1.0 INTRODUCTION

BFI Waste Systems of Arkansas, LLC (BFI) owns and operates a solid waste disposal

facility (Facility) located in Pulaski County, Arkansas in accordance with ADEQ Solid Waste

Permit #151-S1-R4.

Site Specific Condition Number 5 of Arkansas Department of Environmental Quality

(ADEQ) Solid Waste Permit #151-S1-R4 requires BFI to submit quarterly leachate reports

detailing leachate volume and monitoring activities. More specifically, the permit condition

requires BFI to submit a potentiometric surface map of the leachate hydrostatic head and the

amount of leachate removed each month from the Phase I Area. BFI is also required (by this

condition) to maintain a log of the daily-recorded leachate volumes.

The following document has been prepared to demonstrate compliance with Site Specific

Condition Number 5 and to fulfill the permit condition requirements for the 1st Quarter of 2013

(for the time period of January 1, 2013 through March 31, 2013).

2.0 LEACHATE VOLUME

TABLE I summarizes the volume of leachate collected from the Phase I, II, and III

Areas during the 1st Quarter of 2013. The flow meter readings were collected by Pollution

Management, Inc. and include the amount (of leachate) discharged to the City of Little Rock

Sewer Publicly Owned Treatment Works (POTW). All of the leachate generated during the 1st

Quarter of 2013 was discharged to the City of Little Rock POTW. Leachate collected in Phase I,

II and III of the landfill is pumped to the leachate holding tank and then discharged from the

holding tank into the POTW.

The total leachate discharged to the POTW during the 1st Quarter was 713,144 gallons,

see Appendix A. The total leachate discharged to the POTW during the 4th Quarter 2012 was

166,730 gallons, so the volume of leachate discharged during the 1st Quarter 2013 increased

from the previous quarter. The final cap was completed during the 4th Quarter 2012, and there is

no explanation why the leachate increased during the quarter. It is expected that the leachate

flows should start decreasing in the coming quarters.

2.1 Phase I Leachate Potentiometric Surface

Weekly piezometer readings for the Phase I Area of the facility are included in

APPENDIX B. The potentiometric surface of the leachate as measured on February 13, 2013, is

presented in DRAWING 1. DRAWING 1 was generated using the program AutoCAD Civil

3D with the program output files exported as a .dxf file.

There are sixteen (16) leachate piezometers (LPZ’s) located in the BFI Landfill in Phase

I. The sixteen (16) LPZ’s are LPZ-13, LPZ-14, LPZ-18, LPZ-20 R, LPZ-23, LPZ-23 (4”), LPZ-

24 R, LPZ-26, LPZ-27, LPZ-28, LPZ-28 (4”), LPZ-29S, LPZ-30S, LPZ-31R, LPZ-32R, and

LPZ-33. Five of the LPZ’s (LPZ-20, LPZ-24R, LPZ-23 (4”), LPZ-26 and LPZ-28 (4”) contain

air operated pumps. The pumps in LPZ-20 R and LPZ-28 worked intermittently during the 4th

Quarter but the counters did not record flow. The pump stroke counters on LPZ-24R, LPZ-26R

and LPZ-28 (4”) have stopped working; however, the pumps in the wells appear to be pumping

because when gauged, they are dry.

3.0 REMEDIATION ACTIVITIES

During the 1st quarter of 2013, leachate piezometers LPZ-20R, LPZ-23, LPZ-24R, LPZ-

26, and LPZ-28 (4”) contained QED air-operated pumps. All pumps are located in Phase I of the

landfill. The leachate from the piezometers is pumped to the leachate manholes around the

perimeter of Phase I. The leachate flows from the manholes and is ultimately discharged to the

City of Little Rock POTW. Weekly leachate monitoring finds that leachate is maintained below

the top of the pumps in LPZ-23, LPZ-24R, LPZ-26, and LPZ-28.

Table II shows the approximate gallons of leachate that were recorded during the 1st

Quarter of 2013. The pumps in LPZ-24R, LPZ-26R and LPX-28 (4”) did not record pump

strokes, but it appears the pumps did pump. The gallons have been calculated by the number of

pump stroke counts multiplied by the approximate volume of one pump stroke.

As indicated in Table II above, pumps LPZ-20R and LPZ-26R did not work properly.

The pump counters on LPZ-24R, LPZ-26R and LPZ-28 (4”) are not working and need to be

replaced. The remaining piezometer pumps were working properly during the 1st Quarter of

2013. BFI plans to replace pumps in LPZ-20R, LPZ-26R and place new counters on pumps

20R, 24R, 26R and LPZ-28 during the 2nd Quarter of 2013.
