President’s Message To All Coaches and Volunteers,

Welcome to another exciting season of high school basketball. On behalf of the BCHSBBA Executive, I would like to thank you for all the time and effort you devote to supporting boys’ high school basketball in British Columbia. We are coming off another successful season that culminated in three incredibly successful provincial championships. Congratulations R.C. Palmer, Southern Okanagan, and Kelowna Christian for winning provincial championships at the AAA, AA, and A levels. The tournaments held in Kamloops and at the new Langley Events Center were once again spectacular. Our Association is extremely fortunate to have dedicated tournament committees at all three levels.

This year we are again fortunate to continue our relationship with TELUS and are moving into the second year of a new partnership with BADEN. Both of these sponsors and others within our province have been great supporters of boys’ high school basketball in BC.

I would like to thank Grant Boland (outgoing past President); Chris Kennedy, our outgoing Executive Assistant (and former President), and Jay Pankratz (former Executive member) for their years of service to the Association. I would also like to welcome Don Wallace as our new Executive Assistant. Don brings a wealth of experience to us from his previous roles as a former President of the Association and BC School Sports Compliance Officer.

The 2011-2012 season is quickly approaching. Please take the time to read this Handbook and familiarize yourself with the online registration procedures available on the Association website. Feel free to contact me or other members of the Executive with questions or clarifications. In addition, this book also contains contact information for all Zone Reps and Committee members. The website (www.bcboysbasketball.com) contains a wealth of information and s updated regularly. Thank you to Ted Cusick and Tom Tagami for their tireless efforts managing the site.

With the ongoing discussions surrounding player movement and the teacher job action, there is great potential for disruptions to the basketball season. It is important that, as a community of coaches, we keep the lines of communication open and continue to focus on our student-athletes. We need to find solutions to the issues within our Association that threaten to divide us. At the 2011 AGM several motions on tiering received widespread support (65% of coaches voted in favour). Unfortunately, they did not quite reach the 2/3 majority required for passage. My hope is that after a period of reflection and discussion, these ideas will re-surface and gain the support necessary for implementation.

Please join us at our Special General Meeting on Friday, October 21st (11:00am) @ Byrne Creek Secondary. This event is held in conjunction with the Basketball BC Superconference and lunch is provided. We hope you will attend the clinic and the meeting (attendance at the clinic is not required). The agenda will include an update on the financial audit, discussions surrounding a new date for the AGM, and current issues facing the Association.

Good luck to all teams and coaches for the 2011-2012 season.

1. Opening Remarks – James Johnston. 2. Adoption of the Agenda – Klaus Heck/Andrew McKay. 3. Introductions – James introduced the Executive. 4. 2011 AGM Minutes were accepted – Moved/Seconded by Al Cassels/Rich Goulet. Carried. 5. President’s Report – James Johnston

James thanked and congratulated all coaches, volunteers and sponsors; especially the A, AA and AAA Tournament Committees for efforts during the season and the Provincial Tournaments. A thank you was also extended to the BCHSBBA Executive, Governors and, especially, Ted Cusick, the outgoing Executive member.

James made some comments regarding the change to be considered by the members as they made decisions regarding the resolutions before them. Finally, James referred to the conflict between the Lower Mainland and Independent Schools and expressed his opinion that the ongoing disagreement must be resolved prior to the 2013 AAA Tournament.

6. Financial Report – Ken Dockendorf. Ken outlined the process that was begun in June, 2011 to have the BCHSBBA accounts audited. He indicated that the audit for 2009-2010 would be complete before the end of the 2011-2012 school year and the audit for 2010-2011 should be complete by the fall of 2012.

Ken moved that the financial report be accepted - Moved/Seconded by Keith Hart/Rich Goulet. Carried.

7. AA Tournament Report – Jack May. Report Highlights

AA Tournament coaches indicated a strong desire for the AA tournament to remain in Kamloops.

AA Tournament coaches indicated that they were not in favour of four tiers.

Kamloops Tournament Committee have applied to host the AA Provincial Tournament through 2014-2016.

8. A Tournament Report – Bob Stebbings. Report Highlights

2013 A Tournament will be held at Columbia Bible College.

Ft. Nelson Secondary School qualified for the A Provincial Tournament (BC North Central Zone) but declined to attend the tournament because of costs.

