34 Environmental Management and Monitoring
Overview
The purpose of this Chapter is to set out the environmental management and monitoring measures relating to the RMA designation and consent conditions that will be in place during the construction and operation of the Project.
The integrated design process that has been undertaken to date will enable the Project to deliver beneficial effects and has enabled many adverse environmental effects to be avoided or mitigated. However this process cannot, on its own, deliver the benefits or ensure that all potential adverse effects are adequately addressed.
The benefits will be delivered, and the adverse effects further mitigated, through careful detailed design and the management of the construction and operation of the Project.
The delivery framework contained in this Chapter provides an overview of the detailed design process and of construction management. It has been formulated to, in part, ensure that the outcomes intended in the Project design, and illustrated in the application drawings, are delivered.
The delivery framework identifies the detailed design process that will occur if the designation is confirmed and resource consents granted. This includes detailed urban and landscape design which is critical to the success of the Project.
The delivery framework also sets out the process for the Project’s construction management plans, which will be finalised ahead of construction commencing and which comprise two tiers being:
an overarching Construction Environmental Management Plan (CEMP); and
a series of topic specific management plans.
Proposed construction management plans have been prepared (see Volume 4) and explain how potential construction environmental effects will be managed. The proposed topic specific management plans have been prepared by the technical experts, based on their assessment of effects and the proposed construction methodology in Appendix A of the CEMP.
The construction management plans also outline the environmental monitoring that is to be undertaken prior to and during construction to monitor potential effects. The audit and update of the construction management plans based on monitoring results provides a mechanism through which improved mitigation measures can be implemented, if necessary.

Implementation of the delivery framework is provided for in the proposed designation and resource consent conditions. These conditions will ensure that the anticipated benefits of the Project are achieved and that potential adverse effects are adequately and appropriately avoided, remedied or mitigated.
34.1 Introduction
The assessment of environmental effects in Part G of the AEE has identified a wide range of positive and adverse environmental effects. These may result from the Project’s design, construction or operation. The integrated design process that has been undertaken to date, and is described in Part G of the AEE, has enabled many of the adverse effects to be avoided, where practicable, or mitigated. However this has not been able to address all potential adverse effects.
This Chapter outlines the further measures that will be undertaken to avoid, remedy or mitigate adverse effects of the Project before, during and after construction. To this end it provides information on the following:
the overall Project delivery framework ;
the detailed design process;
the proposed construction management plan framework;
a summary of the measures proposed to adequately avoid, remedy or mitigate potential adverse effects; and
a summary of the monitoring measures proposed in the various technical reports and management plans; and the suite of measures to avoid, remedy or mitigate potential effects, outlined in this Chapter which will be formalised through the designation and resource consent conditions. Proposed conditions are set out in the following Chapter 32.
34.2 Project delivery framework
Key to the management of environmental effects is the development and implementation of a suite of measures that include conditions, management plans and monitoring. This is referred to as the Project delivery framework. The delivery framework aims to provide consistency with NZTA’s environmental objectives, manage areas of environmental sensitivity, recognise environmental risk issues, and to identify the mechanisms to avoid, remedy or mitigate the actual and potential effects of the Project.
This Chapter identifies the principles, methods and plans to be developed by the NZTA (or its nominated contractors) at the time that detailed design and finalisation of the

construction methodology occurs, and the associated monitoring and processes for verification. Figure 34-1 illustrates the overall process for delivery of the Project.

34.2.1 Principles for Project delivery
The following principles form the basis for the development of the plans and conditions for the delivery, operation and maintenance of the Project:
All works are to be undertaken in compliance with current New Zealand standards and legislation;
The construction and operation of the Project will avoid, remedy or mitigate adverse effects;
An integrated team approach has been adopted and will continue through specimen and final Project design and as methods to avoid, remedy or mitigate actual and potential effects are reviewed and updated; and
Each technical specialist, consultant, or contractor involved in the Project has equal responsibility to avoid, remedy or mitigate adverse effects.
In addition to these principles, NZTA will maintain on-going communication with:
The local authorities responsible for monitoring and enforcing conditions placed on the designation and resource consents;
Directly affected landowners;
Tangata Whenua;
Key stakeholders and;
The community.
The parties involved and the processes to be used for this communication are set out in section 5 of the Construction Environmental Management Plan.
34.3 Detailed Design
Upon confirmation of the designation and resource consent conditions, detailed design of the Project will be undertaken. This will result in detailed drawings and specifications that enable the Project to be constructed, and therefore the benefits of the Project to be realised. The detailed design will be required to be in accordance with the information and drawings submitted as part of the notice of requirement and resource consent applications.
Given the importance of urban and landscape design elements to this Project, detailed design will involve the production of an Urban and Landscape Design Plan (ULDP). The ULDP will give effect to the Urban and Landscape Design Framework, Technical Report 3 in Volume 3 of these documents. It will contain detailed design drawings and information that addresses:
Form, articulation and finish of all bridge elements;
Detail of the following junctions: pier and embankment to ground junctions; pier to superstructure junctions; and, pedestrian bridge to vehicle bridge;

