Successful Outcome toEssential Services Funding Agreement Negotiations

Norfolk Island Chief Minister, David Buffett is pleased to announce the successful conclusion to negotiations on the $2.9 million Funding Agreement for the provision of essential services with the Australian Government for the balance of the 2011/12 Financial Year.

Mr Dan O’Brien, Deputy Secretary of the Department of Regional Australia, Regional Development and Local Government along with Mr Julian Yates, First Assistant Secretary, Territories Division and Ms Gillian Savage, First Assistant Secretary Norfolk Island Reform Taskforce visited Norfolk Island to finalise negotiations and sign the Agreement at the end of last week.

Mr Buffett thanked the Commonwealth and the Norfolk Island negotiators for delivering financial certainty for the Island’s Budget for this current financial year.

We had a quick chat with Bill Blucher on Friday morning, 30th September and he showed me, with a certain degree of excitement, the following invitation that he had received and which stated -

“In the interim, and in order to clarify any confusion, there is currently a legally enforceable and binding agreement with Nauru Air Corporation Limited, trading as Our Airline, for the provision of air services to Norfolk Island,” he said.

Schedule 2 of the new Funding Agreement sets out a range of commitments and foreshadowed implementation plans to be undertaken by both Governments prior to the Agreement’s expiry on 30 June 2012. The Agreement aligns with the March 2011 Road Map and is designed to facilitate the continuation of the legislative reform and administrative initiatives already commenced.

Both the Commonwealth and Norfolk Island Government have agreed to continue amending existing restrictions on Australian citizens and permanent residents arriving on Norfolk Island as tourists.

”In relation to Australian citizens arriving and remaining on Norfolk Island as residents the Norfolk Island Government has agreed that by 30 June 2012 it will remove Immigration restrictions to enable the Commonwealth in turn to facilitate the extension of the Migration Act 1958 (Cth),” Mr Buffett said.

In order for the Norfolk Island Government to offset potential financial and social impacts the Chief Minister indicated that the Commonwealth had agreed to outline an implementation plan for access to Commonwealth benefits schemes, including Medicare and Social Security before 30 June 2012.

Mr Buffett said that, “To ensure the success of the reforms the Commonwealth has also agreed to review by 30 June 2014, the economic, environmental (including land use) and social/cultural impacts on Norfolk Island.”

The Agreement includes the Norfolk Island Government’s support for the full extension of the Competition and Consumer Act 2010 (Cth) and the reduction of other regulatory barriers to competition.

“Support to continue the present arrangements to ensure that a revised management plan for the World Heritage Kingston and Arthur’s Vale Historic Area is brought to a satisfactory conclusion cooperatively and collaboratively by the 30 June 2012 is contained in the Agreement, “ Mr Buffett said.

“Overall we are continuing to move forward towards fulfilling the promise of a sustainable future for Norfolk Island as contained in the March Road Map,” Mr Buffett said.

COMMONWEALTH LAWS TO NORFOLK ISLAND

Ms Adams, to move – THAT –1) In acknowledgement that in the Memorandum

of Understanding signed by the Commonwealth of Australia and Norfolk Island on 3 November 2010 the Norfolk Island Government agreed in broad terms to participate in the Australian taxation and social security systems on the basis that there will be a net benefit for Norfolk Island and its community and there is appropriate consideration of local circumstances; and

2) In acknowledgement that –A. under clause 4 of Schedule 2 to the Funding

Agreement for 2011/12 signed on 22 September 2011 by the Commonwealth of Australia and the Administration of Norfolk Island Norfolk Island (“the 2011/12 Agreement) has committed to supporting and cooperating with all Australian Government funded reviews, including but not limited to the Public Service Review and an Economic Development Strategy and Action Plan; and

B. under clause 5 of the 2011/12 Agreement Norfolk Island has committed to work with the Commonwealth Grants Commission to update its 2006 review of the financial capacity of Norfolk Island, this House encourages the Commonwealth Government to engage the Centre for International Economics to simultaneously update its 2006 study of the impact of extending Commonwealth laws to Norfolk Island, including but not limited to the impact on:

a) Income on Norfolk Island;b) The price of goods and services on Norfolk

Island;c) Employment and wage levels on Norfolk

Island;d) The sustainability of Norfolk Island businesses

and scope of investments;e) The level and composition of Norfolk Island’s

population including any likely changes in immigration to, and emigration from, the Island; and

f) Any other proposal in the roadmap likely to have resource, social and economic impact on Norfolk Island,

and further that the study also consider the impact of the extension to Norfolk Island of Commonwealth laws in the following areas:

a) taxation;b) superannuation (including superannuation

guarantee);c) markets, business and corporate conduct;d) workplace relations;e) customs, immigration and quarantine;f) social welfare;g) communications; andany other area of Commonwealth law if extended

that may impact significantly on the Norfolk Island economy.

2 PUBLIC SECTOR MANAGEMENT ACT 2000 - APPOINTMENT OF MEMBER OF THE PUBLIC SERVICE BOARD

Chief Minister, Mr David Buffett, to move THAT this House in accordance with subsection 10(1)(a) of the Public Sector Management Act 2000, recommends that the responsible Minister appoint David Sinclair South as a member of the Public Service Board for the period 6 October 2011 to 5 October 2013

THAT this House in accordance with section 6 of the Norfolk Island Government Tourist Bureau Act 1980 resolve that the Minister with responsibility for the Norfolk Island Government Tourist Bureau Advisory Board appoint Barry Hyatt to be a delegate member of the Norfolk Island Government Tourist Bureau Advisory Board for the appointed member David Bell and to act as the member if that member is absent or unable to discharge official duties, during the term that the member is appointed to the Norfolk Island Government Tourist Bureau Advisory Board.

4 PROTECTION OF NORFOLK ISLAND’S CULTURAL HERITAGE

Ms Adams, to move –WHEREAS in 1979 the Commonwealth of Australia

entered into a new partnership arrangement with the territory of Norfolk Island by the passage through the Commonwealth Parliament of the Norfolk Island Act of 1979 (“the Act”)

AND WHEREAS in the Preamble to the Norfolk Island Act of 1979 (“the Preamble”) the Commonwealth Parliament of Australia –

(A) Acknowledges the residents of Norfolk Island include descendants of the settlers from Pitcairn Island; and

(B) Recognises the special relationship of the said descendants with Norfolk Island and their desire to preserve their traditions and culture,

AND WHEREAS on 25 November 2010 a Memorandum of Understanding was signed by the Hon Simon Crean MP on behalf of the Commonwealth of Australia and by the Hon David Buffett AM MLA on behalf of the Government of Norfolk Island (“the parties”)

AND WHEREAS by the signing of the Memorandum of Understanding Norfolk Island has agreed in broad terms to change the 1979 partnership between the Commonwealth of Australia and the Territory of Norfolk Island “on the basis that there will be a net benefit for Norfolk Island and its community and there is appropriate consideration of local circumstances”

AND WHEREAS the changes currently being proposed to the 1979 partnership between the Commonwealth of Australia and Norfolk Island could, contrary to the intention of the Commonwealth Parliament in 1979, adversely impact on the special relationship of the descendants of the settlers from Pitcairn Island and their ongoing desire to preserve their traditions and culture (“the rights of the Pitcairn descendants”)

AND WHEREAS the Legislative Assembly of Norfolk Island is of the view that a process should be put in place as a matter of priority to ensure that the rights of the Pitcairn descendants are in no way diminished,

NOW THIS HOUSE resolves that the Hon. David Buffett AM MLA enter into urgent dialogue with the Hon Simon Crean MP to discuss an approach being made to Major General Jeffery AC, CVO, MC, former Governor-General of Australia, and the Hon Robert

Will the Chief Minister detail in percentage terms, the changes that have taken place in the principal levels of police activity over the past 5 years and advise whether the government has adopted a policy position in relation to significant changes and concerns?

Will the Minister advise whether he has yet been able to provide to members of the Norfolk Island Government Tourist Bureau Board any written guidelines for the performance of their statutory functions including the limitations of statutory power and if not, to what extent will he therefore tolerate future aberrant conduct and impaired function?

In a series of questions at the September sitting in relation to declining participation in the cruise ship industry the Minister responded in part by denying that a proper risk assessment would have identified characteristic disembarkation problems for Norfolk Island. Does the Minister stand by his position that the government of the day properly assessed disembarkation risks before inviting the community to participate and invest in a risky industry?

