noti cation to residents,” he said.

Residents living in Bannes Road, Cochrane Street and Silverdale Walk were noti ed of the works by letter on February 5.

“I seriously doubt they have completed an

adequate study on the native fauna that may be living there – in particular native birds that live in tree hollows,” Mr Morovic said.

e letter to residents, seen by the Weekly, said a number of trees on land next to Bannes Road, Cochrane Street and Silverdale Walk were in decay and had overextended limbs.

A Defence spokesman would not reveal if a fauna assessment was undertaken.

“An arborist assessment of the trees on the Defence site was undertaken in December 2013,” he said.

“ is assessment identi ed that 22 trees need to be removed and a further 14 pruned

in order to address safety issues arising from the condition of the trees.

“Any further removal of trees to facilitate development will need to be undertaken by Places Victoria following transfer of the site from Defence.” \

thieves cash in ontap-and-go cards

CRIME

e of tap-and-go cards underlies a 12 per cent rise in credit card fraud in the past month, Brimbank police say.

Sergeant Isaac Papadopoulos said train stations had become a haven for thieves, who took wallets from unlocked cars and stole credit cards.

“A person had $2000 spent on a card recently a er it was stolen at Sydenham and another thief spent $800 with a stolen tap-and-go card,” he said.

Sergeant Papadopoulos said this type of fraud was rising steadily.

“ e public should remove belongings from their vehicles, as thieves are targeting them because of items observed through the window,” he said. \

POSTAL POLL SAVINGSBrimbank council will aim to save more than $400,000 by conducting its March 2015 election by post.

e election will be the rst in the municipality since administrators replaced councillors in 2009.

Victorian Electoral Commission estimates reveal it will cost $ 1.44 million to conduct a postal vote, as opposed to $ 1.85 million by attendance.

Council administrator Jane Nathan said running two elections within 18 months would have a “huge impost” on the community.

Brimbank’s new council will serve a shortened term, with statewide council elections being held in October, 2016.

e council has asked Local Government Minister Jeanette Powell for permission to engage the Victorian Electoral Commission to run both elections. \

laughs with no strings attachedCOMEDY

A er setting up a pro le on an online dating site , western suburbs puppeteer Lana Schwarcz hopes to have a full house at her Melbourne International Comedy Festival debut , Love Monster.

“It basically said ‘I am doing a show, here are the details, book tickets and I’ll see you there’,” she said.

“It has received many, many responses. I may need a group of bold and happy single women to come along to the show to help even out the playing eld.

‘‘Who knows? ey might even nd someone there in the audience.”

A regular at Sunshine Art Spaces , where she made her puppets, Schwarcz’s show is all about love and the lack of it .

“ e show is all about my relationship with love. Unfortunately, in exploring that area, some of my ex-boyfriends get an airing in the show. Sorry guys,” she laughs.

“ e idea is that the one puppet, e Love Monster, is a physical representation of what I believe could be the destructive force behind most of my relationship breakdowns – once it is nally allowed to come out, it just loves too much and squeezes the life-force out of everything.

“ But I nd a lot of joy in my single life and have adventures that people in relationships don’t necessarily experience.”

e Yarraville resident will perform one show in Auslan – she regularly uses sign language to lead Victorian College of the Deaf

students on tours around the State Library. Schwarcz will perform 6pm shows at the

Imperial Hotel from March 26 to April 6 and 4pm matinees on April 12 and 19. \ BC

council clears way for land saleDEER PARK

A major commercial development site promising long-term employment in Deer Park is a step closer to reality, with Brimbank council paving the way for the current owner of the land to sell.

Administrators voted last week to amend the planning scheme to allow for the 72-hectare site, owned by mining explosives manufacturer Orica, to be rezoned from industrial to commercial.

e Weekly reported last month that two state government agencies had called on Orica to abandon its plans to sell the land, which is believed to be contaminated with lead. Orica hopes to raise $100 million from the sale, but remediation of the land will be a multimillion dollar operation and take years to complete.

