1 PURPOSE This document defines the minimum requirement for the selection, design, sizing, manufacturer, inspection/testing, supply and shipment of pressure safety valves at the new MLJ3 platform for Maharaja Lela South Project.

2 FIELD OF APPLICATION This document is applicable for pressure safety valves at the new MLJ3 platform.

3 REFERENCE DOCUMENTS COMPANY Specifications and International codes and regulations shall apply unless more stringent local rules exist. COMPANY Specifications shall be applied when they are more stringent than other documents. Where the design does not comply with an applicable COMPANY Specification, derogation to the relevant specification shall be obtained.

In case of conflict, the governing order of priority shall be:

1. Datasheets 2. Project Specifications. 3. COMPANY General Specifications. 4. Internationally recognised Standards and Codes of practice.

The latest edition of all documents shall be used, except for COMPANY General Specification, where General Specification 2011 shall be applied.

5 RESPONSIBILITIES VENDOR shall be responsible for the design, sizing, selection, manufacture, testing and documentation of pressure safety valve.

Any omission in this requirement shall not relieve the VENDOR of his responsibility to deliver the pressure safety valves with all associated accessories which are complete, of proven design and conforms to the project specifications.

Any deviation with these specifications at any stage of the project will require to be approved by COMPANY.

VENDOR shall submit to CONTRACTOR/COMPANY, for agreement, all calculation sheets and possible solutions that could give technical and/or economical improvement.

6 PROJECT DESCRIPTION TOTAL E&P Borneo B.V currently produces gas and hydrocarbon liquids from their Maharaja Lela Jamalulalam (MLJ) field offshore Brunei via two offshore platforms (MLJ1 and MLJ2 respectively). Produced effluent is transported by an 18” multiphase subsea pipeline to the Onshore Processing Plant (OPP).

The Maharaja Lela South development (MLS) will be based on production from high-pressure high-temperature wells at a new 12-slot wellhead platform with minimum process facilities, MLJ3 to supplement the production from the existing platforms MLJ1 and MLJ2. Well fluids will be routed to the onshore gas treatment plant, OPP, via a subsea tie-in at the existing MLJ1-OPP Pipeline.

7 ENVIRONMENTAL CONDITIONS For the environmental conditions refer to BN-MLS-21-PTSC-301001, Process Design Basis.

For standardization purpose, the pressure safety valves shall be suitable for permanent use in outdoor areas with saline offshore environment.

All pressure safety valves and associated components shall be constructed with materials resistant to corrosion due to the process fluid which they are in contact with internally and to ambient air environment to which they are externally exposed.

8 TECHNICAL REQUIREMENTS 8.1 General

For standardization purpose, the pressure safety valves shall be suitable for permanent use in outdoor areas with saline offshore environment.

All pressure safety valves and associated components shall be constructed with materials resistant to corrosion due to the process fluid which they are in contact with internally and to ambient air environment to which they are externally exposed.

8.2 Pressure Safety Valve 8.2.1 Type Selection

Type of pressure safety valves shall be selected based on API STD 520 with summary as below:

Remarks:

� It is not acceptable to connect a conventional PSV to a network where the back pressure could exceed 10 % of the PSV set pressure.

� It is not acceptable to connect a balance PSV or a pilot PSV to a network where the back pressure could exceed 90 % of the PSV set pressure.

Pilot operated valves shall be used when the set pressure approaches the operating pressure by less than 5%.

For high flow rate, pilot operated PSV's shall be considered as it could be economically justified (lower number of PSV's).

For conventional PSV's:

� With constant back-pressure, the spring is adjusted for set pressure minus back pressure.

� With variable back-pressure the spring is adjusted for set pressure minus maximum back pressure.

8.2.2 Design and Materials General

All PSV components if required to use DSS shall comply with GS EP PVV 619, Piping or pressure vessel components in duplex and superduplex stainless steel.

PSV components which may come in contact with methanol shall be methanol resistant.

All material used in corrosive hydrocarbons (H2S + CO2 heavy corrosion) service shall be in accordance with NACE MR0175/ISO 15156.

Origin of Materials and Manufacturing

The Manufacturer shall submit during tender a "Declaration of Materials and Manufacturing Origin", clearly listing:

� All casting companies for the supply of cast and forged components, � All companies for welding and examination of cast and forged components, � All companies for machining, assembling and testing,

which may be used for the fabrication of any pressure or non pressure-containing or process-wetted valve component, including Manufacturer himself. This list shall be set up for each valve component, per valve model, size and pressure range.

The Manufacturer shall clearly list which of his own factory/factories (names and addresses) is/are proposed. In case the Manufacturer will use more than one of his own factories at different geographic locations, then the Manufacturer shall clearly list which factory will be used for each valve and/or each valve component.

