BETTER TARGET AND REACH YOUNG WOMEN Anne-Laure ROY – PTA 1 st April 2014

Addressing the needs of rural youth is gathering attention with international development agencies, donors and private companies supporting new initiatives by governmental and non-governmental organizations in many parts of the world and in Africa in particular. Issues surrounding rural youths such as limited access to educational services, dependency on mainly unpaid labour in family farms and working in the informal sector as well as the considerable impact of migration on their livelihoods - especially affecting young women- have been widely recognized as significant. There is overall agreement that if youth issues are not addressed high rates of youth unemployment and under-employment will persist and overall development in African countries could be negatively affected. In this context and in line with its 2011 – 2015 Strategic Framework, The International Fund for Agricultural Development (IFAD), in partnership with PROCASUR Africa, organized an eight day learning route on Innovative ideas and approaches to integrate Rural Youth in Agriculture. The progress in Kenya between the 11th to the 18th of August 2014. The aim of this Learning Route was to contribute to lesson-sharing and learning at country and regional level in order to build technical capacities within IFAD´s operations and partners in the ESA region on innovative strategies and approaches to engage rural youth in agriculture, increase employment and reduce poverty.

• Age to be compared with statistics on average age for marriage, first child

• Level of education (literacy, primary…)• Data on child labour (contribution to family income,

law, husband in terms of decision making power, mobility..• Children or not (mobility, workload, status)• Stage in life plan (marriage, migration, study) / consider

interrelated perspective from the YW, her parents/husband//community

• Understand what can affect their capacity to participate in activities

• Develop a shared definition/vision of YW and ensure community buy-in in activities targeting them (Community conversation, participatory rural appraisal, closing the gap methodology)

• Develop partnership with local stakeholders to identify target group and activities and develop synergies

• Offer the full package of specific services: empowerment, training, access to finance

To improve YW empowerment• Involve decision making men, permission to attend,

participate• Work with women leaders, innovators from the community

(role models, mentors)• Facilitate access to information (meetings, special event,

video, radio, SMS, youth platform…)• Agents of change if better educated/adequately trained

(volunteers, paid by project then by community)• Encourage collective action-Quotas for + membership,+

leadership in FO (coupled with training on leadership and management skills)

For capacity building activities

• Make sure the training modalities are inclusive (functional literacy, local venue, short-cycle, child care)

• offer training in technical/professional skills • matching desire-job market/creation• bunch of on-farm/non-farm activities• Visit/exchange programs• Help them define their future and fulfil it

For financial inclusion• Collaborate with local/Nal gvt to facilitate administrative

processes (ID, mini age to open an account, co-signer)• Support financial service providers to:understand source of incomes and types of expensesto offer a wide range of financial products tailored to YW

needs (small transaction size, mobile banking, SMS advisory)

to customise YW friendly environment (female officers, attractive office & leaflets adapted to their literacy level, opening hours compatible with their agenda)

Implementation arrangements

• At same quality level, positive discrimination in projects selection processes,
