The Work Plan was attached as Exhibit 1 of the Consent Agreement and Order (CAO) between Mr. John H. Thompson and the EPA (EPA Docket No. III-87-22-DC). Phase II of the Work Plan included the installation of treatment systems (or the delivery of bottled water) at selected Dublin Borough, Pennsylvania residences and businesses. Phase III of the Work Plan involves the monitoring of treat- ed and untreated well water at selected residential and business loca- tions. Tables 1 through 4 provide a summary of actions taken as part of Phase II at each of the locations listed in the Work Plan. Actions taken included the installation of twelve point of use treatment systems, eight total system treatment systems, and the evaluation of five existing treatment systems. As indicated by the tables, all Phase II work has been com- pleted with the following exceptions: The treatment system at the Dublin Hardware, 101 North Main Street, has not been evaluated. Dublin Hardware installed their own treatment system and did not allow BCM Eastern Inc. (BCM) to have a treatment system contractor inspect the system. The treatment system at the Boyle residence at 115 North Main Street, has been evaluated. BCM's treatment system subcontractor completed the evaluation and reported that the one-stage total system treatment system presently in place is not adequate. Because 115 North Main Street is a Tier II residence, BCM is authorized to deliver bottled water or install point of use treatment to this residence. treatment system. In addition, it would not be appropriateto install a point of use system while the present systemis in operation and possibly discharging elevated levels ofTCE to the water system. Because of continued difficultyin contacting the resident, this issue has not been re-solved. BCM's recommendation, however, is for the residentto remove the existing treatment system and to utilizeeither bottled water or a point of use system. Additionalefforts will be made to discuss the above with the resident.

A treatment system has not been installed at the Graceresidence, 115 Elephant Road, at the owners request. Mrs.Grace did not allow BCM's treatment system subcontractor toinstall a point of use treatment system. Mrs. Grace wantsto wait until she receives results from the latest round ofsampling before she allows a system to be installed.

Also included in the tables are the dates when treated and/or untreatedwell water was sampled in the first round of the Phase III monitoringprogram. All of the 51 locations listed in the Work Plan were sampledwith the following exceptions:

The Dairy Queen located at the intersection of North MainStreet and Mill Street. The store is closed for the winter.

163 North Main Street because there is no such address.Slaymaker is located at 163 South Main Street.

In addition one location not listed in the Work Plan, 118 Elephant Road,was also sampled. This location was sampled because the well serving 116Elephant Road also serves 118 Elephant Road. 116 Elephant Road is listedin the Work Plan as a Tier II residence. For this reason, a point of usetreatment system was installed at 118 Elephant Road and a sample was col-lected to check the system.