At the last sitting of this House the Minister undertook to ensure that in respect of lighterage operations “that all things are working as they should”. Assuming that this response meant that the Minister would seek assurances that full equipment maintenance schedules were in place and were being carried out by properly qualified and fully resourced staff and that no unacceptable occupational health and safety risks were present, can the Minister advise what he has done to seek these assurances and mitigate any unacceptable risks?

Commonwealth Grants Commissionvisit to Norfolk Island

Chief Minister, David Buffett earlier this week welcomed four senior officials from the Commonwealth Grants Commission led by Assistant Secretary, Ms Catherine Hull to Norfolk Island.

“As part of the continuing development of the Norfolk Island Road Map with the Commonwealth and with the Norfolk Island Government’s concurrence, the Commonwealth has asked the Commission’s staff to update the statistical analysis in the 2006 report, “Review of the financial capacity of Norfolk Island,” Mr Buffett said.

“It is important to distinguish this exercise from the full Grants Commission enquiry as conducted in 2006, with attendant public hearings and formal submission processes. This time around the Commission’s role is focussed on providing relevant economic information to both Governments and it plays no part in recommending any particular policy direction as that is properly a matter for the two Governments,” the Chief Minister advised.

The purpose of the visit this week was to obtain updated data and to consult with Administration officers, some members of the business community and the financial services sector about relevant changes in the delivery of government services and the local economy since 2006.

“I am pleased to say that the early indications from the Commission’s officers were quite positive and they have expressed a degree of confidence that they will be able to source sufficient reliable information to achieve their purpose within the quite tight timeframe required. On behalf of the Norfolk Island Government and the community I would like to express our appreciation for their efforts in assisting us at this time,” Mr Buffett said.

The Commission has also indicated that should any individual wish to provide further information relevant to their task, they should feel free to provide it as soon as possible by email to – [email protected].

“I urge any members of the community who have information that they believe could be relevant to the Commission’s work to participate promptly,” Mr Buffett said.

At the last sitting of the House the Minister directed the House to the content of Hansard generally and to eight specific media releases, which he tabled, to satisfy question on notice number 253 which sought information on how and where the community was fully informed on the government decision to spend millions of dollars of taxpayers’ money on upgrading airport fire fighting equipment instead of opting for a modest less expensive category 5 service –

a) Is it a fact that neither Hansard nor any of the eight tabled media releases offered by the Minister contain any discussion or debate on the full range of options open to the government or information on the widely differing costs or disclosure on the factors which drove government expenditure including the reasons why offers of used equipment from Air Services Australia were rejected and the extent to which policy was driven by a desire for Norfolk Island becoming a hub for aircraft maintenance;

b) Is it a fact that the Minister is unable to provide evidence of full disclosure and accountability in this issue?

Responsibilities of Firearms OwnersAn incident has been reported to police involving

firearms which caused concern for residents of the island. A shot was fired in the vicinity of residences located on Two Chimneys Road on 24 September 2011. While the owner of the firearm may have been using the weapon for a legitimate reason (i.e. vermin control), he/she has a responsibility to ensure that it is safe to do so, and that people in the vicinity are not unduly alarmed. Under the Firearms Act 1997 it is an offence to discharge a firearm in a manner that is likely to endanger, annoy or frighten the public or a person. It is also an offence to discharge a firearm from, towards or across a public road or public place. Both these offences carry substantial penalties.

Fake e-mails offering refunds from the ATOPolice have received reports from members of the

community over the past week who has received e-mails purporting to be from the Australian Taxation Office (ATO). The e-mail contains a message named “Restore your account” and asks for personal information. Here is a press release issued by the ATO on 25 February 2011, in relation to this fake e-mail:

“ATO warns: new scam email delivers virusThis excerpt from the Australian Tax Office, is

included following reports to police from concerned members of the community this week.

25 February - Media Release 2011/13Tax Commissioner Michael D’Ascenzo has warned

the community to be aware of a particularly nasty fake email claiming to offer refunds from the ATO. “This new type of scam pretending to be from the ATO contains a virus which is an attachment to the message,” Mr D’Ascenzo said.

The email contains a message in a zip file named “Restore your account” and asks for personal and credit or debit card details in order for the ATO to pay a tax refund.

“The ATO never sends emails asking people to provide their personal information or credit card details,” Mr D’Ascenzo said.

“Any email requesting personal and credit or debit card details before a refund can be released is a hoax.”

Other scams reported to the ATO involve people being asked to provide financial or personal details via phone, email or face-to-face.

Mr D’Ascenzo urged the public to be diligent and alert to this and other scam behaviour.

Show NewsShow day is just around the corner. Please listen

The livestock and equestrian event judges arrive this weekend and it is hoped to provide some riding lessons for competitors during the week leading up to the show. Kay Wood will have further details.

Hidden amongst all the other classes are various new ones. Those in the community who provide commercially available goods of interest to tourists such as woodwork, chocolates, paintings, candles, soap, shirts and whatnots have a class of their own (181). The only restriction will be on the size of the display (maximum of 1 meter wide). If you prefer you, as always has been the case, set up a marquee to display your products.

For those who like to make their own tipple, in addition to beer there is a class for .beer/wine made of fruit and whatnots and lemoncello. Details are to be found under classes 177 – 180. To enable the judges to properly evaluate your entries, if it is meant to be drunk chilled, please bring it to the hall in that condition. A fridge will be available to keep it that way.

National Police Remembrance Day Service

The National Police Remembrance Day service was held at All Saints, Kingston on Thursday 29th September 2011 to coincide with the feast day of Saint Michael, the patron saint of police.

This Remembrance Service is observed by the Australian, New Zealand, Fiji, Papua New Guinea, Samoa and the Solomon Islands police forces to remember officers who were slain in the line of duty. This year special mention was made of Sergeant Daniel Stiller and Detective Sergeant-Constable Damian Leading, both killed in the line of duty in the last 12 months.

Brightly beamed theirHappy Wedding Day

Before a small gathering of friends and family, our beautiful daughter-in-law and gorgeous son were married at 2.30 pm, Saturday, 17th September 2011 at Byron “Truck” Adams’ home ‘Bedrock’ which overlooks the Cord on an absolutely beautiful Norfolk Island day of non-stop sunshine, cloudless sky and a very blue, pacific Pacific Ocean. This miraculous day (after a couple of weeks of rain, cold and squalls) closed to became a still, calm night which was profoundly black during the beautiful meal provided by Governors Lodge. Then the stars began to twinkle and as dinner was finished the moon rose and the view returned in silvery moonlight. Magical......

Sophie is from Wentworth Falls in the Blue Mountains. She is the daughter of Phillip and Jennifer Stubbs and has an older brother, Rowan. A large contingent of her family and friends travelled here to Norfolk for the wedding, including her grandparents Margaret “Mimmi” and Neville Blundell and Bruce Stubbs (who sadly is now widowed). Sophie was attended by her older brother Rowan and her parents; Geoffrey was also attended by his brother and parents.

Geoffrey, the older son of Chris and Karenne Gatehouse and brother to Tim, was ecstatic at having

Sophie become his wife and even more so that she should choose to do so in his beautiful home (considering she is from an equally beautiful home town). Geoff was married with his grandparents George (Kik) and Bonnie Quintal present along with many Quintal and Gatehouse aunts, uncles, cousins and so many friends who travelled home to be with us on this day. Geoffrey’s other grandparents, Geoff and Frances Gatehouse have passed away but they were very present in our thoughts and happiest memories.

The dress theme for the wedding was Cocktail with a hint of vintage. The bride wore a 1960’s style gown in deep cream with a lace bodice, a band of chiffon roses finished the low, square back and an A-line skirt of chiffon over crepe fell from a high-waist. Sophie’s beautiful face was framed by her thick, wavy blonde hair and a green lace

cocktail hat worn on the side of her hairstyle. All finished with long, crochet lace glovelets and velvet shoes. The groom wore a grey suit in 1960’s style of straight trousers, jacket and cream brocade waistcoat. His green tie and pocket kerchief complementing the brides head piece.

Sophie’s cousin, Kristie, was responsible for the orchid buttonholes and shoulder sprays worn by the wedding party and also for the magnificent bouquet carried by the bride. The bouquet was a very full, round display of cream orchids, freesias, roses and carnations on large, shiny green leaves with highlights of yellow roses and freesias. The blooms were all long-stemmed with a wide band of crocheted lace around the stems.

