Opening Remarks

Jacques van der Meer Managerial Adviser at the European Investment Bank and CMI program leader on Innovation Capacities, Luxembourg Dr van der Meer is a Managerial Adviser at the European Investment Bank’s (EIB) Project Directorate, where he is in charge of the assessment of R&D and Innovation projects that are proposed for EIB-financing in industrial sectors (in particular automotive, steel, glass, fine chemicals and pharmaceuticals) as well as in the public sector research infrastructures (like Syncrotrons, Laser Installations and the European Extreme Large Telescope) and S&T-parks, in line with the Bank's support for Europe's Lisbon Strategy and the Horizon 2020 policy.

In 2010, Jacques was seconded to EIB's technical assistance unit JASPERS (Joint Assistance to Support Projects in European Regions), where he led a team of experts that provide technical assistance for project preparation in the Knowledge Economy (Education and Research Infrastructures, Science Parks, specialised healthcare, ICT and e-society projects). His interest in Intellectual Capital and R&D dates back from his Ph.D.-study (1987), which addressed the key issues for successful R&D-strategies in the semiconductor and pharmaceutical industries. Before joining the EIB in 1991, Jacques van der Meer lectured Strategic and Innovation Management at the Rotterdam School of Management of the Erasmus University and the Ecole Supérieure de Commerce in Lyon (nowadays EM de Lyon).

Maha Merezak Programme Specialist at Science Directorate, the Islamic Educational, Scientific and Cultural Organisation (ISESCO) Mrs Maha Merezak has a PhD in Economics and is the author of several papers on economic and social development. She works at ISESCO as a Programme Specialist on Human and Social Sciences. She is actively engaged in a number of bilateral and multilateral network issues of crucial importance to the member states of ISESCO, most notably employment and economic growth (micro and macro perspectives, dynamics, etc.). She has contributed to the preparation and follow up of the elaboration of the report” transforming Arab Economies: Travelling

the Knowledge and Innovation Road” by the CMI World Bank, World Bank, and ISESCO. Her fields of expertise cover (i) scientific innovation (barriers to innovation in the MENA region) and governance of science parks, job-training adequacy, coaching young companies, human and economic barriers to development in the MENA region (lack of creativity, marginalized graduate people, women economic empowerment and gender equity), and (2) micro-finance and human development.

Fouad Mrad Executive director of UN-ESCWA Technology Center, Jordan Dr. Fouad Mrad joined the United Nations in December 2009 and is currently the executive director of ESCWA regional center for technology in Amman, Jordan. Dr. Fouad leads the regional support center for the consecration of science, technology, and innovation in social and economic development. He received his Ph.D. and Masters degree in electrical engineering from the Purdue University, West Lafayette, Indiana, and a BSc in electrical and computer engineering from State University of New York, Buffalo. Dr. Mrad was a professor of electrical and computer engineering at the

American University of Beirut from 1993 to 2009. Prior to his academic post in Beirut, he worked for IBM in the division of magnetic storage in Rochester, Minnesota, USA from1990 to 1993. Dr. Mrad consulted in technological innovation for several local and international organizations, including the TV program "Stars of Science", sponsored by the Qatar Foundation, the Industrial Research Institute in Lebanon, the Euro-Lebanese Center for Industrial Modernization, Indevco., the Lebanese Minister of Industry, Modern Electronic Industries Co, and the National Council for Scientific Research in Lebanon. He authored several publications on various specialized fields in professional journals and contributed to international conferences on manufacturing, industrial equipment and robotics. He co-authored the book "Applied Mechatronics" with Oxford University Press, New York

Volkan Atalay Vice President of Middle East Technical University, Turkey Prof. Dr. Volkan Atalay has been serving as the Vice President at Middle East Technical University (METU-ODTÜ), Ankara, Turkey and the Head of Board of Directors at ODTÜ Teknokent since August 2010. Prof. Atalay is a faculty member at the Department of Computer Engineering, METU. After obtaining BSc and MSc degrees from METU, Prof. Atalay earned PhD degree from University of Paris in 1993. He worked as an Associate Professor at Virginia Tech, Virginia, USA during the whole year of 2004. Prof. Atalay was awarded Mustafa Parlar Research Achievement Award in 2005. He is currently serving

as a member of: Arcelik Research and Development Advisory Board; Turkish Aerospace Industries Technology Advisory Board; Board of Directors, Small and Medium Enterprises Development Organization and METU Joint Technology Development Center.

