The Basketball Victoria 2017 Facility Master Plan follows on from the first Master Plan presented in November 2012.The basketball and indoor sports market has undergone significant change in the last five years. Basketball numbers have grown at a significant rate. Government needs to continue increasing funding for facility development to meet current and projected growth figures. These facilities must now be designed to support multiple sports and athletes with special needs. With the population of Victoria continuing to grow at previously unseen rates, the demand for indoor court space has never been greater. It was imperative that Basketball Victoria clearly established our position for state and local government, stressing the urgency of the situation for indoor sports and the need for a long term funding plan. Basketball Victoria has formed a strategic partnership with Netball Victoria to have competition compliant indoor facilities built around the state. The two sports present the largest participant base using indoor stadiums in Australia. The purpose of this report is to identify priority locations throughout Victoria for basketball facilities and to provide information that can assist the relevant authorities develop a business case for the construction and operation of basketball facilities.

In 2016 there were:• Over 450,000 Victorians participating in basketball related activities• Approximately 5 per cent of the Victorian population regularly participate in basketball related

activities.Estimating Future Facility NeedThere is a strong relationship between provision of adequate playing infrastructure and basketball participation levels. Research undertaken as part of the development of the Basketball Victoria Master Plan identified that each basketball court can cater for approximately 1200 participant visitations per week and approximately 400 to 500 additional members/ongoing participants. Therefore, utilising a conservative estimate of 5 per cent of the population seeking to participate in growth areas, for every 25,000 new residents there is a need for at least four indoor courts available for basketball.Basketball Victoria Facility Development PrioritiesAn assessment of current facility gaps, current and projected demand and facility development planning has identified a need for:• An additional 191 basketball courts by the end of 2022• And a further 79 courts by 2030

Future Participation ProjectionsBV membership is currently growing at a faster rate than the Victorian population growth rate. Based on the current growth rate BV membership will be in excess of 224,000 members by 2020 and 290,000-plus by 2031.

Facility ProvisionAn assessment of current facility provision in December 2016 identified:• 632 basketball courts used for BV

affiliated association competitions• A net increase of 50 new courts since

the 2012 BV Facility Master Plan.• A further 31 courts are expected to be

available by the end of 2018.• One indoor basketball court accessed per 9,406 Victorian residents - a ratio of one indoor

basketball court accessed per 5,500 country Victorian residents and one court per 10,806 residents in metropolitan Melbourne.

BenefitsofBasketballFacilityDevelopmentThe following is a summary of the net socio-economic benefits derived over 25 years from constructing and operating per indoor court:• Productivity Benefits of $17.25 million• Volunteering benefits of $10.25 million• Employment benefits during construction of $1.25 million• Employment benefits during operations for association and facility of $2.75 million• Health $0.91 million

These estimates have been developed utilising data and formula from the Sport and Recreation Victoria (2015) and Econtech/Medibank (2007) modelling tools.

Basketball Victoria would like to recognise the contributions made by member associations and other relevant parties have been important.