There were many very sentimental highlights. During the beautiful ceremony conducted by Margaret “Midge” Prentice, Sophie’s grandmother sang the beautiful “Like a Mighty River Flowing” (“Mimmi” has been performing all her life first at age seven on live radio) and as the register was signed a recording was played of Geoffrey’s “Pop” singing “Oh Promise Me” (incidentally “Kik” first sang this 50 years ago at Brenda and Brian’s wedding). Fortunately Kik’s glorious tenor voice rallied to later sing Grace along with grandson Wesley James Cooper (who was also

our very dapper, witty and well-organised Master of Ceremonies). Mary Christian-Bailey, has amongst her treasures, a length of lace-work made by the grooms great-great aunt, Clara “Treasure” Bailey (nee Quintal). Using a piece of this lace, Mary made a beautiful bag for the bride adorned with cream satin ribbon, miniature pearls and crocheted doilies (a perfect match to the brides glovelets and bouquet band - and a very special gift). And then came the exchange of rings - but the bride’s ring was not in the ring box!! The groomsman was distraught, the bride was not at all perturbed and luckily the groom’s mum was wearing her late mother-in-laws wedding and engagement ring - and so Geoffrey was able to complete his marriage to Sophie with the ring his grandfather used at his wedding. Grandpa and Nanna Gatehouse were definitely with us. (Thanks to Jimmy Q, Clair and Lisa who dashed home to get the ring which was ceremoniously presented to the happy pair during speeches.) And one of the funniest and loveliest things to happen in the week before

the wedding was Rees Walden staggering into give Karenne a bucket of lemons; only a couple of hours before I had mentioned to Bella that I might be short of fresh lemons for the fish and meal; she mentioned it to Millie; Millie mentioned it to Rees who thought he knew where there were lemons. Being too wet to drive on Beefsteak, he tull he swam across the bay, picked the lemons, fought his way back keeping them dry, took them to the Depot to show Millie who said “Karenne nor want dem lemon tull next week”. But they kept beautifully in the fridge crisper. We’re hoping Rees doesn’t find out that the lemons were accidentally not handed out with the fish - oh, but how good they were in the Coronas. And thanks to Di and Talissa for going bush to pick the rest of the lemons. Anyway, the lemons were only one of the things where a little word from the family culminated in people coming out of the wood-work with whatever (and more) we wanted. The final act to reduce the bride to wedding morning sobs and tears - her absolute favourite flowers are Arum lilies. I had told her they used to grow wild but hadn’t seen them for a while. End of subject? Not likely. 8:00am wedding day, one big handsome maen and his beautiful wife were at the door with two massive bunches of lilly which they had been down the valley to pick. Thank you Mr and Mrs Lewis Q.

Letters to the EditorDear Sir,It was fantastic to hear the Minster for Tourism so

excited about the new rock outside the tourism Bureau during the live radio feed on International tourism day. Ground breaking stuff there, and will no doubt drag thousands from New Plymouth here to salvage the industry. Australia has Ayers Rock, Gibraltar apparently claims one too, but we are in with a chance there mate. Perhaps a large he he ‘Pie in the sky’ could be next on the spin agenda. Also great to see that the minister is looking to overhaul the accreditation status of the industry. Does this mean that he will also look to ensure that all builders have their trade certification, that all fisherman will have their tickets, and that ministers responsible for tourism have an education and demonstrated success in development of international tourism development? Sounds like a great idea to me.

Dear Sir, In regard to the article on shifting the D8

bulldozer in last weeks’ “Islander”, the name that was given to it by one of the first drivers was “Charlie.” Charlie will be joining some of her old workmates in the form of the D4 Caterpillar, the Buffalo roller, the compressor, the army huts and the contact tower. Charlie will also be with “Iddy paddy”, “scratcher”, the Allen crane and the Britstan grader. There is evidence that says that Charlie is not the D8 that took a swim when being barged ashore on Norfolk in 1942.

The main purpose of writing is to record my sincere thanks to Chinny, Syd, Lik and the airport works staff, Ross and Possum Westwood, Howard Christian, the Admin works guys, Duncan Gray, Erle and Ritchie, and my mates Will, Deb and Wayde for their help in shifting Charlie to her new temporary home and for providing much useful information and material.

Whilst I have been in Sydney for the last 2 weeks, I had some meetings with oOHMedia, and put a proposal to them, asking if they would be interested in helping me create some awareness in Australia for a non-profit organisation - called “Save Japan Dolphins”. www.savejapandolphins.org

Every year from the 1st of September, the dolphins swim past Japan, on their annual migratory route and the Japanese fisherman scare and chase up to 23,000 dolphins into Taiji, Japan into what is know as “The Cove”, which is currently the largest slaughter of dolphins in the world.

Just before sunrise, the fishermen herd the trapped dolphins into shallow water, close to the rocky beach.

Here, they kill the dolphins with long, sharp spears. Often times, they stab the dolphins with sharp fishermen’s hooks and haul the still living dolphins onto their boats. The cruelty is enormous. The dolphins thrash about in their own blood, and the air fills with their screams. This killing, called “humane” by Japanese government bureaucrats, and has been documented by the Academy Award winning documentary, “The Cove”.

The majority of the world is not aware this is happening. The Taiji cove is blocked off from the public. Cameras are not allowed inside and the media does not cover the story. It’s critical that we get the word out in Japan and to the rest of the world, the more PR we can create - the greater the pressure it puts on the Japanese Govt to put an end to this slaughter.

I recently watched this movie/ documentary, which aired on ABC “The Cove”, and it touched me so deeply - that I felt I had to try and do something to create some more awareness - and help Ric O’Barry and his team .

Dear Sir,Despite the lack of public debate, or much

fanfare, the reform of Norfolk Island continues. The Commonwealth Grants Commission (CGC) is on-island, the first time since 2006. At that time they prepared a report on the financial capacity of Norfolk Island. That report provides some insight into how the Commonwealth might see our financials operating in 2011 and beyond, so it is worth a look. Here is a summary of the key findings.

The CGC assessed our capacity to raise revenue using the average tax policy of other Australian States. In summary, they found the following:

- The Norfolk Island Government (NIG) should be able to raise $6 million in state taxes, with land tax the largest contributor by far; and

- The NIG should be able to raise $2.3 million, with land rates the major contributor.

The CGC then looked at the level of financial assistance that would be necessary each year from the Commonwealth. This showed that:

- For assistance with delivery of state services like pre-school, school and vocational education, health care and hospital services, welfare, law and order, environment, electricity, transportation services (roads, shipping, air), and general public services, Norfolk Island would receive $11.9 million;

- For delivery of local government services like general public services, education, health and welfare, culture and recreation, and services to tourism, the assistance was $3.8 million;

- An additional $1.5 million of help was required to assist with the costs of assets necessary to provide the state and local services at the average range in Australia; and

- An additional $0.8 million would be needed to assist with loan repayments.

In summary, the NIG should be able to raise $8.3 million each year in state and local taxes, and the Commonwealth would have to assist the island to the tune of $18 million per annum. This means that the nett contribution from the Commonwealth would be $9.7 million each year.

But worryingly, there were questions that were left un-answered, and unless we are careful, they will remain issues after this new round of CGC work. Here are just some.

The 2006 study did not address our actual capacity to pay the additional taxes that the CGC suggested we could pay. While the use of Australian state averages has suggested $8.3 million of taxes should be able to be collected, this was $1.2 million more than what was being raised by the NIG at the time.

Our economy has changed significantly in recent years. Visitor numbers have fallen 28% in the last five to six years. Our ordinarily resident population has fallen from 2,000 to less than 1,800 today. Our current economy will undoubtedly be smaller today, and while many would have suggested finding an additional $1.2 million would have been hard to do in 2006, it will be a lot harder today. Our participation in the Australian income tax system, already agreed by both governments, will impact on our ability to raise

additional revenue. The Australian Bureau of Statistics estimated private sector profit to be $13.5 million for the financial year 2004-05, and every indicator would suggest business profits will be far lower now. In a recent Chamber of Commerce survey in Norfolk Island, 86% of businesses reported they were trading poorly or worse, and 28% were not covering costs. This is the economic reality of our times, so it is essential that while the academically prepared numbers might suggest we can pay more taxes, an assessment must be made as to whether the extra revenue can be found.

The CGC model for revenue is complex and relies heavily on imposing land taxes and land rates. In fact, over 45% of total revenues raised are from these sources, and this is a far cry from what is the state of play today. Land is treated somewhat differently here by many who own it, and it is, in many instances, more a measure of wealth rather than an income base. So basing a taxation system so heavily on land might needs careful consideration. A tax regime that is far simpler and is based in our local GST might be a better approach.