Ufuk Batum Vice President of ODTU Teknokent, Turkey Ufuk Batum (Ankara, 1967) is an educator, a mentor, a consultant, a columnist, senior member of various management teams, a key-note speaker, and an NGO leader. He received his B.Sc. degree in mechanical engineering from Bosphorus University in Istanbul and his graduate studies in business and management in Clemson University, USA. Besides his academic career, he has been working for the last 25 years both in the private sector and public sector institutions in various countries, namely in the USA, France, Italy, Turkey, Pakistan, Iran, Egypt, Azerbaijan. He has served in various industries such as

aviation, education, trade, telecommunications, and technology, in positions ranging from director to CEO and founder. Mr Batum has written many articles and columns for national newspapers and magazines and is the author of four books. He delivers seminars, speeches and training programs in order to support young entrepreneurs and develop institutional capacity. He is also a well-known mentor for technology based start-ups helping them to commercialize and internationalize their products and services portfolio. In addition, he advises several national and international institutions, such as TI, NATO, TIM, TUBITAK and chambers of commerce and industry. He currently teaches an Entrepreneurship courses at the Middle East Technical University (METU) in Ankara and acts as the Vice President of the Science and Technology Park of the university (METUTECH). Day I Session 1

Turgut Şenol General Manager of Teknopark İstanbul, Turkey Turgut ŞENOL received his B.A. degree in international relations from the Faculty of Political Sciences of the University of Ankara. He is also a graduate of the NATO Defence College in Rome and French Armament Studies Centre/CHEAR in Paris. Mr Şenol worked for the Dutch Embassy in Ankara between 1983 and 1987. He then joined the Ministry of National Defence and served as the Minister's “Deputy Political Advisor” and “Political Advisor” and Director of Foreign Relations at the Under-secretariat for Defence Industries (SSM) between 1987 -1998. He held the position of

Business Development and Marketing Director and Deputy General Manager at HAVELSAN between 1998 -2002 and served as the General Manager of Aydin Yazılım (AYESAS) between 2002 -2005. Mr Turgut Şenol joined Bilkent Group in December 2005 and served as the founding CEO and Member of the Board of Meteksan Defence Inc., Meteksan Underwater Acoustics Inc. and Meteksan Space Inc. till 2010. He was appointed as the member of BoD and auditing board member of various defence industry and ITC companies, public and private organisations and delivered lectures at various universities on defence policy, defence industry and international politics. Mr. Turgut Şenol currently serves as the founding General Manager of Teknopark Istanbul Inc. since 2010, an investment by the Undersecretariat for Defense Industries and the Chamber of Commerce of Istanbul.

Necip Özbey President of DEPARK, Turkey Necip Özbey graduated from Industrial Engineering Department of Middle East Technical Üniversity (and after, completed Executive MBA programme at Akdeniz University). In 1977-78 he worked as an Industrial Engineer in ÇİMSA Cement Factory, in Mersin. In 1980-82 he worked as Project Supervisor in VIKING Pulp & Paper Company, in İzmir. In 1982-92 he worked as Sales Manager, Customer Support Manager and General Manager of the software house of the BİM IT Group, in İzmir. In 1993-2000 he established apparel manufacturing company ERA, in İzmir which produce knitted apparel and export. In 2001-2004 he served as

rectorate Advisor for TQM in Akdeniz University, Antalya. In 2004 he has founded the Management Company of Antalya Technopark and has been the General Manager till 2008. During 2009-2013 Özbey served as Ostim Center Director of ODTÜ Teknokent in Ostim Organized Industrial Region, bridging the collaboration between ODTÜ Teknokent and Ostim R&D firms and representing ODTU Teknokent in Ostim’s Clusters. Currently, he is the General Manager of Depark, the Management Company of Dokuz Eylül Technopark and Director of Detto, Dokuz Eylül Technology Transfer Office in İzmir.

Luis Sanz Director General of the International Association of Science Parks Luis Sanz (Spain, 1952) is Director General of the International Association of Science Parks and Areas of Innovation since 1996, and member of its Executive Board. A trained sociologist, he is an expert consultant and senior adviser to different Science Parks worldwide and chief co-ordinator of over 30 international conferences on Science and Technology Parks, regional development and innovation policies. He is author of numerous papers, books, articles and presentations

on this topic and has participated as invited speaker in over 95 international conferences and seminars all over the world. Formerly he was the co-director of Valencia Technology Park (Spain) which he founded in 1987 and as positions of trust he has been Vice-President of the Spanish Association of Science Parks and President of the European Division of the IASP. Luis Sanz is also the head co-ordinator of the World Alliance for innovation (WAINOVA).

Sinan Tandoğan Head of Strategic Programs, Technology and Innovation Funding Directorate at TUBITAK, Turkey Sinan Tandogan is the Head of Strategic Programs in the Scientific and Technological Research Council of Turkey, TUBITAK. He works as the Program manager of TUBITAK’s 1512 Entrepreneurship and 1601 Innovation Capacity Building Support Programs. He is responsible for developing new support programs on research commercialization, SME mentoring, financing innovation and entrepreneurship training. He has management responsibilities in various EU ERANET projects including M.ERA-NET, Transport, LEADERA and Eco-Innovera.

Dr. Tandogan holds BS and MS in Electronic Engineering and PhD in Science and Technology Policy Studies. His current research fields are innovation economics, impact assessment methodologies and evaluation of public policies. He also teaches graduate courses on public R&D policies and evaluation methods in Middle East technical University in Ankara.