It shall be noted that COMPANY approval of a Manufacturer is related to a specific factory at a specific geographic location.

Casting companies are subject to COMPANY approval. The fact that a Manufacturer is listed on COMPANY’s approved vendor list does not imply a general approval for any casting company or steel mill possible used by the Manufacturer. The Manufacturer may only order valve components casting companies approved prior by COMPANY.

Non-approved casting companies shall have obtained COMPANY approval before Purchase Order.

The casting company identification and heat number shall both be clearly visible at the final product by means of embossed or stamped numbers.

Body

The body material shall be in accordance with BN-MLS-21-PTSC-513001, Piping Material Specification. Use of cast iron body is forbidden.

Rating and facing shall be in accordance with BN-MLS-21-PTSC-513001, Piping Material Specification.

All pressure safety valves and connections shall be flanged and the minimum inlet and outlet flange rating shall be as per API Standard 526.

Minimum inlet flange diameter shall be 1’’ as per the API Standard 526.

A 2½” flange size is not allowed due to piping class constraints.

The flange rating for any given relief valve shall be:

� Minimum ASME Class 150 for GRP and PVDF piping.

� Minimum ASME Class 300 for metallic piping.

NozzleA full nozzle shall be used for conventional PSV. Semi-nozzle is acceptable for piloted PSV's. Nozzles shall not be welded to the body. Nozzle material shall be compatible with the process fluid and in accordance with BN-MLS-21-PTSC-513001, Piping Material Specification. but, as a minimum, shall be stainless steel 316.

Nozzles shall be designed to prevent other parts, with the exception of the disc, from being in contact with the process fluid when the pressure safety valve is closed.

VENDOR shall highlight and inform CONTRACTOR and COMPANY at bid stage whether the nozzle protrudes the body and creates contact between dissimilar materials.

In case of contact between dissimilar materials exist, VENDOR shall describe prevention method to avoid galvanize corrosion. The prevention method shall be subject to COMPANY approval.

BonnetThe bonnet shall be bolted on the body. The bonnet material shall be the same as the body material.

Open bonnet is used for steam or air discharging to atmosphere. Close bonnet is used for other services.

Bellows type relief valves shall have their bonnet vented to atmosphere. Vent shall be fitted with weather / bug screens

DiscDiscs shall be manufactured from the same material as the nozzle, as a minimum requirement.

Spring

The spring material shall be selected on the basis of the operating temperature of the process fluid unless the ambient or relieving conditions indicates a spring requiring a different material:

� From -260 °C to -60 °C : Low Temperature Alloy Steel

� From -59 °C to 230 °C : Cadmium plated Carbon Steel

� Above 230 °C : Nickel plated Tungsten Steel

The spring shall be selected in order to allow the setting to be adjusted up to 10 % above or below the specified set pressure.

For each pressure safety valve the VENDOR shall specify the value of spring set pressure at ambient temperature condition refer to BN-MLS-21-PTSC-301001, Process Design Basis.

CapThe cap material shall be the same as for the body.

Usually, the cap is screwed. When necessary, for pressure tightness, it is bolted.

The cap shall be wire sealed to the bonnet.

PilotPilot shall be fitted with a back flow preventer. Non flowing pilot with modulating action will be used with pilot operated safety valve as specified on data sheets.

Flowline PSV’s shall be pilot operated and suitable tapping shall be provided on upstream and downstream of pilot for pressure differential transmitter. VENDOR shall provide tubing and fittings as required.

The transmitter shall be mechanically mounted to the main PSV body and shall include 2 (two) of three ways valve manifolds double block and bleed.

The transmitter shall be in accordance with BN-MLS-21-PTSC-813001, MLJ3 Platform-Specification Instrumentation Design and Installation.

VENDOR shall provide the setting recommendation.

The design shall be approved and tested with the pressure safety valve by the VENDOR

Seat and SealType of seat shall be selected according to pressure, temperature and fluid. Normally seat will be metal-to-metal type. Soft-seat designs will be required to achieve high tightness.

VITON seals are not acceptable on methanol fluid services and Nitrile (Buna-N) seals are not acceptable on hydrocarbon services.

All materials used for seals subject to explosive decompression (ED) shall be tested and certified in accordance with a testing procedure complying with the requirements of GS-EP-PVV-142 appendix-8: Elastomer "O"- ring seals explosion decompression - Type testing procedure.

All Anti Explosive Decompression (AED) seals shall be of an “O” ring circular cross section type only.

Pressure safety valves in corrosive service shall be provided with bellows seal to prevent corrosion mechanism except where applications limit the use of bellows

Blowndown RingThe blowdown rings where applicable will be used to make fine adjustments to the overpressure and blowdown values of the valves.

It shall be possible to unscrew totally this blow-down ring for liquid service. The screw used to lock the blow-down ring shall be wire sealed with lead.