The 2006 report does suggest that there must be investment of $1.6 million per year in maintaining infrastructure and assets so the NIG can deliver the services it needs to. While this investment would be very welcome, the report recognised that our assets were below the standard required then, and we are now five years on with little investment having been made in many of them in that time. So assuming our assets are at the average standard would be a false baseline. A significant investment is required upfront to achieve an average asset position for Norfolk Island, so that the $1.6 million per annum made available thereafter will be money well spent. And upfront investment in sub-standard assets like our hospital, school, port and roads would provide an enormous stimulus to this economy.

The work of the CGC is very important, and is a very necessary step as we move towards a governance model based in mutual obligation between the Norfolk and Australian governments. But it must end in a result that is doesn’t just treat us the same as any Australian town or shire and plays lip service to our special circumstances. That is the problem with comparative modelling, and while there is nothing wrong with it as the basis for defining a financial future, it must reflect our aspirations as a people – aspirations that are taken forward on our behalf by our elected leaders. Also, state- and local-type taxes are likely to be ours to decide. So while the CGC might help to decide the ‘affordable quantum’ of taxes, we should decide on how to raise them. We can only hope our leaders are up to the task.

Letter to the Editor

Dear Sir, It is now over two weeks and two Norfolk Islanders,

with Government Gazettes attached, having been produced since the fanfare of the Chief Minister announcing the hand out of some $14m from Australia. In that time there has been no definitive statement as to how the dollars will be expended nor precisely at what cost to Norfolk Island.

If it is a gift, as an Australian taxpayer, I would say it is a very generous gift. However, if not a gift, as a Norfolk Islander, I most certainly wish to know at what price.

From the last Assembly meeting, in discussions on the gift/sale of $14m, comment was made on how we should “now end the blame game”. Presumably we then come together in a group hug and all would be fine - until next time. The words “blame game” has been used often in the past, largely as an excuse not to seek out the true facts as to why an “unpleasant” incident has occurred and thus preventing putting in place measures to ensure, as far as practical, that such an incident never occurs again. If some are found to have erred that is a small price to ensure the “error” does not occur again. Unless such action is taken we might as well keep singing - “There’s a hole in the bucket dear Henry, dear Henry”.

But, some may claim that we have the road map and that shows the way to go but that is not the way to go as it smells of a lazy capitulation, at best.

Queensland is now considering splitting the state in half with one part participating in Daylight Saving and one part not. It will be interesting to see how this turns out.

Health Services- A New Way Forward

On Thursday 30 people participated in a workshop that was a joint initiative by the Norfolk Women’s Forum (NWF) and the Norfolk Island Government. The aim of the workshop was for the community to have a sense of ownership of health services that respond to Community driven needs. This workshop was the response to issues raised at 4 previous public forums and a workshop coordinated by the NWF. The workshop on Thursday also aligned with the “Road Map for Change”.

His Honour Owen Walsh the Administrator of Norfolk Island was in attendance, The Hon. Tim Sheridan MLA, Minister for Health and Community Services, and our current counsellor, Ms Jill Gadd were our key note speakers. The workshop also included much appreciated representation from Norfolk Island Administration, the Norfolk Island Hospital, the Norfolk Island Police Force and concerned members of the Community. Our facilitator was Ms Jenny Goulding.

The goals of the workshop were to:• Identify economical ways for people to have

access and equity to health service models.• Identify achievable, simple and cost effective

mechanisms to address chronic health needs/conditions.

• Linking key resources that are currently available in a team work approach.

• Identify key achievable models as alternative health service models.

The Hon. Tim Sheridan gave an overview of moves forward in providing certainty to the citizens of Norfolk Island regarding Health Care services. Jill spoke of her diverse experiences of setting up different health models in rural and remote communities.

Both speakers gave the participants lots of ideas that were put down on paper when the participants broke into 5 brainstorming groups.

The outcome of the innovative and forward thinking ideas were 3 major issues:

Tim Sheridan, Minister for Community Services today congratulated the Women’s Forum, health service providers and the local community for the success of Thursday’s Forum titled “Health Services – a New Way Forward”.

The enthusiastic participation in the six round table workshops and throughout the discussion which followed produced a range of simple initiatives which will be strategically developed by several groups of volunteers for another Forum to be end in November.

“The really exciting result for Norfolk Island is that the local community has taken the initiative to align itself with the Government’s Road Map for change to identify cost effective ideas that will be sustainable for our Island in the future,” Mr Sheridan said.

“In my address to the Forum I was also able to announce initiatives that are currently being negotiated with both the Commonwealth and the New South

Wales State Governments which have the potential to improve Health and Welfare Services both here and for our local community when they need to travel for treatment on the Australian mainland,” he said.

“Just being able to readily access services like Medicare, Pharmaceutical Benefits Scheme and Patient Assisted Travel Allowance for Specialist visits as our mainland regional and remote communities do will be

more equitable and reduce stress for our local residents considerably, “ the Minister explained.

As Minister for Community Services I am also excited that we are at present negotiating an agreement with the New South Wales State Government that will enable speedy and relatively easy access to NSW tertiary/teaching hospitals for acute care for many medical procedures including mental health services.

In addition the NSW Family and Community Services Ministry (FACS) is working towards an agreement that will afford access by the Norfolk Island Child Welfare Officer to exchange information on child protection measures. FACS will also agree to make available to our Officer up to date web-based training material.

“A commitment that the Government has agreed in the recently signed Funding Agreement with the Commonwealth is to enter a partnership to build capability that will provide children and family support services – the parties have agreed to engage an independent expert to undertake a Review of the existing children and family support services which will Report to both Governments by 30 January 2012,” Mr Sheridan said.

“The Forum has been a great success and I am very pleased to have been invited to participate. This has been a ‘grass-roots’ initiative that I am confident will produce a range of projects that are sustainable and will impact positively for our Island’s future,” the Minister said.

President’s Report 2011

We have had great support from our community this year. It is important to keep our Hospital going with much needed equipment.

Jaero is still our main income earner. Thanks to Gaylene Christian and Elaine Hughes. A special thanks to Governor’s Lodge for their continued support. To the players, thank you for your donations each week. We have raised $5,000.00. To the girls on the Auxiliary, thank you for your support each week. If you are interested in joining our Jaero group, please give Gaylene a call on 51103 or me on 22683.

Thank you to Coral and David Bell for the use of the office, to Margaret and John Smith for flowers, to Bev Simpson for sale of books at the Sunday Market and to Pete’s Place and NIBS for their ongoing support.

In my report 2010 I mentioned curtains and theatre drapes at $967.00; seat and lights for Age Care, $430.00. This money came from this year’s budget. Also this year we have purchased two more Blood

Pressure machines, $6, 008.44 (plus $198.94, freight); blankets, $360.00; Aquatic Equipment for the Physio Dept., $391.40; two chairs, $1,047.00; and a Heater, $2,227.31. The two beds that were ordered last year have not arrived. They will cost about $8,000.00.

The air of anticipation was high, and stepping into the Paradise Hotel on Saturday night was like stepping from the world of reality into the world of Elvis.

Sandy and her team had done a magnificent job of decorating the room, with full size figures of Elvis, ceiling to floor back drops from the Elvis era on all walls, juke box decorations on each table, & cd’s spinning around overhead from the ceiling.

A sumptuous 4 course meal was served by James (Graceland Canapes, Deep South Sweet Corn Soup, Bitter Fruit & Vegetable Sorbet, 4 Southern Style dishes in large bowls, and finishing with a sensational Memphis Meltdown Ice Cream Sundae).

The following is an extract on the life of John Wesley, from “A Frank Boreham Treasury.”

“It is a beautiful thing to have been brought near to the Kingdom of God. Many influences combined to bring John Wesley near. To begin with, he had a mother; one of the most amazing mothers that even England – that land of noble mothers – has produced. Susanna Wesley was a marvel of nature and a miracle of grace. To begin with, she was the twenty-fifth child of her father; and, to go on with, she had nineteen children of her own! And she found time for each of them. In one of her letters, she tells how deeply impressed she was on reading the story of the evangelistic efforts of the Danish missionaries in India. ‘It came into my mind,’ she says, ‘that I might do more than I do. I resolved to being with my own children. I take such proportion of time as I can best spare to discourse every night with each child by itself.’ Later on, people began to marvel at her remarkable influence over her children. ‘There is no mystery about the matter,’ she writes again, ‘I just took Molly alone with me into my own room every Monday night, Hetty every Tuesday night, Nancy every Wednesday, Jacky every Thursday, and so on; that was all!’ Yes, that was all; but see how it turned out! ‘I cannot remember,’ says John Wesley, ‘I cannot remember ever having kept back a doubt form my mother; she was the one heart to whom I went in absolute confidence, from my babyhood until the day of her death.’ Such an influence could only tend to bring him near to the kingdom of God.

