BeckleyAreaFoundationhasbeenrootedinRaleighCountyforthepast34years.Duetothecombinedeffortsoftenindividualsin1985theseedwasplantedwitha$1.1milliongift.Thisgifthasgrownroots,withyourgenerosity,toassetsof$41millionandclimbing.
WecontinuebuildingmomentumforabetterandbrightertomorrowinRaleighCounty.Sinceitsfounding,BAFhasdistributedover$15millionfrom474endowedfundstonumerouscharities and otherworthy projects in the fields of education, public recreation, health andhumanservices,theartsandcivicbeautification.WithourCommunityGrantProgramalone, $3millionhasbeengranted.WhenyougivetoBAFonlytheincomeproducedisusedforthesedistributions.
Branchingout this year, anewevent,GrantSeekers,was initiated.Designed tobringnonprofitsanddonorstogether, itprovidedanopportunity foreachtosharetheirstoryandprogramneeds. Itwasa successful eveningof learningabout theirhardwork to strengthenRaleighCountycommunities.

Mission
The Beckley Area Foundation, Inc. is a community foundation organized exclusively for charitable and educational purposes. The mission of the organization is to encourage philanthropic giving by providing an accessible means for contributions to be made to permanent endowments that benefit charitable concerns related to education, health and human services, the arts, public recreation, and civic beautification. Grants shall be made for the purpose of improving the quality of life in our communities and leaving a legacy for upcoming generations to build upon.

Beckley Area Foundation has awarded 68 local educators mini-grants up to $500 each. With $20,182.43 from BAF’s unrestricted funds, along with $15,000 from the Carter Family Foundation, a total of $35,182.43 was distributed for innovative projects to be completed during the 2018-2019 school year. In the 22 years, this project has been running, $279,766.43 has been granted to local educators. In BAF’s fourth year of accepting applications online, we had 280 requests totaling over $110,109.73; this was the largest request the foundation has ever had. A committee comprised of educators and community volunteers carefully review the applications to determine the projects that demonstrated the most innovative and educational merit.

The Beckley Area Foundation Board of Directors recognized that economic challenges within our service area have increased the number of people being served by organizations supplying hot meals and non-perishable food items to those in need. As a result BAF set aside $5,500 of West Virginia state tax credits allocated through the Neighborhood Investment Program for the 5th Annual Feed Our Friends Initiative benefitting area food banks. Local food pantries received $11,000 as a result of this initiative.

BAF’s Susan Landis Youth Philanthropist (SLYP) initiative is designed to encourage high school students to become involved in giving back through community service and to cultivate a philanthropic mindset. Led by Beth Jarrell and Amanda Sauchuck, the group has been using the Chick-fil-A Leader Academy as a guide for monthly meetings stressing the value of volunteering and developing leadership and communication skills. This year’s SLYP participants focused on ‘Do Good December’ activities and a year-end ‘Impact Project’.
The group is named after the previous executive director of the Beckley Area Foundation, Susan Landis. Susan passed away during the summer of 2017 at the beginning stages of forming this group. She had a desire to continue the legacy of BAF and felt strongly that “leadership and philanthropy should be introduced to students early and often”.
Over the last two years, SLYP has completed several community outreach projects:• Packed care bags to be sent overseas to military personnel;• The 2018 ‘Do Good December’ project provided bottled water and snacks, as well as, decorated two waiting room
areas for the holidays at Raleigh General Hospital and prepared snacks for the Cheer Cart that is taken around to the patients. Also, activity packets and snacks where provided at Beckley Appalachian Regional Hospital;
• Assisted in cleaning and painting the children’s areas of the Women’s Resource Center;• Glazed bowls for Quota Club’s “Empty Bowls” fundraiser;• Helped Quota Club pack toiletry items for the Pine Haven Homeless Shelter residents;• Partnered with the #notuswv movement during the Active Southern WV Free Fun Run/Walk. As a vendor at the
Fun Run, SLYP students provided healthy snacks, water bottles, wristbands and designed #notuswv t-shirts to give to attendees. They joined the #notus movement because they see the impact of the drug epidemic in WV and the United States. The students agree that it is important to make young people aware and hopefully prevent drug abuse.
SLYP members are students from Raleigh County High Schools. Currently, our students represent Shady Spring, Woodrow Wilson and Liberty high schools and Greater Beckley Christian School.

