The data submitted on form(T-4) of the annual report for the 2007-2008school year indicated that there was sufficientinterest in girls' cross country from the resultsof the survey given. Even though there wasinterest expressed in cross country, the schooldid not address this interest. The steps toaddress the process of determining if there isviable interest in a sport were discussed withschool officials, Auditors recommendedsurveying the students again this year, thenaddressing the survey interests so that theschool can receive credit for this standard ofcompliance. (See KHSAA Recommendation)

Equipment and The uniforms viewed during the re-visit didSupplies demonstrate some disparity in the quality and

quantity. The boys and girls' track, girls'volleyball, softball, and girls' basketballuniforms appeared to be of lesser quality thanthe other uniforms viewed, Auditors wereinformed that girls' basketball would be

X receiving Iike quality uniforms this year, btltthey had not been received at the time of there-visit. The school currently does not have auniform rotation and replacement policy toensure equivalence in this benefit area. (SeeKHSAA Recommendation)

There is a disparity in the types of electronicdevices available to aII coaches. An officeused exclusively by a boys program containsseveral current electronic coaching aids thatare not found in other offices. Auditorsrecom mended that the school make sure thataII of its coaches have access to the use of thisequipment when needed.

AII athletic equipment viewed appeared to beequitable and some equipment is equallyshared by Iike sports. The school does nothave inventories of equi ment in the Title IX

year average of spending for equipment andsupplies fudher demonstrates this disparity.

For the past three years the school spent64,319 dollars on m ale padicipants and 14,200dollars on fem ale padicipants in this benefitarea. (See KHSAA Recommendation)

Scheduling of X The use of the athletic facilities appears to beGam es and scheduled equitably. The school played 50 %Practice Time Of girl's basketball games in prime tim e last

year. The 2008-2009 girls' basketball scheduledoes not meet the prime time requirement.School officials were aware of this probîem andwere working to adjust the schedule to meetprime-time requirements, The basketballschedule will be checked by KHSAA auditorsto ensure that the school meets its prime-time/date requirement.

Travel and Per X Students are transported by school bus forDiem athletic contests. From interviews conducted itAllowances appears that m eals are sometimes provided to

student athletes but not consistently. Theschool does not have a travel and per diempolicy or guideline in its master Title IX file.(See KHSAA Recommendation)

Coaching X Pay is comparable for b0th male and femalespods. A salary schedule was found in theTitle IX file. Most coaches are employed oncam pus and auditors determined throughinterviews conducted that students do haveaccess tp those coaches who are not onCam pbls.

Locker Rooms, AII the facilities viewed were well maintainedPractice and for all sports. The gymnasium, football field,Competitive and track are alI Iocated on the PrestonsburgFacilities High School campus. The boys and girls'

soccer fields, boys' baseball and girls' softballfields are Iocated at a new facility several milesfrom campus. At the present time there is noscoreboard on the girls' softball field, howeverthere is on the adjacent boys' baseball field.School officials are aware of this inequity andare in the process of developing a plan to adda scoreboard to the girls' field, There is ahitting facility at the complex where thebaseball field and softball field are Iocated.Auditors could not view this facility, but were

Locker Rooms, informed that it was mostly used by boys'Practice and baseball. The girls' softbàll team has a battingComqetitive cage located at the school which their coachFacillties Cont'd prefers to use, however the coach informed

auditors that the softball team did tlse thefacility Iocated at the field on occasion. Thecomplex contains restroom and concessionfacilities in which athletes could dress.

However, auditors were told that the boys'baseball team dresses in the indoor hittingfacility. The indoor facility does not containIockers or restrooms according to schoolpersonnel. (auditors could not view this facility)It is imperative that the school ensure thatthese two hitting areas can be shared in anequitable fashion. (See KHSAARecommendation)

Medical and X The weight room is Iocated inside the footballTraining Iocker-room neyt to the school. There is noFacilities and separation between the weight room andServices dressing facilities. The weight room décor did

not include female friendly pictures, postersetc. în the room. The auditors noticed theabsence of light weight bars for female use,however there were m any other types ofequipment that could be used by femaleathletes. There was not a weight roomschedule posted. Auditors were informedduring interviews that the school also hadanother facility that athletes use to workout.(auditors did not view this facility) (See KHSAARecommendation)

Publicity X Prestonsburg High School has numerous typesof publicity for the student athletes. Uponreviewing these types of publicity thereappears to be an advantage to boys' teamswhich is consistent with the data subm itted onthe re-visit repod. There is a Iarge disparity inspending in awards for this school. For thepast three years the school spent an averageof 13,621 dollars on m ale participants and1,889 dollars on female participants in thisbenefit area. (See KHSAA Recommendation)

Support X The school currently has individual boosterServices clubs which have off-campus accounts and

there is no plan in place for the monitoring ofpurchases to ensure equity. Since 2004-2005the school has been asked to closely monitorspending because of the continued disparitybetween its male and female padicipants. The2007-2008 status report sent to the schoolasked the school to review the spending for2007-2008 at the first Gender Equity ReviewCommittee to determine if there was also aspending inequity in the past year. If such aspending inequity was found, the school was todevelop a plan to address this issue andsubmit the minutes of that meetings as well asthe plan to the KHSAA by October, 2008. Theschool had not responded to this request at thetime of the re-visit. The Gender Equity ReviewCommittee had met the day before the re-visitand the minutes reflected other concernsaddressed in the Status Report, but notspecifically the spending inequity. The re-visitrepod figures for expenditures were to reflectspending that occurred in 2007-2008, howeverthe figures submitted were for 2006-2007which had been submitted on the annual repodIast year.

Athletic N/A The 2002 audit report requested the school toScholarships provide an explanation for the manner in which

scholarships were awarded, During the re-visitauditors determined through interviews withschool personnel and students that no athleticscholarships were being awarded by theschool or school suppod groups.