Detail of the lighting structures, light types, architectural lighting and luminance levels;
Details of all proposed road traffic signs;
Paving and the finish of all hard surfaces (excluding the road surface);
Street and park furniture;
Details of all soft landscaping elements;
Details of native plants sourcing;
The identification of vegetation to be retained or relocated; and,
A planting programme, including the staging of planting in relation to the construction programme.
It is also proposed that a Heritage Management Plan be prepared for the Basin Reserve. The Heritage Management Plan will be based on the principles relating to the Basin Reserve contained in the ULDF.
The Heritage Management Plan will outline the heritage values of the Basin Reserve and a strategy for the protection of these values during construction of the Project. This Plan will inform the design of Project works within the Basin Reserve, and in particular will inform the development of the Outline Plan for this part of the Project.
Both the ULDP and Heritage Management Plan will be submitted to Wellington City Council for certification.
34.4 Construction management plan framework
To manage the effects of the Project’s construction a suite of construction management plans is proposed. The framework for these plans is shown in Figure 34-2.
34.4.1 Construction Environmental Management Plan
A proposed Construction Environmental Management Plan (CEMP) has been prepared for the Project (Refer Volume 5 AEE). The final CEMP will be prepared by the Project constructor and will be provided to GWRC and WCC prior to construction for certification.
The Constructor will be required to undertake all construction activities on the site in accordance with the provisions of the CEMP and relevant management plans as part of their contractual arrangements.
The CEMP is an overarching construction management document. The other management plans fall under this overarching plan. The CEMP provides the general procedures under which the Project will be constructed. It sets out the methods and tools to be utilised by the Constructor to manage, avoid, remedy and mitigate potential adverse environmental effects in order to meet the proposed resource consent and designation conditions, relevant legislation and the NZTA’s environmental objectives.

The methods and tools detailed in the CEMP include construction management team structure and responsibilities, consultation and communication requirements, monitoring and review requirements, documentation and auditing procedures.
The CEMP establishes the relationship between the key environmental effects of construction and the topic specific management plans and /or topic specific protocols. These topic specific management plans include, for example, construction traffic and contaminated soil and are included as appendices to the CEMP.

The proposed designation and resource consent conditions that require preparation of a CEMP, and the topic specific management plans, provide flexibility to review and modify practices according to changing circumstances, monitoring results and complaints. The ability to make changes to the management plans is an important aspect of continually improving their effectiveness.
However, any changes to management plans are required to remain consistent with the overall intent of the relevant management plan, and need to be certified in terms of the NoR conditions by the relevant WCC officer.
The Constructor will be required to refine and finalise the management plans as part of the process of undertaking and finalising detailed design and construction methods. The process for finalising the management plans will be set out in the designation and consent conditions.
34.4.2 Rationale for preparing draft management plans
The intention of providing draft management plans as part of the suite of documents supplied in support of the consent applications and notice of requirement is to:
Provide confidence to stakeholders that construction details have been considered;
Assist in assessing effects;
Assist in developing mitigation strategies;
Assist stakeholders in considering the construction related aspects of the Project; and
Provide a framework for certification of final management plans prior to construction.
The purpose of the detailed topic specific management plans is to:
Provide more detailed design information about how specific key effects on particularly sensitive values can be appropriately managed;
Prepare targeted measures which demonstrate how construction management techniques could be applied to specific issues;
Provide integrated consideration of the key performance standards relevant to controlling actual and potential effects on the environment.
The Archaeological Management Plan and SSTMPs have not been provided in draft as part of the application documentation. This is considered appropriate because:
The Archaeological Management Plan is in relation to the Historic Places Act processes and is not a directly relevant part of this documentation; and
The requirements for the Site Specific Traffic Management Plans are set out in the CTMP. In addition the exact construction sequence will not be finalised until the

Project Constructor has been selected. The SSTMPs cannot be prepared until this sequence is confirmed.
34.5 Summary of mitigation measures to manage adverse effects
Table 34-1 provides a summary of all environmental effects, positive and adverse, identified in Part G of the Assessment of Environmental Effects. This includes all environmental effects associated with the Project’s design, construction and operation.
Table 34-1 also identifies how the positive effects will be ensured, and what further mitigation is proposed in relation to the adverse environmental effects. Finally, Table 34-1 provides a description of the general nature of conditions that are considered necessary to ensure benefits arise or that mitigation occurs. The specific wording of the conditions proposed by NZTA is included in Chapter 32.

34.6 Summary of proposed monitoring
Monitoring of environmental performance and compliance with resource consents and designations is required throughout the construction of the Project. This will ensure that the effectiveness of the mitigation measures is monitored, areas of noncompliance identified and corrective actions taken as necessary.
Environmental monitoring will be undertaken according to the following principles:
The Constructor’s nominated Environment and Compliance Manager will be responsible for managing the environmental monitoring, and arranging training and specialist consultants for the monitoring as required;
When monitoring results identify non-conformances with relevant standards and resource consent and designation conditions the incident response and corrective actions procedures in the CEMP will be followed;
The Constructor’s nominated Environment and Compliance Manager will advise the Constructor’s Project Manager and NZTA of any non-compliance found during monitoring and will report these to relevant authorities;
Environmental monitoring results will be inputted by the Environment and Compliance Manager into NZTA’s CS-VUE database for the Project. This will be overviewed on a regular basis by the Constructor’s Project Manager;
Environmental monitoring results will be reported to the relevant authorities by the Environment and Compliance Manager as required; and
Environmental monitoring results will be reported to the Community Reference Group and relevant parties on the Communications Register, both of which are required under the proposed designation and resource consent conditions.
Should inspections indicate that the environmental controls are not functioning as intended, the Environment and Compliance Manager and Constructor’s Project Manager will instigate a review of the relevant aspect of the Construction Environmental Management Plan.

Management Plan
Noise The Constructor will be required to measure the noise from the combination equipment operating during each stage of construction. The purpose is to assess the measured operating noise level against the noise level calculated prior to commencement of the particular stage.