RacHel’s cHallenge
Rachel Joy Scott was the first person killed in the Columbine High School shooting April 20, 1999; it’s been 19 years since 12 innocent lives were lost. Now, Rachel’s Challenge, a Foundation for creating programs promoting a positive climate in K-12 schools, has touched 25 million people. According to Rachel’s Challenge official webpage, officials reported 160,000 students skip school every day in the U.S. for fear of being bullied. Every year 1.5 million people are involved in Rachel’s Challenge programs, more than 1,200 schools and businesses are reached, over 150 suicides are averted, bullying and violence decrease, and community service and acts of kindness increase.
The Beckley Area Foundation was delighted to accept the challenge and teamed up with the Raleigh County BOE to provide “Buddy Benches” at 17 Raleigh County elementary schools. The Buddy Bench is a simple idea to eliminate loneliness, foster friendship on the playground and spread the message of inclusion and kindness. It can also be a safe place for a child to go if they’re being bullied and want to alert teachers to a problem. These schools also received $200 grants to support community service projects selected by the students. Items were donated to the Women’s Resource Center, Raleigh County Animal Shelter, Pine Haven Homeless Shelter, Brian’s Safehouse and Sparrows Nest just to name a few of the organizatons the students chose to support.

Legacy SocietyThe Legacy Society gives us an opportunity to acknowledge individuals who have shared with us that the Foundation has been included in their estate plans. They see the impact of the work we do for Raleigh and surrounding counties, not just today, but over time. Some Legacy Society members have made provisions for a gift to the Foundation through their wills. Others will make a gift of assets by establishing a charitable remainder trust for the ultimate ben���of BAF while retaining the income during their lifetimes. Other donors have named BAF as the owner and ������of an insurance policy. BAF has received more than $8.6 million in gifts as a result of charitable bequests. This year, gifts realized through estate plans totaled more than $275,755.

animal rescue Fund - est. 2019This fund was established with a gift from Joyce Broyles utilizing the building over time option. It is to benefit Raleigh County Animal Rescue. Joyce is a former BAF office manager and longtime supporter of the Foundation.
marGaret ann and Jerry l. bays scholarship Fund - est. 2018Mr. and Mrs. Jerry Bays established this scholarship fund to support Independence High School seniors pursuing a degree in the engineering field. Students must be attending West Virginia University or West Virginia University Institute of Technology. As a creative and resourceful educator Margaret encouraged and inspired innumerable children in her classroom. Additionally, she has lived and sparked in others a passion for the importance of beginning to read to children at an early age. Jerry is a distinguished professional engineer and businessman well known in the fields of coal, salt and related industries. Margaret Ann and Jerry have been loyal and longtime supporters of the Beckley Area Foundation.
wayne and diana bennett Family Fund est. 2018Wayne and Diana Bennett are retired educators from Raleigh County. Together they have spent over 70 years working with children and volunteering to support their community. Though they are retired, they have continued to give back to Raleigh County and now have established the Wayne and Diana Bennett Family Fund as an unrestricted endowment, utilizing BAF’s “Building over Time” option, to support the community grant program for Raleigh County.
New FundsIndividuals, families, organizations, and businesses begin new legacies each year when establishing a fund at the Foundation. BAF has grown to over 470 separate endowments, twelve of which were established since April 1, 2018.
GeorGe a. braGG scholarship Fund est. 2018This building over time scholarship fund was created in 2018 to remember George A. Bragg. His family established this scholarship fund to assist students with the same passions as Mr. Bragg. Mr. Bragg was a professional photographer for over three decades; only one of 20 photographers in the US specializing in panoramic photography utilizing an antique Cirkut Camera. He was also a published author of three books on West Virginia Unsolved Murders. This scholarship is for a student attending a West Virginia college or university pursuing a degree in criminal justice, creative writing, or visual art.
leslie eQuipment company Fund est. 2018 John Leslie, President of Leslie Equipment Company for 39 years, established this donor advised fund in 2018 to support mentorship and leadership programs of numerous charitable organizations. Leslie Equipment is an award-winning John Deere Equipment dealership. The company has been in business for over 45 years and has eight locations in West Virginia, Ohio and Kentucky.
the william mahaFFey memorial Fund - est. 2018This fund was created in memory of William E. “Bill” Mahaffey by gifts generously given by family and friends after his death in 2016. This unrestricted fund will be used to support the community grant program for Raleigh County. Mr. Mahaffey attended WWHS and graduated from Wayne County’s Crum High School. Returning to Beckley with his wife, Sharon, in 1967 he established

