    wagon repair yardrolls into town

    A $14.6 million rail freight wagon maintenance terminal has opened in North Sunshine.

    Public Transport Minister Terry Mulder said moving the operation from the Dynon Creek rail yards to new sidings in North Sunshine would boost economic activity in the west.

    Works included installing a new wagon maintenance crane, laying tracks , making a turning circle, and providing fencing and pathways.

    Western Metropolitan Liberal MP Bernie Finn said the location was a perfect t. On the main standard-gauge line to Seymour and within the North Sunshine industrial precinct, the location is an ideal site for rail maintenance operations, he said. \

    melton to chase local prison jobs

    Melton council will push for local residents to be employed during the construction and operation of a new corrections centre at Ravenhall .

    Last Tuesday, councillors said they supported the state governments plans for the new medium-security prison, to be built next to the Metropolitan Remand Centre in Truganina .

    e Weekly reported in September Premier Denis Napthines announcement that the new prison, agged in the 2012-13 state budget, would be expanded from a 500- to a 1000-bed facility.

    Council planning manager Bob Baggio said the prison would create more than 650 jobs during construction and another 600 positions once operational.

    In April last year, then-Melton mayor Justin Mammarella slammed the government for funding a new prison instead of transport and health projects. \

    Residents are urging authorities to take action to eliminate foul odours that are lingering for hours at a time across up to six north-western suburbs.

    Former Sunshine mayor Marion Martin (pictured, centre) said the smell, believed to be coming from Borals Deer Park land ll, was getting worse, with the stench lasting up to four hours.

    Its absolutely disgusting, she said. Its like having a garbage truck parked outside your house.

    We shut all the doors and windows, but it still gets in. My husband says it smells like somebody has died.

    e Environment Protection Authority has received 37 reports since July of bad odours in Caroline Springs, Deer Park, Truganina and Derrimut .

    Speaking in State Parliament last week, Western Metropolitan Liberal MP Bernie

    Finn called on the EPA to do something about an intolerable situation for many thousands of people.

    It is important we begin with establishing what is causing the odour.

    I ask the Minister for Environment and Climate Change to direct the Environment Protection Authority to investigate the source of the odour and report back to local residents as soon as is humanly possible.

    A Boral spokesman said the company was addressing the problem.

    We are improving our gas extraction systems within the land ll to ensure the amount of gas escaping is minimised, he said.

    Responding to resident concerns about an application to expand operations at the site, the spokesman said the company had no immediate plans to increase the amount of waste it received.

    two on robbery chargesTwo men from St Albans have been charged with armed robbery following an early- morning service station hold-up. Police said that at about 5am on November 10, an armed man threatened a staff member at a store on the corner of Station Road and Main Road West before running away with a cash register. A short time later, Keilor Downs police saw a man tting the description of the robber with another person running along Gladstone Street. The pair were arrested in the front garden of a private home. The men will face court at a later date. \

    vacant land seen as a job lotProjects involving vacant land could deliver nearly 7500 new jobs in the next two decades, according to Brimbank council.

    Council documents reveal there is a 17 to 23-year supply of vacant industrial land that could be the focus of about 7470 new jobs in manufacturing, transport, logistics and distribution, and wholesale trade.

    e city contains signi cant industrial areas which bene t from the municipalitys access to important infrastructure, a report found.

    ere are also a number of smaller industrial pockets that are either

    under-performing or isolated from other services. Opportunity exists to redevelop and re ne these areas .

    Council director of city development Stuart Menzies said projections in the Brimbank industrial land strategy, which will guide the future development of industrial land , were based on extensive data.

    dangerous-dog owners put on noticeHarsher laws to crack down on irrespon-sible dog owners and people illegally breeding restricted dogs are on the way. Under new legislation introduced by the state government last week, breeders of restricted-breed dogs face up to six months in jail.

    e onus of proof will also be reversed. If an animal is declared a restricted breed, it will be the owners responsibility to prove otherwise.

    Owners whose dog attacks other animals or people face a 10-year ownership ban.

    Owners of a restricted breed, dangerous or menacing dog who move the animal to a di erent municipality must notify the new council within 24 hours. And owners will have 14 days to appeal a restricted-breed declaration to the Victorian Civil and Administrative Tribunal. Now, they have 28 days.

    Vets will also be required to report restricted-breed dogs to authorities.

    PLAN FOR daunting road wins cyclists backingRECREATION

    Cyclists have welcomed Brimbank councils plans to make Hampshire Road more bicycle-friendly.

    e council will investigate the removal of buses from the southern end of Hampshire Road to provide better access for pedestrians and cyclists.

    e proposal is part of a new strategy being prepared for Sunshines main thoroughfare.

    Brimbank Bicycle Users Group (BrimBUG) president Ferdi Saliba (pictured) welcomed the idea.

