Unitary Government

A unitary state is a state governed as one single unit in which the central government is supreme and any administrative divisions exercise only powers that their central government chooses to delegate. The great majority of states in the world have a unitary system of government.

Page 3: Basic Gov

In a unitary state, subnational units are created and abolished and their powers may be broadened and narrowed, by the central government through a process known as devolution.

Federal Government

Federalism is a political concept in which a group of members are bound together by covenant with a governing representative head.

Page 8: Basic Gov

The term "federalism" is also used to describe a system of government in which sovereignty is constitutionally divided between a central governing authority and constituent political units (such as states or provinces).

A federal government is one in which the powers of government are divided between a central government and several local governments. Both levels of government act directly on the people through their own sets of laws, officials, and agencies.

Federations may be multi-ethnic and cover a large area of territory although neither is necessarily the case.

The initial agreements create a stability that encourages other common interests, the purpose can be the will to solve mutual problems and to provide for mutual defense.

Federal Government

Component states are in some sense sovereign, certain powers are reserved to them that may not be exercised by the central government.

The component states of a federation usually possess no powers in relation to foreign policy, and so they enjoy no independent status under international law.
