Master Plan was funded by ECUA and CRA in 2003, which included a 12-phase project to address flooding, increased roadway/drainage maintenance, and septic tanks abatement. Stormwater Ponds in the Northeast Phase will provide for water quality improvements to Jones Swamp and reduce flood stages impacting properties. Roadway improvement in the Northeast Phase primarily include curb/gutter due to high water table and maintenance expense for roadside swales and driveway connection damages.

Northeast Phase currently in the design phase being North of Gulf Beach Highway, South of Jones Swamp and Old Hickory S/D, between Mills Avenue on the East and Fairfield Drive. Due to construction funding needs the project has been broken into 3 phases.

Northeast Phase design is currently funded by Local Option Sales Tax and ECUA funding. NE Phase 1 is funded be several funding sources listed. NE Phase 2 is not currently funded. However, the Gulf Coast Ecosystem Restoration Council is currently considering funding NE Phase 2 through the Pensacola Bay Watershed Restoration Project grant.

The 12 Phases have been broken up into Beach Haven Northeast, South, and Northwest, with Fairfield and Gulf Beach Hwy dividing the 3 Zones. The Northeast Phase was originally identified in the Master Plan as 3 Phases. Due to funding availability the project was divided into phases.