“Then there was the fire! John never forgot that terrible night. He was only six. He woke up to find the old rectory ablaze from the ground to the roof. By some extraordinary oversight, he had been forgotten when everybody else was dragged from the burning building. In the nick of time, just before the roof fell in with a crash, a neighbor, by climbing on another man’s shoulders, contrived to rescue the terrified child at the window. To the last day of his life Wesley preserved a crude picture of the scene. And underneath it all was written, ‘Is not this a brand plucked from the burning?’ It affected him as a somewhat similar escape affected Clive. ‘Surely God intends to do some great thing by me that He has so miraculously preserved me!’,

exclaimed the man who afterwards added India to the British empire. When a young fellow of eighteen, Richard Baxter was thrown by a restive horse under the wheel of a heavy wagon. Quite unaccountably, the horses instantly stopped. ‘My life was miraculously saved,’ he wrote, ‘and I then and there resolved that it should be spent in the service of others.’ Dr. Guthrie regarded as one of the potent spiritual influences of his life his marvelous deliverance from being dashed to pieces over a precipice as Arbroath. In his Grace Abounding, Bunyan tells how he was affected by the circumstance that the man who took his place at the siege of Leichester was shot through the head while on sentry duty and killed instantly. Such experiences tend to bring men within sight of the kingdom of God. Wesley never forgot the fire.”

“We need to stand up with Pride”

The Hon. Robin Adams, Speaker of the Legislative Assembly said that she had not intended to speak at the last Assembly meeting, “but Minister Nobbs has given an opening by bringing to the fore, Norfolk Air” and she went on to say:-.

“I would like to take the opportunity to add to the comments which he has made and to thank not only Norfolk Air, but to take us back just a little bit further and to record into history my thanks to former member Mrs. Jack, former member Mr. Gardner and the Chief Minister today, who had the courage at a time when we were very much in need of a new airline arrangement because of certain circumstances which are not relevant today.

What is relevant today is that we stepped up to the mark, we took the plunge, we gambled and I want to record how well we’ve done.

How well we’ve done up until the point where the world had a global financial melt down and one of the major demographics that serviced our tourist industry - self funded retirees and people of that age group - who no longer had the disposable income because of their loss with the financial melt down, were no longer our market as we were used to, and so we moved on a slide.

I am not saying that was the only reason. We’ve got the strong Australian dollar, we’ve many other forces all outside of our control which have contributed to the position we find ourselves in today.

Let us not attach blame anywhere. It is time to stop the blame. It is time to acknowledge how well we have done - 1800 people - this tiny little community, a dot in the Pacific Ocean, and stand up with pride, pat ourselves on the back and say ‘well done Norfolk Island’. ‘Well done former members and our Chief Minister today’.

Have some pride in ourselves and our achievements. It is time to put aside the blame. Other forces outside of our control have helped with the problems that we have here today”.

Norfolk Island Tourism celebrates World Tourism Day

(WTD)WTD is celebrated annually on 27 September. Its

purpose is to foster awareness among the international community of the importance of tourism and its social, cultural, political and economic value. The theme of World Tourism Day 2011 is ‘Tourism –linking cultures’ and according to the United Nations World Tourism Organisation it provides an opportunity to highlight tourism’s role in bringing the cultures of the world together and promoting global understanding through travel. In 2010, 940 million tourists travelled to a different country, coming into direct contact with the tangible – art, monuments and the intangible – music, food, traditions and culture. WTD 2011 aims to draw attention to the importance of preserving and promoting the cultures of the world in all their forms.

Last Tuesday the Visitors Information Centre area was alive and kicking with lots of activities and there was a real buzz around the Bicentennial complex! NI Tourism would like to thank the visitors and community of Norfolk for helping us celebrate World Tourism Day. It was such a great day!

We would particularly like to thank George Smith, Darls, Fletch and Karen from Radio Norfolk for the outside broadcast and to all the visitors who chatted to the announcers on air! National Parks and Forestry for the plants, Ruffy Stevens, Eddie Miratana and Kane

Dr. Wendy Brazil A celebration Of her life Great Hall University House

24th September 2011 Over 200 people attended, many had to

stand at the back of the Hall, they were family, friends, fellow professors, teachers and students [present and past] and Allen Kerr who always attended hers and Norman [Wendy’s husband] Sunday mornings teas. It was at one of these teas that I first met Owen Walsh; I had known Bianca his wife of course.

Her son David Brazil acted as MC. There were a number of Tributes, many humorous of how she rushed into a class she was teaching, French, Greek or Latin, with books under her arm and her academic cape flying, after humorous greetings, class started on time. Interspersed with songs from the choir that she had sung and/or trained with. David also showed a very quick slide show which featured scenes of Wendy on Norfolk Island.

Later we gathered in the Common Room where we were able to talk with all those who had gathered to farewell Wendy.

I felt it was a very fitting end to a wonderful and popular person, my sister.

Michael Roads who was accompanied by his wife Carolyn gave six very popular presentations whichwere well attended by visitors and locals. Michael, who presented at workshops on the Island in 1996and 2003, now travels the world giving lectures and presentations so we were very lucky to have him asa presenter. We have heard a number of locals saying they hope to attend his 5-day Intensive Retreaton the Sunshine Coast, next March.

Conjuntivitis, Bee Stings and Rat Bait Poisoning

All very different, all too commonat the moment.Conjunctivitis

Conjunctivitis or inflammation of the conjunctiva of the eye can be caused by many different things including , viruses, bacteria, foreign bodies (eg grass awn) I have seen a dozen or so cases of bacterial conjunctivitis in the last few weeks. Here’s what to look for and when to treat.

Signs: • Discharge from the eye. It generally starts clear

and watery and then becomes thick, containing mucus or yellowy pus. The lids may become thick with pus. The conjunctiva (or normally pink part) of the eye becomes red and swollen

• Blinking or Squinting. • Pawing & rubbing at the eye. • Third eye

Treatment:Very mild cases can be treated by flushing with

saline solution.Once there is mucus or pus present it is time to visit

the clinic for some antibiotic ointment which is applied to the eye several times a day.

Bee StingsSpring has sprung and the bees are busy around

the garden at the moment – as a consequence we have seen lots of dogs with bee stings.

Signs include swelling around the affected area – probably 90% are around the muzzle as that’s generally the “curious” part. Some dogs will show extreme swelling across the whole body and show signs of laboured breathing as the area around the throat swells. The other relatively common thing we will see is vomiting or occasionally shaking.

Treatment:Firstly look for and remove the stinger if you can

find it – it’s usually in the middle of the swollen area.In general, I treat all dogs (and cats) with bee stings

as they do not understand not to itch it, commonly become quite distressed, and often we do not know how severe their reaction to the sting will be. Treatment involves the use of anti-inflammatories and antihistamine injections to relieve the swelling and irritation.

Rat BaitJust a brief note on Rat Bait Poisoning as I will

follow up on this in a couple of weeks – we have had quite a few dogs accidentally poisoned with rat bait. The main thing I want to impress upon people is that:

a) Ring the Veterinary Clinic IMMEDIATELY if you see your dog eat rat bait. We need to make them vomit and dispense some tablets to ensure they do not become ill.

b) Your dog does not become sick straight away (i.e within the first few hours)with Rat Bait – the common misconception is that they will become ill and vomit.

c) If you are using Rat Bait on your property let your neighbours, and any workers know you have done so.

Elvis Tribute Nightwith Elvis – the Voice –

Andy Stankovich“Are you lonesome tonight, ......”?. No , we certainly

weren’t lonesome at the RSL last Friday night when Elvis – the Voice – Andy Stankovich sang to a packed house. The crowd was amazed, close your eyes and indeed Elvis was there. It was just fantastic to hear so many of the songs that made Elvis so famous. And the outfits – wow – authentic replicas all the way from Las Vegas. Loved the white outfit with the beaded eagle on the back.

