Atthisstage,TheBLUEMEDImplementationPlanhastobeconsideredmoreaStrategicImplementationPlan (SIP)thananOperationalImplementationPlan(OIP)wherethewho,where,when,andhowofallactionsisaddressed.

TheobjectivesofthisStrategicImplementationPlanistoprovideamethodologytoguidethedevelopmentofactions.

ThestartingpointandthesubjectoftheImplementationPlan(IP)willbetheupdatedSRIAapprovedduringthisweek,theBluemed week(October2018,Barcelona).

DuringthispresentationtheOutline,content,criteriaandmethodologyofourImplementationPlanwillbepresentedanddiscussed.

BLUEMEDImplementationPlan

ThisStrategicImplementationPlanwillcontent:

• Identificationoftherangeofprogrammes andinitiativesthatmaybeusedtopromotejointprogrammingandsupportofresearchonprioritizedBLUEMEDchallengesandrelatedgoals;

• Definitionofmethodstoidentifyandhierarchizetopicstobetargetedbytheseactivities,inparticular,topicsforjointcalls,butalsofortrainingandmobilityschemes,etc…,whileexplicatingtheirMediterraneanaddedvalue;

• Listofactivities thatshouldbecarriedoutandpromotedtooperationallydeploytheSRIA,alsobenefittingfromcollaborationwithotherEuropeanorinternationalinitiatives;

• Establishmentofatimelinefortheimplementationoftheseactivities;• Presentationofclearobjectivesandassociatedindicatorstomonitortheimplementationprocessandforassessingitsperformance.

1.1TheBLUEMEDStrategicResearchandInnovationAgendaTheupdatedSRIAwillbeofficiallypublishedaftertheapprovalbytheGSOBLUEMEDWG,includingtheinputsgatheredfromnon-EUcountries.

1.2PrioritizingSRIAGoalsandActionsNotalltheactionscanbeaddressedatthesametimeandaprioritizationexercisemustbedone.

Thisprioritizationexercisemustbeatthesametimesystematic (withaclearmethodologyforstakeholderstoapplyitandgetcomparableresultswhichcanbeintegrated);butalsoflexibleenoughtogiveresponsetothemanyparticularitiesofdifferentMedcountriesbothatthenorthandsouthshores.

Theproposedmethodologyisnotintendedtorankactionsallwithdifferentgradeswithinthedifferentpillars,buttoidentifyasetofpriorityactionstoaddressfirst.

1.2PrioritizingSRIAGoalsandActions

Amethodologyincludedinthedeliverable‘Reportonpriorityactions’(D2.4,resultingfromTask2.2–SettingprioritiesfortheSRIA)hasbeendevelopedbytheBLUEMEDCSAtosupporttheprioritizationprocess,providingcriteriatoassesstheactionsdepictedintheSRIAanditstranslationintoafocusedlist.

ThisprioritizationprocessiskeyforthesuccessoftheSRIAimplementationintheupcomingyears.

Tobediscussed

SRIAlevel:Toomanyactionstocarryoutthisassessment.Thismethodologytobeappliedat“challenge”level,orat“goal”level.Then,platformscouldprioritize actionsunderthealreadyprioritizedgoals.

Whowilldothisanalysis:NationalstakeholdersincollaborationwiththerespectiveNationalPivotsineachcountryORPolicymakersatministries(nationalstrategy)??PlatformcoordinatorswillmonitorthisexercisetolookafterconsistencyatMediterraneanbasinlevel.

2.3Fundingoptionsandagencies

OutcomesfromTask2.3– InstrumentsandtoolsforpromotingjointimplementationoftheSRIAastheidentificationandpilotingofnoveltoolsandpathsfortransnationalcooperation,andforenhancingthecoordinationandalignmentofnationalprogramswillbeprovidedandassessed.

ThispartoftheImplementationPlanwillbealsofedbyTask2.4– SupportinganOperationalNetworkofresearchfundersandkeyplayersasfundingiscriticalforanIPanditsroleshouldbehighlighted.

2.4Recentandongoingrelevantprojects

ThiskeyactivitywillbeperformedbytheBLUEMEDCSAintheframeworkofTask5.1dedicatedtopromoteresultexploitation,capitalizationandfollow-upofrelevantprojects.

Part3– ActivitiestopromoteSRIAImplementationThispartwillconsistofalistofactivitiesfortheaccomplishmentoftheSRIAgoalsthatcanbeaddressedintheshortterm.

MostoftheseactivitiesarealreadypartoftheCSAworkplan,whichmayrequiresomeamendmentsintimingandcontents.

Foreachoftheactivities3.1-3.9theImplementationPlanwill:- Describecontentandobjective;- Describehowtheactivitywillbecarriedout;- HighlightconnectionsandsynergieswithactivitiesalreadyincludedintheBLUEMEDCSAworkplan.



3.1NetworkingandengagementofeconomicsectorsandnationalBlueGrowthcommunities– MEDCountriesItconsistsintheengagementatcountrylevel(EUandnon-EUcountries)ofnationalCommunities(research,privatesector,policy-makers,operators,NGOsandcivilsociety)involvedinBlueGrowth,tofurtherdevelopstrategiesandactions,focusprioritiesandfeed/alignwithBLUEMEDandsupportBLUEMEDImplementationPlan.

Waysofdevelopingthisengagementprocesswillbedifferentinthedifferentcountries,accordingtosectors,structuresandnetworksinplace,actors,stateoftheart,etc.

TheactivitywillcapitalizeontheworkdoneandongoingintheBLUEMEDCSA,i.e.activitiestofeedatnationalleveltheMEDPlatforms,throughtheNationalPivots.

3.2AlignmentandcoordinationAlignmentandcoordinationofBLUEMEDwithotherinternationalandEUinitiativesandstrategiesiskey.Severalactivitiesinthisdirectionareongoing,alsothroughthesupportoftheBLUEMEDCSA,andshouldbefurtherdefinedandprogrammed.

Whowilldothisanalysis:CSAPartners+BLUEMEDGSOWGsupportonotherinitiativesandprogrammes operatingmainlyontheMEDandotherinitiativesandprogrammes operatingmainlyatEUandinternationalscale(e.g.JPIOceans,UNESCO-IOC,etc.).



3.3Promotionandpossiblyimplementationofactionscoordinatedandjointlyundertakenbydifferentcountries,witha“variablegeometry”approach

Todevelopconcretecollaborationsonareaswithsharedinterest,e.g.JointCallsforresearchproposalsaddressingthemainprioritiesidentifiedintheSRIAasatoolforalignmentofprogrammes andresourcesand/orcallsoroverarchingthemeslikeassessmentofscientificqualityordatasharing(alsoincooperationwithrelatedJPIs).

3.4Start-Upactions

Promotethedevelopmentofsmallwhileeffectiveactivitiesandfavour theirpossibleuptake.ExamplesofsuchtypeofactionswillbeStart-UpactionsbeinglaunchedthroughtheBluemedCSA(Task4.2– ImplementationandmonitoringoftheStart-upActions).

3.6Lobbyingactions

ThissectionwilladdressthepromotionofBLUEMEDactionstowardsspecificgroupsofinterest,includingspecificfundraisingonactionsconsideredhighlystrategic(“AdoptaBLUEMEDAction”):- atnationallevel,inlinewiththesignedDeclarations(VeniceandValletta);- towardsvariousprogrammes (research,cohesionpolicy,entrepreneurship,etc.).

3.7Trainingandcapacitybuildinginitiatives