    Cycling down Hampshire Road is somewhat daunting as there are no de ned bike lanes, he said. Ive nearly been doored in the narrower section near the station.

    Council has recently put in bike lanes in Devonshire Road to Churchill Avenue and thats been a great improvement.

    BrimBUG has always maintained that if cycling infrastructure is put in, people will use it as it a ords greater rider safety.

    A council report shows few cyclists use Hampshire Road , with more than two thirds

    of those riders observed preferring to use footpaths.

    is suggests that the existing roadway is perceived by cyclists as being unsafe, the report says.

    e council will consider diverting tra c from the town centre by making alternative

    roads more attractive. It will also consider creating a shared zone south of

    Devonshire Road, dedicated cycle lanes north of Devonshire Road, and additional cyclist-only areas within the town centre.

    Residents recently identi ed trees and landscaping, green lawn and

    more public events as the areas top three needs.

    e council is planning to carry out the upgrades in three stages over three to four years.

    More consultation is planned before the plan is presented to administrators early next year. \

    library shifts for community hub

    SUNSHINE

    Sunshine library and Brimbank councils Sunshine customer service centre will be temporarily relocated to make way for construction of a $55 million Brimbank Community and Civic Centre .

    Council chairman John Watson said the library and customer service centre would be moved to the nearby Sunshine municipal o ce precinct, in McCracken Street, early next year.

    Construction of the new community and civic centre will begin mid-year.

    Prior to the library and customer service centre relocating, council will undertake a signi cant campaign to ensure the community is informed of the changes and when they are happening, Mr Watson said.

    While the temporary library space will be slightly smaller, the council said it would adequately display the librarys collection.

    Sunshine library is one of the states busiest, with more than 400,000 visits per year. \ BC

    elders reach out to maoris, islanders

    Youth program

    Maori elders from across the western suburbs will walk the streets in a bid to help young people at risk.

    e group, known as the Victorian Maori Wardens, was launched in Hoppers Crossing earlier this month.

    It aims to prevent Maori and Paci c Islander young people ending up in prison.

    Chairman James Hohepa Smith, a warden at Deer Parks Metropolitan Remand Centre, became involved a er noticing an increasing number of Islander youth coming to the centre in the past seven years.

    It is concerning, he said. We want to engage with youths on the street before they end up in custody.

    Mr Smith said the group had 84 members throughout Victoria, although most were based in the western suburbs.

    Wardens will patrol areas where Islander young people are known to hang out and provide them with someone to talk to about their problems.

    A lot of Islander youth nd it easier to open up with their own than the police. ey see us as a big brother, Mr Smith said.

    We hope to identify the issues and

    problems facing our youths and redirect them to positive activities.

    e group is seeking support from Victoria Police. It is hoped that police will agree to refer young people to the wardens for help and support.

    e group is modelled on the Queensland

    Maori Wardens, which has been running since 2010.

    Mr Smith said the role of wardens was steeped in New Zealands history, with elders regularly helping young people at risk of getting into trouble with police. \

    road funding cut by 27%transport

    VicRoads funding for roads in Melbournes north-west has been cut by more than $40 million, according to gures released by the state opposition.

    e gures, based on VicRoads documents, show that across the state, $160 million less was allocated in VicRoads 2012-13 funding than in 2011-12.

    In the metro north-west region, which includes Brimbank and Melton, funding dropped by 27 per cent from $149 million in 2011-12 to $108 million in 2012-13. e region, which covers 14 municipalities, includes four growth area councils.

    In August, Auditor-General John Doyle criticised successive state governments and VicRoads for failing to provide adequate funding for transport and roads in growth areas.

    Opposition leader Daniel Andrews said the funding cuts were responsible for roads falling into disrepair, creating a safety hazard for motorists.

    could build a bridge over Kororoit Creek to safeguard families from more deaths on the Melton Highway. e lights at Ferris Road still havent been done. ey are saying it will start next year, but theres still been lots of accidents there and it needs action now.

    Mr Nardella said work was also needed on the Western Freeway, notably on a bump on

    the road between Ferris and Coburns roads heading to Melbourne.

    VicRoads metro north-west regional director Patricia Liew said the utility couldnt comment on the gures as it was unclear how they

    had been calculated.In 2013-14, we are spending

    $466 million on road maintenance , she said. e targeted road repair and restoration program will ensure that the life of these roads is extended for decades .

    She said in the north-west, safety improvements would be carried out at intersections including Sunshine Avenue and St Albans Road.

    e state opposition has set up a website FixOurRoads.com.au to allow residents to nominate dangerous roads that need xing.

    Roads Minister Terry Mulder did not respond to requests for comment. \

    Peter Head, senior services and programs officer at Sunshine library, has lived in Brimbank for only three years but his work has ensured he is well

    entrenched in the community. I deal with everyone, from babies to seniors, says the father of two.

