Dear School Clerks,

In accordance with 20-3-313 of the Montana Code Annotated I am informing the Yellowstone

County School Districts that have requested this office to conduct the May 2nd

, 2017 School

Election under MCA 20-20-417 that the trustees shall declare the following candidates as elected

by acclamation. Any vacancies shall be filled by the trustees in accordance with MCA 20-3-308.

If your district has no other races or issues, then the election will also be declared cancelled.

Elementary/High School Single Member District – District #1, #2 and High

School District B Trustee Election by Acclamation.

WHEREAS, the Board of Trustees of Billings Public Schools District No. 2,

Yellowstone County, State of Montana, have received nominating petitions and write-in intent declarations equal to or less than the number of positions

to be elected for Elementary/High School Trustee by Single Member District

in District #1, #2, and High School District B.

WHEREAS in accordance with 20-3-313 MCA, the Board of Trustees have the authority to declare elected by acclamation such candidates;

Therefore be it Resolved, that Trustee candidates Tanya Ludwig, District #1 is

InformationExecutive Summary:Rob Rogers, elementary/high school trustee from Zone 5, submitted his resignation on March 1, 2017.  Inaccordance with state law, the board declared that position vacant at the Regular Board Meeting on March 20, 2017.

The Board approved accepting applications for the position until April 10, 2017.

Two applications were received.  The names of the applicants were Peter Gesuale and Bruce MacIntyre.

At the Special Board Meeting held on April 18th,  Interviews were held and the Board selected Bruce MacIntyre tofill the vacant position.

Suggested Action:Approve Bruce MacIntyre to fill the vacancy in Zone 5 beginning May 15, 2017 to serve until the next election,May 8, 2018.

Below is a summary of the Ben Steele Middle School Project located at 5640 Grand Avenue, to date.

Building Update

Plumbing, Mechanical, and Electrical continue to trim out in D, C, B, & A.

Painting is down to some exposed ceiling at the entry and misc. touch up throughout.

Interior Glass continues to be installed in relights and doors. Exterior storefront caulking and trim pieces are almost

complete.

Swiss Pearl and the last of the metal siding are being installed on the exterior.

Ceiling tile is being placed in the grid in all of D & C and will continue in A & B next week. Acoustic Wall Panels are

100% installed.

Casework and Countertops are 100% installed in Area B classrooms and is 75% in Area A.

Interior PLam wall panels continue to be installed in Area A hallways.

Visual Displays and Whiteboards are 95% complete.

Lockers continue to be installed in Locker Rooms and Academic Wing Hallways.

Doors and Hardware continues to be installed everywhere.

Classroom LVT is complete on 2nd

floor. The Library and hallway on 2nd

will continue next week sometime.

Gym Floor striping and finish will be complete this week.

Interior signage has started with the signs in the gym and the exterior sign foundations are poured.

Site Update

The Irrigation Head Gate Work will be complete this week. The irrigation system is up and running on the fields. The fields

were mowed for the first time this week. The landscaping contractor continues to install irrigation and grading up and around the

building as more sidewalks get poured.

Site work continues at a strong pace. The N parking lot was paved with its 2nd

lift last week and striped this week. The site

contractor continues to pour sidewalks every day.

Overall Project

The Grand Avenue project is in full swing which is on track and will be completed long before the first day of school. We

are on track to hit my turn over date of June 16th

to the School Staff. We will still have a presence onsite the rest of the summer and

really make sure we shine the building up for you before the first day of school! As always thank you for the opportunity and this has

been a great project that we will finish it out strong for SD2!

NONINSTRUCTIONAL OPERATIONS

Meal Charge Policy

Note: For the purpose of this policy, parent includes guardian, caretaker relative, and any adult responsible for the care of the child.

The goal of the Billings School District is to provide students with healthy meals each day. However, unpaid charges place a large financial burden on our Food Services Department. The purpose of this policy is to insure compliance with federal reporting requirements for the USDA Child Nutrition Program, and to provide oversight and accountability for the collection of outstanding student meal balances.