Council chairman John Watson said rezoning the land to commercial activity would lead to long-term job opportunities.

Administrator Jane Nathan said the land, about the size of Melbourne’s CBD, would

be a major attraction for business. e amendment will now be

considered by Planning Minister Matthew Guy.

Orica’s general manager of property, Daniel Wise, said: “ e

Deer Park site can support a wide range of activities including retail, light

industrial, commercial and o ce use.” \BEN CAMERON

Dodgy contractors on the makeConsumer Affairs Victoria is warning Brimbank residents to be wary of dodgy contractors, with 53 reports of delays or failure to complete work having been received in 2013. attention deficit costly Sunshine drivers are Brimbank’s most accident-prone , according to gures released by insurer AAMI. The suburb had the sixth-highest number of nose-to-tail crashes in the state, with 336 collisions between October 2012 and September 2013. There were 66 collisions with a stationary object, and 79 incidents happened while a vehicle was reversing. \

GRASSLAND PROJECTVictoria University researcher Dr Megan O’Shea and summer scholarship student Jessica Harman have designed a program to help reinvigorate Brimbank’s grasslands. Residents are being invited to join a program to develop their nature strips into seed production areas, growing a single seed or mixed species crop. Harvested seed will be used to start revegetation

projects at grassland reserves . Residents can also visit a ‘Seeds From The Streets’ stand at the Sustainable Living Expo at Westvale Community Centre, St Albans, on February 22. Details: [email protected] \

sale of explosives site opposed

Fears that Cairnlea is losing its “country feel” have led to residents urging Brimbank council not to sell 1.9 hectares of land on the corner of Furlong Road and Cairnlea Drive .

Council administrators last week voted to put the former Albion Explosives Factory site up for sale.

Five submissions to the council suggest alternatives for the site, including a community garden, children’s playground, leisure centre, a civic or council service centre, or more trees.

“Council can choose to take the money or enhance the beauty of a suburb where people want to live. In my view, the choice is clear,” one resident submitted.

A member of the former Albion Explosives Factory Consultative and Steering Committee said the sale decision did not honour community wishes.

“ e community was promised a municipal service centre years ago,’’ the submission said.

Administrator Jane Nathan said council had “a reputation for vegetation” and would not shirk its responsibilities in regards to trees. \ BC

ARTIST wants cow TO WOW a SUBURBSUNSHINE

Internationally renowned artist and former Sunshine resident John Kelly wants his home suburb to have an iconic cow .

Not content with his famous cow sculptures being displayed in far- ung places such as London, the Glastonbury Festival and France, Kelly has approached Brimbank council about creating a “legacy artwork” for the suburb – a new bronze sculpture titled Man Li ing Cow.

Wanting to acknowledge his roots – his parents still live in Sunshine – Kelly’s new project would be the latest in a series of sculptures, including Cow Up A Tree (pictured), which have been exhibited at Docklands and in France and London, where the installation is dubbed 3 Cows In A Pile .

Kelly has o ered the council a substantially discounted price for the work .

e council will apply to a state government sculpture fund, which provides up to $100,000.

It will also seek philanthropic funding, to go with its own contribution, which could “not [be] disclosed for commercial in-con dence reasons”. \

“Are you here about what happened last night?” Julie asks from behind the glass.

It’s a balmy December evening in St Albans and the Weekly has come looking for the railway station’s last line of defence:

two Protective Services O cers going by the names of Kevin and Kuldeep.

e duo are among 586 PSOs working across 82 stations.

Julie spent much of 2013 sitting behind the protective glass of Metro’s St Albans ticket booth a er moving from North Melbourne, and she’s noticed a calmer environment since PSOs began patrolling among the swarm of commuters who ow through the station between 6pm and the last train each night.

Despite an Australia New Zealand Policing Advisory Agency survey released last month that revealed a signi cant decline in Victorian commuters feeling safe on public transport (24.2 per cent) compared to 2008-09 gures (27.9 per cent), Julie believes there’s been a positive change.

