“Greening of the construction law”

A non-profit NGO that supports and implementssustainable building construction. The aim of the organization is to provide a Lebanese certification system for buildings that adopt environmental parameters and to transform the way buildings and communities are designed into a prosperous environment that improves the quality of life.

VisionThe LGBC aims to become a leading non-profit organization working to promote the sustainable building industry of an international level. Its members will strongly advocate sustainable buildings in the aim of designing a built environment that allows future generations to benefit from the natural resources that will be available to them.

Issues addressed


• Improve on the heat resistance elements on the roof by requiring insulation of polystyrene as per the recommended standards. Roof insulation of certain thickness as recommended by the approved standards shall be required. Certain percentage of roof area may be planted for earning incentives.

• Glass curtains are threats on the energy consumption when installing air conditioning equipment on balconies.


• Insulating walls and roofs improve the conservation of energy.

• Sanitary , electrical and air conditioning systems should be subjected to approval.


• Equipment of HVAC installed in buildings shall be labeled and within the allowable efficiency for energy conservation purposes.

Third party shall provide inspection and verification of:

- Efficiency of water distribution systems- Efficiency of water consumption- Sewage treatment system- Energy efficiency of the selected HVAC equipment - Installation of insulating materials


• Requirements for planting trees near side walls (in setback zones) enhances the environmental aspect of the context.


• Modifications of the natural slope of the site should maintain a topsoil quality that ensures the successful vegetation of the altered zones.



• Encourage recycling of debris and the use of materials with particular recycled content.


• Orientation of building: try to orient the main facade of the building to minimize heat gain in accordance with sustainable design considerations.

• The geometric definition of the envelopes should be studied in order to maintain the “right of light” for all buildings.

• Definition of recommended U-values for the building envelope. Provide recommended energy consumption levels depending on different building types and climate zones.


• Indoor air quality shall be monitored by inspecting the introduced fresh air quantities and method of treatment.

• Environmental impacts by buildings should be assessed during permit phase.


• Protrusion in the envelope. Use of shading devices and the study of their location to optimize performance.

العاشرة المادة

• PV and solar panels shall be exempted from rules relevant to protrusion from the building walls and from the allowable height of the building. Sloped roof shall be steeper to gain the maximum solar heat gain for 33 degrees Latitude.

• The 4.5 by 5.5 dimension of the negative space should not be a fixed dimension; it should vary (with a minimum of 4.5 x 5.5) to allow for sun penetration.

• Allocation of surface exploitation so that the allowed built-up area can be integrated into the site by minimizing the volume of excavation, thus relating in a more environmental way to the topography.

• Plant rooms to house solar panel hot water storage tanks and wastewater treatment tanks


Exemption of the following from the exploitable area:

• Rooms for sorted garbage

• Internal rooms, on the roof or elsewhere, that contain machinery for building services (with the definition of the maximum allowable area).


• Build rain water channels and rooms that contain gas tanks, rain water tanks and their machinery.

• Establish a procedure in order to protect the environmental aspect of sites.

• For buildings larger than 600 m2, include:

Double drainage systemReduction of potable water usage Reduction of interior and exterior lighting

• For sites larger than 900 m2, include:

Reduction of heat island effectProvide garbage rooms for recycling

Use of renewable energyProvide a secure and developed

system for distribution of domestic LPG gas


• Water consumption shall be based on the number of bathrooms. Waste collected shall be treated for recycling and re-use in Water closets and irrigation only


• For projects consisting of several buildings, provide special systems and features for waste water treatment stations and use of renewable energy systems.

• Certain requirements for renewable energy systems shall be provided.


• The building law is a mandatory document that needs to reflect and address the contemporary concerns of environmentally friendly building.

• Importance of third party entities to verify building systems.

• The building law should allow for the future developments of sustainable concepts.

• It is imperative to ensure conserving energy and water consumption by inspecting the proposed systems (HVAC systems consume electricity and it is important to control such system) and their adherence to the standards.

•A procedure should be defined to pursue the items presented here, to establish their legal aspect and confirm their feasibility.