Harvey Thorau, Glenlyon-Norfolk, indicated a willingness to manage the 2010-2013 A Rankings.

Bob Stebbings was thanked for being the A Tournament Liaison for the past nine years..

9. Basketball BC Report– Ross Tomlinson.

Report Highlights

Basketball BC has new offices located at the Langley Event Centre.

Ross outlined changes that are intended to make participation in Basketball BC events/programs more inclusive.

10. BC School Sports – Sue Keenan. Report Highlights

Sue indicated that the BC Sport alliance may include an amalgamation of BC School Sports under the auspices of BC Games.

The results of the BCSS Needs Assessment were shared with the members.

Sue indicated that she was leaving BCSS and that a new Executive Director should be in place by the middle of April.

11. New Business.

Resolutions

a) Resolution I (Shot Clock) Be it resolved that the BCHSBBA adjust the reset on the shot clock to reflect the fact that we are playing with a thirty second clock. To properly reflect a 30 second shot clock the re-set number should be at 18 seconds.

Passed.

b) Resolution II (Charge Circle) Be it resolved that the date for implementation of the rule regarding the ‘charge circle’ be postponed until the 2012-2014 season to allow members of the Association to conduct a review of the advisability of such a rule.

Passed.

c) Resolution III (Annual General Meeting) Be it resolved that the BCHSBBA Annual General Meeting be scheduled for the Friday Provincial Professional Development Day in October.

Passed.

d) Resolution IV (Tiering) Be it resolved that the BCHSBBA expand to four tiers of competition (A, AA, AA and AAAA)for the 2013-2014 basketball season.

Passed. This motion was passed by a vote of 45-12 (3 abstentions).

Clarification:

Four tiers would allocate approximately 63 teams to each tier.

Schools would continue to be able to ‘play up’ to a higher tier but each school must declare their intentions for the next two years beginning in January, 3013.

Sites that may be considered for Provincial championships are the Langley Event Centre, UBC, University of the Fraser Valley, Richmond Oval, Thompson Rivers University and Abbotsford Centre.

The long-term goal of BCHSBBA is to host two championships at each site.

The last year that a tier was added to BCHSBBA was 1987.

e) Resolution V (Section 9.02) Be it resolved that we remove Section 9.02 of the Rules section of the BCHSBBA Constitution.

Passed.

f) Resolution VI (Directors) Be it resolved that the BCHSBBA Executive be expanded to include two new Members-at-Large

i) One Member-at-Large from an ‘A’ school, and ii) One Member-at-Large from a “AA” school.

Passed.

g) Resolution VII (Division of the LMHSBBA, AAA, For The Purpose Of Qualifying) Be it resolved that the Lower Mainland Zone be divided into two separate Zones for the purpose of qualifying for the AAA Provincial Tournament.

Passed. This motion was passed by a vote of 22-19 (19 abstentions).

h) Resolution VIII (Proxy Voting) Be it resolved that Section 4.12 of the Constitutional Bylaws be removed and replaced with the following:

Voting by proxy is permitted. Procedure for vote by proxy representation of a Member School is as follows:

i) Proxy forms must be signed by both the Athletic Director and the Administrator of the Member School and assigned only to a designated representative of a Member School in good standing who is a member of the same recognized local School Athletic Association.

ii) If a Member School cannot be a member of a School Athletic Association the Member School can assign the proxy to the designated representative of any other Member School.

iii) The individual attending the meeting and the Administrator of the Member School receiving the proxy must also sign the proxy form.

Passed.

Amendments to the Constitution

As outlined in the Constitution, any additions or amendments to the Constitution must have a mover and seconder and be in the hands of the President, Kerry Taylor, 14 days prior to the Annual General Meeting.

FIBA Rule Amendments & Specifications for High Schools The following shall be in effect with FIBA interpretations:

1. 30 second shot clock (Boys’ games only) 2. 10 second backcourt count (Boys’ games only) 3. 24 second shot clock (Girls’ games only. Exception: where a shot clock function has no 24 second

capability, the 30 second shot clock rule applies) 4. 8 second backcourt count (Girls’ games only) 5. NCAA key (narrow key) only.