“A few people say to me they feel safer [at St Albans station]. ere’s been quite a few issues.”

Like last night’s armed robbery when two PSOs helped police chase down a pair of would-be thieves at a supermarket across the street.

While the PSOs’ lines of enforcement outside the station are intentionally vague, assisting police is one of the tasks required alongside their chief concern: creating an atmosphere of safety. In that sense it’s been mission accomplished, although Julie would like to see the state government go a step further and sta PSOs from “the rst train to the last”.

She’s not naive enough to think local crime has been

HAPPY IN THE SERVICEProtective services o cers are on track to achieving commuter safety, writes BEN CAMERON

per cent do.” From escorting the overindulged into ambulances to busting serial fare evaders

with outstanding warrants, the work is niche but rarely boring. PSOs have also reported

incidents where they had to talk people around from attempting suicide.

Praise for their work has been rare, yet some has come from unlikely sources. A few months ago, Kevin says he was approached by a career criminal.

“ is guy was a crook with a long history of crime, and he comes up to me and says,

‘I don’t like you guys, I don’t need you, but I now realise my kids need you’. ”Both PSOs say they have built a rapport with

their travelling community. As we watch a train disappear into the distance,

a female commuter on her way home from the gym comes over for a 10-minute chat . She’s probably not one of the 51.2 per cent who said in the survey they felt safer walking home at night than on public transport.

Asked about his method of charming more di cult members of the public, Kevin says: “I use the attitude test. I usually give them a warning if they give me no lip. If people admit their mistake we let them o .

“ ere was one kid who jumped onto the tracks to cross to the other side, just before a train came. I said, ‘What did you do that for?’ And he said he had to go to the toilet.”

Kevin smiles, but admits it’s not so easy with the drunks. “We don’t let the drunks o . We can hold up the train if we have to. We had to drag a guy o the train once because he was drunk.”

Armed with all the tools of the standard police o cer – handgun, baton and capsicum spray – these two take

on a handful of incidents for each 10-hour shi and, on average, make one arrest a week.

“ ere was one guy, a regular on the line, who was assaulting young girls,” Kevin says. “He was asking girls to be in photos with him, you know, sel es, but he was grabbing them on the breasts. He was in his 70s.”

Kevin says PSOs have essentially wiped out response times to train station crime. “We can get involved in an incident straightaway,” he says. “And people have somebody to tell straightaway ... before, when the police arrived they were picking up the pieces.”

He’s not surprised there’s been a spike in assaults (716 up from 645) and the s (472 up from 352) at stations over the past year. “A lot more is being reported and recorded.” However, robberies at stations have dropped from 184 to 126.

Suddenly, a group of young men sprawled on the ground on the opposite side of the tracks catches Kuldeep’s attention. One in particular, is slumped against the fence with a hat pulled down over his face.

“We better check this one out,” he says to his o sider. As we cross the tracks , the Weekly points out four

men drinking under some trees across the road. One sits in his wheelchair with beer in hand . “Oh, yeah, there’s going to be heaps [of drunks tonight] ...” Kevin says.

It turns out the young man is only resting in the heat a er a hard day’s shopping, and what looked like a slab of beer at his feet was only a case of tinned vegetables.

It sums up a quiet shi so far. “Ninety-nine per cent of the time there’s not much

that happens ... and for the other time that’s when people need ya. But I’d like to see PSOs [working at stations] all the time; it has to happen eventually,” Kevin says. \

per cent do.” From escorting the overindulged into ambulances to busting serial fare evaders

with outstanding warrants, the work is niche but rarely boring. PSOs have also reported

incidents where they had to talk people around from attempting suicide.

of crime, and he comes up to me and says, ‘I don’t like you guys, I don’t need you, but I

now realise my kids need you’. ”Both PSOs say they have built a rapport with

their travelling community. As we watch a train disappear into the distance,

curbed, though. It’s just moved to another location, or to an earlier time slot.

