Ms Diana Hertzler asked the following 7 questions:

1. Has the State Government given legislative effect to the Planning for Bush Fire Protection Guidelines as recommended by the Keelty Report?

Mr Brett Davies gave a presentation the meeting on the Fire Fighter Response System (FFRS) currently being used by Chidlow Volunteer Bush fire Brigade. Mark Casotti thanked Brett for the presentation and the potential of FFRS system. Brett said that all brigades who were interested in learning more were welcome to go to the Chidlow station for a live viewing of how the system works.

This report recommends that the committee note the appointment of new brigade Fire Control Officers by the Shire following brigade elections.

BACKGROUND:

As part of the last round of Shire of Mundaring volunteer bush fire brigade annual general meetings 2 new Fire Control Officers (FCO’s) were elected as follows:

Darling Range Mark Appelt (outgoing FCO Ross Boughton) Stoneville Mark Taylor (outgoing FCO Ian Zlatnik)

In accordance with the Bush Fires Act 1954 and Council’s delegated authority in that regard Shire of Mundaring Chief Executive Officer, Mr Jonathan Throssell, confirmed the appointment of Mr Mark Appelt and Mr Mark Taylor as Fire Control Officers on 30 June 2015.

Social: The Shire’s volunteer bush fire brigades are a long standing and important community network and key contributor to community resilience relying on sound volunteer bush fire brigade leadership. RISK IMPLICATIONS: Nil CONSULTATION:

The Shire appointments give statutory effect to the brigade based elections. COMMENT: In noting the appointment of new brigade FCO’s the contributions of the outgoing FCO’s should be recognised. Mr Ross Boughton and Mr Ian Zlatnik have provided sound leadership contributing to the ongoing effectiveness of their respective brigades and the Shire of Mundaring volunteer bush fire brigade service as a whole.

In conclusion the new FCO appointments and the contribution of the outgoing FCO’s should be noted and acknowledged accordingly. VOTING REQUIREMENT: Simple majority COMMITTEE RECOMMENDATION

SUMMARY: Following establishment of the Shire of Mundaring Bush Fire Service Training Officers Committee (TOC), this report recommends that the Bush Fire Advisory Committee endorses adoption of the TOC Terms of Reference.

BACKGROUND:

The Bush fire Advisory Committee, at the August 2014 meeting, endorsed the reactivation of the Training Officers Committee and charged that committee with a first priority, to propose a Terms of Reference. The draft is presented for comment and adoption.

CONSULTATION: This matter is the subject of previous consultation with brigades via the Bush Fire Advisory Committee. COMMENT: Terms of Reference (ToR) at a minimum describe the purpose, scope and authority of a committee. Typically the ToR is a written road map for the committee and contains clear and specific information on how the committee is organised. Clear and understandable ToR is the first step to a successful committee. 8.3 Laundering of Personal Protective Clothing

SUMMARY Correspondence has been received by the Shire from the Fire Control Officers & Captains Group, Mundaring Bush Fire Services (FCO & Captains Group) citing concerns in relation to the laundering of Personal Protective Clothing (PPC). The FCO’s & Captains Group report further advised of an Industry Safety Advice issued by the Australasian Fire & Emergency Services Council (AFAC) in relation to potential concern of formaldehyde in Proban (fire retardant) treated PPC. The AFAC document recommended that PPC treated with Proban be laundered before use and stored in a well ventilated area. The concerns arise from the fact that brigades have not to date been supplied with laundering equipment or access to laundering services possibly leading to:

inappropriate care of PPC introduction of contaminants to members home environments arising from

laundering PPC by members within their residential laundries. The FCO & Captains Group further requested that the Shire of Mundaring provide to each brigade a system whereby PPC is collected from each brigade station, laundered and returned to each station after each incident. This report recommends that the Bush Fire Advisory Committee not support the provision of a laundering service to brigades where PPC is collected from each brigade station, laundered and returned to each station after each incident as such a service would bring about an unwarranted administrative burden and unjustified extra cost. Appropriate alternatives to a laundering service for PPC can be implemented including the purchase of washing machines to launder PPC at brigade stations. This report therefore further recommends that purchase of washing machines for Shire of Mundaring volunteer bush fire brigades via Local Government Grant Scheme funding be arranged and that appropriate procedures for the laundering of PPC at brigade station level be prepared and distributed to brigades.

