Implementation Status

Uncertainty amongst banks• Delay in finalisation of the Accord

• National Regulators slow to interpret National Discretion

• Home v. Host issues still unclear

Investment Commitment• Initial Business Case exists but formal budgetary approval outstanding

• Resources are scarce

• Competing projects e.g. IAS

Solutions• Vendors are still developing offerings and many banks holding back on commitment

• In the last few months increasing banks committing to a solution

Implementation Status

Our experience* indicates that almost all banks (80%) are aiming to achieve the foundation (35%) or advanced (45%) internal rating-based approach (IRB). Currently they are at different points of the implementation process.

Implementation Approach

Many business case efforts focus on Strategic Direction, Credit Risk Measurement and Policies/Procedures, but a comprehensive business case must understand and account for each of the required components necessary for success.

Basel II Program Components % of Effort DescriptionImpact of Basel II on the individual portfolios in relation to the capital requirement changes and likely market re-actions.

Development of compliant credit risk rating models including PD, LGD and EAD and segmented retail portfolios.

Development of documented compliant policies and procedures for all levels of risk management.

Establishing organizational responsibilities for appropriate independence, review and validation functions.

Integrating changes to existing systems and interfaces and developing new data storage, calculation and reporting functionality.

Establishing an operational risk framework including loss event metrics, causal analysis and capital calculation.

Integrating regulatory risk models with other quantified risk metrics and balance sheet management.

Integrating capital and risk reporting with financial and regulatory reporting.

Management and co-ordination of the program across diverse business lines and geographies.

The data assessment needs to be comprehensive and cover customer, exposure, product, risk rating, risk mitigantand default / arrears data.

In many instances business units will have data consolidated onto central systems or warehouses and these can be the main basis for the data review. However, additional assessments may need to be made.

Our experience also supports the need for a strong Program Office and Governance Structure. The following diagram of a typical Basel II Governance Structure indicates the strong role needed to be taken in managing and directing a Basel II initiative.

Implementation Approach

The Objectives of the Data Assessment / Solution Design work that is currently occupying many banks are as follows:

• To create a logical data model reflecting the known requirements of Basel II / CAD 3 and bank specific requirements

• To assess the ability of the current systems and interfaces to provide / derive / calculate the required data elements

• To create a solution design / application architecture outlining the high level end-state solution and identifying changes required to existing systems / interfaces as well as any new systems / interfaces required

• To refine the business case and implementation plans based on a more detailed understanding of the solution and required effort / activities

• Each business unit completes a data assessment template for all relevant systems

• Where a business unit owns a system with transactions for other business units the system-owning business units must complete the data assessment for those data items

• Where business units use different systems to capture data relating to different product groups, all systems must be covered

• Approximately 19 data attributes will need to be collected for each data item, covering source system, data quality, data source and data extraction capability to enable a robust design to be developed

• Several hundred data items are contained within the data assessment templates