“Drug and alcohol-a ected people don’t have a time frame,” she says. “It just means the crime happens earlier in the day.”

A wave of commuters bustle through the station’s sliding doors, and among them are the PSOs the Weekly is seeking.

“Checking tickets isn’t our primary concern, safety is,” Kuldeep says when asked to de ne his new role overseeing the transportation of this community: refugees, the unemployed, workers, those on low incomes, the high, the low and the just plain drunk and restless.

“ e crime has moved away from the station, and onto the trains ... to other areas and to other times,” adds Kevin , who at age 41 le a much safer desk job in computer science in January to patrol both here and at Watergardens station. His girlfriend was not impressed with his career change.

In November, a Fairfax Media report revealed assaults and the s at railway stations hit a ve-year high in the rst year PSOs were deployed.

“She was scared at the time,” says Kevin. “She was always thinking the worst-case scenario, that I might get stabbed, bashed or shot even. But it’s been alright, she’s sort of adjusting. It’s mostly assaults and petty crime [you deal with]. I enjoy the direct contact I have with people. You can see the impact you have on the community.”

Kuldeep is in no doubt he made the right move giving up his job as a door-to-door salesman with Telstra.

“I love my job, mate,” he says sincerely. “Ninety per cent of people don’t have a problem with us; 10

“i’ve always wanted to help out”

Kings Park resident David Vuong, 23, chooses to spend his spare time volunteering. “We have a responsibility to help rectify

injustices in our community,” the law student says.

What volunteer work do you do?I volunteer through Edmund Rice Community and Refugee Services as a tutor to primary school kids helping them with English, maths, life skills and their work ethic. I started in July last year and volunteer once a week at the Errington Community Centre in St Albans with the aim of being a good role model. I also volunteer for the Make a Wish Foundation’s western Melbourne branch. We hold meetings at Sunshine RSL and my role is to help out through fund-raising events such as barbecues, trivia nights and balls.

What’s your favourite “retreat” spot?I like to go to Derrimut Gym to work out and clear my mind.

What’s your favourite place to get coffee or a bite to eat? There aren’t many places that do a good coffee in my area; I’d like to have a good cafe nearby. I’ve been getting take-away pizza from Il Padrino’s in St Albans for 10 years and, if I feel like Indian food, the butter chicken at Priya in Sydenham is great.

What would you change in your neighbourhood? There are a lot of new migrants from Africa, so I’d like to see more African restaurants in Brimbank for them.

What wouldn’t you change? My connection to Brimbank. I’ve always wanted to help out in the community by helping

trike lets a sporting life roll onCHARITY

Six years ago, Keilor’s Peter James was on a slippery slope.

Before being diagnosed with multiple sclerosis in 1995, Mr James had been a regular jogger and sportsman. But by late 2007, at the age of 55, he was obese from his sedentary lifestyle and had to use crutches and sometimes a wheelchair to get around.

e turning point came when he bought a recumbent tricyle.

Mr James began riding every day and today he covers more than 120 kilometres a week.

“I’ve got my life back in many respects ,” he says. “ rough diet and exercise I now use just one walking stick, can climb stairs and have sold the wheelchair. I’ve cycled over 42,000 kilometres over the past six years and learnt a lot about myself.”

Mr James is now an ambassador for the MS Melbourne Cycle charity ride.

He’s ridden in the past seven events, helping to raise almost $150,000 for MS Australia with his 12-member team, Keilor Cares.

Mr James is looking forward to joining thousands of cyclists who will take to the streets of Melbourne’s CBD this Sunday for the eighth annual ride. \ BC

man jailed over stabbingCOURT

A Sunshine man has been sentenced to 26 months in jail a er stabbing a bikie at a St Albans wake.

Kane Luke Nugent , 22, pleaded guilty to recklessly causing injury to Steven Desic on August 29, 2012.

e County Court heard that Nugent got into an argument with another man about an outstanding debt .

