Adjunct Raises, Promotion, and Duties

Base Rate, Lecturer I, Lecturer II, and Annual Contracts

2% Raises

• 30 Minutes of Office Hours per class is now Required

• Traditional, Phone, Virtual or a combination is OK.

• Just be “present”• If you are already holding

office hours, then these counts towards the requirement.

Lecturer I Promotion

Lecturer II Duties

• Participates in appropriate College Wide Governance and events including graduation

• Has the option to perform Part Time Performance Reviews

Annual Contracts

• Must be a Lecturer to request• Contracts can be for 1-2 years in duration

– Contracts can be for any amount of FTEF• Deans decide based on program chair’s assessments

of program needs of your expertise over the length of the contract– Dean must provide a written rationale for any denials

• Contracts can be canceled for Cause, Lack of Enrollment, and Decreased Funding, but 30 days notice must be given

• 3 moonlight evaluations during the previous 24 months– Normally it will be at least 3 and all from the previous 12

months. • If you are applying to move from Lecturer I to Lecturer

your last Review• Quantitative and Qualitative Analysis of Student

Adjunct & Post-Tenure Review Details

• What you need to need know right now…– EVERY COURSE for EVERY FACULTY MEMBER will be opted in to the

online Student Evaluation system– No you don’t have to use the online system if you would rather use

paper• Adjunct Faculty should encourage students to complete online evals

OR ask your program chair/Division staff to give paper versions, low return rates may be a factor in PTPR

• Program chairs – you can request paper versions for any adjunct faculty you would like or access the online evals after the quarter is over

• Tenure-track faculty and TESs – discuss the best route for the candidate. You have the choice of online or on paper.

• REMEMBER TO OPT OUT of online eval system if you are going use paper!!!!

How many courses get student evals?– FT faculty opting out of the promotion system will have 2/3 of

their courses used in Post Tenure Review. Ask your division staff/dean to opt you out of 1/3 of your courses from the online eval system or they will ALL be available to students. Regardless on how many are actually done only 2/3 will be used for Post Tenure Review

– FT faculty opting IN to the promotion system will have 100% of courses opted in to the online eval system. You CHOOSE 1/year to drop from your post tenure evaluation. (You can drop before evaluation OR after)

– PT faculty can CHOOSE 1 course/year to drop from your Part-time performance review. (You can drop before evaluation OR after)

– FT faculty will need a minimum of 3 moonlight or summer courses evaluated by students to apply for Lec. 1 or Lec 2 promotion

Compensation Implementation

• Expect to complete negotiation of details within 2 weeks;

• Signatures (especially of BoT President) set implementation in motion;

• Two payroll cycles likely needed for full implementation of salary augmentation;

• College commitment to expedite implementation of all compensation provisions (salary, release time, stipends, etc.)

• 2014-15 BCAHE dues must be ratified by members at this meeting;

• Negligible change from 2013-14 proposed.

Competency-Based Degree Pilot

• Pilot partially funded by Gates Fdn through WGU; remaining costs shared by participating CTCs;

• BC participation apparently committed by Presidential action in June;

• Roster of participating CTC appears to be in flux;

• Plan to have students start in January.

Competency-Based Degree Pilot

• Conceptual Framework • Washington’s community and technical college system

wants to test the concept of competency-based degrees.• System-wide “proof of concept” effort:• All colleges will have the opportunity to participate in

offering competency-based courses and degrees to their students through a consortium of member colleges.

Competency-Based Degree Pilot• Phased approach to implementation: • Phase 1 – Four colleges with Gates grant support pilot competency based IT certificates

starting Fall 2013 or Winter 2014. Learnings will be used to implement competency based degrees in Phases 2 and 3.

• Phase 2 – One college takes a leadership role in creating an “institute” to conduct a pilot, developing and testing competency based courses for an associate degree. The lead college serves as the administrative and fiscal agent for Phase 2. Phase 2 colleges participate in decisions on administrative processes. The lead college will consider all interested college faculty for participation in curriculum and assessment development.

• Phase 3 – Competency based courses and degrees may be expanded and implemented statewide by additional interested colleges through pooled enrollments or by offering courses with their own faculty. Participating colleges will adopt the competency based degree and have needed student and business services in place.

Prog Chr Meeting w/ Tom Nielsen• Last week, Tom N met with program chairs and some faculty to discuss CBE• Unanswered concerns:

– Curriculum will be developed outside of Bellevue College– Faculty will be hired by Columbia Basin (for pilot)– However, students may have the choice of Bellevue College for the degree

awarded.– Lack of clarity on articulation, can students go back/forth from CBE to traditional

college?– How will lab classes be handled in this online, CBE mode?– CBE is used at Western Governor’s Univ – what are the success rates for its

students? Do CBE students have higher transfer rates than traditional students?– WHY would we award degrees when we have no control over curriculum,

assessment?• Need for more clarity before moving forward.

Competency-Based Degree Pilot

• Faculty will identify the course and program competencies, select learning resources, and design the assessment rubrics with the support of staff expertise in library resources, instructional design, and psychometrics. Faculty will teach the courses and faculty will evaluate student work against competencies using the assessment rubrics.

Competency-Based Degree Pilot

• Contractor, along with other College Faculty, are considered subject matter experts for the discipline area for curriculum-mapping, but will not be asked to write content or assessments. The formative assessments will be built by Lumen Learning and their partners. The assessments will be active assessments that demonstrate students' mastery of the competencies. These assessments will be built by Lumen Learning and by the instructional faculty hired to teach the course under the CBE Program.

Academic Governance Issues

• There is no structure or institutional vehicle to require administrative consultation with faculty regarding strategic decisions that affect the academic program of the College or to facilitate whatever discretionary consultation may be offered.

• Statutory role of BCAHE as faculty union does not strictly include such matters of BC academic program.

• Do we need an institutional vehicle to represent and to advance/defend faculty responsibility/authority on non-contractual matters?