robert manninG memorial scholarship Fund - est. 2018Robert Manning’s close friend, April Harrison, established this scholarship to remember him and to benefit his alma mater, Independence High School. “Robert was truly one of a kind. If you knew him, you liked him. He had an open heart, a golden personality, and once he considered you a friend, he had a fierce loyalty that could not be matched,” said Ms. Harrison. Many will remember Robert as the owner of Manning’s Homecooked BBQ. This kept him busy on the festival circuit and at the City of Beckley’s Fridays in the Park-- anytime he was not working at the IRS, he was occupied with his vending business.
stephen mullens scholarship Fund est. 2018Family and friends established this scholarship to honor the memory of Stephen Mullens who passed away at the age of 42 following a long illness. He was a graduate of Webster County High School and Fairmont University with a degree in criminal justice. This scholarship will assist a Webster County High School senior who shows a desire to give back to Webster County upon their graduation.
raleiGh county historical society Fund - est. 2018This fund was established by Joyce Broyles as a donor designated fund to support the Raleigh County Historical Society. It was created in memory of her father, David Lickliter, Sr. and for all those who have worked to make Beckley a better place.
charles r. and shirley m. weaver scholarship Fund est. 2019Charles and Shirley Weaver established this scholarship fund in honor of Shirley’s 65th Birthday. Recipients will be a Wyoming East High School graduate that has a history of volunteerism in the community. This annual scholarship will be just one more way for the Weavers to help and say “Thank You” to the city that gave them so much. The Weaver’s have a strong dedication to community service. In 2014 Shirley, with several other friends from Mullens, formed the “Making A Difference” foundation to help Mullens and recruited others to also volunteer under the umbrella of the RAIL; Rural Appalachia Improvement League. In 2016, they formed their own separate non-profit organization called, “The City of Mullens Foundation, Inc.”
woodrow wilson hiGh school class oF 1956 Fund - est. 2018The Woodrow Wilson High School Class of 1956 created this Fund to honor C.G. Peregoy, principal; Glenn Sallack, band director; Jerome VanMeter, coach of many state championship teams. This unrestricted fund will be used to support the community grant program for Raleigh County.
woodrow wilson hiGh school class oF 1968 memorial scholarship Fund - est. 2018The WWHS Class of 1968 celebrated their 50th reunion in August 2018. During the reunion, a number of graduates decided to establish the Woodrow Wilson Class of 1968 Memorial Scholarship Fund. This fund will provide an annual scholarship to assist students in furthering their post-secondary education and becoming employable.

Note 1 – Nature of Foundation Beckley Area Foundation, Inc. (“the Foundation”) is a not-for-profit community foundation incorporated under the laws of West Virginia.
The Foundation accepts donations to permanent endowment funds, invests and manages such donations, and distributes net earnings of the endowment funds as grants and scholarships, generally on an annual basis. Funds held include named unrestricted funds whose earnings are distributed solely at the discretion of the Foundation’s Board of Directors as well as funds whose earnings are distributed subject to the designation or advice of the donors. All distributions are subject to the approval of the Board of Directors. Note 2 Significant Accounting Policies
CONTRIBUTIONS: Contributions received are recorded at their fair market value on the date received. Contributions received for which the donor directs to be added to a donor-restricted endowment fund are reported as with donor restrictions.
USE OF ESTIMATES: The preparation of financial statements in conformity with generally accepted accounting principles requires management to make estimates and assumptions that affect the reported amounts of assets, liabilities, disclosure of contingent assets and liabilities at the date of the financial statements, and the reported revenues and expenditures during the reporting period. Actual results could differ from those estimates as additional information becomes known.
CASH AND CASH EQUIVALENTS: Cash and cash equivalents consist of cash held in checking accounts. The checking accounts are insured to limits set by the Federal Deposit Insurance Corporation. At various times during the fiscal year, the Foundation’s cash in bank balances exceeded the federally insured limits. INVESTMENTS: Investments are stated at their fair market value based on price quotations available in the open market and supplied by three local banking institutions, and all investments are readily marketable and subject to market risks in the amount such investments are recorded. Cash and equivalents consist of cash and money market funds. Dividends and interest earned, unrealized and realized gains or losses, trustee fees and administrative charges are allocated among endowment funds on a pro-rata basis.
PROPERTY AND EQUIPMENT: The Foundation capitalizes property and equipment expenditures over $1,000. This cost is charged to operations as depreciation on a straight-line basis over estimated useful lives of the assets. All assets currently on hand are being depreciated over five to seven years. Repairs and maintenance are charged to operations as incurred. The real estate is various parcels of property donated to the Foundation.
GRANTS PAYABLE: Grants and scholarships awarded by the Foundation are approved by the Board of Directors and recorded as expenditures at the time of approval. GEOGRAPHIC CONCENTRATION: The Foundation receives its donations and awards grants and scholarships primarily in Raleigh County, West Virginia and counties contiguous thereto.

