NEW STREET – CANNON STREET – TEMPLE STREET – BENNETT’S HILL
In order to complete the section of works from where we finished in 2014, between Cannon Street and Bennett’s Hill, we plan to programme the
works as follows.
These are our new proposals following a meeting at the Burlington Hotel on Friday 28th
November 2014.
We will keep the disruption to a minimum.
CANNON STREET - TO - TEMPLE STREET - PHASE 8
On our return to work in the New Year we shall commence where we finished at the site of the Tourist Information Centre and work up New Street
towards Bennett’s Hill.
During the construction of Phase 8 we will have to close Cannon Street with the junction of New Street to traffic, as our works will obstruct the safe
passage of vehicles between Cannon Street and Temple Street. We shall install a pedestrian crossing point opposite the Burlington Arcade to assist
access to the Arcade.
During the construction of this Phase we will be restricted on the hours we are allowed to break out the concrete sub surface of the paving blocks
and we shall work closely with the Burlington Hotel to accommodate them and minimise the disruption to their conference rooms that over look
New Street.
This section is approximately 82 metres in length and will take four to seven weeks to complete, and we expect to be in this location 12TH
January to
27th
February 2015.

BENNETT’S HILL TO TEMPLE STREET – Phase 7
Phase 7 will require major traffic management. We shall have both Bennett’s Hill and Temple Street changed to ‘Two Way’ traffic. A traffic marshal
will be positioned at the top of each road to monitor the traffic going towards New Street. Marshals will also be positioned at the bottom of
Bennett’s Hill and Temple Street, to assist with vehicles making ‘U’ turns
It is planned for small vehicles to make a ‘U’ turn at the bottom of either Bennett’s Hill or Temple Street and then exit back along the same route.
Larger vehicles (Articulated lorries and large rigid vehicles) will enter Temple Street and be guided through our working area by traffic marshals
positioned at the bottom of Temple Street and exit via Bennett’s Hill.
We shall leave the gates open to allow delivery vehicles to pass through when we are not working.
During the construction of this section of works there will be no parking allowed between Bennett’s Hill and Temple Street in order to allow vehicles
to pass through the works.
There will be a 3 metre wide footpath for pedestrians on the North and South sides of New Street and next to where we are excavating our trench we
will install a ‘Rhino’ barrier system, to provide edge protection to the trench when marshalled vehicles pass the works.
There is approximately 65 metres of excavation and pipe to install between Bennett’s Hill and Temple Street, by managing the traffic as detailed
above we shall be able to excavate into a dump truck, lay our pipes and reinstate from the side of the trench which will be more efficient and thus
reduce the amount of time this section of New Street is obstructed. A cross over will be positioned close to the exit/entrance of Piccadilly Arcade.
We have reprogrammed the works from 2nd
March to 18th
March to take us to Piccadilly Arcade and then from Piccadilly Arcade to Bennett’s Hill
from 18th
March to 2nd
April 2015.

The Corner of New Street and Bennett’s Hill – Phase 6
Phase 6 outside the Coventry Building Society/Ask Italian, during the construction of this phase traffic will flow in one direction from Temple Street
along New Street and exit via Bennett’s Hill, as per normal.
There will be some minor disruption to delivery vehicles wanting to access upper New Street.
Phase 6 is an ‘Expansion Loop’ that is designed to take up any movement in the pipes when they expand and contract.
We will therefore request that the outdoor seating area is removed from Ask Italian in order to accommodate the flow of pedestrians and delivery
vehicles on the north side of New Street; there will be a 3 metre wide footpath on both sides of New Street.
We have reprogrammed these works starting 7th
April to 11th
May.

OTHER OPTIONS
If we were to keep New Street open by maintaining the minimum road width of 3.2 metres we would restrict ourselves to a working width of Approx
4.5 metres, we would have to use a smaller excavator so that the machine could slew around to load a dumper. This would be a time consuming
operation as the dumper would have to drive in and reverse out, only one dumper could be in the work space at one time and the excavated material
would have to tipped out of the dumper in an agreed location and collected by a grab lorry.
We estimate to do this method of operation it would take 8 weeks to complete the works from Bennett’s Hill to Temple Street.
We did consider working during the night and keeping the road from Bennett’s Hill to Temple Street open during the day, we have however
discounted this idea as the noise from the works would be a disturbance to residents living in the area we believe that working in the day light is far
safer than working at night.
We will have to co-ordinate some of our breaking out of the concrete sub surface when we pass the frontage of the Burlington Hotel (Phase 8) not to
disturb the conference rooms during the day while conferences are being held and we don’t want to work late in the evening as this will affect
residents and guests of the hotel.
We are aware that some residents/stakeholders would like to know where the Phases are located and we have attached a set of plans that shows
where the locations.
