RE: TRAFFIC REPORT FOR PROPOSED STORAGE PREMISES AT BELL STREET AND TURNER STREET, DENMAN,
NSW
1. INTRODUCTION
PSA Consulting has been engaged by Conybeare Morrison International Pty Ltd to provide traffic engineering advice in relation to the proposed storage premises at the corner of Bell Street and Turner Street, Denman (Lot 42 in DP771226). The site is situated such that Turner Street is located both to the north and south of the site. The site is located within the Muswellbrook Shire Council (MSC) local government area and therefore the following advice is aligned with the MSC Development Control Plan 2009 (DCP) and Australian Standards Parking Facilities AS2890 series.
The application proposes the development of a ‘storage premises’ with various sized secure storage units and open carports for use in accordance with the Muswellbrook Local Environmental Plan 2009 (LEP) definition of storage premises as follows:
storage premises means a building or place used for the storage of goods, materials, plant or machinery for commercial purposes and where the storage is not ancillary to any industry, business premises or retail premises on the same parcel of land, and includes self-storage units, but does not include a heavy industrial storage establishment or a warehouse or distribution centre.
The following Traffic Report outlines an assessment of the proposed design with regards to site layout, traffic generation, access and servicing.
2. EXISTING CONDITIONS
The subject site is located at the corner of Bell Street and Turner Street adjacent to the railway line in Denman, NSW. The site is currently zoned as RU5 Village pursuant to the LEP and is a vacant site. The site locality is shown in Figure 1.
The roads surrounding the site provide access to residential lots and recreation use lots. Turner Street extends from Kenilworth Street in the north to the northern boundary of the site, and provides access to 8 residential houses. Bell Street/Turner Street in the south meets at a corner on the southern boundary of the site and provides access to residential, recreation and sporting land uses. The traffic volumes surrounding the site are anticipated to be low due to the surrounding land uses.

3. PROPOSED DEVELOPMENT
3.1. DEVELOPMENT DETAILS
The development proposed is a storage complex which includes the following storage facilities:
• 32 storage units measuring 6 m x 2.4 m
• 32 storage units measuring 6.4 m x 2.4 m
• 22 storage units measuring 7 m x 3.6 m
• 21 storage units measuring 7.4 m x 3.6 m
• 1 storage unit measuring 7 m x 1.8 m
• 1 storage unit measuring 7.4 m x 1.8 m
• 1 cleaner’s store measuring 4.485 m x 3.6 m
• 1 unisex accessible toilet
• 13 x carport storage bays measuring 4.5 m x 12 m
• 11 car parking spaces (including 1 accessible space).
The development plan is attached in Appendix 1.
4. COMPLIANCE WITH STANDARDS
The following sections identify compliance of the proposed development with the MSC DCP and AS2890 series.
4.1. SITE LAYOUT
The site has been designed to cater for one-way circulation on the outer aisles and a two-way aisle through the centre of the site. The aisle widths and corners have been designed to allow for swept paths of a non-articulated design vehicle of 10.2m (i.e. between standard medium rigid and heavy rigid sized vehicles) and a car towing a caravan with a length of 12.5m. Refer Appendix 2 for swept paths of design vehicles.
The design of car parking spaces and aisle widths is generally in accordance with the AS2890 series.

4.2. ACCESS
There are two access points to the site, one entry and exit point on Bell Street at the southern boundary and one entry point from Turner Street at the northern boundary. Both entry and exit points are accessed via a swipe card and security gate arrangement. The accesses have been designed in accordance with the design vehicles (refer Appendix 2 for swept path of vehicles).
There are 11 formal car parking spaces located along the western boundary of the site. As such the queuing requirements set out in AS2890.1 are a minimum 2 vehicles. However, due to the nature of the site and limited access that will occur, provision for 1 queued vehicle using the swipe access has been included. This is considered sufficient for the site use and is not expected to negatively impact the external road network.
The location of the exit access point is expected to have sufficient site distance due to the vertical geometry of the use of the opposite property being a sports playing field.
4.3. PARKING
Section 16 Car Parking and Access of the MSC DCP specifies at ‘industry and storage’, that a ‘warehouse or distribution centre’ requires 1 car parking spaces per 300m2 of gross floor area (GFA). With a GFA of 3,065m2, 11 car parking spaces should be provided at the site. 11 car parking spaces (inclusive of one accessible parking space) have been provided along the western boundary of the site as shown in Appendix 1. These are designed in accordance with AS2890.1 Off-street car parking and AS2890.6 Off-street parking for people with disabilities series.
4.4. SERVICING
Due to the nature of the site, it is not expected that there would be a servicing requirement at the site; however, should a large vehicle be required to load/unload at the site, there is sufficient aisle width along the northern boundary for a 10.2m vehicle to stand whilst undertaking this activity. With the low trip generation predicted for storage premises land uses (refer Section 5.1) it is not expected that this arrangement would cause adverse impacts at the site.
5. TRAFFIC IMPACT
5.1. TRIP GENERATION
The Institute of Transportation Engineers (ITE) Trip Generation Manual specifies that for mini-warehouses the trips outlined in Table 1 and Table 2 are applicable. The manual defines a mini-warehouse “as a building in which a number of storage units or vaults are rented for the storage of goods. They are typically referred to as “self-storage” facilities”.

The following assumptions have been made for the traffic impact:
• 50% of vehicles entering will be split between the two entry points to the site.
• 100% of vehicles will exit the site on Bell Street at the single exit point.
• The traffic generation rates presented for a mini-warehouse are likely conservative for a location such as the proposed.
5.2. IMPACT SUMMARY
Based on the above assumptions and generation, it is not likely that any adverse impact would result on the surrounding road network due to the nature of the site being low traffic generating (ie maximum trip generation of 11 trips per hour on a weekend) and the hierarchy of the surrounding roads.
6. CONCLUSION
This traffic report concludes that the proposed storage premises land use at Bell Street and Turner Street, Denman is generally in accordance with AS2890 series and the MSC DCP.

PROVIDE AND MAINTAIN HOARDING, BARRICADES, LIGHTING AND GUARDRAILS AS REQUIRED BY APPLICABLE CODES AND REGULATIONS TO PROTECT OCCUPANTS OF BUILDING AND WORKERS. COMPLY WITH ALL REGULATIONS PERTAINING TO SAFETY OF PERSONS, PROPERTY AND THE ENVIRONMENT
LEAVE CONTRACT AREAS AND SITE CLEAN, ORDERLY AND ACCEPTABLE FOR NEW CONSTRUCTION. ALL SURFACES TO BE LEFT IN GOOD ORDER, MAKE GOOD AND PROFESSIONALLY REPAIR ALL HOLES WEATHER TIGHT AND TO EQUIVALENT FIRE RATING OF SURROUNDING CONSTRUCTION AS REQUIRED.