The use of blowdown ring and adjustment instruction shall be provided by VENDOR.

8.2.3 Sizing Calculation shall be done in accordance with API STD 520 part 1. VENDOR shall issue a calculation technical note for each pressure safety valve.

The Homogeneous Equilibrium Flow Model (HEM) or Leung Omega method as per Annex C of API STD 520 part 1 shall be used for two phase flow cases.

Sizing calculation shall be submitted to the CONTRACTOR for approval prior to start of fabrication.

Operating and design conditions are specified in BN-MLS-21-PTSC-815002, MLJ3 Platform-Data Sheet Pressure Safety Valves.

8.2.4 Noise Calculation The noise calculation shall not exceed in case of emergency 95 dBA in impacted areas and 115 dBA in restricted areas in accordance with GS-EP-SAF-262, Pressure protection relief and hydrocarbon disposal systems. VENDOR shall issue a calculation technical note for each pressure safety valve.

8.2.5 Orifice Area and Designation The standard effective orifices areas and the corresponding letter designations shall be in accordance with API STD 526.

9 NAMEPLATES Pressure safety valves shall be clearly and permanently identified by name plate. The name plates shall be made of stainless steel and affixed to the valve body. Wire-on labels are not acceptable.

The following information shall be shown on the PSV name plates as a minimum:

� Manufacturer's name or brand name,

� Valve serial number,

� Valve tag number,

� Valve model number,

� Set pressure - back pressure - cold set pressure, service temperature,

� Purchase order number and item number,

� Nominal inlet-outlet sizes and flange rating,

� Orifice designation and rated capacity,

� Spring type and range,

� Material with material code for main parts, e.g., trim, spring and body.

10 SPARE PARTS AND SPECIAL TOOLSVENDOR shall supply all commissioning and start-up spare parts including required special tools for correct operation and maintenance of the supplied pressure safety valve.

VENDOR shall provide list of recommended operation spare parts complete with their unit prices. VENDOR shall provide spare part list in accordance with GS EP EXP 217 Rev02, Requirements to Vendors Suppliers and EPC'S for spare parts.

11 PAINTING All component parts which are not made of corrosion resistant material must be adequately protected from corrosive effects of saline atmosphere by means of a suitable painting system.

VENDOR shall note that some stainless steel and fastening material shall also be painted as per BN-MLS-21-PTSC-523001. Project Painting Particular Specification for Topside Structure,Piping and Equipment.

Painting shall be in accordance with COMPANY general specification BN-MLS-21-PTSC-523001. Project Painting Particular Specification for Topside Structure,Piping and Equipment.

12 INSPECTION AND TESTING All PSV inspection and testing shall be in accordance with ASME BPVC Section VIII. PSV shall have UV mark.

Inspection and testing requirements for pressure safety valves shall be in accordance with API STD 526. Seat leakage test shall be in accordance to API STD 527.

All PSV together with all related accessories shall be subjected to the following checks/tests as a minimum at factory:

� Functional test (set pressure test for PSV),

� Back pressure test (required for complete PSV assembly).

The VENDOR shall carry out a witnessed Factory Acceptance Test (FAT) for the pressure safety valves.

VENDOR shall submit a Factory Acceptance Test procedure, one (1) month prior to the scheduled test commencement date for approval by COMPANY.

All material shall be 100% PMI tested.

Duplex stainless steel shall meet the requirement as per GS EP PVV 619.

Casting component shall be radiography & liquid penetrant tested as per ASME B16.34.

13 DOCUMENTATION The following documents shall be submitted as a minimum:

� Certificate of conformity - The VENDOR shall submit a certificate of conformity with the standards specified.

� Material certificate for all components shall be as per EN 10204-3.1.

� Pressure test certificates in accordance to codes and standards.

� Technical manual - The VENDOR shall submit a detailed and dimensional drawing of the valve with a list specifying technical characteristics, reference of parts and materials used (including material grades for all parts). The VENDOR shall also submit a detailed manual giving all information needed for understanding the functioning of the valve.

� Inspection and Test plan after purchase order.

� Production schedule after purchase order.

The VENDOR shall submit a Maintenance Dossier as per GS EP EXP 203.

14 PACKING AND SHIPMENT Packing and shipment of PSV shall be in accordance to API STD 526.

The valves packing must be suitable for all stages of transport (rail, road, air, etc.). VENDOR shall submit the packing procedures for CONTRACTOR/COMPANY to review before packing and shipment.

15 QMS/QC REQUIREMENTS VENDOR’s QMS/QC shall be in accordance with the requirements of GS EP PJC 503.

VENDOR shall submit his Quality Plan for review and approval by CONTRACTOR / COMPANY, upon receipt of the purchase order.
