Bee Cave Public Library has been named a “Star Library” in the 2010 Index of Public Library Service by Library Journal. Each year, Library Journal surveys public libraries across the country and rates them according to 4 categories of service, comparing libraries with comparable budgets to their peers. This year’s index rated 7,407 public libraries and identified 258 “star” libraries including our own Bee Cave Public Library, which received the highest 5-star rating.

“We are so honored to be recognized as a Star Library by Library Journal,” commented Library Director Barbara Hathaway. The LJ Index is a national rating system designed to recognize and promote America’s public libraries. This year’s index was based on statistics reported for 2008 that measured library visits, items circulated, program attendance, and public computer usage, and compared Bee Cave to other libraries with comparable operating budgets.

Each library selected as a “star” was asked for input as to why their measurements of service exceeded those of their peer libraries. Hathaway cited the library’s location inside City Hall at the Hill Country Galleria as a big factor. “The high visibility of our location, in a beautiful facility, made us a draw as soon as we opened. The friendliness of our staff and the quality of our collection and programs have encouraged people to keep coming back.”

The Lakeway Wine Club began about four years ago. We are an informal group of about 100 people from Lakeway, Bee Cave and the surrounding communities. The age group of the club ranges for the 30’s to the 60’s with a good mix of singles and married folks. Our light-hearted club slogan is: “Come rain or shine we’ll drink wine and as each year passes we’ll keep raising out glasses.” We hold events 8 to 10 times a year which usually include 4 or 5 wine tastings paired with light food. Events we’ve held include:

• The Artisan Bistro, Rocco’s and The Cigar Bar for local Lakeway venues

• Fion’s Wine Bar in Steiner ranch with an eclectic coupling of wine and tasty appetizers

• The Dance Institute on RT2222 where we mixed Salsa dancing with Spanish wines

• The Mandola Estate Winery for a tour, dinner and a friendly game of Bocce, and

• Member’s homes where we’ve done a potluck style buffet and a blind wine tasting.

The Lake Travis Independent School District is commencing a project to extend its telecommunications network for new facilities. Part of the installation will occur in the Travis County public right-of-way along Serene Hills Drive (not on private property). The District’s plans and permits have been approved by Travis County, and the contractor will follow the installation and safety requirements of the County.

The District appreciates the homeowners’ patience while this project is underway and is providing the following information to keep residents informed. u.s. Court of aPPeals Rules in Favor of LTISD’s

Sex Offender PolicyAffirming a trial court ruling in favor of the Lake Travis

Independent School District (LTISD), a three-judge panel of the U.S. Court of Appeals for the Fifth Circuit has ruled unanimously that LTISD’s policy requiring all visitors to its schools to undergo an electronic sex offender check before obtaining access to the school does not violate parents’ constitutional rights.

Yvonne Meadows, represented by her husband Larry Meadows, filed suit in federal court against LTISD after school officials at Bee Cave Elementary School (BCE) required her to use the visitor management system known as Raptor when she was visiting the school in 2006. According to the Court’s opinion, Ms. Meadows refused to allow school officials to scan her driver’s license using Raptor, and refused to let them enter her information manually so that a sex offender check could be performed pursuant to LTISD’s policy. As a result, she was denied access to secured areas of the school without an escort.

In rejecting the suit, which raised claims based on the First, Fourth, Fifth, and Fourteenth Amendments, as well as a number of state law claims, the Fifth Circuit panel held that Ms. Meadows had not been denied the ability to make fundamental decisions about her child’s education. The Court concluded that parents’ rights do not include the unfettered right to visit all areas of a school campus. The Court alternatively concluded that, even if parents did have a fundamental right to access all areas of their children’s school, LTISD’s policy is constitutional because the school district has a compelling interest in determining if a visitor is a registered sex offender and the policy is narrowly tailored to achieve that interest.

“We are pleased with the Court’s ruling,” said LTISD Deputy Superintendent and General Counsel Susan Bohn. “Throughout the long process of defending our position, we believed—as the Court did—that the Raptor system is a reasonable tool that works to ensure the children of our District are safe at school. Because campus safety and security are our highest priorities, we will continue to take measured and appropriate steps to protect our students, staff, volunteers, and visitors.”

