PROVEN ACCOMPLISHMENTS

Coach: A team of Test Equipment (TE) Design Engineers faced a technically challenging project with critical cost and schedule constraints. If the team did not meet the contractual delivery date, the company would have to pay a 10% penalty of $3.8 million. Coached the team through developing a detailed project plan that they would own and execute. RESULT: Customer’s requirements and schedule were met and exceeded, avoiding all penalties. Team Achievement Award was presented to the team for their excellent execution of a major TE project. Recover: Took over the Integrated Product Team Leader (IPTL) position for a project to build new Test Systems for the EKV program. The project was 60 days behind schedule and 40% over budget. Re-planned the project and led a deep-dive into design problems. RESULT: Test Systems were delivered in time to support critical flight tests and 60% of the projected cost overrun was recovered. Inspire/Mentor: A US Government security planning oversight forced a 30 day shutdown of all installation and on-going training in Japan. The project team was upset and dejected, believing that they could no longer meet the customer’s requirement to start operations in the facility by the required deadline. Rallied the team, inspiring them to think creatively and work together to overcome the time lost. RESULT: All integration and training was completed three days before the scheduled facility opening. The customer was elated and recognized the team for their significant achievement. Collaborate: The Japan Maritime Self Defense Force (JMSDF) announced they would be four months late in providing the high purity liquid argon gas supply required for one of the missiles to be tested in the new Intermediate Level Maintenance Facility (ILMF). The JMSDF ship maintenance schedule depended on the facility going operational for at least one missile type and the delay would compromise fleet readiness. Worked collaboratively with JMSDF and the U.S. Navy to split the project into two phases, allowing the facility to open for the critical missile type first. RESULT: The ILMF went operational for one missile type on schedule. JMSDF was able to certify those rounds and deployed the ships on schedule. Execute: Responsible for three separate Direct Commercial Sales (DCS) contracts to provide technical support to Mitsubishi Heavy Industries. These contracts were valued at approximately $2 million each and were bid at 30% margins. RESULT: Executed contracts very lean and efficiently and was able to realize over 60% margins (doubling profit) while continuing to delight the customer.

Program Manager (2008 – 2014)

In charge of the Program Management of a $110 million project to build a new missile test facility in Japan. Directed oversight of Facility Design Requirements, Construction Inspections, Security and Operations Planning, Security Systems Installation, Ordnance Handling Equipment Installation, Test Equipment Design, Fabrication, Integration, and Installation, Facility Personnel Training, and Technical Support for Japanese Industry Partners.

Supervision of a team of over 30 multi-disciplined engineers and technical training and support personnel.

Developed and maintained the Master Schedule. Coordinated and planned the activities of Japanese and US government personnel. Directed procurement and shipping of materials required in Japan. Managed the proposal team and participated in developing executable proposals and contract negotiations, interfacing with Japanese and U.S. customers.

Coordinated the logistics of moving personnel to and from Japan and oversaw daily installation operations. Proactively identified and resolved problems early to avoid schedule and cost issues. Communicated with customers daily to understand their needs and concerns and to ensure all parties were aligned.

Integrated Product Team Lead (2003 – 2008)

In charge of a team of TE Software, Electrical and Mechanical Engineers developing new test systems for the Capabilities Enhancement phase of the EKV program.

Supervised a team of 12 engineers and multiple support personnel. Developed and maintained the TE schedule and resource loading and executed to the Integrated Master Schedule. Managed a $10 million budget and the associated Cost Accounts using the Integrated Earned Value Management System. Responsible for Software and Hardware Configuration Management.

Reviewed and approved new TE designs, all new and modified drawings and all Engineering Change Requests. Reported progress of schedule and budget to all stakeholders. Developed and reported monthly Estimate at Completion (EAC).

Section Manager Manufacturing (2000 – 2003)

Direct Supervision of a team of 10 Manufacturing Engineers who were responsible for fabricating TE to support the BMD product line. Responsible for bi-annual Employee performance development and evaluation.

Managed the execution of project schedules and budgets. Liaison to Supply Chain Management, TE Team Leads and Program Offices. Responsible for Product Quality of all TE built in-house or offloaded to outside vendors.

Participated in Material Review Board meetings.

Senior Tech Support Engineer (1997 – 2000)

Responsible for full cycle TE manufacturing, to include participating in Design Reviews, review of drawings and schematics for producibility, material/parts procurement, make/buy decisions for assembly work, scheduling and staging of TE, supervision of TE construction, and follow up with stakeholders.

Collaborated with TE Engineers on new TE projects and generated plans to meet the Program’s schedules and budgets.

Oversaw all jobs in work and resolve technical issues. Visited local assembly houses with offloaded work and provided status to all stakeholders.