Erkan Duysal Chief Innovation Officer of Arçelik Inc., Turkey Erkan Duysal is the chief innovation officer of Arçelik, part of Koç Group companies, one of Europe’s largest household appliances and consumer electronics company. Erkan leads a global team delivering broad range of innovative, cutting edge products that enhance consumers’ life through smart technologies. Formerly, Erkan lead product development teams at STMicroelectronics and Dolby Laboratories at San Francisco. Erkan got his BS in EE from Bogazici University and MSEE from University of Miami.

Devrim Ziya Tavil Director of SME Banking Marketing at Türk Ekonomi Bankası, Turkey Devrim Ziya Tavil was born in 1972, Turkey. He attended college at Middle East Technical University, Department of International Relations. He started his career as Auditor at Pamukbank in 1996. After actively involved in many projects both at branches and head office, he was promoted to Deputy Head of Audit in 2001 and has executed administrative functions for 3 years. He has been the Vice President of Retail Banking Department at Pamukbank, until he started working for Turk Ekonomi Bankasi (TEB), a BNP Paribas Joint Venture in 2005. He had led the

establishment of SME Banking and had worked as Marketing &Sales Director. He works as TEB SME Banking Marketing Department Director and Small Business &Agriculture Banking Sales Director since 2012. TEB SME Banking Group has been announced as one of the top 3 SME Banks in the World by IFC (International Finance Corporation) and won many awards with SME Banking strategies, products and services under his leadership. Mr Tavil attends international SME Banking Conferences as speaker and he also consults some countries in order to build SME Banking on behalf of IFC.

Tolga Özbolat Collaboration & Operation on Technology and Technology Transfer Office Director at ODTU Teknokent Tolga Özbolat holds B.S degree in Metallurgical and Materials Engineering Department from Middle East Technical University. He has worked in various sectors as a project and product engineer. Currently, he is the director of Collaboration & Operation on Technology and Technology Transfer Office at ODTU Teknokent where he is developing programs and projects to facilitate collaboration between university and the enterprises located within ODTÜ Teknokent. Betweem 1998 and 2002, he has worked as Ankara Production

Engineer and Project Engineer at Barış Elektrik Endüstrisi A.Ş. In 2002-2004 he has worked as Factory Manager at OSKO Alüminyum Ltd.Şti. In 2004, he became the Ankara Manager of Master Danişmanlik, Mümessillik ve Ticaret A.Ş where he was responsible from management of the company and all consulting services to domestic and international companies. In 2009 he served as Market Research Expert at WYG Consulting.

Tayfun Akın Director of METU-MEMS Center, Founder and Board Member of MicroSense Inc. and Founder and CEO of Micro-Tasarım Inc., Turkey Prof. Dr. Tayfun Akin received B.S. degree in electrical eng with high honors from METU in 1987 and went to USA in 1987 for his graduate studies with a graduate fellowship provided by NATO Science Scholarship Program through TUBITAK. He received M.S. and Ph.D. degrees in 1989 and 1994 in electrical eng., both from The University of Michigan, Ann Arbor. He became Asst. Prof. in 1995, Assoc. Prof. in 1998, and Prof. in 2004 in METU Electrical and Electronics Eng. Dept. Mr Akin is the Chair of METU Micro and Nanotechnology Graduate Program. He is also the Director of METU-MEMS Center which has a

1300 m2 clean room area for MEMS processing. He raised and managed over 65M USD funding for several national and international projects, including FP6, FP7, NATO SfS, and NSF-USA projects. He was the co-chair of 19th IEEE MEMS Conf. held in Istanbul in 2006. Mr akin has a total of 160 international journal and conference publications, and is the co-founder and CEO of two start-up companies, namely Mikrosens and Mikro-Tasarim.

Furkan Gül Supervisor at Ozyegin University Startup Factory, Turkey Furkan Gul is a Program Supervisor at Fit Startup Factory. He is responsible for monitoring the performance and progress of portfolio of startups that are accepted to accelerator program. In addition he is involved in technology transfer and commercialization activities at Ozyegin University. He has valuable expertise and experience in several sectors such as telecommunications, IT, e-commerce, pharmaceutical, health, technological R&D and finance. He also has an extensive academic background in different disciplines such as engineering, finance, economics, ICT law, management and entrepreneurship.

Furkan received his B.Sc. from Worcester Polytechnic Institute (WPI) in Electrical and Computer Engineering. He also studied Management and Entrepreneurship at the same university. Furkan also has a M.Sc. degree in Financial Economics and Quantitative Finance from Istanbul Bilgi University and a M.A. in ICT Law again from Istanbul Bilgi University. Furkan is currently a PhD candidate in finance at Ozyegin University.

Erkan Erdil Professor at METU TEKPOL - Science and Technology Policy Studies Program of METU, Turkey Erkan Erdil received his bachelor degree in Political Science and Public Administration and Master Degree in Economics from METU. He continued his Ph.D. Studies in Economics in Maastricht University with the Nuffic Scholarship and received his Ph.D. degree in 2001. He has got another Ph. D. Degree from METU economics Department in 2004. He was granted with the title of associate professor in 2005. Mr Erdil has been the member of METU, Department of Economics since 1992, and was the vice-chairman of Department of Economics for three years. He has served as chairman of Science and Technology

Policies Research Center (METU-TEKPOL) and Science and Technology Policy Studies Department during 2002-2014. He teaches Mathematical Statistics, Econometrics, Microeconomics, Technology and Industrial Strategy. His areas of interest are Technology Economics, Labor Economics, Health Economics, and Applied Econometrics. He is also national expert 7th Framework Programme, Research Potential and Regions of Knowledge.