Andy soon had the crowd up singing and dancing to many of Elvis’ classic songs. There was even a group of screaming fans dressed up to the nines with long gold boots and beehive hairdos! They were having a ball.

Community Arts thanks Agnes Hain and the Travel Centre staff for making the evening possible and a huge thank you to Andy for giving so generously of his time and talent to help Community Arts raise funds for the Pacific Arts Festival to be held in the Solomon Islands next July. Many thanks too to the RSL Committee and to Felecia and Mesu from the RSL Bistro.

Hip Hop Dancing with Riley Bourne:Lots of action at the Uniting Church Hall this

past week. Riley Bourne, guest hip hop teacher from Auckland has been very busy with two groups of very enthusiastic pupils – a total of 38 children have taken part in the classes during the week. They have had so much fun learning from Riley and especially love the part where they form a circle and each has a turn to do their “own moves” – Riley being the first! The week will conclude with a short presentation for family and friends this afternoon at 2 p.m.

Thank you to Riley for coming to Norfolk to share his love of hip hop with the children and a small group of adults. Just 14, Riley has choreographed all the routines the groups have been learning during the week. His dream is to one day run his own dance studio and watching him work with the children this week his dream will definitely become a reality!! Trudy, his Mum, encourages and supports him all the way.

Thank you to Wendy Burrell for introducing Riley and Trudy to Community Arts and for hosting them during their visit.

Argentine Ants Update.

Spring Alert!After a wet (& cold by Norfolk standards) winter we

are now moving into spring with increasing daylight and warmth as we approach summer.

This time of year brings increased Argentine ant activity. Ants, Argentine and others are starting to come out of their winter shelter to forage and expand their range.

The question is regularly asked “can we really expect to eradicate this pest from Norfolk Island? While the experience in larger places is not encouraging we are currently at a critical point in our eradication battle.

Monitoring of areas treated earlier this year are showing encouraging results with all of the newer infestations significantly reduced and the more entrenched areas showing various levels of improvement.

The well entrenched western infestation will be the main challenge for this season.

A team of field workers has been recruited and an initial consignment of bait has been received from New Zealand on the September voyage of the Norfolk Guardian.

Currently Argentine ants are in any warm dry shelter they can find, typically in building structures, logs, cracks in fence posts, and in hollow stems of dry vegetation such as tree fern fronds, paw- paw trunks and leaf stems etc. As conditions dry out and warm up ants will move to places such as bases of trees, under rocks and concrete etc.

A distribution map has been prepared and is available for viewing at the Health and Quarantine office and Post Office in the near future. Preserved samples of both queen and worker Argentine Ants are available for viewing at the Health and Quarantine office.

Moving individual worker ants does not create a new colony; however a queen with just a few workers can start a new nest and colony.

Transporting soil, gravel, fire wood, wood chip, sawdust, pallets, timber, whitegoods, televisions, computers, machinery, stored vehicles, vehicle wrecks and dense vegetation all have potential to carry nests and spread the ants.

Tractors, implements and earthmoving equipment that have been used or stored in an infested area are all potential transporters for the ants.

Ant activity will be more obvious as we move into warmer months.

Left uncontrolled, the damage and cost this pest would cause to the Norfolk Island environment, economy and tourism is massive.

Where an infestation is suspected, non-toxic lure pots are used to collect and identify specimens. To effect eradication or control, it is important that all outbreaks are detected and treated.

This Week at Norfolk Island Museum

Our Last TsunamiOne of the buildings that the Museum occupies is

the Pier Store. As this building sits right on Kingston Pier at one corner it is only metres from the sea and at the other, about 20 metres away. It was designed as a commissariat (the Russian word for store), and built right on the edge of the pier to be convenient for the loading of supplies almost straight from the longboats pulled up alongside the pier. One of the key issues for us today is that salt water and metal artefacts don’t mix well together so our conservation programs are critical. However another thing we have to think about and plan for is what happens if a disaster hits the building. One of those disasters could be a tsunami and as one has already hit the building in 1834, it is not an impossible scenario.

The Commandant at the time on the 8th May 1834 was Major Anderson. In a letter he wrote to the Colonial Secretary describing the event (unknown in those days as a tsunami), it is clear that it was a frightening experience. As a result the decision was made to build a new Commissariat much further back from the sea in a place where vital supplies would not be in danger of being wiped out by a similar event. The following extracts from Major Anderson’s letter written on the 24th June 1834, held in the NSW State Records, describes the destruction.

“Sir,It is with much concern I have the Honor to report

to you for the Information of His Excellency the Governor that this settlement was Visited on the night of the 8th May between the Hours of 9 and 10 o’clock by a most alarming rise and overflow of the Sea, from which we received considerable damage and a fearful

warning of the insecurity at all times of almost all the Public Buildings where they now stand.

As soon as the first approach of the event (margin note ‘Rise of the Tide’) was reported to me, I instantly repaired to the spot and found the whole of the road along the beach, and in front of the Principal Buildings from opposite Government House, to beyond the Commissariat stores under water, varying in depth from a few inches, to upwards of three feet with each returning wave. The first building I got to was the New Lumber Yard, in which the Sea had lodged, washing through the Gate, nearly a foot deep. I passed on to the Prisoners Barracks and found the water had only reached the outer gate, but on going on farther towards the Gaol, the depth of the water increased every Inch, and in front of, and in every part of that Building, beyond, we had it upwards of three feet, rushing so violently in its progress, that I immediately ordered the Prisoners confined there on the Chains, /83/ to be at once removed under cover of the Piquet to the Civil Hospital for the night...

...The Sea had broken through the Windows of the Commanding Officer’s rooms, and beyond the building into the Stockade of the Settlement Guard House; and also up to the Commissariat Stores and into the Boat Sheds...The Commissariat did not suffer, although its safety appeared for some time doubtful, but the strongest parts of the Boat Sheds were forced open and very considerably injured. The Boats were partly floating, and one of them received some damage and would have been carried away altogether had it not been chained to the others and to the Sheds...

At daylight on the 9th I went round and found in addition to what I have stated, that a considerable portion of the ground in front of the Commissariat, with the Beach Guard Stockade, and Heavy Pier, and landing place were wholly washed away; and a similar encroachment made all along the Beach, but more especially behind my Office, and opposite the gaol, and also nearly in front of the Convicts’ Barracks, where the Salt House stood, of which scarcely a stone remained. Farther on, and to the Eastwood of the Stone

Quarry, damage was equally visible, and occasioned the overflowing and giving way of a 10 feet deep stone wall Drain, which has given us since much trouble and labour...

On the morning of the 9th the weather appeared worse, and fearing a second visit I had the Boats and other property, together with all the materials from the Carpenters’ Shop removed up the Hill; and also as much Beef and Flour from the Commissariat Stores as the Parson’s House could contain and which is since found to be equal to Two Months provisions for all on the Island. The building has since been secured with Iron Bars on the windows. I considered this last step necessary for two reasons – first, lest the Sea should deprive us of all our Provisions; and secondly because, if so visited, all the Buildings on the Beach must suffer the same fate, and I should then have no alternative but to throw open the Doors of the Prisoners’ Barracks for the safety of their lives. I trust therefore that this arrangement will meet the approbation of His Excellency the Governor.

On the 9th the Prisoners on the Chains were removed from the Hospital yard to the Convicts Barracks; but it was not until the 19th May that the gaol was in a fit state to receive them; nor was the Commandant’s Office re-occupied until the 22nd. Nearly all the carpenters and Masons with about forty men more have been employed exclusively since in repairing the above damages – the Salt House, Boat Sheds, pier, and Landing Place, with Stockade etc are rebuilt, and the ground in front of the Commissariat raised upwards of two feet; the gaol yard is also raised; and other embankments made, but much yet remains to be done, the ultimate success of which must after all be doubtful...

Under every consideration of this subject, I have your Honor strongly to recommend that Commissariat Stores may be built as soon as possible on the same line, and under the immediate protection of the Military barracks, the distance from the landing place being only by my measurement 700 yards....”

A new Commissariat was hastily begun in February

1834 and the building was ready for occupation just eight months later. There is possible evidence of the haste with which it was built with submergence on the front western corner appearing as they built, which was not rectified but adjustments made so the building work could continue. The rather odd design that Luggard created with the front stairs covering some of the basement windows, is possibly also a sign of the haste with which plans were drawn up. Clearly, this was a very frightening event and clearly today we need to be well prepared of the possibility of a similar event occurring again.

