Primary Difference Between June 2011 and November 2011 Costs

Construction• November bridge construction prices based on BNSF Estimate on

Conceptual Bridge Plans returned 10/31/11• BNSF Survey, Monitoring, and Engineering time added approximately

$180k to October estimate.Mitigation• Cost for future expansion bridge is for entire structure (Nov), not just piles

(June).• BNSF review of our proposed future expansion bridge costs: BNSF retained

original BNSF estimates for track work and bridge spans which resulted in an estimate of $694K; greater than our estimate of $616K but less than their original estimate of $844K.

• Bridge replacement fee reflects BNSF estimate for mainline bridge construction ($489k)

• Maintenance fee ($175k) reflects 75 year time period.

Timeline

Key Dates For Construction in 2012• March 2012 - CCNRD/BNSF Agreement In Place

– Establishes funding/payment mechanisms– BNSF orders bridge materials

• April – CCNRD opens bids for earthwork contractor and awards permit reciept.

• May 1st – Project permits in hand.• June – CCNRD earthwork contractor builds access. BSNF begins bridge

construction.• August/September – BNSF sets bridge decks. BNSF must be complete

with bridge construction by September 1st in order to be able to complete earthwork by end of in-water work window.

• September/October – CCNRD earthwork contractor constructs channel/bridge openings. In-water work completed by October 15th.

• November 1st – BNSF Peak Season Begins. No On-Track Work Allowed.

B+ Culvert Option – Cost Estimate Assumptions

• 12’ Diameter x 75’ round pipe; daylight at toe of rail prism into connector channel.

• Need BNSF variance on freeboard – should be granted.• Culvert limits higher flow volumes – may be an advantage for

limiting flows and velocities along rail prism in connector channel. May be a disadvantage to fish passage.

• Future extension assumes 30’ pipe extension.• Catastrophic failure assumes no reconstruction.