Desic, believed to be a member of the Rebels Motorcycle Club, put himself between Nugent and the other man, who Nugent later described as a friend .

Nugent produced a knife and, a er an exchange of heated words lunged at Desic.

Following a scu e, in which both men fell to the ground, Desic su ered a stab wound to the groin that severed his femoral artery.

Nugent ed the scene, while Desic was attended to by two o -duty nurses and taken to the Royal Melbourne Hospital.

Nugent later told police he had a Swiss army knife in a bum bag, but witnesses said they saw a kitchen knife.

He confessed to the crime a er being

arrested the following day but could not tell police where the knife was located.

Nugent has been in custody since July 4 last year a er being arrested on an unrelated matter.

He failed to appear at a committal hearing about the stabbing on June 6 a er being bailed on April 18. He eventually pleaded guilty at a directions hearing on

September 6.In sentencing Nugent on January

26, Judge James Parrish accepted Nugent did not attend the wake intending to use the knife.

A er watching footage of the incident, he said he believed

the victim had contributed to the situation by acting in a “reasonably

aggressive manner” which “no doubt escalated the situation’’.

“I believe you have got some prospects for rehabilitation,” the judge said. “[However] the use of knives will not be tolerated in the community.

“Although this is serious enough, it could have been a lot worse. .”

Nugent, who will be eligible for parole a er 15 months, has already served 238 days in detention. \

Strong on open-plan living, this new townhouse impresses with its smart, practical design.

Floating floorboards extend throughout much of the ground

floor. This level’s hallway leads past an open study, powder room and laundry, an internal door to the single garage and the kitchen and family-meals.

The kitchen has a Blanco freestanding

stainless-steel cooker, Blanco dishwasher and ample timber veneer cabinetry.

Large east-facing windows admit plenty of light to the family-meals area and kitchen.

There’s also a split-system. The carpeted first floor has a small sitting

room, storage closet and large bathroom with floor-to-ceiling tiles.

Two light-filled bedrooms have split-systems and mirror-faced wardrobes, one walk-in, the

other built-in. They also have block-out blinds and big windows providing rooftop views and a glimpse of the city.

Outside, this property is a blank canvas. A covered patio is a good starting point.

Also on the market, number 42 next door has almost a similar floor plan, exceptions being a galley kitchen, understairs storage and a bedroom with triple built-in wardrobes.

Like No.44, this property has a single garage

and low-maintenance exterior. The two properties are in a popular middle

suburb, the beneficiaries of upgrades to railway stations and roads. They’re close to the Western Ring Road, Harvester Road’s Marketplace shopping centre, and within a 15-minute drive of the city, either over West Gate Bridge or down Footscray Road. \

All the hard work has been completed on this renovated 1960s house in St Albans. On a 539-square-metre block with abundant off-street parking

and single lock-up carport, the red-brick residence of about 12-13 squares has been transformed into a modern marvel.

Designed to please, it has three bedrooms, the main with built-in wardrobes; light-filled lounge room with low-voltage downlights; a cosy meals area; white-tiled bathroom with bath and contemporary vanity; separate shower room and laundry.

The kitchen is a sight to behold with its Caesarstone benchtops, 900mm stainless-steel oven with gas cooktop, glass-and-stainless-steel canopy rangehood, overhead cabinets and tiled splashback.

An array of extras such as polished floorboards throughout, ducted heating, evaporative cooling, roller shutters and a shed complete this tidy package.