    Wheres your favourite retreat spot?Behind Selwyn Park, by the river. There are secluded spots on the rocks. I also like riding along the bike path there.

    Favourite place to get coffee or a bite to eat?I love the Vietnamese shop across from Sunshine library where you can get $4 rolls, and the Vietnamese restaurant in Sunshine, Thuan An. The vegetarian laksa there is great. I also like Manenos African Restaurant in Sunshine, the Ethiopian pancakes they have there are delicious; it also has a pool hall connected to it.

    What would you change in your neighbourhood?It would be good if there were more spaces for young people to hang out in the evenings and for them to have a venue for physical activity to keep them occupied.

    What wouldnt you change?Brimbank being so multicultural. Theres all sorts of food available here. And theres a nice community feel. The people are friendly and kids can play in the street.

    Most embarrassing moment when out and about?Forgetting to put the rubbish out the night before bin collection day and having to race out and do it in my dressing gown and pyjamas.

    Whats coming up at Sunshine library?Im organising Storytime in the Park, which will run from December to March. Kids can attend the free sessions in different parks around Brimbank. It was popular last year.

    And in January, were having a grandparents and grandkids Wii competition. One grandparent can team up with a grandchild and play off against another grandparent and their grandchild. \

    Brimbank residents and service organisations have been quick to act following the devastation of Typhoon Haiyan , sending goods and medical supplies to the Philippines .

    e municipality has strong ties with the Philippines, with census gures showing 2.9 per cent of Brimbank residents, 5221 people, were born in the nation.

    At least 2300 people were killed and a further 6.9 million may be a ected as a result of the typhoon that hit the southern Philippines on November 8.

    A spokesman said Brimbank council was preparing a public message of condolence to the local Filipino community.

    e Rotary Club of Brimbank Central has sent shipments of goods and $3000 to typhoon-ravaged Bayas Island and Iloilo .

    is island area was completely destroyed. e people are without food, water and shelter, president-elect Bert Mom said.

    be used in the reconstruction of housing and sending clothing and other supplies.

    Mr Mom said shipments would be distributed by Rotary clubs in the Philippines.

    communities, with extensive damage, he said. Its hard to imagine the devastation, but we have received positive feedback for the help we have provided. Mr Mom said the club was

    seeking sponsors for another container-full of goods to be sent to Iloilo.

    He said members were also keen to work with local Filipino groups.

    Well continue wherever possible to support the e orts of the Philippines community in Melbourne when these disasters happen, he said. \

    It could be a script: beautiful young girl chafes against the academic expectations of her high-achieving parents and runs away to become a Bollywood star. In real life, though, Pallavi Shardas story lacks dramatic tension or any aspect of dumb

    chance, both of which characterise the typical Hindi film plot.

    More significantly, there is no swashbuckling hero and no fairy godfather. The girl from Melbourne is responsible for the ascendency of her own star.

    From early childhood, Sharda imagined herself in Bollywood so she studied and mimicked lead actors such as Madhuri Dixit.

    She would watch these old videos we used to bring from India in the 80s and 90s until they would run no more, says her mother, Professor Hema Sharda.

    A particular favourite released when Sharda was six was the all-time blockbuster Hum Aapke Hain Koun, or Who Am I to You?

    Fast forward almost 20 years and this is the very question the young actor finds herself addressing as the star of Besharam (Shameless) on the eve of its release on 3600 screens across India. Who Is Pallavi Sharda? demanded the faintly indignant headline in The Indian Express just days before the most widely anticipated film of the year opened in October.

    Its a story that begins in an outer north-western Melbourne suburb where a third of the residents, the Shardas among them, were born overseas.

    Professors Hema and Nalin Sharda with PhDs in micro-electronics and information technology respectively moved to Australia in the early 80s among a wave of highly skilled Indian migrants, shortly after the birth of son Ankur.

    Making their home first in Perth, where Pallavi was born in 1988, the family moved to Melbourne when she was a toddler.

    It was here that Sharda from the age of three began studying Bharatha Natyam, the classical Indian dance form. Her teachers recall that even at that age, she seemed to understand the value of application.

    I was a very simple kid, Sharda says. I used to walk to school and walk myself home. I would do my homework, clean the kitchen for mum so it was ready when she came in from work, and that is kind of how seven years of primary school went.

    It was very uneventful. I had my two best friends Bhav and Niyanta, who lived very close by who are still my two best friends. The only thing in my life was dance and performing at weekends.

    By the time she was a teenager, Sharda was well known in Melbournes Indian community, routinely performing at weddings and festivals.

    Her parents, while proud, never considered this a career path, but by the time she packed her bags and left for Mumbai in 2008 Sharda had already achieved everything they could ask for academically.

