    Summary of FD Feature Trial

    As in earlier FD Feature Trial, we have proven the benefits of FD as below:

    State transition delay time has shown improvement, which will reflect to

    better user experience.

    Without FD feature, all UEs will transit to cell FACH & PCH, which may

    cause higher load to FACH channel & may increase RNC load with UEs

    doing state transition.

    Summary of FD Feature Trial

    FD feature will allow IMEI TAC to be enable, which will allow network

    operator to have specific & customize setting for indentified

    Smartphone UEs.

    With FD feature & IMEI TAC enable, the signaling procedure has been

    reduced, which will help to reduce the RNC load.

    User experience:

    With FD feature & IMEI TAC turned on, the user behavior & experience

    for Smartphone UE has not been interrupted.

    Access delay for both CS & PS service, has been maintained & range in

    acceptable levels.

    Summary of HS Cell_FACH Trial

    Advantage:

    Better optimize of the HSPA scheduler resource

    - 28% reduction of active HSDPA users (reduce from 7000 to 5000)*

    - 28% reduction of active HSUPA users (reduce from 3500 to 2500)*

    Improve HSDPA and HSUPA Throughput and Data Volume

    - Improve HSDPA throughput from 600kbps to 700kbps*

    - Improve HSDPA data volume around 800,000 Mbytes**

    - Improve HSUPA throughput from 30kbps to 36kbps*

    - Improve HSUPA data volume around 70,000 Mbytes**

    Disadvantage:

    For non Smart Phone:

    More cell updates messages will be sent and this will increase

    the signaling processing load in RNC and NodeB.

    More UE will stay at common channel and this will increase

    the PS drop call (RB lost will increase compared to Idle Mode)

    due to no power control in PCH.

    More data will be transferred in FACH and this will causecommon channel congestion, paging success rate and call

    setup success rate will degrade if no expansion is performed.

    More UE will be holding RRC Connection and this will cause

    the waste of resources.

    For Smart Phone:

    SCRI (Signaling Connection Release Indication) may overflow

    the signaling processing unit in RNC and NodeB.

    Cell_PCH

    1) SCCPCH Expansion

    Expand SCCPCH - 1 FACH and 1 PCH, and monitor the FACH user

    number and utilization, and PCH utilization.

    2) Modify IUPS Activity Factor

    3) Activate PCH, and set related timer

    Currently Cell_FACH to Cell_PCH is set to 65535 or deactivated.

    Recommendation is set to 6s to PCH, and 4s to FACH.

    SET PSINACTTIMER: PsInactTmrFor Int=1800, PsInactTmrForBac=1800;

    Currently PS Inactive Timer is set to 20s.

    Recommendation is set to 1800s or 30 minutes.

    Cell_PCH and URA_PCH Implementation

    URA_PCH

    Early stage of implementation of URA is according to LAC, but when

    PCH utilization is high, may need to split the URA.

    SET UESTATETRANS: CellReSelectCoun ter=9;

    Recommendation is set to 9 times after Cell Updates in Cell_PCH, UE

    will transit to URA_PCH. This parameter value may be reduced for faster

    URA_PCH state, but PCH utilization will increase, hence need to monitor

    PCH utilization and congestion.

    SET UESTATETRANSTIMER: CellReSelectTimer=180;

    Recommendation is set to 180s.

    Conclusion

    PCH is not able to replace FD Feature to solve Smart PhoneSCRI issue.

    The benefits of FACH is significant, but the impacts of PCH will

    be greater than its advantage.

    More optimization and expansion works need to be involved

    for none beneficial options.

    Recommendation

    FD Feature is only available in RAN 12, no commerciallicense available in RAN 11.

    PCH is not recommended to implement in the network

    without FD Feature.
