All participants are expected to exhibit appropriate behavior at all times while participating, spectating, or attending any program or activity conducted or sponsored by the City of Blaine Parks and Recreation Department. The following guidelines are designed to provide safe and enjoyable activities for all participants:

• Show respect to all participants and program staff. • Take direction from program staff/supervisors. • Refrain from using abusive or foul language. • Refrain from causing bodily harm to self, other participants or program staff/supervisors. • Refrain from damaging equipment, supplies, or facilities.

Failure to follow these rules may result in a suspension of participation. The City of Blaine Parks and Recreation Department strives to make your participation fun-filled, rewarding, educational, and safe. We thank you in advance for your cooperation.

nO neWs Is GOOD neWs! Some programs and activities may require a minimum number of participants. You will only be notified if the class/activity is full or canceled. You will not receive a confirmation letter or call.

RefunDsRefunds are given if programs are canceled or if registration fails because the activity is full. Refunds cannot be guaranteed after deadlines or if the program has begun. Trip refunds are subject to specific policies on a per-trip basis, based on advanced purchases. Participants must contact the Parks and Recreation Department to request a refund. Refunds will not be given after a program is complete.

Day CaReProviders are welcomed to enroll children in activities. Parents must sign individual registration forms.

aGe GROuPsActivities are designed to meet developmental guidelines. The Parks and Recreation Department does not allow children to register for activities above or below their grade/age.

Weather PolicyWhen inclement weather arises, parents or participants may go to blaineparks.com for the latest updates about programs and events being canceled, delayed, or rescheduled. Photo PolicyPhotographs of program or park participants are periodically taken. These photos may appear in the local newspapers and/or Parks and Recreation Department publications. If you do not want your photo used, please tell the photographer.

adoPt-a-ParkWant to improve parks and trails? Consider adopting a park as a family, neighborhood group or community service organization. As a partner with the City of Blaine, your group can help accomplish needed park and trail improvements. Fun and challenging activities may include monthly cleanup, planting flowers, creating new landscape features, or maintaining landscapes. Talk with others about taking on a project in your neighborhood. Contact 763-785-6164 for more information.

Park rePairsPlease notify park maintenance at 763-785-6165 about damage, vandalism or equipment cleanliness issues.

Park shelter PerMitsLarge shelters are available to rent for family or group gatherings at Aquatore (2), Lakeside Commons and Town Square Parks. A facility use application must be completed and rental fess apply. Applications, fee schedule and guidelines are available online or at the office.

helP end Park VandalisMThe Blaine Police Department and Park Patrol need your help to prevent vandalism and apprehend those who vandalize parks and recreation facilities. Vandals destroy what tax dollars have created. Costs associated with repairing vandalized property takes money away from recreational programs and facilities. Help stop vandalism. Always call 9-1-1 to report a crime in progress, including vandalism. To report a crime that occurred in a park but does not require immediate police response, call 763-427-1212. Calls are accepted 24 hours a day and you can remain anonymous.

Park board MeetingsRegular meetings of the Blaine Park Board are conducted on the fourth Tuesday of each month at 7 pm at Blaine City Hall. All residents encouraged to attend. Persons wishing to present a discussion topic should contact Parks and Recreation in advance.

blaine arts councilThe Blaine Arts Council is a volunteer organization open to all interested individuals. Its mission is to promote, advance, and celebrate the arts in the community for the appreciation and participation of residents. The council sponsors ongoing art exhibitions at Blaine City Hall and organizes special arts events throughout the year. Council meetings are the fourth Thursday of each month at 7 pm at Blaine City Hall. Interested individuals are invited to attend a meeting and participate in events. geocaching in blaine Parks Geocaching is initiated by an individual hiding a cache, normally a waterproof container with small items inside, then recording the location with a Global Positioning Unit (GPS). The cache may be in a hollow log or under an object. The individual then posts the GPS coordinates, along with a description of the cache on the geocaching web site (geocaching.com). Other individuals then try to find the cache. When it is located, they sign a log book, then take or leave a small item. They also post their find on the on-line log book at geocaching.com.

Blaine Park and Recreation has GPS Units for One Day or Weekend use. See rental form at blaineparks.com or come to the Park and Recreation Office for details and rules. Copy of Driver’s License is required.