Note 2 Significant Accounting Policies (Continued) INVESTMENTS AND SPENDING POLICIES: The Board of Directors of the Foundation has interpreted the Uniform Prudent Management of Institutional Funds Act (UPMIFA) as requiring the preservation of the fair value of the original gift as of the gift date of the donor-restricted endowment funds absent explicit donor stipulations to the contrary. The Foundation classifies as net assets with donor restrictions (1) the original value of gifts donated to the permanent endowment, (2) the original value of subsequent gifts to the permanent endowment, and (3) accumulations to the permanent endowment made in accordance with the direction of the donor gift instrument at the time the accumulation is added to the fund. The remaining portion of the donor-restricted endowment fund is classified as net assets with donor restrictions until those amounts are appropriated for expenditure by the Foundation in a manner consistent with the standard of prudence prescribed in UPMIFA. The Foundation considers (1) the preservation of the fund, (2) the purposes of the Foundation and the donor-restricted endowment fund, (3) general economic conditions, (4) investment returns, and (5) the investment policies of the Foundation in making a determination to appropriate or accumulate donor-restricted endowment funds. In order to satisfy its long-term objectives, the Foundation relies on a total return strategy in which investment returns are achieved though both capital appreciation (realized and unrealized) and current yield (interest and dividends). The Foundation targets a diversified asset allocation to achieve its long-term return objectives within prudent risk constraints. The goals of the Foundation’s investment policy are to provide maximum income commensurate with safety of principal and achieve stable capital growth. To achieve its long-term investment goals the Foundation invests in obligations of the United States government, obligations of agencies of the United States government, mutual funds, corporate bonds and equity holdings. The investments are held in the trust departments of three local banking institutions which are given guidelines on diversification of assets to avoid undo risk concentration. Subject to the terms of any fund agreement, the Declaration of Trust and / or West Virginia law, the amount that the Foundation makes available for grants from each fund is calculated by computing 3.5% of the twelve quarter rolling average of the market value of the fund as of December 31st of each year. Grants are reviewed and approved by the Board of Directors. Should the total market value of any fund fall below the initial principal plus additional contributions to the principal, no distributions will be made unless authorized by the fund agreement or the Board of Directors as permitted by law.
DONATED SERVICES: Many individuals have made significant contributions of their time to manage and operate the Foundation. The value of this contributed time is not reflected in these financial statements since it is not susceptible to objective measurement or valuation. LEASES: The Foundation leases office space on a month to month basis. Rent expense under this lease was $6,220 and $6,960 for the years ended March 31, 2019 and 2018 respectively. NON-CASH GIFTS: When gifts are received for non-cash assets, the Foundation uses available resources to determine the fair value of the gift and recognizes revenue at that amount.

Note 2 Significant Accounting Policies (Continued) CLASSIFICATION OF NET ASSETS: The Foundation reports information regarding its financial position and activities according to two classes of net assets: without donor restrictions and with donor restrictions as required by the Financial Accounting Standards Board in its Accounting Standards Codification Topic 958 – Not-for-Profit Entities (FASB ASC Topic 958). Interest, dividends, unrealized and realized gains or losses from various named unrestricted donor-designated funds, contributions not classified as with donor restrictions, the four general discretionary board-designated endowment funds and the operating non-endowment fund are classified as net assets without donor restrictions in the financials. Net assets with donor restrictions consist of contributions received with donor stipulations that restrict the use of the donated assets. When the donor restrictions expire due to a time restriction ending or a purpose restriction being fulfilled, net assets with donor restrictions are reclassified to net assets without donor restrictions and reported in the statements of activities as net assets released from restrictions. Net assets released from restrictions for the year were for grants, scholarships, administrative fees, trustee bank fees and neighborhood investment program (NIP) fees. Net assets with donor restrictions also consist of the realized and unrealized gains or losses, interest and dividends earned by donor restricted endowment funds and the cash value of a life insurance policy that names the Foundation as the beneficiary. ADMINISTRATIVE FEES: The Foundation’s policy is to assess each fund maintained a monthly administrative fee calculated by multiplying the market value of each fund by the administrative fee rate. The rate was 0.07% and 0.05% for the years ended March 31, 2019 and 2018 respectively. These fees are used by the Foundation to pay for administrative costs incurred in maintaining the funds and managing the Foundation. The Foundation is able to waive the monthly administrative fee if management determines the fees are not needed for operations. Administrative fees for the years ended March 31, 2019 and 2018 were $331,266 and $263,989 respectively. For financial statement purposes, the administrative fee income assessed by the Foundation for the funds is netted against the administrative fee expense recognized by the funds. These amounts net to zero. FAIR VALUE OF FINANCIAL ASSETS AND LIABILITIES: The Foundation follows FASB ASC Topic 820 - Fair Value Measurements which introduces a framework for measuring fair value of certain assets and liabilities. FASB ASC Topic 820 defines fair value as the exchange price that would be received for an asset or paid to transfer a liability (an exit price) in the principal or most advantageous market for the asset or liability in an orderly transaction between market participants on the measurement date. FASB ASC Topic 820 also establishes a fair value hierarchy which requires an entity to maximize the use of observable inputs and minimize the use of unobservable inputs when measuring fair value. The standard describes three levels of inputs that may be used to measure fair value: Level 1 – Quoted prices in active markets for identical assets or liabilities; Level 2 – Observable inputs other than Level 1 prices such as quoted prices for similar assets or liabilities, quoted prices in markets that are not active, or other inputs that are observable or can be corroborated by observable market data for substantially the full term of the assets or liabilities; Level 3 – Unobservable inputs that are supported by little or no market activity and that are significant to the fair value of the assets or liabilities. INCOME TAXES: The Foundation is exempt from federal income taxes under Section 501(c) (3) of the Internal Revenue Code. Accordingly, no provision for income taxes has been recorded. There were no unrecognized tax benefits identified or recorded as liabilities for the years ended March 31, 2019 and 2018. The Foundation is generally no longer subject to examination by the Internal Revenue Service for fiscal years beginning before March 31, 2015.