The following shall also be in effect:

1. FIBA pre-game warm-up procedure shall NOT be used. 2. Home team (or as designated by the tournament) shall have choice of team benches and will

shoot at the basket furthest from that bench in the first half. 3. T-shirts shall be permitted BUT the t-shirts must be the same colour as the team’s jersey. 4. All uniform numbers are legal. 5. Playing time specifications:

a) Jr. Boys and Jr. Girls (and lower) 1. 4–8 minute quarters 2. 3 minute overtime period(s) 3. 1 minute between quarters 4. Half-time—10 minutes (or less)

b) Sr. Boys and Sr. Girls 1. 4–10 minute quarters 2. 5 minute overtime period(s) 3. 1 minute between quarters 4. Half-time—10 minutes (or less)

Note: it is permissible for Sr. Boys and Sr. Girls teams to play 20 minutes (or less) halves or 8 minute quarters during their respective tournaments.

6. Timeouts shall be 50 seconds in length and the game shall immediately resume at 60 seconds. Note: timeouts shall not be shortened even when both teams are ready to play.

7. High School Noisemaker Stipulation

The following shall be in effect for all High School Basketball played in the province of British Columbia:

Aerosol air horns, loud speakers (megaphones), whistles, and laser pointers shall not be permitted at any time.

Should a situation arise with regards to the above; the game shall be stopped (at the appropriate time) and it shall be the sole responsibility of the home team administration or games director (if applicable) to immediately deal with the problem at hand. There shall be no penalty sanctioned regardless.

8. The Head Coach name and one Assistant Coach name (if applicable) shall be entered on the official score sheet prior to the start of the game.

Note: should both the Head Coach and the Assistant Coach be ejected from the game, the game shall be forfeited to their opponents.

Role of the Zone Representative

The Zone Representative acts as the representative of the Executive in his/her particular Zone. He/she exercises advisory powers to teams in matters that arise with the Zone.

Contacts schools in his/her Zone, usually by letter, in September outlining such things as registration procedures, zone tournament information and other matters relating to the Zone.

See that all photos, required from teams by January 18th, are sent to the BC Boys’ website. Zone Representatives should contact coaches to remind them of this photo requirement.

Sees that all arrangements are made for the Zone Tournament and that all registered teams have had the opportunity to qualify for the Zone Tournament.

Informs the Executive Assistant of their representative from their Zone to the Provincial finals the day following the Zone Tournament.

Provides for the annual meeting a full report of the Zone activities for the year, as well as Zone Tournament results and a financial statement (requirement to receive Baden grant).

Provides information to teams regarding scholarship application procedures.

Attends, where possible, Executive meetings of the BCHSBBA.

Classification for 2012–2013 (*introduction of 4th Tier: 2013–2014)

“AAA”—Senior Secondary schools with a male population in Grade 11 & 12 of 226 or more.

“AA”—Senior Secondary schools with a male population in Grade 11 & 12 of 81 to 225.

“A”—Senior Secondary schools with a male population in Grade 11 & 12 of 80 or less.

***for tier classification, count the full-time students who (as of December 31) are under 19 years of age

Rules for Classification

Classification must be declared to Kerry Taylor ([email protected]) by October 5, 2012. Final date to change is November 19, 2012.

All full-time male students under the age of 19 as of December 31, of the current school year, in Grades 11 & 12 are to be counted whether or not physically or actively able to participate.

Full-time student is defined in our constitution as:

a. At a non-semester school—a person who is enrolled and attending at least 6 courses.

b. At a semestered school—a person who is enrolled in and attending at least 3 courses.

Only full-time students are eligible to participate.

General Information

Uniform Numbers

All teams should now be using International Rules numbering. The next numbers after 4–15 are 20, 21 and 22.

Zone Allocations

The number of teams from each Zone for Provincial Championship will be based on the number of “active” schools registered online with the BCHSBBA by December 14, 2012. An “active” school is one which has submitted its Player Registration Form to BC School Sports by that date and is playing games with the goal of advancing to playoffs.

Playoff Games for Provincial Tournaments

Should the Executive and Tournament Committee determine that playoff games are required, and determine that the game(s) be at a neutral site, that site should be agreed to by the Zone Representative involved. Should the Zone Reps not be able to agree on a site, the President shall make the final decision.

Registration Procedures

School Registration

In early September, your school was sent a BC School Sports Member School Registration package with information on how to register online by October 5, 2012. Member school fees should be sent directly to BC School Sports.

Team and Player Registration (BC School Sports)

Done through BC School Sports online registration (ExNet) at www.bcschoolsports.ca.