Position is another highlight, with schools (University Park Primary, Holy Eucharist, and St Albans Secondary), Victoria University, parkland, St Albans and Cairnlea shopping centres and the railway station close at hand. \

HOME BUYERS \ Knowing your limits is key to a successful rst home purchase. By MARK BUNKER

Look long before you leap

There’s plenty to think about for buyers purchasing their rst home, and the process can o en prove arduous and stressful. But there are ways for rst-time buyers to avoid becoming

overwhelmed and making decisions later regretted. It comes down to doing your research and asking yourself some fundamental questions:

What do you need? Know exactly the type of property you need to purchase, and weigh up the reasons for buying it, considering things such as investment, location, price, oor plan, room to extend, etc. Knowing your needs allows you to streamline your property search, shortening the time spent. Buyers can also tell agencies what they need and have the latter do some searching around – buyers’ agents/advocates, for example. Be realistic. A growing family can’t live in a small apartment forever. A single person generally doesn’t need a high-maintenance block of land. Figure out the style of property that best suits your lifestyle. Bigger or newer is not always better.

What about the area?Is the property handy to work or lifestyle perks such as a beach, or walking tracks? Is there a railway station nearby? Is the council planning for services upgrades? Are things like crime and pollution driving residents away? Understand the demographics of the area and spend time inspecting changing tra c conditions at di erent times of the day on the street you intend to buy on.

Know the supply-to-demand ratio of the area: is it easier to buy in it than sell? Investigate property cycles.

What’s your personal situation? While we can’t see into the future, it’s important to plan

for hurdles along the way, especially nancial. Have a bu er account for unexpected costs, such as increases in council and strata fees and interest rates. ere are always maintenance costs to consider. Knowing your limits is key to a successful rst home purchase. \

First-home dreams: Research can avert a nightmare. (SUPPLIED)

MOTORING \ ron hammerton drives the lexus is 300h f sport

car – and draws on it under acceleration to cut fuel consumption. Combined, these motors deliver 164 kilowatts of power and 221 newton metres of torque.

Of course, hybrid technology is all about fuel savings, and Lexus claims its contender can achieve 4.9 litres per 100 kilometres on the official combined fuel consumption test. As per our usual experience, this does not translate to the real world but something

in the high 5.0s is possible. Like some other Lexus/Toyota hybrids, the IS 300h can provide a certain amount of electric-only driving, but only at under 40km/h for a short distance.

The price premium for the privilege of electric assistance is $3000 above the petrol-only IS 250, but the 300h is more than $6000 cheaper than the more powerful IS 350, which starts at $65,000 (plus on-road costs).

Having given rival Mercedes-Benz a 100-year head-start in the luxury car business, Lexus leapt out of the starting

blocks like, well, a tortoise in 1989.Lexus founder Eiji Toyoda knew from his

background as president of Toyota that brand reputation is earned, not bought. He put his fledgling prestige car division on the sure and steady path to success, one flawless paint job at a time. Lexus is still a work in progress, gradually filling its model line-up from the original one – the LS limousine – to nine passenger-car model lines today.

Lexus made it hard for itself by eschewing “dirty” diesel engines and turbos, instead embracing petrol-electric hybrids and normally aspirated petrol engines. Don’t hold your breath for a Lexus diesel any time soon and the first turbo is still in the pipeline, but at least you can now buy a fuel-efficient hybrid version of Lexus’ top-selling model, the mid-sized IS, in the new third generation.

The IS 300h, as the hybrid variant of Lexus’ BMW 3 Series competitor is called, sits in the middle of the IS range, between the 2.5-litre V6 IS 250 and flagship 3.5-litre V6 IS 350. The 300h uses a combination of 2.5-litre four-cylinder petrol engine and an electric motor, driving the rear wheels via a fancy continuously variable transmission.

Like other hybrids in the Toyota/Lexus armoury, the IS 300h recoups electricity generated under braking and stores it in a battery – in this case under the back of the

The IS 300h is available in two specifications – Luxury and F Sport – with the latter adding touches such as a unique front grille treatment, an extra Sport+ driving mode with active dampers and bigger 18-inch alloy wheels with low-profile tyres.

Our major complaint with the 300h would be the low-level whine from the electric power train and its CVT transmission, which is exacerbated by the otherwise super-quiet cabin experience.

But we have plenty of bouquets, too, starting with the wonderful ergonomics for the driver. Standard gear includes keyless smart entry, heated and ventilated seats, digital radio and, on F Sport variants, an upmarket Mark Levinson audio.