Adil Oran Director at METU GİMER – Entrepreneurship Research Center of METU, Turkey Adil Oran received his B.Sc. in Economics degree from METU, his M.Sc. and Ph.D. in Finance from Texas Tech University. His research interests include Entrepreneurship, Agency Theory, Asymmetric Information, International and Domestic Stock Markets, and Event Study Methodology. He teaches Entrepreneurship, Finance and Financial Accounting courses at the Department of Business Administration-METU.

Dr. Oran has been appointed as the director of the GIMER Entrepreneurship Center at METU in March 2012.

Çağrı Yüzbaşıoğlu R&D Director of ISSD, Turkey Cagri Yuzbasioglu has completed his BS in the Electrical and Electronics Engineering department of Middle East Technical University at 2002 and his MS from the same department of Bilkent University at 2004. He has worked for HAVELSAN A.Ş., IBM and GRUNDIG Electronics respectively. He is currently working for ISSD where he is the R&D Director.

Melih Gezer Corporate Affairs Manager at Intel Turkey Melih Gezer is an information technology professional with over 25 years of experience in the high-tech industry and is the Intel® Turkey Corporate Affairs Manager. He is responsible for developing strategies, implementing and managing programs on Intel Turkey’s involvement in K12 / higher education, research and public policy issues with government organizations, universities and NGOs. Melih joined Intel in 2006 as Country Education Manager and assumed

responsibility in his current role in 2007. Prior to Intel, he worked in Turkey and Holland in the IT industry in various roles. Melih holds a BS Degree in Computer Engineering and a MBA degree.

Necla Haliloğlu KOSGEB Entrepreneurship Development Director, Turkey Ms Haliloglu graduated from the Middle East Technical University in 1980. She has been working for the Small and Medium Enterprises Development Administration of Turkey (KOSGEB) since its establishment in 1990. Between 1980 and 1990 she worked as a chemical engineer at a national training organization. She is now responsible for the development and implementation of support models and projects in the fields of entrepreneurship training, start-up consulting, incubators, start-up capital etc.

She is a Managing Board Member of the South East Europe Entrepreneurial Learning Centre (SEECEL) based in Croatia, a member of EC WES (Women Entrepreneurs) Platform and the Single Point of Contact (SPOC) of Turkey for the European Enterprise Awards. Ms haliloglu is the co-author of the book “How Can You Become an Entrepreneur?, 2009”, (reprinted in 2011 and 2013). Session 5

Emin Okutan Founder of Viveka Incubation Center, Turkey Emin Okutan is the founder of Viveka Incubation Center one of the earliest private incubation centres based in Ankara. He is also the founder board member of Technology Entrepreneurship Association in Turkey. He is laser focused on early stage startups. With Viveka he has partnered with TOBB-ETU to run their GARAJ incubation program and Startup Weekend to hold development marathons all around Turkey. Currently he is focused on building an educational platform for entrepreneurs.

Elif Buğdaycıoğlu Program Manager of ODTU Teknoekent Animation Technologies and Game Development Center - ATOM, Turkey Ms Buğdaycıoğlu is a game designer, project manager and storyteller. After five years of working in several companies, Elif founded her first start-up, Tersane Tasarim, in 2004. She then founded her second start-up, Zibumi Games, in 2007. As Zibumi, they succeeded as one of the first groups to be accepted in Animation Technologies and Game Development Center (ATOM) in 2008. She developed local and international games with her partners, with over 25 million gamers worldwide on PC and mobile.

Ms Buğdaycıoğlu was selected among the Top 25 business women in 2012, accompanied by Zibumi being selected as one of the ten successful start-ups in Turkey in the same year. As a person who values game development at most, she worked with other developers and supported studies on market awareness and communication. She became the program manager of ATOM in 2013, and she has been representing Turkish game developers and studios, while improving the game industry network since.

Adnan Şahsüvar Co-founder of Girişim Eğitim ve Danışmanlık Merkezi Adnan Şahsüvar graduated from Middle East Technical University, department of Civil Engineering in 1990. Since 1998, Adnan Şahsüvar has worked in entrepreneurship and business start-up services and mainly involved in business development with Girisim Training and Consultancy Center which he is the co-founder. Adnan Şahsüvar especially concentrated on business development methods which are suitable to our

country and implementation of these methods to SMEs. On the other hand, he is doing strategic planning and management practices in companies. In this context, particularly in SMEs restructuring services, which are convenient to the strategic developments are provided. Adnan Şahsüvar practised a lot of projects in different scales, sectors, areas in the field of SME’s. He is also one of the consultants of corporations like TTGV, etc. which supports SME’s. Adnan Şahsüvar is taking part as a trainer in TEB SME Academy Corporate Development Program and TEB SME Consultants Training Program which are prepared and administered by Girisim Training and Consultancy Center.