Recommended Geocaching Locations include:

geocaching guidelines in blaine Parks1. Caches must be registered at geocaching.com2. Unregistered caches will be removed by the City of

Blaine.3. Caches must have the name of the cache on the

exterior.4. Caches must not be buried.5. Caches must not contain items that are offensive,

dangerous, illegal, or perishable.6. The City of Blaine retains the right to remove, or have

removed, a cache it feels is in an inappropriate location or is causing undue impact on the natural habitat.

7. Caches must be at least 1/10 of a mile (528 feet) apart.8. Caches are not allowed in picnic areas, playground

areas, athletic complexes, and beach area.9. Caches must be at least 25 feet away from electrical

boxes.10. Geocaching may only occur during normal park hours

5:00am – 10:00pm.11. Geocaching is not allowed in environmentally sensitive

areas of park and open space areas, as determined by the City.

12. Geocaching is not permitted on private property when entered from a park or open space.

13. Accessing private property from public property for hiding or seeking caches is not allowed.

disc golf at lochness ParkDisc golf is a fun activity for participants of nearly all ages and abilities. Simply throw a disc toward a designated basket and like golf, count one point for each throw. Lowest score wins. Lochness Park’s disc golf course has three different tee boxes suitable for beginner, intermediate and advance players. Disc rental is available through the parks and recreation office. Call 763-785-6161 for more information. Play is on a first come, first serve basis.

This program is designed to help boost fitness activity in a fun and rewarding way. Enjoy the city’s beauti-ful trails, walking/biking paths and health and fitness classes while increasing your endurance, energy and improving overall health. bronZe fitness club - 100 fitness PointsComplete 100 Points in any combination during a four-month period and receive a Bronze Fitness Club T-shirt and certificate. You must keep a record of your distance and achievements on a personal log sheet. Upon completing 100 fitness points, bring the log sheet and $10 to the Recreation Department to receive your T-shirt and certificate.

silVer fitness club - 500 fitness PointsIf you want to keep going, aim for the Silver Fitness Club. The rules are the same, except 500 fitness points must be reached within a 12-month period. After reaching your goal, bring the log sheet and $22 to receive your Silver Fitness Club sweatshirt and certificate.

gold fitness club - 1,000 fitness Points

Are you ready for the ultimate challenge? Try for the Gold Fitness Club. The rules are the same as the Silver and Bronze clubs, except 1,000 points must be reached within an 18-month period. Upon reaching the goal, bring in your log sheet and $35 to receive your Gold Fitness Club certificate and jacket (jackets will be ordered bimonthly).

Family Fun Night

Join the Blaine Parks and Recreation Department for Family Fun Night, an evening dedicated entirely to families. Children can enjoy FREE kiddie carnival games, music, explore a police car and a fire truck at our vehicle fair. Concessions will be available! We will also have multiple inflatables and some will get you wet! And don’t forget to bring your camera. Event held at Aquatore Park.

Blaine Art & Music Fair

Join us for an afternoon full of outstanding music and a variety of fine art exhibited by members of the Blaine Arts Council. The day will start with the Caribbean sounds of Cyril Paul followed by the smooth sounds of local music group CODA. You will get a chance to meet the artists, develop relationships, and buy directly from them. Artists will be demonstrating their specialties and answering questions. Mark your calendars and plan to come and be a part of the fun at the Blaine Art and Music Fair. Free refreshments will be served throughout the afternoon. Located at Town Square Park next to City Hall.

8th Annual Teen Jam

Tired of playing in garages? Your band or musical group is invited to jam on the big stage as part of the Performance in the Park concert series at Aquatore Park.

At least one member of the band needs to be recently enrolled in a local high school; preference will be given to groups where all members are high school students. Groups need to fill out an application form and submit a CD, tape, DVD, or VHS tape by June 14. Download the application form from www.blaineparks.com or call 763-717-2723 for an application. Space is limited to three bands. Bands will be given approximately 30 minutes for their set. All teen groups are welcome.

Night to Unite brings neighbors together in the name of crime prevention and community. Last year Blaine celebrated Night to Unite in style, with 108 block parties gathering to improve crime prevention awareness and build neighborhood pride and unity. Registration will be available on the city website beginning in April, or registration packets can also be picked up at the Blaine Police Department at City Hall. Registration is free. Early registration is encouraged to ensure a visit from a public safety official, McGruff the Crime Dog or Sparky the Fire Dog. The City of Blaine will host the 6th Annual Blaine World Fest this fall at Town Square Park. This event will be a great opportunity for the city to recognize and share its growing cultural and ethnic diversity. The event has continued to grow in popularity since its inception. Last year more than 1200 people enjoyed the wide variety of ethnic dance, music, food and cultural arts. This year’s event once again promises to supply a wide array of entertainment and festivities for the whole family to enjoy. Bike Helmet Fitting& Sales Events

During the months of April and May the City of Blaine Safety Services Division will be distributing AND PROPERLY FITTING helmets for our community.

