1. OVERVIEW

1.1 Introduction

Northparkes Mines (NPM) is a copper and gold mine located 27 kilometres North West of

Parkes in the Central West of New South Wales, Australia. Northparkes is a joint venture

between China Molybdenum Co., Ltd (CMOC) (80%) and the Sumitomo Groups (20%).

NPM has been operating since 1993 following the grant of the original development consent

(504/90) by the NSW Land and Environment Court. Since that time, seven additional

development consents, inclusive of modification notices have been issued and have been

surrendered to Parkes Shire Council. Combined, these approvals permitted the development

and operation of two open cut mines, two underground block cave mines, construction of an additional Tailings Storage Facility and storage warehouse, a mine and mill upgrade to

increase production to 8.5 million tonnes per annum and associated works.

NPM was granted project approval (Northparkes Mine Extension Project 11_0600) under

Section 75J of the Environmental Planning and Assessment (EP&A) Act 1979 in May 2014 in

accordance with the supporting document Environmental Assessment Northparkes Mines –

Step Change Project (2013). This approval permits the ongoing operation of existing activities

and the continuation of underground block cave mining in two existing ore bodies, the

development of underground block cave mining in the E22 resource, additional campaign

open cut mining located in existing mining leases, augmentation to approved Tailings

Storage Facilities (TSFs) and an extended mine life of seven years until 2032 at the approved

ore processing rate of up to 8.5 Mtpa.

1.2 Location

Northparkes Mines is located 27 kilometres North West of Parkes in the Central West of New

South Wales, Australia, located on the edge of the inland slopes west of the Great Dividing

Range. The NPM site is generally flat, with some low undulations, ranging in elevation from 288

metres Australian Height Datum (mAHD) to 301 mAHD. The area surrounding the NPM site is

also generally flat with the most significant regional feature being Goonumbla Hill, which

extends to a height of 386 mAHD, located approximately 4 kilometres south of the Project

Area.

2. SCOPE

This Management Plan applies to all activities undertaken by Northparkes Mines including

mining and exploration activities; processing of copper / gold ore resources; project

development; maintenance activities; mine closure; logistics; associated service and support

function.

3. OBJECTIVES

The objectives of the Blast Management Plan (NMP) are:

• ensure that vibration impacts from operations is minimised and appropriately controlled

• ensure that impacts on surrounding residents are minimised

• keep the local community and regulators informed of activities where required and

respond quickly and effectively to issues or complaints

• protect the safety of people and livestock in the surrounding area

• protect public or private infrastructure/property in the surrounding area from any

damage

• minimise the dust and fume emissions of any blasting

3.1 Regulatory Requirements

The Blast Management Plan (NMP) addresses the relevant components of conditions 6 – 13 of

the NSW Project Approval (PA11_0600) for the Northparkes Mines Step Change Project. These

conditions are outlines in Table 1and Table 4 below.

However, these criteria do not apply if the Proponent has a written agreement with the relevant owner to

exceed these criteria, and has advised Planning & Infrastructure in writing of the terms of this agreement

Blasting Hours

2. The Proponent shall only carry out blasting on site between 9 am and 5 pm Monday to Saturday

inclusive. No blasting is allowed on Sundays, public holidays, or at any other time without the written

approval of the Secretary.

Blasting Frequency

3. The Proponent shall only carry out 1 blast per day on site.

This condition does not apply to blasts that generate ground vibration of 0.5 mm/s or less at any residence

on privately-owned land, or blasts required to ensure the safety of the mine or its workers.

Note: For the purposes of this condition, a blast refers to a single blast event, which may involve a number

of individual blasts fired in quick succession in a discrete area of the mine.

Property Inspections

4. If the Proponent receives a written request from the owner of any privately-owned land within 2 kilometres of any approved open cut mining pit on site for a property inspection to establish the

baseline condition of any buildings and/or structures on his/her land, or to have a previous property

inspection updated, then within 2 months of receiving this request the Proponent shall:

a) commission a suitably qualified, experienced and independent person, whose appointment is

acceptable to both parties to:

• establish the baseline condition of any buildings and other structures on the land, or update

the previous property inspection report

• identify measures that should be implemented to minimise the potential blasting impacts of

the project on these buildings and/or structures

b) give the landowner a copy of the new or updated property inspection report

If there is a dispute over the selection of the suitably qualified, experienced and independent person, or the Proponent or the landowner disagrees with the findings of the property inspection report, either party

may refer the matter to the Secretary for resolution.

Property Investigations

5. If the owner of any privately-owned land claims that buildings and/or structures on his/her land have

been damaged as a result of blasting on the site, then within 2 months of receiving this claim the

Proponent shall:

a) commission a suitably qualified, experienced and independent person, whose appointment is

acceptable to both parties to investigate the claim

b) give the landowner a copy of the property investigation report

If this independent property investigation confirms the landowner’s claim, and both parties agree with

these findings, then the Proponent shall repair the damage to the satisfaction of the Secretary.

