Bill S-8, Safe Water for First Nations Act

• New government legislation has been passed regarding First Nation water and wastewater management

• First Nations can anticipate:– Increased reporting for O&M funding– Expectations to provide a level of service

regardless of the facility condition– As facility owners, be liable for health and

safety incidents in their community

Current SituationFederal Government:•Does not have regulations for safe drinking water for First Nations;•Provides funding to First Nation that do not have operators that meet the facility classification (SWOP);•Provides Enhanced O&M funding for water and wastewater facilities.

Future – After April 1, 2014Federal Government:•Will be developing water regulations;•SWOP Funding may not be extended;•Enhanced O&M funding for water and wastewater facilities may not be renewed;•Legislation gives AANDC the authority to take over plants.