“Iwi Faul gu work”Earlier this year Norfolk Island had a visit from

Professor Kate Burridge of Monash University. Professor Burridge is a linguist and during her visit she spoke with local Norf’k Laengwij Consultant Gaye Evans. On Kate’s return to Melbourne she put Professor John Hajek in touch with Gaye to work on a Norf’k Laengwij project. John works at the Research Unit for Multilingualism & Cross-Cultural Communication at the University of Melbourne (RUMACCC). As part of a major early literacy initiative for children around the world, RUMACCC is proud to have launched a series of early readers in many languages. These readers are designed to help children enjoy reading in their mother tongue so that they are better able to learn to read and write in the official languages of their home countries. They preserve, in print, the world’s linguistic and cultural diversity whilst also showing parents and educators how easy it is to prepare enjoyable reading materials ~ starting with pencil and paper and then with a little help from the computer. The Norf’k project started with the wellknown traditional folk story from South Sulawesi “Chicken Little goes for a walk”. The story has been retold by Murti Bunanta with drawings by Katrina Langford and it is adapted and translated in the Norf’k Laengwij by Gaye Evans and John Hajek into “Iwi Faul gu work”.

Gaye says that this is an exciting project for the Norf’k Laengwij” as these books can be downloaded for free ~ in either colour or black and white, so that children can colour them in themselves ~ from the website http://rumaccc.unimelb.edu.au/reading/index.html”. Gaye believes that “Iwi Faul gu work” is Norfolk Island’s first ebook in the Norf’k Laengwij

Only 20 per cent of air passengers arriving in Australia will undergo a Customs search in future.

The Federal Comptroller-General of Customs (Mr. Carmody) said that the new plan had been devised by Collectors of Customs from all States and the Northern Territory.

He said that 80 per cent of airline passengers would now be able to go straight from the airport to taxis. “The rest will go through customs. And I can assure you they will wish they had been in the 80 per cent who were not searched. No one will know whether they will be searched or not. This is the psychological deterrent. Our men, in fact, are psychologists. If you twitch your left eye the wrong way, that may be enough for us to go on”.

French Returned Servicemen to Visit - Word has been received that a party of French ex-servicemen and their wives, will be visiting Norfolk from Saturday, 8th November until Tuesday 11th.

Board discusses further Advertising Cam-paign- Last Friday evening, members of the Tourist Board discussed with Mr. John Fuller, a partner in the firm of Singleton, Palmer, Strauss and McCallum, a further proposal to advertise Norfolk Island as a tourist resort in New South Wales, Victoria and in New Zealand.

The proposal outlined, consists of an 8-page coloured insert in the Australian Womens Weekly. The cost of this production will be borne on a co-operative basis by the Tourist Board and the various travel agencies in New South Wales, Victoria and New Zealand.

The Board intends to purchase separately, several thousand of this supplement, to be be used as its official brochure. (Tom’s note - Can you remember the brochure with the heading - “Norfolk Island, the most boring place in the world!”.

Captain William Driver and ‘Old Glory’ - “About as far apart as one can get in the U.S.A. are two cities that have helped to bring into public news a little of early Pitcairn history. One is the city of Salem on the Massachusetts Atlantic coast and the other is Laguna Beach on the Pacific coast near Los Angeles. Captain Nichols, the Director of the Salem Chamber of Commerce, found in the Museum there, an interesting letter which is marked as Exhibit No. 108,043. This letter was written by George Nobbs and the following is a copy:- “Pitcairn’s Island, September 3rd, 1831. This is to certify that Captain Driver of the Brig ‘Chas. Doggett’ of Salem carried sixty five of the inhabitants of Pitcairn’s Island from Tahiti back to their native land during which passage Captain Driver behaved with the greatest kindness and humanity”. Signed George H. Nobbs, Teacher, Arthur Quintale, John Buffett, John Evans.

Over on the West coast at Laguna Beach is a club known ‘Daughters of the American Revolution’ with Mrs. Fred C. Ross as a very active leader. Each year this club holds a Patriots Day Parade through the city to pay tribute to the Founding Fathers. February 22nd, 1969, was chosen to be the day to pay tribute to Captain William Driver. He was the one who first called the flag ‘Old Glory’ and his flag with the 24 stars is kept in the Smithsonian Institution in Washington, D.C.

Captain Driver left the sea in 1837 and moved to Nashville, Tennessee where everyone soon knew about ‘Old Glory’ which flag was also flown when he took the people back to Pitcairn Island. With the outbreak of the Civil War, Driver sewed ‘Old Glory’ inside a quilt or comforter on his bed where the Confederate forces were never able to find it. When the Union Army took Nashville in 1862, he ripped ‘Old Glory’ from its hiding place and with an escort of Union soldiers, ran it up on the flagstaff of the Capitol to cries of ‘Old Glory’. The 6th Ohio regiment took up the name officially for their flag and marched and fought under it until the close of the war, following which the name of ‘Old Glory’ for our Flag was taken up by the entire nation. Today, our flag flies both day and night over Captain Driver’s grave in Nashville”.

Show News- Judging of the gardens and of the sand modelling competitions took place last Sunday.

Miss Marie Bailey, Mrs. C.J. Cameron and Mr. J. Startin Field, were well and truly put to the test in making some of their decisions.

Mrs. D. Harker, John and Jane Carr, Wayne Boniface, Lynette Nobbs and Joint winners Allen Bataille and the Tavener brothers were some of the prize winners.

There were 39 entrants in the Sand modelling and Mrs. Mary Nobbs, the originator of these competitions was one of the Judges. She was helped by Miss Mary Winch and Mr. John Brooks.

Prize winners were:- Pre-school and Infants - 1st Leon McCowan, 2nd John Thiering, 3rd Tony Nobbs. Primary - 1st Maxine Christian, 2nd Stephen Thiering, 3rd Debbie Sheridan. Secondary - 1st joint effort of David Sanders and Bruce McCowan, 2nd another joint effort by Jennifer Vink and Raewyn Herman.

New Layout for Golf Course - “Local players will find the longer layout of the golf course quite a challenge, but I am sure they will lift their game to meet it” said Mr. Al Howard, Golf Course Architect, who has been on Norfolk under the auspices of the Rothmans National Sports Foundation, studying and making suggestions for the improvement of the Island’s golf course.

We understand it is hoped that the new course, now increased to 6,372 yards will be ready for the opening of next year’s season. Together with the unique character of the course, this could enable the Golf Club to organise amateur team golf events along the lines of the Bowling club’s ‘Bounty’ Tournament

After much anxiety if we would miss the opening because of the bad weather delay we managed to get there in time for the opening. Our thanks go to Jeff Murdoch and the Norfolk Air team, and also Joe Adams and Juliet Grant for their last minute organisation.

We also wish to express our thanks to the all those that supported our Golf Team to compete in the 2011 South Pacific Games held in New Caledonia. In the short time that we had after the team was announced we managed to raise a total of $2886 which went a long way towards the cost to attend the games. The

cost to compete in the games was in excess of $8,500 for our golf team and in these hard times the assistance was much appreciated.

We would also like to thank all those that supported our two Car Wash events, Foodland for providing the venue, the Norfolk Island Golf Club members and committee, the Youth Sports Fund, and to our resident Golf Professional Umi for his guidance and phone calls to the players. The Norfolk Islander for running our Car Wash adverts, also thanks to those that supplied fish and salads for the fish fry. Thanks also to Chris Magri for his support, encouragement and phone calls to the team while in New Caledonia, and our families and Team Manager Kim Davies. Also thanks to Michael Barry and 38° Clothing for supply of our team shirts.

Our team managed 9th spot out, of the 15 countries that entered, and had the last day not been dropped from the tournament because of heavy rain we would have climbed further up the ladder.

Norfolk Island Tourism is seeking applications for a Sales & Tourism Administration Officer to work alongside our Tourism Consultants in the Visitor Information Centre and also aid with office and administrative functions in the Bureau. Duties include:- Attending to front desk and phone queries.

Norfolk IslandJunior Rugby League News

Probably the best day we have had for footy all year last Sunday saw the 2011 Presentation day. We started off the day with games against the Mum’s, Dad’s and anyone else that was related to players which the players enjoy every year. The under 7’s were first, followed by the 10’s, then getting into the big games of the 13’s and Junior A’s, which seems to bring the best out of the players and some of the oldies that feel fit enough to play, but aren’t so sure once the final whistle is blown.