Taylan Özgür Demirkaya Coordinator of Embryonix Accelerator Center and Lecturer, İzmir University of Economics, Turkey Taylan Demirkaya completed his high school education from TED Ankara College in 1994. He then had his Business Administration undergraduate degree from Bilkent University in 1999. He has completed his MBA degree on finance from Başkent University in 2002 and he is doing his PHD on finance in Eylül University. Taylan has been a founder for two IT companies in Ankara after his graduation from Bilkent University. In 2003 he moved to İzmir as a research assistant in İzmir University of economics. In 2010 he became

the director of Embryonix which is an incubator center for entrepreneurs. He had successfully helped 3 projects to become million dollar companies. Taylan has published two books as a co-author on entrepreneurship and is a host professional in internet media TV program which is broadcasted every Tuesday on Yeni Asır TV. He is also a professional blogger and a social media expert.

Cem Soysal General Manager of Inventram Inc., Turkey Graduated from Kadıköy Anadolu High School, Soysal received his BS degree in Civil engineering at Istanbul Technical University, MS degree in Computer Science at Pace University and completed a Marketing Management Program at Columbia University, USA. He started his Professional life as an Engineer in 1987 and since 1992 worked as an IT Director in hi-quality fabric industry in the USA. He joined İstanbul Stock Exchange as IT Systems Group Manager in 1994. Between 1997 and 2002, he worked as General Manager of Vestelnet Inc., subsidiary of Zorlu Holding, which he turned into the

country’s second largest ISP, generating an annual revenue of $74 Million. From 2003 to 2005 he was appointed as Group President of Desing and Production Companies at Teknoloji Holding. Following that, he became the Group President of Doğan Online Companies at Doğan Holding. Between 2007 and 2009, he worked as the Country Manager of Fujitsu Siemens Computers Turkey, achieving an annual revenue of $112 Million. Soysal has been the General Manager of Inventram Inc. Since 2010, an early stage investment company of Koç Holding. He is the Board Member of Turkey Science Centers Foundation and member of Galata Business Angels, METUTECH Business Angels, GYİAD, GM Club, Futurists Association and Fındıklı Rotary Club. He received “Top Young Platinum Managers of Turkey” Award in 2000. Soysal is a Licensed Business Angel, granted by Republic of Turkey Prime Ministry, Undersecretariat of Treasury. Soysal was born in 1964, in İskenderun. He is married with one child.

Cengiz Yılmaz Professor, Department of Business Administration at METU, Turkey Cengiz Yılmaz, Ph.D., is a professor of marketing and department chair at the Business Administration Department of Middle East Technical University. He obtained his Ph.D. in marketing from Texas Tech University in 1999. His research interests focus on distribution channels and relationship marketing, emerging technologies and their impacts on marketing applications, and strategic issues concerning intra- and interfirm aspects in marketing systems and their links with business performance. He is the author of “The Rabbit and the Tortoise: An Analysis of Competition” and one of the co-authors of “Mobile Marketing: Fundamentals and Strategy.” His research has

been published in several scholarly journals including Journal of the Academy of Marketing Science, European Journal of Marketing, Journal of Business Research, Industrial Marketing Management, Journal of World Business, International Small Business Journal, and Journal of Business and Industrial Marketing. He also engages in close relationships with the business world providing data-based consulting services, particularly in high-tech industries.

Fazilet Vardar Sukan Director at EBILTEM Technology Transfer Office, Turkey Fazilet Vardar Sukan is the founding head of the Department of Bioengineering at Ege University, Izmir Turkey. She is a Chemical Engineer with Ph.D. degree in biochemical engineering from University College London, UK. She has been involved in sixteen EU supported projects and numerous national projects. She has over 30 years of teaching and research experience, nearly 120 publications in bioprocess engineering and is the holder of TUBITAK Incentive Award (1989). Ms Sukan is also the Director of Ege University Technology Transfer

Office (EBILTEM-TTO),which has a proven track record of working with government, industry and academia taking part in industrial partnerships, ranging from collaborative R&D, licensing and contracted research to creating start-up companies. Prof. Vardar is the Coordinator for the Enterprise Europe Network Project EBIC-Ege and has acted as the Coordinator for two European Patent Office supported projects “Increasing the IPR Awareness in Turkish Universities” and “Pilot Project for Re-structuring Pat-Lib Centres”.