The intent of this policy is to establish uniform meal account procedures throughout the BillingsSchool District. The provisions of this policy pertain to regular priced school breakfast and lunch meals only. While the USDA Child Nutrition Program does not require that a student who pays for regular priced meals be served a meal without payment, the Billings Public Schools provides this policy as a courtesy to those students in the event that they forget or lose their lunch money, or have an unpaid balance in their lunch account.

Full-Pay Students – Elementary and Middle School Students will pay for meals at the district’s published rate. A student will be allowed to charge a maximum of 5 meals to their account after their balance reaches zero. Once a student has charged those 5 meals, he/she will not be allowed to charge a la carte items, however, he/she will be offered a designated menu alternate. [Sample: cheese sandwich, veggie sticks, fruit and milk]. This designated menu alternate will be charged to the student’s meal account at the standard rate.

High School Students must [pre-pay, pay cash at the register] for all meals and a la carte purchases. When a student’s account balance reaches zero, no a la carte items will be sold to the student, and he/she will only be offered a designated meal alternate. This designated meal alternate will be charged to the student’s meal account at the standard rate.

Free Meal Benefit – Free status students will be allowed to receive a free breakfast and lunch each day. A la carte purchases must be prepaid.

Reduced Meal Benefit – reduced status students will be allowed to receive a breakfast for $.30 and lunch for $.40 each day. A student will be allowed to charge a maximum of 5 meals to their account after the balance reaches zero. Once a student has charged those 5 meals, he/she will not be allowed to charge a la carte items, however, he/she will be offered a designated menu alternate. [Sample: cheese sandwich, veggie sticks, fruit and milk]. This designated menu alternate will be charged to the student’s meal account at the standard rate.

Parents are responsible for meal payment to the food service program. Notices of low or deficit balances will be sent to parents at regular intervals during the school year.

All school cafeterias possess computerized point of sale/cash register systems that maintainrecords of all monies deposited and spent for each.

Student/Parents pay for meals in advance via a check payable to Billings Public Schools. Funds should be maintained in accounts to minimize the possibility that a child may be without meal money on any given day. Any remaining funds for a particular student will be carried over to the next school year.

Refunds for withdrawn, and graduating students; a written request for a refund of any money remaining in their account must be submitted. An e-mail request is also acceptable. Students who are graduating at the end of the year will be given the option to transfer to a sibling’s account with a written request.

Unclaimed funds must be requested within one school year. Unclaimed funds will then become the property of the Billings School District Food Service Program.

Balances Owed will be sent to collections per Federal guidelines.

Adult Meals: Adults are not allowed to charge meals or a la carte purchases, as per USDA policy regarding school food services use of Federal NSLP funds.

If a student is without meal money on a consistent basis, the administration will investigate the situation more closely and take further action as needed. If financial hardship exists, parents and families are encouraged to apply for free or reduced price lunches for their child.

2017-18 Tuition Rates

The maximum regular education tuition rates for attendance during SY 2017-18 are: $547.10 for half-time kindergartners (KH) and Pre-K (PK) students with an IEP $1,094.20 for full-time kindergartners (KF) and students in grades 1-8 $1,401.00 for grades 7-8 if the school runs an accredited 7-8 program or junior high $1,401.00 for grades 9-12 The maximum per-ANB rates for FY 2017-18 are: $2,735.50 for half-time kindergartners (KH) and Pre-K (PK) students with an IEP $5,471.00 for full-time kindergartners (KF) and students in grades 1-8 $7,005.00 for grades 7-8 if the school runs an accredited 7-8 program or junior high $7,005.00 for grades 9-12 The special education block grant rates for FY 2017-18 are: Instructional Block Grant Rate per ANB: $148.90 Related Services Block Grant Rate per ANB: $49.63 The tuition rates are set in 20-5-323, MCA and 10.10.301, ARM and are based on 20% of the per-ANB rate for the year of attendance.