BACKGROUND A copy of the FCO & Captains Group report on this matter as prepared by Ian Zlatnik, former Captain, Stoneville Volunteer Bush Fire Brigade is attached (attachment 5). The AFAC document was based on a study of seven items of PPC by CSIRO. The CSIRO study apparently found that fomaldehyde levels in some new Proban treated PPC was at levels that could cause skin irritation in some users. AFAC therefore recommended that PPC treated with Proban should be laundered before use and stored in a well ventilated area. It is noted that Proban treated PPC has been used in PPC used by emergency services across Australia without any significant issues being identified. The Department of Fire & Emergency Services (DFES) issued a Safety Circular number 03/2015 on this matter and within same stated that “DFES has already instructed the PPC supplier to launder new garments prior to dispatch”. Notwithstanding that advice the Shire of Mundaring has been advised by a representative of PPC supplier Stewart & Heaton that PPC supplied by them is not laundered before supply. The PPC issued by DFES to its career Fire and Rescue personnel is subject to DFES Operational Directive 1.3, Dress and Grooming and associated document SAP 1.3A, Laundering Standard. SAP 1.3A provides advice to a laundering contractor on the laundering parameters (temperature, type of cycle, detergent type, drying instructions etc.) and specifies that PPC should not be laundered in the same cycle as other garments. It is considered that the requirements of SAP 13A with regard to laundering parameters could be adhered to by use of a domestic washing machine in the absence of the provision of a commercial laundering service. Parkerville Volunteer Bush Fire Brigade (PVBFB) have for some time laundered their PPC on station within a large domestic washing machine purchased by the brigade. The garments are allowed to air dry by hanging same within the PPC storage racking within the station. This avoids any necessity for PPC to be laundered within the home environment. STATUTORY / LEGAL IMPLICATIONS Nil. POLICY IMPLICATIONS Nil. FINANCIAL IMPLICATIONS Cost of commercial laundering of volunteer fire fighter personal protective clothing. Cost to purchase washing machines for Volunteer Fire Brigade Stations, (where such units have not already been purchased).

STRATEGIC IMPLICATIONS Strategic theme 3 – Thriving Community includes matters relating to supporting volunteers SUSTAINABILITY IMPLICATIONS Nil. RISK IMPLICATIONS Possible although as yet unconfirmed risk to fire fighter family safety due to washing PPC at home and risk of adversely affecting the performance of PPC due to incorrect laundering practices EXTERNAL CONSULTATION This matter has been considered by the Fire Control & Captains Officers Group, Mundaring Bush Fire Service COMMENT The provision of a commercial laundry service for Volunteer Bush Fire Brigade (VBFB) member PPC would be a significant undertaking and would require extensive administration and depending on the laundry turn-around times may require that each member have two sets of PPC so that operational readiness could be maintained. This is not considered to be justified in terms of the viable option of equipping brigade stations with washing machines to enable laundering of PPC at stations. The laundering of PPC at stations is also consistent with the health and safety related advice originating from the AFAC Industry Safety Advice of February 2015 and the subsequent DFES safety Circular number 03/2015. In conclusion the laundering of volunteer bush fire brigade member PPC by provision of a commercial laundry service is seen as unjustified and unnecessary. Brigades should be equipped with washing machines to enable the recommended laundering of PPC at stations. In addition procedures for the appropriate laundering of PPC via the use of washing machines at brigade stations should be developed in consultation with brigades. a. The preparation of procedures by the Shire of Mundaring, in

consultation with brigades, for the laundering of Personal Protective Clothing (PPC) at brigade stations;

b. The purchase of washing machines for brigades not already equipped with washing machines to enable the laundering of PPC at brigade stations; and

c. The Shire of Mundaring seek inclusion by DFES of washing machines within the listing of eligible Local Government Grant Scheme (LGGS) expenditure.

9.0 STANDING REPORTS

9.1 CESM Mundaring/Chief Bush Fire Control Officer

Prevention Hazard Reduction Burns 1/Jul/2014 – 31/Jun/2015:

42 HRBs conducted on Shire. 35 HRBs by FPC and 7 HRBs by VBFBs. Fire Protection Crew (FPC) conduct pre-burn works on all reserves.

57 private HRBs conducted by Brigades. Total: 99 HRBs conducted over the year compared to 56 hazard reduction burns conducted last year (111 HRBs in 2012/13).

Community Winter Burning Program complete. Only 21 residents over 2 sessions attended. Down from over 100 last year. Fire Hazard Inspection Officers conducted 5 individual winter burning sessions. The Firebreak & Fuel Load Notice has again been reviewed with adjustments made predominately to the reference of tree crown separation and clarification around clearing vs compliance. This has moved the booklet away from being booklet about compliance to a ‘one stop shop’ information source on fire related matters. 9.4 Mundaring Fire School/Training Officers Committee

Mundaring Fire School This year has seen an increase in courses, student numbers and trainer assessors. Main additional/replacement courses are IC Level 1, WAERN and Sector Commander. IC Level 1 and Sector Commander both require considerable preparation and input for the course and because they are aimed at all hazards, we may have to restrict nominations according to the trainer/assessor skill set (BFS) for locally provided courses. The School is starting an internal review to both standard operating processes and to facilities viability, both will be extensive and will be reported to the next BFAC.