    An alumni of Essendons Lowther Hall Anglican Grammar School, Sharda made the school honour board for academic excellence when she graduated at just 15. At 16 she started on her double degree in law, media and communication at Melbourne University.

    I actually trained to be a broadcast journalist because I thought if I couldnt be an actress that could be an option, she says.

    Back then I thought the colour of my skin might be a hindrance not because we live in a racist country necessarily, but Australia is a little bit further behind in terms of multicultural representation on the television compared to the UK or the US.

    I felt that as a performing artist I was very much cornered into that ethnic space.

    Sharda was 21 and on the verge of completing her degree when she decided to give her dream a shot.

    I got an early offer at a big law firm in Melbourne and had a law job booked and ready to go, but I still had this niggling ambition that I wanted to try out, she says.

    She finished her last two subjects by correspondence as research projects on Indian law and then turned all that academic discipline and intellect on one of the worlds biggest and most competitive film industries.

    From a walk-on part in My Name is Khan to a critically acclaimed part in the comedy drama Dus Tola

    and the Indo-American film Walkaway, followed by a lead role in the stage musical Taj Express, the Australian film Save Your Legs and winning the title of Miss India Australia along the way, Sharda built her profile.

    It sounds easy, but its said 1000 people a day arrive in Mumbai with aspirations of becoming an actor.

    Bollywood is based on close family connections and if you are not from the industry, if you dont have relatives in it, people are quite sceptical of you to begin with, Sharda says.

    The cast of Besharam is a good example of the Bollywood family at work. Shardas co-star Ranbir Kapoor is the son of actors Rishi Kapoor and Neetu Singh, both of whom also star in the movie.

    Landing the role of Besharam to become the first-ever Australian to be a fully fledged lead heroine in a Bollywood film, Sharda managed to impress even her mother who was at her side at the glittering premiere.

    I was the first one to say she will go there, waste her time and come back, Professor Sharda admits. I wanted to pull Pallavi out from all this last year and say, Come on girl, get going with your life because while she was getting busy and getting roles, it was not meaningful, in my opinion. But she has proved us wrong.

    Having worked so single-mindedly towards her goal, it is still something of a shock to have achieved it.

    There was a point when I was shooting Besharam and I was in the middle of a green field with 500 background dancers behind me doing synchronised steps when I thought, wow, this is really big, Sharda says.

    It was like Moomba was created just for our film and it was being shot amid that.

    Sharda is filming Bambai Fairytale, a 19th century biopic on Shivkar Talpade, a scientist reputed to have built and flown Indias first unmanned airplane in 1895.

    Now this is where it gets interesting, Sharda says. The roles are more fulfilling and I am not having to grab all the work I am getting offered. I can be more choosy. For now, I just want to experience this, but there are definitely other things I want to do in my life. \

    She may be just 17, but North Sunshines Kathy Tran has already been rewarded for her work in the community.

    The Marian College student was recently named youth of the year in a competition run by Sunshine Lions Club. Tran promoted Vietnamese cultural events, raised funds for her school and displayed leadership skills.

    Competing against fellow students from Marian and Braybrook colleges, Tran a year 11 student who was recently elected Marian school captain for 2014 also shone during a public speaking segment at Glengala Primary School.

    She fielded questions from judges before delivering a speech on social conformity in front of about 20 Lions members, parents and teachers.

    I was a bit nervous. I was the last one to answer questions then the first to give my speech, she says.

    I was asked if social media was an advantage or a disadvantage. I said, its both. It brings people together from other countries, yet it can also be used to attack others. People can hide behind their screen.

    I also said people need to feel free to express themselves and achieve their dreams.

    Tran plans to study medicine or business. But before then shell contest a regional final against students from other western suburbs schools early next year. \

    Western Metropolitan Liberal MPs Bernie Finn and Andrew Elsbury have ruled out contesting the newly formed seat of Sunbury at next years state election.

    Speaking to the Weekly , both denied rumours they were looking to make the switch to the lower house.

    Sunshine-based Mr Finn said people had been asking him for months whether he would stand for the new seat, which is similar to the old seat of Tullamarine that he represented as MP from 1992-1999.

    He lost to Labors Liz Beattie in 1999 and the seat was later abolished.

    If Im elected again I will be delighted to represent Sunbury in the upper house, Mr Finn said.

    I used to live in Sunbury; my children go to school there and I do a lot of things there.

    But I will not be contesting the new [lower house] seat of Sunbury.

    Mr Elsbury said he had heard the rumours that he was considering contesting the Sunbury seat.

    At my electoral conference I announced I would be running for Western Metropolitan region again.

    e Weekly believes Mr Finns wife Cathy is considering standing for the Liberal party. She stood as the Liberal candidate for the seat

    of Yuroke in 2006. If she is to run, she would be a rst-class candidate, Mr Finn said