The panel also upheld the district court’s taxing Ms. Meadows $4,832.81 in costs to be paid to LTISD. The Court determined the costs were not unreasonable and the district court had acted well within its discretion in awarding them to LTISD.

In addition to filing suit in federal court, Ms. Meadows filed suit against LTISD in state district court which is, in general, based on the same claims. The school district prevailed before the district court in August 2009, and Ms. Meadows appealed to the Texas Third Court of Appeals where the case is currently pending.

Lake Travis High School (LTHS) seniors Kyle Connell, William Hoenig, and Amanda Sawyer have been honored by the National Merit Scholarship Corporation as 2010-2011 Semifinalists in the 56th Annual National Merit Scholarship competition.

“These students are to be commended for their remarkable achievements,” said LTHS Principal Kimberly Brents. “Their success is testament to our high-quality teachers and staff who directly impact student learning. These recognitions prove that LTHS students possess exceptional academic ability and potential for success in rigorous college studies,” concluded Ms. Brents.

Semifinalists are the highest-scoring participants who took the Preliminary SAT National Merit Scholarship Qualifying Test (PSAT/NMSQT) as high school juniors in 2009.

Approximately 16,000 Merit Semifinalists were named nationwide representing less than one percent of a nation’s current senior class. The PSAT/NMSQT serves as an initial screen of more than 1.5 million Merit Program entrants enrolled in 22,000 U.S. high schools.

National Merit Semifinalists will now compete for Finalist ranking and consideration in the extremely rigorous competition for

scholarship awards. An estimated 8,400 Merit Scholarship Awards, worth almost $36 million, will be offered next spring.

Finalists must have an outstanding high school academic record, be endorsed and recommended by their school principal, and submit SAT scores that confirm their earlier qualifying test performance. Finalists will be announced in February 2011.

Named to TBEC Honor RollLake Pointe (LPE) and Lakeway (LWE) elementary schools have

been named to the Texas Business and Education Coalition (TBEC) Honor Roll for 2010.

According to TBEC, the honor roll recognizes less than four percent of more than 8,000 public schools in Texas. “Being named a TBEC Honor Roll school is the most prestigious award for sustained, academic excellence a Texas public school can achieve,” said TBEC Executive Director Ken Zornes. “It recognizes schools that have demonstrated three years of consistent, high performance in all subjects compared to other schools serving similar student populations. Honor Roll schools have the highest percentage of students performing at the state’s most rigorous standard—Commended—in every subject.”

All schools selected for the TBEC Honor Roll were expected to improve their Commended performance from 2009 and every school was required to have a minimum of 20 percent of students tested performing at the Commended level on all tests for 2010.

“We applaud Lake Pointe principal Heidi Gudelman and Lakeway principal Sam Hicks and their respective teachers and staff for their efforts and commitment which have resulted in students performing at the highest of standards,” stated LTISD Superintendent of Schools Dr. Rocky Kirk. “The high levels of student achievement at these schools are indicative of the achievement of students on all eight of our campuses. lake travis Crisis Ministries thanksgiving ConcertThe Annual Lake Travis Crisis Ministries Thanksgiving Concert

will be held on Sunday, November 21, at 2:00 in the afternoon at The Lakeway Church. This wonderful musical concert is presented by the combined choirs of the Emmaus Church Choir – John Guarino, Director of Music, the Lake Travis United Methodist Church Choir – Patty Highland, Director of Music, and The Lakeway Church Choir – Mark Savage-Rains, Director of Music. The choir members will join their more than 60 voices to sing an exciting presentation of hymns like: “Come, Ye Thankful People, Come,” “We Gather Together,”“It Is Well With My Soul,” and a gospel arrangement of “What a Friend We Have In Jesus,” as well as anthems written by Gustav Holst, Joseph Martin and John Rutter. The choir will be accompanied Dr. Elden Little, accompanist & organist at The Lakeway Church, and Paola Perin, accompanist & organist at the Lake Travis United Methodist church. The choirs will also be accompanied by a brass quintet on many of the selections.

This annual concert is a benefit for the Lake Travis Crisis Ministries which helps individuals and families in the Lake Travis Community with their basic needs of food, clothing, shelter and health-care. A free-will, love offering will be collected to support this vital ministry to persons in crisis.

