First Period (1988- August 1990)
Merits
Economic
The regime was successful in attracting foreign investment in Pakistan. In 1989, a lot of Multinational
Corporation began to initiate projects in oil exploration, textile and food preservation industries. For
example Cargill (US based company), invested 6.4 Million Dollar in frozen concentrated juice near
Sargodha and pioneer seed began construction of Hybrid seed plant near Lahore with a 15 million Dollar
investment. Both projects had 100 US equity involvements. Dawood- Hercules, a Pak American Joint
venture in fertilizer also expanded operation by investing 345 Million Dollars in existing urea fertilizer
plant. Similarly other MNCs, like Occidental, Union Texas, Caltex and AMOCO also made further
investment or expanded their existing capacities.

Appointment of her mother, Nusrat, as a senior minister without portfolio, followed by the
selection of her father-in-law as chairman of the parliamentary public accounts committee, was
viewed in some quarters as ill-advised nepotism.

Benazir's government also set up the controversial Placement Bureau, which made political
appointments to the civil bureaucracy
Second Period(1993-1995)

Demerits
Pakistan came under U.S. pressure to freeze Pakistan’s popular nuclear program and to reach
a settlement over Kashmir. Furthermore, in 1993, the United States (at New Delhi’s urging)
had placed Pakistan on a “watch list” as a state sponsor of terrorism.
Nationwide, chaos reigned. In Sind, another round of sectarian fighting erupted, and strife
between Sunni and Shīʿite Muslims contributed to the mayhem. In the North-West Frontier
Province tribal leaders had become the target of assassins, while others were implicated in
trafficking weapons and drugs.