Bike helmets will be sold for $13 each and will be available in a variety of colors and sizes ranging from toddler to adult. All helmets are Bell® helmets and comply with U.S. CPSC Safety Standards. Bring the whole family; we will fit adults, too! Safety Services Specialists will also fit helmets you already own at no charge. No appointments necessary. While supplies last. Cash or check only! Safety Camp

Completed 3rd Grade ONLY

Blaine Safety Services and the Blaine Parks and Recreation Department are co-sponsoring an exciting program to teach kids, through a variety of fun activities, how to be safe in their daily lives. The 17th annual Blaine Safety Camp interactive safety and information sessions may include: fire safety, water safety, internet safety, first aid, personal safety, electrical safety, animal safety, head injury prevention, a police K9 demonstration and more. Safety Camp is held at SBM Fire Station 3, located at 11920 Ulysses Street NE, Blaine.

Fee includes lunches, snacks, t-shirt, adult leadership, fitted bike helmet, awards, and all activities. Fee assistance is available for Blaine residents who qualify.

Registration for Blaine residents opens April 1; remaining spots are available to anyone beginning on April 8. No online, fax or phone registrations will be accepted for Safety Camp. Registration is open by mail, in the night drop box outside City Hall, or in-person at the Parks and Recreation Department. Registrants MUST provide a report card from the current year to prove grade level. Max. 150.

Play-net blaine completed grades K to 5

Blast off on an out-of-this-world adventure to Play-Net Blaine. Our playground program is coming to a neighborhood park near you. The Cosmic FUN Van will be landing with our highly trained recreation crew, taking kids on a quest for the best summer on Earth. We have new weekly themes each week. If your child has not attended kindergarten, please sign up for Play-Net Blaine Junior shown below. No make-up dates for cancellation due to weather. Rainy day site for all parks is Happy Acres Park Building. Check blaineparks.com for up to the minute program information for inclement weather. This supervised and structured program focuses on fun, physical fitness, socialization, and exploring creativity by: offering active games and sport-related activities; encouraging kids to meet other kids in the neighborhood; and providing planned arts and crafts projects and drama activities. Max. 50 per park. Register by June 1. One session per child. Registration is open march 25 for Blaine residents only! Remaining spots are open to anyone beginning april 1.

Educational and recreational activities are designed to enrich and develop your child’s social, intellectual and physical growth. Your child will have a great time in this class. Each class will have an assistant, making the leader to child ratio even better. Children will participate in activities appropriate for their age level, like arts & crafts, story-time, nature study, safety, and creative movement. This class is designed for preschool

children; those who have attended kindergarten are not eligible to register even if they fall within the age range. Ages as of 9/1/13. Children must be toilet trained. This fun hands-on class offers everything students need to construct robots that can be programmed from a computer. New Class! Minecraft is the game phenomenon focused on creativity and building, allowing players to build environments out of textured cubes in a virtual 3D world. In our camp, students working in pairs, will be introduced to Minecraft on pc and in real life with our customized Legos, and finally film a stop motion movie using Minecraft-inspired Lego creations. Minecraft computer time will be limited to about 45 minutes a day. During this time, students will be following “recipes” and create virtual structures and machines. So GUITAR HERO and GARAGE BAND are exciting games for your child and are you wondering if your child is really serious about playing guitar? USTA Junior team tennis brings kids (ages 10 to 14) together in teams to play singles, doubles and mixed doubles against other teams. It promotes social skills and important values by fostering a spirit of cooperation and unity. Players practice once a week and have matches against players from Andover, Champlin and Maple Grove. Transportation to away matches will be provided. Practices and home matches are held at Roosevelt Middle School. Register by May 31. No practices or matches July 1-5, unless needed for makeups.

