Election Information

REGISTERING TO VOTE

Voter Registration: Voter registration in Oregon is permanent, unless an elector shows no voter activity for a ten-year period, or changes residence, name, mailing address or party. The elector does not have to “renew” voter registration periodically.

IMPORTANT: In accordance with Oregon statute, the last day to register to vote in an election is 21 days before the election date. The deadline to register to vote for the September 21, 2021, election is August 31, 2021.

Residency Requirements: Oregon does not require a waiting period before a person may register to vote. Any person who is a citizen of the United States, a resident of the State of Oregon and will be 18 years old on Election Day may register to vote. However, a person registering to vote must have resided in the state at least 21 days before actually voting.

How to Register: Registration online is the principal means by which to register to vote in Oregon. You can register online at www.OregonVotes.gov. Mail-in registration forms are available at the Washington County Elections Division Office, 2925 NE Aloclek, Suite 170, Hillsboro. They are also available at libraries and Motor Vehicle Division offices. You may also register in person at Washington County Elections Division, located at 2925 NE Aloclek Drive, Suite 170, Hillsboro.

VOTER ASSISTANCEThe Washington County Elections Division is committed to making voting more accessible to people with disabilities. The goal is to provide the opportunity for all voters in Oregon to vote as privately and independently as possible.

Voters with DisabilitiesThe Election Office has staff to provide assistance to voters with disabilities. The assistance provided may be a traditional person-to-person style which could include reading the ballot to the voter, reading the Voters’ Pamphlet to the voter, using the latest voter technology or just being the “pencil” for the voter.

For ballot assistance, contact the Elections Office (503-846-5800) to make an appointment. Please make an appointment early in the election cycle because the last few days before an election are typically busy and there may be a longer wait.

VOTING BY ABSENTEE BALLOTApplication for Absentee Ballot: Any elector may make application for an absentee ballot online at www.OregonVotes.gov or by calling the Washington County Elections Office at 503-846-5800.

Military and Overseas Voters can download a FPCA registration form at www.fvap.gov.

UPDATING YOUR VOTER REGISTRATION

Once you have registered, you are responsible for keeping your information up to date. You can do this online at www.OregonVotes.gov or by completing and returning a voter registration card with the new information. You should update your registration if you do any of the following: • change your home address • change your mailing address • change your name • change your signature • want to change or select a political party • will be away from home on election day

Believe in BeavertonI grew up in the heart of Beaverton. Over the years I have witnessed changes that led some in our communities to thrive and others to be left behind. Rising home costs have resulted in many Beaverton workers not able to afford to live here. I’ll partner across all regional governments to ensure we are maximizing our resources to build affordable housing and I will work to create opportunities for affordable home ownership.

As chair of the Tualatin Hills Park and Recreation District Board, I led through the COVID-19 pandemic, prioritized racial equity, and advocated for our community.

I believe we can create a better future for all residents of Beaverton through enacting policy that is equitable and investing in the things that matter most to our residents.

Prepared to Lead in BeavertonAs the former board chair of THPRD, I supported an inclusive naming process for our parks and trails to be reflective of our community. I encouraged our district to find ways to do more for our residents including opening temporary shelters while our buildings were closed. I lobbied our state legislators to secure federal funding to open permanent bathrooms in our district. I will work with my fellow city councilors and the Mayor to solve problems facing Beaverton.

I will focus on:COVID-19 Recovery: Helping our small businesses and our families make it through COVID-19 and be even stronger as a result. I will champion a small business program to encourage individuals to shop local and help our local economy emerge stronger than before. With incoming federal aid, I plan to allocate funds to the people who need it most.

Marc San Soucie, Beaverton City Councilor: Ashley’s enthusiasm and passion for her community is clear. As Chair of THPRD during the pandemic she led with compassion and has been a staunch advocate for vulnerable communities.

Affordable Housing: Working with regional leaders and jurisdictions on solutions that serve the most vulnerable Beaverton residents. When COVID-19 caused THPRD facilities to shut down, THPRD opened a shelter for our community members experiencing homelessness. We also passed a policy that will help bring over 600 affordable units to our area. I will creatively solve problems to take care of our community.

Juan Carlos González, Metro Councilor: Ashley will be an ally in the fight for equitable, affordable housing, and I look forward to our partnership.

Climate Action: Beaverton needs planning that enables smart growth and transportation solutions that prioritize reduction of environmental impact. For new neighborhoods, ensuring the inclusion of infrastructure for electric vehicles is one way we can provide sustainable growth for our future.

Felicita Monteblanco, Heidi Edwards, Tya Ping THPRD Former Board Colleagues: We believe in Ashley and her ability to bring people together towards a common goal, whether that’s combating climate change or championing affordable housing policy. This amazing Nation has given me extraordinary opportunities and experiences. I consider public service a duty and an obligation. Let’s get multinational corporate campaign financing out of local politics and ensure that politics is not the domain of those of financial means.

MY WORD IS MY BOND

PUBLIC SAFETYI support the State and Federal legislation for police reform – requiring de-escalation training, police force diversity, community representation and reporting requirements. But I will not vote to defund the Beaverton Police Department. Public Safety is fundamental to our physical security and economic recovery. The Oregon Accreditation Alliance gives the Beaverton Police Department “high marks” and calls them “an example for others to follow.” Evidence and facts must be our guide to police reform. Let’s not become Portland 2.0.

FOCUS ON INFRASTRUCTUREInfrastructure defines our quality of life. Traffic, clean water, housing, business development, education, public health, recreation, resilience, sustainability – so many things depend on infrastructure. I will advocate for the creation of a Master Plan for City properties and facilities that connects our Vision Action Plan to solid engineering and design solutions. I will push for

projects such as re-energizing Allen Boulevard to benefit and promote an economically depressed part of the City. Policy making decisions must be consciously and consistently made through an equity lens and framework.

FAIRNESS AND EQUAL OPPORTUNITY MUST FORM THE FRAMEWORK FOR BEAVERTON’S FUTURE. I am the son of Filipino immigrants. Beaverton is a community of communities – a true melting pot. We are a Welcoming City. The diversity of ethnicities, cultures, backgrounds, and experiences is our strength. The City must create opportunities for us to interact and exchange ideas — while recognizing that our shared principles and values are what binds us together.

CITY CHARTER LANGUAGE NEEDS CLARIFYINGThe voters of Beaverton made it clear they wanted a change in the way the City is governed. It is the City Council’s job to make sure it is done properly and correctly. I believe democracy is a work in progress and view the City Charter as the government’s instruction manual. I will push for forming a Charter Oversight Commission to clarify and monitor the Charter. For detailed examples of problematic Charter language, visit www.jerome4beaverton.org

COUNCILORS MUST BE ACCOUNTABLEI believe that a Council representative should attend every Neighborhood Association Committee meeting as well as hold regular and frequent town hall meetings. As a former Public Works Director, I held monthly town hall meetings for each of the three neighborhoods for which I was responsible. The people of Beaverton deserve absolute transparency and open channels of communication, especially regarding our new form of government.
