Basic Data on Visits toFamily Planning Service SitesBy Bettie L. Hudson, formerly of Division of Health
Care Statistics
Introduction
This reportpresentsnationalestimateson medicalfamily planningvisits by women to family planningservice sites in the United States in 1980: Theseestimatesarebased on datafrom theNational Report-ingSystemfor FamilyPlanningServices, whichfocuseson thesociodemographiccharacteristicsof thepatientsaswellasutilizationof medicalfamilyplanningservices. The sociodemographic data are presented in tables 1through6, 11, and 12. Data on utilizationof medicalfamily planning services are presented in tables 7through 10.
TheNationalReportingSystemforFamilyPlanningServicesis a samplesurveyconductedby theDivisionof Health Care Statisticsof the National Center forHealthStatistics. The systembeganin 19721to collectdata on visits to family planningservice sites in theUnited Statesand some of its territories.
The basic samplingunitfor theNationalReportingSystem for Family Planning Services is the familyplanning visit. The survey includes medical familyplanning visits made by women to family planningservicesites, which arethoseoperatedby public healthdepartments,hospitals,thePlannedParenthoodFeder-ationof America, Inc., afllliatesandotheragenciesthatprovide medical family planning services. Medicalfamilyplanningvisitsto privatephysicians’ offices areexcluded from the survey, as are visits to militaryclinics.Visitsmadeto familyplanningservicesitesonlyfor pregnancyor venerealdiseasetestsarenot countedas visits, nor arevisitswhose sole purpose is obtainingcontraceptivesuppliesor counseling.
The survey employs a two-stage samplingdesign(see appendixI). Surveyparticipationis requiredforallfacilitiesselected for the sample thatare supportedbyPublic Health Service family planningservice grants;however, participation is voluntary for non-federallyfunded service sites selected for the sample. Theproportionof eachsamplesite’svisitsthataresystemati-callyselectedfor inclusioninthesurveyvariesaccording
to the site’s reported annualvisit volume and its geo-graphic location. Data horn the U.S. territories ofGuam, Puerto Rico, and the Virgin Islands are ex-cluded. Family planning visits by males are alsoexcluded because the numberof visitsby males is toosmall for reliable estimates, although data on thesevisitshavebeen presentedin otherNational CenterforHealthStatisticspublications.z~Becausetheestimatesinthisreportarebased on asampleratherthanon afi,dl-countsurvey,theyaresubjectto samplingvariability.Adetailed discussion of the National Reporting Systemfor Family PlanningServicessurveymethodology andthe samplingvariation associated with the estimates, along with definitions of certain terms used in thisreport, is included in appendixes I and II.
The Clinic Visit Record is thebasic datacollectionform usedintheNationalReportingSystemfor FamilyPlanningServices.Data also arebased on informationobtained from observation and from medical records.Service sitesthatcollected surveydatathrougha com-puterizedrecord systemgenerallyuselocally developedforms thatcontain the same Clinic Visit Record items. The Clinic Visit Record contains 14 items, coveringbasic sociodemographic information, medical familyplanning services, and contraceptive usage (see appendix III for facsimile).
Data have been publishedfor 1978 and 1979 fromthe National Reporting System for Family PlanningServicesthatfocus on visits to family planningservicesites,%Gthe numberof teenagersand women who useorganizedfamilyplanningservices,T$andpatientpro-file.g The National Centerfor Health Statisticsoffersother estimates on the utilization of family planningservices. For example, theNationalAmbulatoryMed-ical Care Survey,10 conducted by the Division ofHealthCare Statistics, presentsdataon visitsto office-based physicians, includingfamilyplanningvisits.TheNational Surveyof Family Growth,l 1conductedbytheDivision of Vital Statistics, provides more detailedstatisticson women who madefamilyplanningvisitstotheirphysiciansor to organizedfamilyplanningservice