This program is designed to give a basic introduction to T-Ball. Parents help instruct their child on hitting, throwing, catching and running the bases. Join our fastest growing sport and relive your childhood days at the playground. Gather family, friends, or co-workers for some recreational competition. Entry fee includes one ball and umpires. The league is a cooperative between the cities of Fridley and Blaine. Games are held at Airport and Aquatore Parks. Teams play doubleheaders each week for a total of 16 games. Register by April 26.

adult kayak lessons

Have you ever wondered what it was like to kayak? We will meet for personal instruction at Wargo Nature Center, whose staff will be leading the class and helping you learn this relaxing low-impact form of exercise. No experience is necessary, kayaking is easy to learn and we welcome beginners as well as experienced kayakers! Kayakers will have the opportunity to take these stable boats out for a leisurely trip on George Watch Lake. All equipment is provided. This is an informal approach to organized competition using a ladder style format. The league will place players of similar skills together and also allow them to play opponents who are more skilled. Matches will be scheduled by the players at an agreed upon location and time. A weekly ladder will be sent to all of the players to keep them informed of what position they are in. Leagues for men and women will be offered. First, second and third place trophies will be awarded to each league. Register by May 3, although players can be added throughout the season. “seniors in Mind”Mn history center

The Hillgrove Ensemble, featuring Diane and Erik Pear-son, perform the songs of Civil War soldiers and the loved ones they left at home. The music and lyrics tell of bravery and homesickness, loss and love; themes as rel-evant and powerful today as they were in the 1860’s. A mix of song and storytelling brings alive the connections between popular songs and the people who sang them. The program is in conjunction with the History Center’s exhibit, “Minnesota and the Civil War.” Lunch on your own after the performance at the History Center’s - Cafe Minnesota. Register by April 30.

Valkommen! The American Swedish Institute is housed in the historic Turnblad mansion, the former home of wealthy publisher Swan J. Turnblad and his family. It is the only castle in the Twin Cities, and is on the National Register of Historic Places. This grand 33 room old house showcases beautiful stained glass, intricately carved wood, ornate ceilings and a unique collection of kakelugnar (Swedish porcelain tile stoves). The Swedish Immigrant Trunk presentation offers an opportunity to reminisce and handle century-old objects. The artifacts in the 1860’s Swedish immigrant trunk serve as an aid in learning about immigration and the importance of preserving the history and traditions of all cultures. Lunch at the Swedish Institute includes a sampling from the offerings available and prepared by the staff of their own Fika Café. Time has been allowed at the conclusion of the visit for a unique shopping experience at the Museum Shop. Register by May 20. We will start our day in vibrant Hudson with a back-stage tour of The Phipps Center for the Arts - a pre-mier performance and visual arts center. We will take in the Art Gallery that offers a glimpse of changing exhibits which may include oils, pastels, textiles, pot-tery or sculptures. We may be treated to a short or-gan demonstration on the mighty Wurlitzer Theater Pipe Organ. We’ll have lunch at a local restaurant in town before stepping into the unique and historic 1855 Octagon House. On the National Register of Historic Places, a tour of this distinctive eight-sided home, fur-nished with items from early St. Croix County settlers, will offer an authentic glimpse of what life was like during the Victorian era. The Carriage House and Gar-den House is also part of this tour. After the Octagon House a local guide will board the bus to share Hud-son’s architectural treasures and learn of the people who built and inhabited them. Register by July 9. JOSEPH was the first work of the widely acclaimed composer and lyricist team, Tim Rice and Andrew Lloyd Webber, creators of such musical blockbusters as Evita, Jesus Christ Superstar, and Cats. The work is a secular version of the powerful and beloved historical story of Joseph, favorite son of Jacob, who is given a splendid coat of many colors. His jealous brothers throw him in a pit, sell him to slave traders bound for Egypt, and trick Jacob into believing Joseph has been killed by wild animals. Through a series of ordained circumstances including his uncanny gift to interpret dreams, Joseph is eventually brought into the house of the great Pharoah, where he is elevated to ruler status. Through his dreams, Joseph leads the people of Egypt into a food store-housing plan to see them through a long and terrible famine, which eventually brings Joseph and his brothers face-to-face after a 25-year separation. Mary ann young senior center

The Mary Ann Young Senior Center is located by Aquatore Park just off Highway 65 and Cloverleaf Parkway. As a focal point for seniors, the Center’s staff and volunteers offer a dynamic variety of programs and social events throughout the year. The Center is open Monday through Friday, 8:30 am - 4:30 pm. The Senior Dining Program offers noon meals at a suggested donation of $3.50 for people age 60 and over, and a cost of $6.50 for those under age 60.

Please call two days in advance to register for the noon meal. Van Service is available for residents of Blaine to transport participants to and from the Senior Center for a cost of just $1.50 round trip. Stop by and visit the Center during scheduled hours, or call 763-786-9375 for further information.