An all-new body gains a stretched wheelbase, which in turn has enhanced rear leg room.

We will finish on two of our favourite aspects of the new IS – its glorious road manners and world-beating fit and finish.

For the first time, Lexus has truly matched the Germans in steering and handling, making the IS a joy to drive. Add the wonderful driving position, classy fat steering wheel and supportive seats, and the IS puts Munich, Stuttgart and Ingolstadt on notice.

With unmatched quality backed by a four-year warranty, the IS must be on every mid-sized luxury car buyer’s list. Yep, the tortoise is breathing down their necks. \

Former national league club Melbourne Knights and nine-time Victorian Premier League champions Green Gully Cavaliers will feature in the top tier of the inaugural National Premier League Victoria (NPL) competition, which starts next month.

Football Federation Victoria handed out an initial 30 three-year licences to the NPL and has split the league, with 14 teams in the rst tier and 16 in the second.

Local clubs Sunshine George Cross and St Albans Saints will play in the second tier, NPL1.

e top 14 clubs comprises mainly of last season’s VPL clubs, who will make the switch to the newly formed league along with promoted state league 1 clubs and two regional clubs.

e top division, name NPL, will consist of the Knights, the Cavaliers, Ballarat Red Devils, Bentleigh Greens, Dandenong under, Goulburn Valley Suns, Heidelberg United, Hume City, Northcote City, Oakleigh Cannons, Pascoe Vale, Port Melbourne Sharks, South Melbourne and Werribee City.

e leagues will start on March 14, with teams to play each other twice on a home-and-away basis.

e rst-past-the-post system will be implemented, meaning no nals series.

Knights president Ange Cimera never doubted his club’s eligibility for the new league.

“I never thought there was any doubt about the Knights being accepted in the NPL,” he said.

“We pretty much met the criteria without needing to make any major changes.

“We already have an A-class facility, we regularly promote our young players and we have a technical director who has already been working with our juniors for over a year.”

Luck eluded Sunshine at a critical point of Saturday’s ve-wicket loss to Melton in the Victorian Sub-District Cricket Association east-west group rst XI at Dempster Park.

e Crows set Melton a modest 138 to chase but looked the goods early on day two when they had Melton in trouble on 4-17.

But a dropped catch helped Melton captain Nathan Geisler (41) and Stuart Wilson (45no) steady the ship for the reigning premiers with a match-winning 80-run partnership as the Lions made 5-141.

e Crows will visit Williamstown over the next two Saturdays in the nal two-dayer of the summer. / LJ

flying falcons bring lightning down to earthNetball

City West Falcons allayed fears of a premiership hangover by totally dismantling local rivals VU-Western Lightning in the Victorian Netball League championship season opener at the State Netball Hockey Centre on Wednesday night.

e Falcons burst to an eight-goal lead by quarter time and just kept increasing it in a ruthless 52-34 win.

Upbeat Falcons assistant coach Nicole Richardson was impressed by the performance so early in the season.

“To come up against VU in the rst round – they’re really tough opposition – so to put

in four quarters like the girls did was great to see,” she told the Weekly.

“We came out of the blocks ring, which is pleasing because we’ve started slowly

against VU in the past.“It was a focus point for the team

and that basically set up the match.”Rookie Alice Teague-Neeld was

a selection surprise a er rst choice goalshooter Kath Knott was a late

withdrawal with a hamstring injury.Teague-Neeld made the most of her

rst championship start with a stellar game in the attacking circle.

e teenager shot the lights out with 27 from 28 for a 97 per cent return against one of the best defensive combinations in the VNL.

“For a rst-up performance at that level, she did a great job,” Richardson said.

“She missed only one goal against what I would classify as the toughest defensive combinations in the competition in Fiona emann and Brooke ompson.