If there is a dispute over the selection of the suitably qualified, experienced and independent person, or

the Proponent or the landowner disagrees with the findings of the independent property investigation,

then either party may refer the matter to the Secretary for resolution.

Operating Conditions

6. The Proponent shall:

a) implement best management practice to:

• protect the safety of people and livestock in the surrounding area;

• protect public or private infrastructure/property in the surrounding area from any damage

• minimise the dust and fume emissions of any blasting

b) operate a suitable system to enable the public to get up-to-date information on the proposed

blasting schedule on site,

To the satisfaction of the Secretary.

7. The Proponent shall not undertake blasting on site within 500 metres of:

a) any public road;

b) any land outside the site not owned by the Proponent,

unless the Proponent has:

• demonstrated to the satisfaction of the Secretary that the blasting can be carried out closer

to the infrastructure or land without compromising the safety of people or livestock ordamaging the infrastructure and/or other buildings and structures; and

• updated the Blast Management Plan to include the specific measures that would be

implemented while blasting is being carried out within 500 metres of the infrastructure or

land; or

• a written agreement with the relevant infrastructure owner or landowner to allow blasting to

be carried out closer to the infrastructure or land, and the Proponent has advised Planning

& Infrastructure in writing of the terms of this agreement

8. The Proponent shall prepare and implement a Blast Management Plan for the project to the

satisfaction of the Secretary. This plan must:

a) be prepared in consultation with the EPA, and submitted to the Secretary for approval prior to

conducting any blasting on site;

b) describe the measures that would be implemented to ensure compliance with the blast criteria

and operating conditions of this approval;

c) propose and justify any alternative ground vibration limits for public infrastructure in the vicinity of

the site (if relevant); and

d) include a monitoring program for evaluating and reporting on compliance with the blastingcriteria and operating conditions of this approval

4. RESPONSIBILITY

Specific accountabilities in relation to management of ‘blast’ at NPM are outlined in Table 1.

Personnel carrying out work under this Management Plan must be familiar with and comply

with it in full.

General role responsibilities under this Procedure are outlined in ‘HSE Accountabilities’

Procedure (3-3563). Personnel carrying out work under this Management Plan must be

familiar with and comply with it in full.

5. KEY ISSUES

5.1 Potential Impacts

Monitoring conducted to date has established that underground blasts of the magnitude

intended would be unlikely to be detected at any of the four surrounding residences.

A review of blast monitoring records revealed that ongoing open cut operations should not

cause any adverse blasting-related impacts.

5.2 Potential Sources

The potential sources of blast impacts generated by activities include:

• surface blasting

• underground blasting

5.3 Blast Criteria.

5.3.1 Northparkes Mine Extension Project, Project Approval 11_0600

As per Schedule 3, condition 6 of Northparkes Mine Extension Project, Project Approval

11_0600, NPM shall ensure that the blasting does not cause exceedances of the criteria in

Table 4 at any residence on privately-owned land.

Property Inspections

As per Schedule 3, condition 9 of Northparkes Mine Extension Project, Project Approval

11_0600, if the NPM receives a written request from the owner of any privately-owned land

5.4 Non-compliance and Exemptions

If there is an exceedance of the blast criteria as set out in Northparkes Mine Extension Project,

Project Approval 11_0600 and shown in Table 4 then NPM will notify the Secretary of the

incident as soon as practicable after the incident. Within 7 days of the date of the incident,

NPM is to provide the Secretary with a detailed report on the incident as per Northparkes

6. CONTROL MEASURES

Control measures for the management of blast during construction, operation and

decommissioning are essential in minimising blast related impacts.

6.1 Operational

Operational control measures include:

• NPM has a private agreement in place with the owners of “Avondale” for the property

to remain unoccupied over mine life

• major works scheduled undergo a risk assessment prior to commencing work

• environmental inductions and training to ensure workforce awareness

• regular contact with local residents to enable the public to get up-to-date information

on the proposed blasting schedule on site

• blasting will not be conducted on site within 500 metres of:

o any public road

o any land outside the site not owned by NPM

• blasting will only be conducted on site within 500 metres of the above if NPM has:

o demonstrated to the satisfaction of the Secretary that the blasting can be carried

out closer to the infrastructure or land without compromising the safety of people

or livestock or damaging the infrastructure and/or other buildings and structures

o updated this Blast Management Plan to include the specific measures that would be implemented while blasting is being carried out within 500 metres of the

infrastructure or land

o a written agreement with the relevant infrastructure owner or landowner to allow

blasting to be carried out closer to the infrastructure or land, and the Proponent

has advised the Department in writing of the terms of this agreement

6.2 Identifying Hazards

NPM will monitor blasts as mining progresses in accordance with the blast monitoring

programs, during campaign open cut mining operations. Monitoring will be undertaken to

determine compliance with relevant criteria. Blast designs will be optimised when more

detailed site planning is available. By adopting this approach, in conjunction with the

adoption of improved blasting products and methods, as they are introduced, it is

anticipated that blast emissions criteria can be met without imposing any significant

constraints on blast designs throughout the operation of the mine.