Once the games were over and the ice was broken out for a few old injuries, and the players had their sausage and drink we got the formal part of the day underway.

There thankyou’s directed at the Sponsor’s, Referee’s, Coaches, Parents, Uncle and Aunties, Grandparents and generally anyone that had provided assistance or gave their generous time as without these people, it would make that much harder for the club.

We then started handing out the trophies for the year and I will just list the Grade awards and then the Overall winners.

Thursday Night BowlsGood weather rewarded the start to a new round of

TNB. We are glad to have on board, “Christian Bailey Agencies” as our new sponsor and the winning team on the night won a bottle of wine each.

So as not to clash with the continuation of Triples on a Wednesday we will be changing the format to Open Pairs. This means, that those couples that stay together can play together. Even if you are not in that category you can grab a mate (male or female) and make up a team.

There will be nightly prizes, plus some mighty prizes for the winners and runners up. We will be instigating a Winners and Losers Comp for six weeks. This means if you lose your first round game you will be up against another losing team, as will the teams that win, will play another winning team to have two short games a night. This will enable all teams to play against each other.

So if you want a lot of fun, remember this is open to anybody who wants to play regardless as to whether you have played before or not. You can even bring your mother in law. Hambantota’sCommonwealth Games 2018has received a massive boost

September 26th, 2011.Hambantota’s bid to host the 2018 Commonwealth

Games has received a massive boost after its concept was widely praised by European delegates who have just completed a visit to the Sri Lankan city.

The group representing Cyprus, England, Gibraltar, Guernsey, Isle of Man, Jersey, Malta, Northern Ireland, Scotland and Wales share 10 votes between them, which could be crucial at the Commonwealth Games Federation (CGF) General Assembly in St. Kitts and Nevis on November 11th when Hambantota will face its only rival, the Gold Coast of Australia.

“The concept for the Games being held there is quite superb,” said Don Parker, the director of sport for Commonwealth Games England, who are due to hold a meeting in London next month to discuss who they should vote for.

“The [Athletes’] Village looks like it will be an excellent Village for the athletes, the venues are all very close to where the athletes will stay, the venues look as though they are going to be world class in terms of facilities, and we’ve also found the Sri Lankan people we’ve met to be very friendly and very professional.”

Parker’s comments were echoed by Michael Cavanagh, the chairman of Commonwealth Games Scotland, who is also a member of the Board of Directors for Glasgow 2014, the next host of the Games.

“If you’re successful in winning the 2018 Games then it will be a fantastic catalyst for development, not just for Hambantota but throughout the country and that is of course the main reason for bidding for the Games – it’s not just about 11 days of sport, it’s about what it can do for your country and people, and certainly the concept we’ve seen here is a fantastic concept,” he said.

Alan Cross, the Jersey Commonwealth Games Association President, admitted that he was surprised by the quality of the bid from Hambantota, who have been the outsiders since the race begun but with less than 50 days to go are now considered to be a genuine threat.

“People haven’t realised what excellent potential you have until quite recently and visits like this open people’s eyes to the future and the potential you have in putting on a Games,” he said.

Sri Lanka’s Sports Minister and co-chairman of the Hambantota 2018 Organising Committee, Mahindananda Aluthgamage, welcomed the backing for the bid.

“I am very pleased the delegation recognises the excellent potential of the city to host such an event,” he said.

TAMPA: The Hambantota 2018 bid for the Commonwealth Games has now received the last continental region to inspect the Sri Lankan proposal as the Oceania team landed in the city.

They represent the countries of Australia, Cook Islands, Kiribati, Nauru, Niue Island, Norfolk Island, Papua New Guinea, Samoa, Solomon Islands and Tonga.

Hambantota 2018 Organising Committee Co-Chairman and Governor of the Central Bank of Sri Lanka, Ajith Nivard Cabraal, said, “We are very excited to welcome our friends from the Oceania region and anticipate that they will be impressed by the phenomenal development which is transforming Hambantota into an economic and cultural hub.

“Many of the delegates come from islands not unlike Sri Lanka and we aim to put forward a model for how a small island nation can stage a world-class event.”

The members were met in Colombo by Commonwealth Games Association president, Mr Hemasiri Fernando, to discuss how Hambantota 2018 would host “a life-changing games”.

The Oceania delegation will carry out a three day visit and listen to presentations about the bid plan and have an opportunity to see the proposed layout of the venues.

The delegation will also have an opportunity to enjoy some local tourism attractions such as a private trip on the “Viceroy Special”, a 75-year old luxury steam locomotive taking them through some of the most suggestive scenery and also pay a visit to the Pinnawala elephant orphanage.

Norfolk Island’s representative is Jonathan Snell and it will be interesting to hear his summary and comments of the Hambantota Commonwealth Games bid.

Golf ReportLast Saturday’s golf was the annual Amalgamated

Pest Control Day, a two person Ambrose event, again played in perfect conditions. Our thanks go to Ron and Michelle Van Gorph for their ongoing sponsorship of this event. Even with renovated greens some very good scores were recorded.

Winning the day was the team of Robyn Lockhart and Tane Cottle with 58.25 from Brandon Anderson and Blake O’Hara 60.75, Mark and Denise Barnes 61.25, Snapper Blanche and Ronan Davies 61.75, Cooky Gardner and Andrew Umlauft 61.75 and Storky Steven and Barley Christian 62.25. The Country Rovers were Ron Van Gorph and Trudy Davis. Ken Burke took out the pro pin whilst John Cobb was closest on the 9/18th, Tane Cottle on the 7/16th and Blake O’Hara on the 2/11th.

On Sunday the annual Mixed Foursomes Championships were played over 36 holes with a break for lunch. Winning the mornings nett was the team of Brent Hattersley and Belinda Grube on 67 and the afternoon winners were Blake O’Hara and Terry Gray with 68.5. The pro pin was won by Pat McCoy with Dave Magri closest on the 9/18th, Belinda Grube on the 6/15th and Blake O’Hara on the 1/10th. The A Grade Championships came down to a playoff between Pat McCoy and Ronan Davies and Terry Gray and Blake O’Hara who both finished on 161. The winners of the 2011 Mixed Foursomes Championships were:

BOWLS NEWS.Congratulations to the team of Coop,Mitch and Dan

who are the winners of the Mens Triples Championship against Barry,Moochie and Debbie. On the 6th end they only had 1 to Barry’s teams 12. By the 11th end it was 12 all.from then on the scorecard read like this -13th end 14 all,15th end 16 all. That 16 stuck with Barry’s team so on the final end it was 21-16. What a great game.

In another game in the Men’s Allen Cup Neil has defeated John D. 25-16. The game between Wayne and Terry is still to be played for Neil to know who he plays in the final.

The Minister for Community Services said this week “applications are now open for grants offered by the Norfolk Island Government to support the promotion of sport in Norfolk Island”

“Small Grants for a range of approved purposes may be made in accordance with the prescribed policy and guidelines” the Minister said.

Norfolk Island Masters and I would like to welcome all visitors to the island that have come this week for the Masters and wish them all luck.

We will be playing squash on Tuesday 4th till Friday 7th with time set aside for practice on Monday.

Touch Football NewsThe 2011 Touch Footy season started on Thursday

at Rawson Oval. A few changes in sponsors over the last couple of weeks so that Teddy’s Team is now called Pete’s Place, The TBA Team is now BP Fuel and Pinetrees are now being sponsored by Willy and are still deciding on a suitable name. Maybe something like “Big Willies” or “Little Willies”, or because of their speed they could be the “Quick Willies” or for the 2 new recruits drafted from Wannabes, maybe “Old Wrinkly Willies”.

The 8th team has formed so no byes this year and is sponsored by BP Fuel. Captain is Brad Griffiths who is still looking for players, especially girls so if you want to play don’t wait to be asked. Give Brad a call anytime of the day or night on 50779 – no really call him anytime day or night for any reason at all.

The early games started with Loose Cannons beating Kiss My Art 6-2 which Zach will be hearing about all week. The other game was Young Guns being too strong for Wannabes taking the game 7-0. The late games were under the new lights. Thanks to the efforts of Koota and Junior League for getting these lights in place. Under lights, Pete’s Place had a good tussle with the “team full of Willies” drawing 5-5. And the newly formed BP Fuel team who have recruited some strong players beat Happy Daze 6-3.

This position will report directly to the KAVHA Site Manager, work principally with the KAVHA Board Secretary, and generally assist all KAVHA Management Team members with their responsibilities.