I worked as a research assistant in the Middle East Technical University from 2003 to 2007 and switched to the private sector. As a statistical expert, I provided statistical quality

trainings as well as statistical quality consultancy to many reputable Turkish companies. I also managed sales operations of academic and technical software products in the same company. Having joined Ankara Development Agency in 2010, I started working on regional development by means of science, innovation and technology. Ahmed Ellaithy Director of the Technology Transfer Office at the American University of Cairo Ahmed Ellaithy is founding director of the American University in Cairo’s (AUC) Technology Transfer Office, where he manages the commercialization of invention and implementation of IP processes for the university community. In addition to facilitating efforts to spin out university technologies, Ellaithy negotiates IP licensing deals on behalf of the university and raises awareness on campus among graduate students and faculty about technology transfer and relevant IP matters to help maximize the positive impact of their research for public good. Most recently, Ellaithy served on several ministerial committees to expand technology transfer initiatives at universities

and research centers in Egypt. Ahmed came to Cairo after five years in Dubai and the UK, working on design and product development for AlanDick Middle East in the energy, broadcast, telecommunications and defense space. He is also actively engaged with the start-up community in the region and served as a mentor for a number of local accelerators and organizations and a panel judge for several major national & regional competitions including NYUAD’s Hackathon, Google Ebda2 and Goldman Sachs 10,000 women.

Hanan El Hadary is the Chairperson of the Industrial Council for Technology and Innovation at the Ministry of Trade, Industry and Investment from 2011 up till now. The mission of the Council is to drive the process of converting the technological advances & innovations in manufacturing high value-added products while adding to the national income & boosting job offerings. The Council consists of 13 technology centers covering different industrial sectors. Eng. Hanan was the director of Egypt National Cleaner Production Center (ENCPC) since July

2005 till 2011. The ENCPC is supported by the Ministry of Trade, Industry and Investment and the United Nations Industrial Development Organization (UNIDO). Eng. El-Hadary has long standing experience in the field of environmental protection and Cleaner Production and worked for the Egyptian Environmental Affairs Agency since August 1999 till June 2005 occupying different posts; Project Manager of Egyptian Pollution Abatement Project, Director of the Industrial Unit, and the National Focal Point for the Regional Activity Centre for Cleaner Production (RAC/CP) MAP. Yasser Dessouky Head of Technology Innovation and Commercialization Office at the Arab Academy for Science and Technology and Maritime Transport (AASTMT) Professor Yasser Gaber Abdel-Razek Dessouky has graduated from Alexandria University in 1991. He got his PhD from Heriot Watt University, UK in 1998. He is a professor in the Department of Electrical and Control Engineering of the Arab Academy for Science, Technology and Maritime Transport (AASTMT) since 2006. Currently, he is the Director of Scientific Research and Innovation and the Dean of the Scientific Research Affairs for Engineering Science and Technology in the AASTMT.

He is a member of many national and international societies such as: the World Renewable Energy Network (WREN) UK, the DeserTech University Network (DUN) Hamburg Germany, the Reseau Mediterraneen des Ecoles d’Ingenieurs (RMEI) France and the Research, Development and Innovation Network, RDIN, Ministry of Scientific Research. Basem Mohd Al-Abdullah Manager of the Agricultural Business Incubator at the University of Jordan, Jordan Prof.Dr. Basem Al-Abdullah is a Professor of Food Science. He completed his first degree in Nutrition and Food Technology at the University of Jordan (UJ) and graduated in 1980. He started his work at the Department of Nutrition and Food Technology at the University of Jordan in 1983 as a supervisor of a pilot Food Plant. In 1986 he was appointed for a scholarship from the United Nations University to study Master of "Food Quality Control "at the University of Reading/UK. Then he returned back to UJ in 1987 as a research and teaching assistant until 1990 as he was given a scholarship from the Italian government to obtain a Ph.D. degree in meat science at the university of Bologna.

He graduated in 1994 and again he has joined the UJ as an Assistant Professor, then he was promoted until he became a professor in 2004. In addition to his academic work and activities, he was nominated as a manager of the Agricultural Business Incubator at the UJ in 2012. He is a member of many scientific, technical, and academic committees inside and outside the university. In addition he is doing consultations for the meat industry in Jordan. Mr Al-Abdullah was the first Food Safety Lead Auditor in Jordan in 1998. Lebanon

Hani Mawlawi Director of Lebanon Science and Technology Park (LSTP), Lebanon Hani Mawlawi has a Bachelor of Science in Computer Science from the American University of Beirut and a master degree in Computer Science from Boston University. He has over 17 years of experience in software development/project and program management in various industries including air travel, telecom, e-Government, education and entrepreneurship. His professional experience was obtained while working in companies of various sizes (startup, medium-sized and large) in various locations including North America and the Middle East.

He worked for nine years in the Air Travel industry in Canada (1998 - 2006) before moving back to Lebanon where he took a challenging position to manage a startup telecom software company MobiNetS in his home city Tripoli. During his time at MobiNetS, he led the company growth from 4 employees to 25 employees within two years and played a key role in overcoming challenges faced by startup companies. In 2010, Hani took another challenging position as Senior Systems Implementation Manager at Abu Dhabi Systems and Information Center, where he managed various eGovernment projects and programs including Abu Dhabi Portal eServices program. Mr mawlawi took on a number of assignments and consulted for a number of educational institutions; he played a leading role in improving and executing adopted policies and procedures, refining and executing the schools strategic action plan and the overall business plans for all units. Currently, Mr Mawlawi is the director of the recently established Lebanon Science and Technology Park (LSTP), where he oversees whatever it takes to successfully launch and coordinate all the support programs offered by LSTP to researchers, entrepreneurs and potential park tenants.