NPM own and manage large areas within and surrounding the site. This includes all areas of

land within the vicinity of proposed blasting practices, which is managed for agricultural uses,

primarily cropping. As such there is no risk of blast impacts to livestock. NPM will consult with

landholders prior to campaign blasting activities to minimise potential blast impacts to

residents, agricultural improvements and public infrastructure.

6.3 Risk Assessments

Multiple surface blasting techniques will be utilised at NPM during the development and

mining of open pits. Risk assessments for various blasting techniques will be undertaken before

works commence.

7. MONITORING

The blast monitoring program is implemented using blast units which measure ground

vibration and air overpressure at the residences on the four closest privately-owned lands. The

program is designed to measure the effectiveness of control measures and ensure

compliance with consent and licence conditions, relevant standards and corporate

requirements.

All over pressure and vibration monitoring instrumentation employed shall be designed to

comply with the requirements of AS 2187.2-2006 and carry current NATA (or similar) or

manufacturer calibration certificates. All instrumentation should be programmed to record

continuously overpressure (dBL) and vibration (mm/s) over the period of the blast.

Monitoring is undertaken in accordance with the following procedures:

• Measuring and Monitoring Procedure (DOCID-3-3878)

• Environmental Monitoring and Measuring Schedule (DOCID-3-3877)

• Work Instruction Blast and Vibration Monitoring (DOCID-3-3881)

• Environmental Data Collection SOP (DOCID-3-3908)

Results of the monitoring program are communicated to relevant personnel and external

stakeholders, where required. The monitoring results are used to:

• verify compliance with legal and other requirements

• review and verify impacts to the environment and alert personnel of the need to

modify operations accordingly

• any proposed changes will be done in consultation with the Department of Planning

Infrastructure in accordance with Northparkes Mine Extension Project, Project Approval

11_0600

• an ongoing monitoring program provides a basis for compliance auditing and for the

continuous improvement of blast objectives by identifying activities that have the

potential to exceed blast standards

7.1 Blast Noise Monitoring

NPM will utilise mobile real-time noise monitoring with alarm / SMS capabilities at four

locations as shown in Real time noise monitors to monitor and record the noise levels

generated from the blasts.

8. REPORTING

Blast monitoring results are reviewed by the Environment Advisor within 48 hours of collecting

the data and a weekly results summary provided to the Environment Superintendent. In the

case of an exceedance of criteria or a failure to monitor a blast, the incident should be

reported as soon as practical to the Environment and Farm Superintendent.

As a minimum, blast monitoring records to be kept should include the following:

• the size of the blast in terms of the number of blast holes and the quantity of explosives

• the method of initiation and the timing sequence to be used in the blast

• the date and time of the blast

• the location of the monitoring equipment

• Instrument trigger levels

• measurement equipment and operator details

• the location of the blast

• the location of any structures and/or persons who may be affected by the blast

• the measured ground vibration and airblast values including the peak particle velocity

• weather conditions, especially wind speed, cloud cover and direction and any other

notable conditions such as rain

• any subjective information from the shotfirer and any persons who may be affected by the blast

The results of the monitoring program and any complaints received are communicated to

relevant personnel and externally through the Annual Environmental Management Report.

In accordance with Condition 8 and Condition 11, Schedule 6 of the Northparkes Mine

Extension Project, Project Approval 11_0600, a summary of monitoring results will be made

publicly available at the mine and on the website and updated on a quarterly basis.

In the event of an exceedance of the relevant blast impact assessment criteria, or a failure to

monitor the blast, the incident reporting system is used for internal reporting. Incident

reporting (including any exceedences and complaints) will be in accordance with Condition

7, Schedule 6 of Northparkes Mine Extension Project, Project Approval 11_0600, and the

Procedure Incident Management (DOCID-3-4345).

8.1 Community Liaison

NPM recognises that blast impacts generated by mining activities can impact on adjacent

properties and communities.

A community relations program (via the Neighbours Meetings and Community Consultative

Committee) shall be maintained to ensure two-way communication on blast management.

Prior to blasting activities, NPM will contact nearby residents to outline the nature and

duration of works and to provide contact details should they have any queries.

All blast related complaints will be registered, investigated and responded to promptly.

9. REVIEW / CONTINUOUS IMPROVEMENT

The Blast Management Plan will be reviewed and updated annually or in the case of a

significant operational change. The review will include an assessment of the effectiveness of

control measures and performance against the Plan’s objectives.

The objectives of a review are:

• to maintain compliance with statutory requirements

• to identify opportunities for improvement in the management plan

• incorporate community considerations

The NMP review will include:

• this Document

• Legislation, Approval, Licence changes

• community complaints and enquiries