Join us for this excellent opportunity to gather as a community to give praise and thanksgiving to God for all God’s blessings and share those blessings with those who are less fortunate. Join us in giving our thanks to God!

The newly-chartered Bee Cave Rotary Club receives its club banner and bell from their sponsoring club, Lakeway/Lake Travis, on October 5. News You Can Useholiday sales, little yoga, harry Potter Party, and to Kill a Mockingbird discussion at lake travis Community libraryLake Travis Community Library hosts six special events in the month of November:

• The Friends of the Library will hold their second annual Holiday Craft Sale in front of the library on Saturday, November 6th from 10 a.m. to 2 p.m. Choose among many different one-of-a-kind handmade items, from belts, scarves, glitzy purses, quilts, and jewelry to holiday cards, glass items, and more. A special selection of gift and craft books will also be sold. The sale will be right in front of the library at 2300 Lohman's Spur, Suite 100. Get a jump start on your holiday shopping!

• Three to six year olds are invited to attend Little Yoga on Thursday, November 11th at 10:30 a.m. Yoga instructor Jessica Dixon leads this 30 minute class that allows children to experience exercise in a mellow environment. With adult participation, little people will practice breathing and age appropriate stretching. Wear comfortable clothing and let’s get moving!

• To celebrate the publication’s 50th anniversary, Lake Travis Community Library will host a discussion of To Kill a Mockingbird on Thursday, November 11th at 7 p.m. Dr. Martha Kubala will lead the discussion of Harper Lee’s classic coming-of-age story that has been translated into more than 40 languages and sold more than 30 million copies. We will view short film clips, learn about the book’s background, and discuss what the book means to you. Join us!

• The Friends of the Library will hold one of their popular book sales just in time for holiday shopping on Saturday, November 13th from 8 a.m. to 1 p.m. at Jack Brown Cleaners (1508 RR 620). There will be new and used books, videos, DVDs, audio books, children’s books, antique and collectible books that have been donated to the library. An entire bag of books can be purchased for only $10! Don’t want to miss this popular event.

• Are you a fan of Harry Potter and all his magical adventures? If so, the library has a party for you on Sunday, November 14th at 3 p.m.! Grab your wands and come for games, trivia, food, and fun to celebrate the release of the new movie - Harry Potter and the Deathly Hallows: Part 1.

• If you missed the Craft Club’s soap making session earlier this fall, join us at Briarcliff Community Center (22801 Briarcliff Drive) on Wednesday, November 17 from 1 to 2:30 p.m. to learn how to melt and pour soaps. Customize your bar of glycerin soap with scent, tint, and glitter. Soap also makes a wonderful gift!

WCID 17 averages household water usage during the months of November, January and Februar y (months when

outdoor irrigation is used very little) to determine the residential wastewater bill amount for the following year. Minimizing your water usage during these months

will result in a lower wastewater bill every month. WCID 17 wastewater is charged at a base rate of $20.00 per month, plus $1.75 per 1000 gallons of the winter average usage. This rate is evaluated and changed annually each October. If you are not a WCID 17 customer, you may want to check with your utility provider to learn how they calculate your wastewater charges.

WCID 17 & IESI has amended their service contract for WCID 17 customers that are using the service and two things are going to make it better! You will see a decrease in your monthly charge from

$20.00 per month to $18.25 per month. Even better, IESI is going to be changing out your 18-gallon recycle bin with a 65-gallon cart that will hold three-and-one-half times as much material! This cart rolls and is covered to protect the recyclable contents from the rain. Be watching for your current 18-gallon bin to be picked up on your trash day and replaced with the new 65-gallon cart over the next two weeks. This new program will begin October, 2010.

Please take a few minutes to look on line at www.wcid17.org for a list of the items that can and cannot be recycled. Also, remember that the recycle truck looks a lot like the garbage truck because of the single stream recycling that is done at the plant.

If you are a customer of WCID 17 and have the choice of your trash provider please visit the website to download an application form and start recycling to help keep our environment clean and green. This service will be billed with your monthly WCID 17 billing to provide one less piece of mail for your ease!