“She o ered a bit of speed for us and caused a bit of havoc for their circle defenders.”

e Falcons missed only three shots all night, with last year’s championship-winning goaler, Julia Knott, scorching with 25 from 27 for 93 per cent.

at might create a selection headache for tonight’s second-round game with Kath Knott scheduled to return.

“Hopefully she’ll be right to go,” Richardson said.

e Falcons mid-court ran smoothly on night one with Maggie Lind thriving on her new wing attack role alongside centre Liz Watson.

Casey Price was the stand-out defender for the Falcons, but the Lightning’s front line resembled nothing like the one that made it to the preliminary nal last season and is still a work in progress.

“ at was their rst hit-out with that combination so they’re still nding their feet,” Richardson acknowledged.

e Falcons will host Ballarat Pride at the State Netball Hockey Centre at Parkville at 7pm tonight.

e Lightning meets the Southern Saints at the same time on an adjacent court. \ LJ

lydia, YOU’VE DONE US PROUDWinter Olympics

Lydia Lassila, you are our inspiration. You have done the western suburbs proud with your brave performances at the Sochi Olympics.

Lassila was the talk of co ee shops across the west on Saturday morning a er claiming a bronze medal in the ladies’ aerials.

e 32-year-old from Diggers Rest is more than a dual Olympic medallist, she is a ground breaker.

e former Footscray City Gymnastics Club member set a goal of becoming the rst woman to attempt an in-competition quad twisting triple somersault.

e degree of di culty was out of this world, but Lassila was not going to die wondering.

“I was always going to go into these Olympics with that approach, all or nothing,” she told Channel Ten a er the super nal.

“I’m the rst woman to do the full-double-full-full. I set out to do this trick 15 years ago when I saw my rst world cup at Mt Buller in Australia and that was in 1999.

“I saw the guys doing these amazing triples and I said one day I’m going to do it. Fi een years later, I did it, and I’m super happy.”

Lassila entered the super nal with the second best score of the quali ers.

Reaching the last four was an achievement in itself a er an knee injury at training rocked her preparation.

Nothing was going to stop Lassila from competing and excuses were out.

“Right now I know I’ve le my mark,” she said. “I’ve reached my potential. It would be great to always do more, but that was a maximum e ort from me today and I couldn’t have done any better.”

e surprise packet of the nal was Belarusian veteran Alla Tsuper, who had the smoothest landing of the nal on the back of a back-full-full-full jump and scored 98.01 to claim gold.

China’s Li Nina attempted a back double-full double-full, a di cult jump and botched the landing, scoring just 46.02 to nish fourth.

Four years ago, Lassila won gold at the Vancouver Olympics, and she again had gold

on her mind at the top of the hill in this nal leap.

Under her uoro yellow glasses she had a steely look, nothing indicating the nerves of a woman about to go where no other had gone before.

With her arms outstretched initially, then crouched into a low aerodynamic position for speed on descent, Lassila perhaps hit the ramp with too much speed.

She ticked all the technical boxes but dri ed slightly in the air and it played havoc with her landing.

“ ere’s nothing Lydia could have done more to save that jump,” Olympic gold medallist and expert TV commentator Alisa Camplin said.

“It’s an exceptionally di cult jump. I actually believe she had too much speed or a bit of tail wind that carried her the extra bit down the hill.”

e judges gave Lassila 72.12 – a guaranteed podium nish.

“I’m very happy with my performance,” she said. “It would’ve been great to land that jump, but I was stretching for my life and I just couldn’t get there.

“I’m happy for Alla, she’s a really good friend and she’s also a mum. She’s a great girl and I’m proud of her as well.”

Whether Lassila’s medal was silver or bronze depended on the nal competitor, China’s Xu Mengtao.

Xu approached her back-lay double-full-full more cautiously and lost momentum and a gold medal in the process.

But she did enough to pip Lassila for silver with a score of 83.50.

Lassila, who grew up in Sunshine and went to school at Westbourne Grammar, now has an Olympic gold and a bronze to her name.

She will not rule out a crack at a third Olympic Games.