Libya

Mohamed Ahmed Alaswad Science, Technology & Innovation policies advisor for the Libyan government, Libya Mr Alaswad (Gherian, 1957) is currently an advisor for the Libyan government in Science, technology & innovation policies. In the past he worked in a variety of roles including in the Libyan public sector in the field of energy, industry, and technical & vocational education. Mr Alaswad was deputy minister for Education and Scientific research and a Libyan ambassador to UNESCO. Besides, he is the founder of the Libyan Incubator for technology & innovation and the national Libyan SME’s program.

Mr Alaswad holds an Industrial Engineering degree from the University of Tripoli (1981), and has undertaken during the last four years a number of executive education programs in the field of Science, Technology, and Innovation strategies & policies (MIT Executive Education Program, Harvard Kennedy School Executive Education Program, Twente University, Manchester and IMD). He is member of several national committees including for the Libyan innovation initiative, the national strategy for science, technology & innovation, the SME’s national strategy, the Libyan Science park, and the Libyan vision 2030 policies planning committee.

Abdelaziz Benjouad Vice-president in charge of R&D at Université Internationale de Rabat (IUR), Morocco Dr Benjouad is the Vice President for Research and development at the International University of Rabat since 2013 and manager of the Tech Center of the University. He is Doctor ès Sciences from University Mohammed V-Agdal, and a university professor with 25 years of experience in research, valorisation and research training. From 2011 to 2013 he managed the National Centre for Scientific and Technical Research (CNRST) as well as its IP and scientific department (2009-2013). He was director of the research laboratory and the doctoral training

at the University Mohammed V-Agdal (2000-2009) and coordinator of the Committee for Scientific Research and Cooperation within the board of the institution. Mohamed Ghassane Bouhia Managing Director at the Casanearshore park, Morocco Mohamed Ghassane Bouhia is an electrical engineer from Montana State University and holds a master's degree in economics and international relations from Johns Hopkins University and an MBA from Ecole des Ponts et Chaussées of Paris. He has more than 12 years of experience in the construction and management of residential and industrial real estate projects. He was head of operations of a construction company for 10 years during which he managed different types of real estate projects. In 2012, he joined the CDG group (Caisse de Dépôts et de Gestion)

as head of Atlantic Park Free Zone, a free trade zone dedicated to the automotive industry, before being appointed director of Casanearshore park in March 2013, one of the biggest offshoring projects in Morocco.

Abdelhakim Zirizir Managing Director at the Technopolis Rabat, Morocco Mr Zirizir spent over ten years in the banking sector and three years in the management of tourism-residential sites within ONA Group before its merger with Societe Nationale d'Investissement. Since 2008, he is the Director of business parks Offshoring in Morocco: First in Casanearshore Park and now in Rabat Technopolis. Established in October 2008, Technopolis Park is the materialization of the new vocation of Rabat in the technology sector. Developed over an area of 107 ha at the entrance of the Moroccan capital, Technopolis now has forty companies in the areas of offshoring and the tech

Ilyas Azzioui Manager at CNRST Incubator, Morocco Mr Ilyas Azzioui has an engineer diploma in agronomy, a Master degree in management and a Msc on Innovation Management and Entrepreneurship from Manchester Business School. He is currently managing CNRST’s Incubator in addition to European projects supporting cooperation between Morocco and EU in the fields of STI and FINCOME program to promote the contribution of highly skilled Moroccan Diaspora to the development of Morocco. Sahar Chamaa Dean of Pharmaceutical Science Faculty in Alrasheed University, Syria Prof. Chamaa has a Ph.D in clinical biochemistry from Nancy University, France. She is one of the early founders of the Arab International University, a pioneer Syrian scientist and professional women. She has long and leading experience in the Research and Developments in Syria and more than 20 years of merging academic research with actual diagnostic cases. Nejib Abida CEO of Sfax Technopole, Tunisia Mr. Nejib Abida is a Chef Executive Officer of Sfax Technopark since September 2011. He is an engineer in computer science from Technical University of Budapest, with an MBA, Master of Business Administration from Maryland University, USA. Mr Abida is an expert in the management of science park and delivered many training courses related to the management of science parks and incubators. He is actually on the board directors of IASP; He is also secretary general of the Tunisian Technopark Association and vice president of IEEE, Sfax division. He started his carrier as a

research engineer in Tunis from 1986 until 2002 when he joined elgazala technopark as a manager of communication and international cooperation from 2002 to 2011. Noureddine Bouzouaya CEO of BiotechPole Sidi Thabet, Tunisia Prof. Bouzouaya (1952, Tunis) is a Doctor in medicine (1976) specialized in Internal Medicine-Infectious Diseases and Microbiology (1983). He was a professor in the same specialty (1997). Since 1984 he has held several functions including teaching positions at the Faculty of Medicine of Tunis, head of the Department of Infectious Diseases at the University Hospital of Monastir, and member or president of several technical committees and commissions. In October 2002 he was appointed Director of the Higher School of Health Sciences and Techniques of Monastir before being appointed in June 2005 as General Director of Health, a position he held until his appointment in March 2008 as C.E.O of