Note 2 Significant Accounting Policies (Continued) ENDOWMENT FUNDS: The Foundation’s endowment consists of individual donor-restricted funds established for a variety of purposes and four general unrestricted board-designated funds. Net assets of the endowment funds are classified and reported based on the existence or absence of donor-imposed restrictions. The board designated amounts are used to provide funding for the community grant program. ACCOUNTING PRONOUNCEMENTS ADOPTED: In August 2016, the FASB issued ASU 2016-14, “Presentation of Financial Statements of Not-for-Profit Entities” (Topic 958). The ASU amends the current reporting model for nonprofit organizations and enhances their required disclosures. The major changes include: (1) requiring the presentation of only two classes of net assets now entitled “net assets without donor restrictions” and “net assets with donor restrictions”, (2) modifying the presentation of underwater endowment funds and related disclosures, (3) requiring the use of the placed in service approach to recognize the expirations of restrictions on gifts used to acquire or construction long-lived assets absent explicit donor stipulations otherwise (4) requiring that all nonprofits present an analysis of expenses by function and nature in either the statement of activities, a separate statement, or in the notes and disclose a summary of the allocation methods used to allocate costs, (5) requiring the disclosure of quantitative and qualitative information regarding liquidity and availability of resources, (6) presenting investment return net of external and direct internal investment expenses, and (7) modifying other financial statement reporting requirements and disclosures intended to increase the usefulness of nonprofit financial statements. Accordingly, the Foundation may administer funds that have valuation deficiencies, and has adopted a policy suspending grants from funds if such a deficiency exists. At March 31, 2019 deficiencies of $115 existed in 1 donor restricted endowment fund which has a historical gift value of $10,725 and a current fair value of $10,610. Note 9 – Cash Surrender Value of Life Insurance The Foundation is the owner and beneficiary of a life insurance policy. The donor of the policy contributes the annual premiums to the Foundation, which in turn remits the premium to the life insurance company. Note 10 – Prior Year Summarized Comparative Information The statements of activities include certain prior year summarized comparative information in total but not by net asset class. Such information does not include sufficient detail to constitute a presentation in conformity with generally accepted accounting principles. Accordingly, such information should be read in conjunction with the Foundation’s financial statements for the year ended March 31, 2018 of the prior year, from which the summarized information was derived.

Note 11 – Availability of Financial Assets The following reflects the Foundation’s financial assets as of March 31, 2019, reduced by amounts not available for general use because of contractual or donor-imposed restrictions within one year. Amounts already appropriated for expenditure within one year have not been subtracted as unavailable.

The Foundation is supported by the administrative fees assessed to each endowment fund and contributions without restrictions received from donors. Though the Foundation could draw upon board designated funds in the event of financial distress or an immediate liquidity need resulting from events outside the normal course of operations, the intent of the Foundation is to continue to use the board designated funds to provide income for the community grant program. Note 12 – Subsequent Events The Foundation has evaluated subsequent events and transactions as of June 18, 2019, the date the financials were issued. No subsequent events or transactions had occurred that would have materially impacted the financial statements as presented.

Mission The Beckley Area Foundation is a community foundation organized exclusively for charitable and educational purposes.