While reducing, we are still getting a number of no-shows also some individuals with lack of prerequisites or inadequate experience for the courses.

Training Officer Committee

A new Training Needs Analysis and course brochure with prerequisites has been produced to better align with Pathways. All brigades are requested to evaluate their succession plans and training gaps to provide accurate feedback to ensure appropriate course provision. Regional DFES Training Support Officers have provided current training records spreadsheet that will provide a better set of training records within the shire.

Metropolitan Training Advisory Committee

The Regional Training Support Officers have formally occupied the roles and have already had great impact on training provision and support. Support will be processed through standard channels, please don’t go direct unless instructed by the Chief. The draft Terms of Reference for MTAC has been proposed and accepted in principle. A handover for the new Bush Fire Fighter course has been given to Mark Casotti and John Duff, they can in turn provide a handover to MFS staff holding the current course qualification. A record of handover must be sent through standard channels for recording and TRK provision.

Level 1 Incident Controllers gaining DFES accreditation will only require one validation to achieve competency. Mundaring has submitted the 2016 Training needs analysis for the DFES course provision for 2016. Current training forms and procedures list.

Nigel Morgan asked the meeting if there was any interest in MFS holding a permit issuing course. A discussion was held around this with Nigel saying that on a date before permit issuing commences a permit issuing course will be held. TRAINING OFFICERS COMMITTEE SHIRE OF MUNDARING

TERMS OF REFERENCE

PURPOSE

To ensure that brigade members are trained to at least the minimum standards as set and agreed by Shire of Mundaring Fire Services.

To provide a common support and communication opportunity for all training managed by Brigade Training Officers.

Advise Bush Fire Advisory Committee, Chief Bushfire Control Officer, Mundaring Firefighters School and Brigades on all matters regarding Brigade training.

Monitor training providers and standards to provide recommendations on needs, improvements and deficiencies.

Submission by Ian Zlatnik, Stoneville Volunteer Bush Fire Brigade on behalf of Fire Control Officers & Captains Group, Mundaring Bush Fire Services regarding maintenance of Personal Protective Clothing.

SUMMARY

Traditionally, volunteer Brigade members have been personally responsible for the care and maintenance of the Personal Protective Clothing (PPC) issued to them by the Shire of Mundaring. Brigades have not been provided with laundry infrastructure or laundering services. This results in situations where either the member does not appropriately care for their PPC, or the PPC is washed in the home environment, potentially with other personal garments.

The washing of PPC in the home environment is contrary to DFES Operational Directive 1.3 – Dress and Grooming, and the associated SAP 1.3.A – Laundering Standard.

Brigades request that the Shire of Mundaring provide to each Brigade a system whereby personal Protective Clothing is collected from each Station, cleaned and returned to the Station after each incident, similarly to the service provided to career and volunteer Fire and Rescue crews.

BACKGROUND

A safety alert was issued in February 2015 by the Australasian Fire and Emergency Services Authorities Council (AFAC) – the peak body for emergency services in the Australasian region – highlighting the risks associated with the handling of PROBAN treated PPC. Following the release of this safety alert, a consistent multi-agency safety alert was issued through Emergency Management Victoria to CFA, MFB, DELWP and SES members with advice from AFAC around the appropriate storage, handling and washing of PPC. Currently, PPC issued to and used by career Fire and Rescue personnel is subject to DFES Operational Directive 1.3 – Dress and Grooming, and the associated SAP 1.3.A – Laundering Standard. This Directive requires DFES staff to “ensure that the garments are laundered as indicated below, either through the DFES laundering contract or by a local laundering service provider” Shire of Mundaring Brigade stations are not provided with laundry infrastructure to allow the washing of PPC on station, and the expectation is that members wash their PPC in their home environment.

The washing of PPC in the home environment is discouraged as the contaminants present on PPC from attendance at incidents can contaminate the laundry equipment, and subsequently the personal garments of the firefighters and their families.

COMMENT

The level of service provided to volunteer firefighters in the care and maintenance of their essential PPC should be on par with that provided to their career counterparts.

Many studies have demonstrated the benefits of maintaining PPC to high levels. Given laundry infrastructure is not provided at Brigade stations, and laundering services are not provided, it is then the expectation that Brigade members maintain their PPC in their home environment, possibly contaminating the garments of their families.