Player registration form must be completed online by December 10, 2012.

Players may be added up to 7 days prior to the start of Zone playoffs, or January 30, 2013, whichever is earlier.

BCSS will forward copies of Player Registration Forms to the Commissioner.

Registration for Zone and Provincial Playoffs (BCHSBBA)

To register and qualify for Zone and Provincial playoffs, a copy of a team photo must be sent to the BC Boys’ website by January 18, 2012

Photo Instructions

Minimum 5” x 7”, including Coach and Manager (may be colour or black and white)

Numbers should be clearly visible.

Players should face the front with numbers visible.

Proportion players by height to give a balanced appearance.

Background should be light with no markings showing.

Note: You may list more than 15 players but only 15 players are allowed on a score sheet for a game.

Berthing Registration This year again, A, AA and AAA teams must add their roster to the BC Boys’ website in order to be counted as a competing team.

Policy Statement on Complimentary Tickets

BC High School Boys’ Basketball “AAA” Tournament 2013

Distribution of Tickets

Allotment of passes to coaches of senior boys’ teams in the Fraser Valley, Howe Sound and Lower Mainland Zones will NOT be done through Zone Reps, as in the past.

A new procedure will be in effect for entrance at the AAA Tournament for 2012. All AAA tournament passes will be distributed from the WILL CALL window at the Langley Events Centre during the Tournament. To receive their 2 allocated passes, coaches must show ID to pick up the pass at the LEC Will Call. All passes will be scanned at the door upon entrance. Zone Reps from the Lower Mainland, Fraser Valley, and Howe Sound will be required to submit a list of all AAA, AA, and A coaches to Ken Winslade by Friday, February 17. This will be the list used at the LEC Will Call.

The Senior Boys’ coach of AAA, AA, and A teams outside of the Lower Mainland, Fraser Valley and Howe Sound may receive 2 Tournament passes for the AAA Tournament. Please send requests for passes by March 9, 2012 to Ken Winslade ([email protected]) These passes can be picked up at the LEC Will Call.

For the twenty teams competing in the tournament, the coaches will receive sixteen passes. These passes are for players, managers and coaches. If you have cheerleaders who are going to be present, additional daily passes will be available from John Buis. No requests for additional complimentary passes will be considered.

The following people are entitled to one general admission pass upon written request to Ken Winslade:

2012 BCHSBBA Basketball Scholarship Application 1. Various scholarships are provided by the British Columbia High School Boys’ Basketball Association

(BCHSBBA) to each successful applicant of a team who is a member of the Association.

2. Scholarships shall be awarded to students proceeding from Grade 12 to any university or other post-secondary institution.

3. Candidates must complete the application in full and provide all required information, documents, and letters in order for their application to be considered.

4. A successful candidate can receive only one scholarship from the BCHSBBA or a Zone member (a high school within your district).

5. A candidate must have proficiency in basketball, a minimum “B” average in his marks or the capability of being accepted by the university or post-secondary school of his choice, and demonstrate good citizenship, character, and leadership.

6. The following must accompany the application (do not send original letters of reference as they will not be returned):

a. The signature of the Principal certifying the candidate’s scholarship, character, and school citizenship.

b. A letter from the Coach indicating the candidate’s character, leadership, and, in particular, the candidate’s basketball ability.

c. A letter from a member of the community writing on behalf of the candidate in regards to his leadership qualities, community activities, and character.

d. A transcript of the candidate’s marks or a photocopy of the Permanent Record Card. If neither is available, a typed copy of the Permanent Record Card, certified by the Principal’s signature, will be accepted. Current term grades must be attached.

All of the above will be evaluated by the judges in their discretion. The decision of the judges is final.

It is the responsibility of the applicant to see that the application is complete and that all required information, documents, and letters are enclosed with the application.

Applications must be received by 4:00 PM on February 20, 2013.

Late applications will not be considered.

Faxed applications will not be accepted.

Incomplete applications will not be accepted.

All application material will be destroyed and no information will be returned.

Code of Ethics Exemplifying high moral character and displaying the highest standards of honesty, integrity, and leadership. All members of the BC High School Boys’ Basketball Association shall treat all persons with dignity and respect. In particular, each member of the Association shall

Code of Ethics: Recruiting A primary goal of the BC High School Boys’ Basketball Association is to provide equal opportunities for all participants and all schools. Members of the Association are, therefore, opposed to student recruitment. Schools should not—either directly or indirectly—attempt to coerce or pressure a student to play for a particular school.