BiotechPole Sidi Thabet. Author of numerous monographs, scientific publications in national and international magazines and other national reports in the fields of antibiotics and infectious and communicable diseases, Mr Bouzouaya is a member of the Laboratory for Research on the resistance to antibiotics. Abdelwahed GHORBEL President of the Association of Borj-Cedria Technopark Prof. Abdelwahed Ghorbel is the President of the Association of Borj-Cedria Technopark. He was a Professor in Plant Biotechnology at the National Institute of Scientific and Technical Research in Tunisia between 1986 and 2005 and was then nominated as Director General of the Centre of Biotechnology at the technoparc of Borj-Cedria between 2005 and 2011. Prof. Ghorbel obtained a state Doctorate in Experimental Sciences (1985) from Rouen University prior to joining the Borj-Cedria Technopark. He is member of various administration boards and

committees such as the National committee for Agricultural Research Decennial Evaluation (1999-2009). Between 2000 and 2010 he was nominated as Vice-President of the Tunisian Association of Biotechnology and General Secretary of the Association for the Preservation of Kerkena environment. Gökhan Çelebi Incubation Center Coordinator at Teknopark Istanbul Abidin Gökhan Çelebi is a Turkish mathematician, technology evangelist and entrepreneur. Jacques van der Meer Managerial Adviser at the European Investment Bank and CMI program leader on Innovation Capacities, Luxembourg Dr van der Meer is a Managerial Adviser at the European Investment Bank’s (EIB) Project Directorate, where he is in charge of the assessment of R&D and Innovation projects that are proposed for EIB-financing in industrial sectors (in particular automotive, steel, glass, fine chemicals and pharmaceuticals) as well as in the public sector research infrastructures (like Syncrotrons, Laser Installations and the European Extreme Large Telescope) and S&T-parks, in line with the Bank's support for Europe's Lisbon Strategy and the Horizon 2020 policy.

In 2010, Jacques was seconded to EIB's technical assistance unit JASPERS (Joint Assistance to Support Projects in European Regions), where he led a team of experts that provide technical assistance for project preparation in the Knowledge Economy (Education and Research Infrastructures, Science Parks, specialised healthcare, ICT and e-society projects). His interest in Intellectual Capital and R&D dates back from his Ph.D.-study (1987), which addressed the key issues for successful R&D-strategies in the semiconductor and pharmaceutical industries. Before joining the EIB in 1991, Jacques van der Meer lectured Strategic and Innovation Management at the Rotterdam School of Management of the Erasmus University and the Ecole Supérieure de Commerce in Lyon (nowadays EM de Lyon).

Jihane Hakimi Consultant at the European Investment Bank, Luxembourg Jihane is currently a consultant working on the CMI Innovation Capacities program led by the European Investment Bank (EIB). She holds an MA in Development Economics from the University of Westminster (2011) and a BA in Political Sciences from Al-Akhawayn University in Ifrane (2008). Prior to joining the Bank, Jihane worked in a non-profit grassroots incubator that offers co-working space and community-based support for entrepreneurs and social entrepreneurs; she co-managed the start-up phase and contributed to its business plan and revenue model. Rakesh Bhana Impact Investment Officer at the European Investment Bank, Luxembourg Rakesh Bhana is part of the Municipal and Regional Unit of the Advisory Services Department at the European Investment Bank. He is British though has lived away from the UK for about the last 10 years. He has focused his career on the development and financing of projects with high socio-economic impact. At the EIB, this has included supporting the development of lending operations as well as developing and implementing advisory mandates. In particular, the latter has involved providing technical assistance and policy direction at EU, national, regional and local level on the implementation of financial instruments deploying EU resources.

David Demulier Business Development Officer at the European Investment Bank, Luxembourg Mr David Demulier (1973, France) is a business development officer within the FEMIP since April 2013. He holds a Masters of Law in Financial Engineering from Clermont -Ferrand University (2004), a degree from Sciences Po Paris, a Master in Private Law (1999), a Master in Real Estate Law (2002), an MBA from IAE of Strasbourg (2001), and an Executive Master in Islamic Finance, University of Strasbourg (2010). Firat Ozpinar European Investment Fund (EIF) Firat Ozpinar is working with the European Investment Fund (EIF), EIB Group's specialist provider of risk finance to benefit SMEs across Europe. EIF advises to the Istanbul Venture Capital Initiative (iVCi), a tailor-made EUR 160m ‘Fund of Funds’ in Turkey to provide access to finance to Turkish companies by being a catalyst for the development of the venture capital industry in Turkey through investments in independently-managed funds and co-investments. He focuses on the early stage segment of the VC market. Previously he was with the inaugural fund of Teknoloji Yatirim A.S. an

early stage Venture Capital fund invested by TTGV, Technology Development Foundation of Turkey. He also worked at TTGV on different projects mostly on the areas of technology financing and commercialisation.