More specifically, schools should not attempt to influence a student who demonstrates special skills and talent in basketball to enrol in a public or private school outside of his designated school boundary.

Indicators of Recruiting

1. A coach or any other school representative initiating contact with a non-enrolled* student in order to suggest, explain, or encourage a student transfer.

2. A coach or any other school representative encouraging any other person—including present or past players—to contact a non-enrolled student to encourage a student transfer.

3. A coach or other school representative encouraging the non-enrolled student to attend a particular school by providing special inducements such as preferential accommodation, reduced fees, or employment.

4. A former coach influencing a student to transfer to a school where that coach is presently employed.

5. A coach permitting a non-enrolled student to participate in team activities, including:

Team practices.

Scheduled team activities, including team meetings.

Pre and post-season practices, including open gym, and spring and summer leagues.

6. A coach permitting a non-enrolled student to accompany his/her team to school functions, and/or providing a non-enrolled student with complimentary admittance to a school function or to any other activity in which the school is participating.

7. A coach providing a non-enrolled student with team practice, game, or other plans.

8. A coach providing transportation, and/or providing financial payment (including reducing or waiving fees) in order to facilitate the participation of a non-enrolled student in out-of-season contests, leagues, camps, or related programs.

9. A coach using the evaluation process in an out-of-season program or camp to suggest that a player would improve if he played in a better program or stronger league.

* An enrolled student is a student who is attending a Grades 8 to 12 school. Where the school has only Grades 11 and 12, students enrolled in the senior school’s “feeder” junior secondary school would be considered enrolled in the senior secondary school.

Provincial 3-Point Contest The BC High School Boys’ Basketball Association will again be holding a 3-point shot contest this year.

Dates: Tuesday March 13, 2012 (One Day Only)

Location: Langley Event Centre – TWU Gymnasium

Time: 5:30 pm

All contestants should report to the registration area in the Event Centre at 5:00 pm. You may lose your spot if you do not report.

Who: Schools may enter two contestants only. Any player eligible to play for his school team under BCHSBBA rules is eligible to represent his school. He must have played for the school during the current year.

Format: Similar to the NBA contest. One minute to make as many shots as possible from five positions around the 3-point line. The contest will be completed on the Tuesday night.

- All shooters shoot in the preliminary round - Top eight scores go to the semi-final round - Top two scores go to head-to-head final - Scores carry over from preliminary round to semi-final round - Previous scores eliminated for final

Prizes: Will be given to the 1st and 2nd place shooters (presented at half time of the 3rd/4th place game Saturday night.

Uniforms: School uniforms must be worn.

The Ken Wright Memorial Scholarship Ken Wright was one of the original founders of the BCHSBBA in 1946 and played a key role in the development of our Association and Provincial Tournament until his passing in 1996. From the outset, he enthusiastically supported and aided in the development of high school basketball and coaching programs in our province. Of great interest to him was the development of sportsmanship along with the pursuit of excellence by the coaches and players associated with the game. This award is presented by the Wright Family Trust, with assistance from our Association, in the hope that every school will seek to achieve the high ideals and dreams that Ken wished to see developed in high school basketball.

The award will be in the amount of $500.00 and will be awarded to a coach, in our Association, in the name of the high school, who has improved and developed in the school’s basketball program to be competitive at the local, regional, and provincial level. The award must be used to encourage the continued development of the school’s basketball program. An individual plaque will be presented to the coach in recognition of his/her commitment to and development of basketball in their school.

Nomination Process

The selection of this award will be determined by a committee made up of members from the Executive of the BCHSBBA. Nominations may be made by coaches and Executive members of the BCHSBBA. Nominations must be submitted by March 1st of the year in which the award is given and be accompanied by a written statement, describing the improvement and success of the school’s program. In the event that the Awards Committee does not receive a nomination, it will be the responsibility of the members of the Executive to seek a school program worthy of this award. Criteria for Selection

Guidelines to consider when making a nomination should include:

Quality of the basketball program in the school.

The philosophy of the coach and his/her impact on basketball in the school

The improved quality of team play and competitiveness of the school at the local, regional, and provincial level.

The impact of the basketball program on the school and the community.

Level of sportsmanship is displayed.
